the big game, including your first look at a star-studded commercial that will have you talking today, monday, january 28th, 2019. >> announcer: from nbc news, this is "today" with savannah guthrie and hoda kotb, live from studio 1a in rockefeller plaza. good morning, everybody. welcome to "today." nice to have you with us on a monday morning, and it's bundle up. that's the word across the country. >> yeah, it's headed this way, east. >> here's a shot of chicago right now. it's cold, it's snowy, it's 21 degrees, but remember, it's the windy city, so some of the windchills are going to be terrible there. it's a dangerous deep freeze. some of the coldest temperatures and windchills that we've seen in two decades. so, it's our top story and we start with al with the latest on the forecast. al, where's this headed? >> hey, guys. it's heading east and we're all going to be feeling it. it's the dreaded polar vortex. it is back. it's usually just sitting up around the north pole, but sometimes it weakens, and that

allows lobes of little pressure to break off. that frigid air stays trapped, but unfortunately, it has now broken loose and now made its way down into the midwest. here's what we're looking at. windchill alerts right now 20 to 60 below for at least 20 million people stretching from the dakotas all the way into pennsylvania. right now windchills of minus 20 in international falls, 12 in chicago, 9 columbus, 10 in syracuse, but now it starts to get bad. tomorrow morning. these are air temperatures. minus 14 in minneapolis, a windchill of 33 below. 18 below in chicago, 4 below in st. louis. cleveland, it will feel like 6. records possibly being broken in these areas. but here's where we really look for it. wednesday, these are windchills and air temperatures. this is the air temperature. 27 below in minneapolis, a windchill of 15 below. it will feel like 48 below in chicago, 30 below in detroit. these are the cold, hard facts

of this. it's the coldest in minneapolis since 1996. des moines since '94. same in chicago. and of course, look at this prolonged life-threatening cold. 78 hours consecutive below zero, 83 hours in green bay, 61 consecutive hours below zero in chicago. so, frostbite danger. minus 21 windchill wednesday morning. it only takes 30 minutes for you to have frostbite. in chicago, minus 48. ten minutes frostbite sets in. in minneapolis, at 51 below, it's five minutes. that's how dangerous this is. right now let's go to chicago. we'll find ron right now, ron mott the most is in chicago. not only is it bone-chilling cold, but ron, you've got snow as well. how are people faring there? >> reporter: hey there, al. good morning to you. you know, when we talk about these storms, we talk about the calm before the storm. well, this is sort of the warm before this storm of cold air moves in, as you have just reported, in the next 48 hours

here where we're expecting to get windchills as low as 50 below. right now if you take a look at michigan avenue, our camera there, the city is a little bit behind the curve here because they've got hundreds of snow plows out right now. michigan avenue, a busy thoroughfare here in the center of downtown chicago, is largely unplowed. i just took it getting here to this live shot this morning. what we're expecting is this cold air to move in here, al, as you mentioned, tomorrow. and then it's going to stay under zero degrees on wednesday, all day long, expecting a low as low as 21 below. fortunately, we won't flirt with the all-time recorded low here in chicago, which is 27 below, set back in 1985. but for a lot of millennials, this will be probably the coldest day or two days of their young lives. and so, people are bracing for this weather. now, we're expecting a slew of school closings in the next 48 hours, and the thing that the city wants to do is to get all of this snow removed off the roads and the sidewalks, because just getting around is going to be difficult. with all the wind that's

expected here over the next two days, a lot of this snow, the moisture that's in it's going to dry out and we're going to be dealing with blocks of ice, so that's going to be very dangerous. also, it goes without saying, but there's a lot of concern about the homeless here. there are warming centers all over the city that are open, and folks going around trying to get people inside to that warm heat while we deal with this cold snap this week. al? >> all right, ron, thank you so much. as you see, it's snowing there. we're going to talk about the clipper that is causing misery throughout the midwest as it makes its way to the east a little later. hoda? >> all right, al. thank you so much. also this morning, back to work for hundreds of thousands of federal workers after an end to the shutdown, but the white house is already threatening there could be another one very soon, all of this coming amid the backdrop of the 2020 presidential race and potential new challengers in the field. we have two reports. we'll start with nbc correspondent kristen welker. kristen, good morning. >> reporter: hoda, good morning. those 800,000 furloughed federal workers will go back to work today and should be getting

