a look at our live doppler radar. and good tuesday morning to you. january 29th, 2019. >> 1946. >> good morning, folks, here with the news. >> as you can see right there, look what we're following on live doppler radar, scattered showers hitting the bay area, something we need to get prepared ra for.rcia. let's talk about the forecast, kari. >> we start out with light rain moving through parts of the bay area this morning. you'll catch a couple sprinkles on your way out the door and after this, we'll see it move through fairly quickly and clear out for the rest of the day. we are seeing clouds rolling by, looking at willow glen and rain chances through 9:00 and we'll

have a nice, sunny afternoon as our temperatures warm right back up into the 60s, very much like yesterday. so dealing with some rain this morning, mike, that may make it slick on the roads. >> a little bit slick. the bay bridge with some sprinkles there. we don't see a lot of windshield wiper action. i got rain on the wynd sheel, very light. didn't need to use the wipers when i drove in but that will change. you saw the damp roadways there and the green highlighted on both sides of the bay, north bay as well so keep that in mind. it will continue to move across the bay right now. we're watching for a crash and there may be a closure for an on-ramp in the south bay, this is stevens creek boulevard getting on to 808. i'll double check with chp the latest status. back to you. >> thank you very much. breaking news, pg&e officially filing for bankruptcy. the utility faces billions of dollars in potential damages from the wildfires in california. >> "today in the bay's" pete suratos is live for us in san francisco with new details just in overnight.

pete? >> reporter: good morning to you guys. this is a huge development for the nation's largest utility, for folks who followed the developments when it comes to the wildfires, pg&e has been at the center of a lot of these investigations, despite being cleared from the tubbs fire which we'll get into in a moment. at this hour, what we know when it comes to the bankruptcy, the utility filed documents in a u.s. court seeking chapter 11 reorganization, despite being cleared of any wrongdoing as i just mentioned when it comes to the tubbs fire in 2017. they cited hundreds of lawsuits from victims of the fire and others between 2017 and 2018, including the deadliest fire in the past century, that being the paradise fire. now, this bankruptcy filing puts a halt on lawsuits and consolidates them in bankruptcy court. it could make it harder for victims in the wildfires to stake any claims or to file any claims, all this is happening as the california public utilities commission unanimously approved

a plan to let pg&e take out $6 billion in loans. commissioners yesterday say it was the only way to keep the power on for customers without raising rates, but those affected by the wildfires and local officials in san francisco weren't too happy about that decision. >> the people of the state of california, particularly northern california, have had it with pg&e, so do not be surprised if a constitutional amendment ends up on the 2020 ballot. >> reporter: i want to read off a statement from california attorney general javie baecera company filed chapter 11 reorganization bankruptcy petitions. while this is a significant and unwelcome development, the california department of justice is prepared to protect the interests of the people of this great state." this is a big but expected development for pg&e. we'll have more on this developing story in the next hour. we're live here in san francisco, pete suratos for

"today in the bay." >> all right, pete, we'll check back with you. thank you. keep roots open. we are oakland! >> an uproar in oakland over plans to score a school. the vote comes following an emotional school district meeting, had to be adjourned at one point. >> protesters demanding their school be spared. terry mcsweeney has more. >> reporter: the oakland unified school meeting had to be recessed when teachers and students took it over, demanding oakland's roots international academy be spared. there were insults from students. >> you guys are just being mean, brutal. >> reporter: and there was pleading. >> roots gave me hope when there wasn't any at all. like it was nothing. >> reporter: and praise for the school from this teacher. >> our sixth grade math teacher saw an overcrowded classroom this year a instead of being dejected split a single class

into two and has been running successfully two classes at the same time. >> reporter: but the oakland school district says the numbers just don't add up. oakland has enough schools for 50,000 students, but has only 32,000 students. some schools have to go. >> nobody wants to see change in their neighborhood, in their school, their kids anything like that. we understand there's a lot of anxiety and understand these students, their families, the teachers are upset. it's because it is, there's no question, going to be disruptive. >> reporter: terry mcsweeney, "today in the bay." >> the decision comes as teachers in oakland will be voting today on whether or not to go on strike. you might remember a group held a one-day sick-out earlier this month. "today in the bay's" bob redell will have more on that big decision coming up for us at 5:30. vallejo police want to you hear this warning. a man tried to convince a girl to get had n his van, last wednesday morning outside franklin middle school. the girl managed to run away, ver in a e are looking the

deadly hours ago near almond and expressway and camden avenue. a driver in a red pickup truck hit a man. the driver initially stopped but then took off. this is the sixth deadliest crash in san jose this year. homeless advocates protesting plans to evict people from the red cross shelter in chico. the shelter set to close on thursday. many of the people living there are victims of the camp fire in butte county. representatives from the red cross say that they do have a contingency plan that allows them to use the shelter through mid march, this is if they cannot relocate everyone by the end of the month. coming up next on "today in the bay," facebook flaw. a big security issue apple is working to fix and what you need to do with your phone right now major changes. what might have you thinking twice before you press that "send" button. and taking a live look outside, look at that, people in