their back pay within days. and the clock is already ticking, because congress only has three weeks to come up with a new deal, or else the government will shutter once again. the president vowing he'll build his wall with or without congress. this morning the government is opened for business, for now. president trump feeling the heat after conceding to house speaker nancy pelosi in a shutdown showdown over his border wall, and with just three weeks to make a deal, the president is striking a skeptical note, telling the "wall street journal" overnight he personally thinks it's, quote, less than 50-50 that a bipartisan negotiating team can hash it out, mr. trump vowing he will still build his wall, even if he has to go around congress and declare a national emergency. another option, shutting down the government a second time, a point his acting chief of staff echoed on sunday. >> he's willing to do whatever it takes to secure the border. >> reporter: it comes amid new

figures about the cost of the 35-day shutdown, nearly $6 billion, according to the s&p, millions more than what the president was asking for for the wall. the historic standoff hurting the president politically. according to a new nbc news/"wall street journal" poll, 50% of respondents blame mr. trump for the stalemate. house speaker nancy pelosi, praised by democrats for her strength, now emboldened after telling savannah earlier this month -- >> well, i don't know if he knows how to deal with women in power and women with strength, but we'll see. >> reporter: it's all energizing democrats as the race for 2020 heats up. california senator kamala harris officially declaring her presidential run sunday. >> when democratic values are under attack around the globe, when we have foreign powers infecting the white house like malware -- [ audience reacts ] >> reporter: as two billionaires tease possible presidential

aspirations of their own. former starbucks ceo howard schultz on "60 minutes," calling this a fragile time. >> not only the fact that this president is not qualified to be the president, but the fact that both parties are consistently not doing what's necessary on behalf of the american people. >> reporter: and former new york city mayor michael bloomberg also taking a swipe at the president. >> the government shutdown is a complete failure of executive leadership, and it's one of the worst cases of incompetent management i have ever seen. >> reporter: and the president is slamming schultz in a tweet, writing today, "schultz doesn't have the guts to run for president. watched him on "60 minutes" last night, and i agree with him that he is not the smartest person." meanwhile, cnn is reporting this morning that according to three sources, former democratic nominee and secretary of state hillary clinton is telling people that she's not totally closing the door to the idea of

a 2020 run, but a source close to clinton tells nbc news seems like supportive chatter from people and not much more than that. adding to that, unlike other potential candidates, clinton hasn't been building up a campaign apparatus. for her part, clinton was asked back in october if she would ever run again. her response, no. hoda, savannah? >> all right, kristen welker at the white house. thanks. now the other big story in washington, the latest on that indictment of the president's longtime adviser, roger stone, as stone prepares to appear in court today. he is not ruling out the possibility of cooperating with robert mueller's investigation, but he's also given a series of defiant television interviews all weekend long. nbc's chief white house correspondent hallie jackson on the story. hey, hallie, good morning. >> reporter: savannah, good morning to you. roger stone lives in florida. you can see that live look at his house down there. but the action shifts here to washington tomorrow, when roger stone will be arraigned. he plans to plead not guilty, but based on some new comments

he's making, he also sounds ready to play ball with robert mueller's team. defiant since the day of his arrest, roger stone's now taking a tone that's more conciliatory, not ruling out cooperating with the special counsel, if asked. >> you know, that's a question i would have to determine after my attorneys have some discussion. if there's wrongdoing by other people in the campaign that i know about, which i know of none, but if there is, i would certainly testify honestly. >> reporter: stone was arrested friday on seven counts, including lying to congress. the indictment says he talked with senior trump campaign officials in 2016 about wikileaks and its release of potentially damaging information stolen by russia about the clinton campaign. stone plans to plead not guilty and has repeatedly insisted he'd never testify against president trump. >> i will not testify against the president. because i would have to bear false witness against him. >> reporter: stone also blasted the fbi's predawn arrest at his florida home, captured on camera

early friday by cnn. >> -- expensive show of force to try to depict me as public enemy number one, the o.g., an attempt to poison the jury pool. these are gustapo tactics. >> lawmakers unimpressed liy adam schiff. >> i think he'll need a better defense. >> reporter: it puts him back in the spotlight he's hardly shied away from, conducting multiple interviews, selling swag on his wiebe state and spoofed by steve mart jirnsion just a normal and straightforward guy! >> reporter: the president for his part attempting to minimize a relationship that dates back decades, tweeting "stone didn't even work for me anywhere near the election," but they still kept in touch, as stone acknowledges, saying he's ready to tell robert mueller about those conversations. >> it's true we spoke on the phone, but the conversations are political in nature, they're benign, and there is certainly no conspiracy with russia.

>> well, big question here, hallie, is roger stone angling for a pardon? are people at the white house talking about that? >> reporter: so, stone says he's not, right? he repeatedly and very definitively has said he's not had any conversations with president trump about a possible pardon, and his argument is he's innocent anyway, so this question of a pardon is irrelevant. not everybody is quite so convinced. former federal prosecutor and former new jersey governor chris christie believes stone is in very grave legal danger, and he says that while president trump could legally pardon stone, it would not be politically viable for the president to do so. savannah? >> hallie jackson, thank you so much. we turn to craig with another big story. savannah, hoda, good morning. >> good morning. >> good morning to you as well. at least three people have been killed, more than another 170 hurt after a tornado slammed into cuba overnight. the tornado overturned vehicles, uprooted trees and left parts of havana in the dark. emergency teams are now working to restore power there. meanwhile, south florida was also hit by severe weather. fire officials there say a

tornado touched down about 13 miles northwest of miami, but the national weather service has not confirmed it just yet. the winds were so intense, they toppled a truck and several trees, as you can see here. officials say no injuries have been reported there in south florida. we have a lot more to get to this morning, including some big surprises at the screen actors guild awards last night. natalie morales is up early after being out late in l.a. hey, natalie, good morning. >> hey, guys. it was a huge night for "black panther." the superhero blockbuster walking away with the top movie prize, while emily blunt beat out front-runners rachel weisz and amy adams in a top acting category, but it seems like a few other stars are looking strong when the oscars roll around. >> "black panther"! >> reporter: the night's biggest winner, box office blockbuster "black panther," taking the t prize, winning for best cast in a motion picture, becoming the first superhero movie in history to claim an award for best ensemble. chadrick bozeman accepting the

across much of the u.s. the deep freeze that now is blanketing the midwest is moving east, high temps in cities like minneapolis and chicago will be below zero on tuesday and wednesday. some windchills are going to be more than 50 below zero. a lot of areas are facing what could be the coldest weather in two decades. al is going to have the latest on the forecast in just a few. as hundreds of thousands of furloughed federal workers head back to work, president trump is once again threatening to shut it down in less than three weeks if congress doesn't reach a deal to fund the border wall. the president telling "the wall street journal" he thinks it's quote, less than 50/50 that a deal will be worked out. the afc beat the nfc 26-7 in a lopsided pro bowl on sunday in orlando, but it's what happened during a trophy ceremony that's getting the most buzz. >> let me present you guys with this trophy here. there you go.

ride, an apparent kcase of road rage leaving a man holding on for dear life in the middle of rush hour. >> just survival mode. >> reporter: authorities say the incident started friday when 37-year-old mark fitzgerald and 65-year-old richard kamrowski got into a minor collision on interstate 90 in massachusetts. according to police, kamrowski attempted to exchange paperwork with fitzgerald who remained in his suv, but tempers flared. >> he took my water bottle out of my car, he smashed my window. >> reporter: officers say fitzgerald drove at kamrowski, jumped on the hood, then fitzgerald stepped on the gas, at times reaching speeds up to 70 miles an hour. stunned motorists tried to keep their eyes on the road as fitzgerald sped by with kamrowski clinging to the car. >> he kept going fast, slow, fast slow, to try to get me to

slide off. i wasn't getting off the car. >> reporter: three miles later a group of drivers teamed up to stop the suv, one of them pulled out a gun ordering fitzgerald out of the car. as state troopers rushed to the scene. this morning fitzgerald faces multiple criminal charges including assault with a dangerous weapon. kamrowski is charged with disorderly conduct. although an extreme example, road rage is something the vast majority of drivers experience. one 2016 study found nearly 80% of drivers expressed significant anger or aggression behind the wheel. >> get off my car! >> reporter: but it rarely turns into this. this morning both men prepare to face a judge, after a wild ride that could have had deadly consequences. >> we reached out to both men involved, the driver had no