good tuesday morning to you. lovely live look outside overlooking san francisco, the illuminated lights. see the perks of getting up early? right? >> yes. >> seeing the beautiful shots before the sun rises. 4:44 right now. up picking up, what was once media day now called opening night. last night kicked up five days of buildup involving the patriots and the rams. the bay area boys leading the offenses, tom brady, jared goff. brady started his senior year at sarah high school when goff was born. last night they shared the stage and brady sounded a little like an older brother. >> what advice would you give this guy as he gets ready to take on the big, bad patriots? >> i'm not giving him any advice. are you crazy? >> opening night lived up to its media circus billing and then some. you had at least one clown,

afternoon. so our rain chances only go through about 7:00 in anter thae to see partly cloudy skies and those temperatures gradually warming up. here's that live look outside, as you get dressed this morning. you do need still a jacket, maybe one with a hood that will keep you dry in case you get caught up in one of the light showers, and then some light long sleeves for the rest of the day, and then we're looking at our highs reaching into the low to mid-60s, all across the bay area, a little bit warmer for ukiah, reaching 67 degrees. 62 in palo alto and 63 in livermore today. we are going to have some changes as we go into the next few days, looking at the potential of some of those scattered showers moving in, and we'll be tracking that as we could see a couple of rounds of rain. the first one moves through tomorrow to bring us some measurable rain. moves out for the afternoon and bring close to an inch of rain and several more systems moving in behind that so by the time we

go into the next week we could be measuring over three inches of rain in parts of the bay area. and then for the sierra, we are also going to see the snow starting to get going for the weekend. this could bring up to a foot of snow for some of our higher elevations, so looking pretty good with rain and snow in the forecast, and we will see a couple of breaks there in between. a break this afternoon and then again on thursday afternoon, period of some rain off and on in the forecast, especially on friday, and again on sunday. i'll be tracking all of that for you and mike, you're tracking rain and road closures. >> that's right, light rain and not a major problem for road closures, but this one in the south bay is caused by a crash. a second one just popped up, confusing this picture, that's north 280, approaching 17. no word on that crash, but likely is just a smaller incident as you approach the interchange, this interchange, the one right here. stevens creek boulevard getting on to northbound 808, that is the on-ramp that is closed because of sounds like a solo car, possible spinout, we're

talking about a crashlocking part of that ramp, just for the time being so you can circle from another on-ramp in the area, stevens creek, san carlos, around valley fair mall. the rain shows dampened roadways throughout the peninsula and getting toward the east bay and tri valley, so keep that in mind this morning as kari's been showing you the light rain. we bring on the radar, we can do that with our traffic system and you can see there's more rain coming in off from the coast side and coming across, it's moving east in toward the east bay and the maze. we'll track that effect. meanwhile we see that rain was on the lens here, wet roadways, starting to clear these lanes, it's half the approach toward the bridge over here on the richmond side of the richmond to san rafael bridge. it should clear in the next half hour. if there are any problems it will be a big issue. right now light traffic in richmond headed to the north bay. our investigative unit is exposing a serious lack of teacher training across the bay area relating to transgender students. >> senior investigative reporter

earlier in the park and he broke into the victim's home across the street. the victim is recovering. an east bay high school student is recovering this morning after being stabbed before school. the stabbing happened a half mile at the concord mini mart on pacheco street. we brought you live coverage during yesterday's midday newscast. a high school senior drove back to school, flagged down his friends and a security guard in the parking lot who called 911. it's unclear who or how he was stabbed or who stabbed him but police are checking nearby surveillance cameras in hopes of finding clues. the student is expected to be okay. decision 2020, fresh off of her energetic kickoff rally in oakland, senator kamala harris wasted no time hitting the presidential campaign trail. last night she held a town hall meeting in iowa where she was quizzed about a variety of issues, including her record on crime. >> i compare my record to any

mike will hht a now. nbc bay area responds to a san jose woman who says her credit card was compromised by crooks. >> she got a new card but not all of her money back. she turned to consumer investigator chris chmura's team for help. >> good morning. when hermennia f. spotted fraud on her credit card she reported it right away. the bank closed her account and sent her a new card with her new number but declined to remove $674 in fraudulent charges. hermennia asked if she could help. we asked the bank to take another look and it did. it removed every single penny. we didn't get an explanation of what happened.en told us a ban those chip cards we all got a few years ago were supposed to beven if youavcard you still need to keep an eye on your accounts, just like hermenia does. set up those alerts. they are free and great.

i'm laura garcia. >> and i'm marcus washington. with the rain coming, mike will have a look at the xhoo you the commute in a bit. >> the rain is very light and i'll give it another couple hours before it moves out, so that's the good news. we are going to see our rain chances as we see this disturbance moving in, and we'll continue into tomorrow as well. i'll track that and what's ahead in the forecast. mike, also tracking the showers impact on the roads. >> i'm not going to let it go, we're showing the radar over the roadways and then we can't see e re green. the damp roadways we show that with the highlighted green in the north bay, san francisco, in toward the maze and into contra costa county. it's eastbound 80 with the only incident on this map right here, it's around willow. crash on the shoulder, so watch out there, activity, but no lanes blocked, the rest of the bay shows a smooth flow of traffic. i'll check on the closure for the ramp in the south bay.
