radar. the green that's coming our way. good morning. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. with the rain coming, mike will have a look at the xhoo you the commute in a bit. >> the rain is very light and i'll give it another couple hours before it moves out, so that's the good news. we are going to see our rain chances as we see this disturbance moving in, and we'll continue into tomorrow as well. i'll track that and what's ahead in the forecast. mike, also tracking the showers impact on the roads. >> i'm not going to let it go, we're showing the radar over the roadways and then we can't see the roadways because they're green. the damp roadways we show that with the highlighted green in the north bay, san francisco, in toward the maze and into contra costa county. it's eastbound 80 with the only incident on this map right here, it's around willow. crash on the shoulder, so watch out there, activity, but no lanes blocked, the rest of the bay shows a smooth flow of

traffic. i'll check on the closure for the ramp in the south bay. laura, back to you. 5:00 right now. breaking news, we knew it was coming, now it's official. pg&e filing for bankruptcy. pete suratos following the story for us and joins us live from san francisco. pete? >> reporter: good morning to you. as you mentioned an expected development for the nation's largest utility, talking about pg&e. they have at the center of a number of investigations when it comes to the wildfires over the past few years in northern california. let's jump in to the details of what we know when it comes to this bankruptcy. we know that pg&e has filed for chapter 11 reorganization, citing hundreds of lawsuits from victims of the fire and others between 2017 and 2018. this comes as they were recently cleared of wrongdoing when it comes to the tubbs fire in 2017. the bankruptcy filing puts a halt on lawsuits and consolidates them in bankruptcy court. so what that means, it's going to make it harder for victims with claims when it comes to the

fire. now, to the wildfires, all of this happening as the california public utilities commission approves a plan to let pg&e take out roughly $6 billion in loans, a plan commissioners say will keep the power on without raising rates on customers. local officials aren't too happy about it. >> the people of the state of california, particularly northern california, have had it with pg&e, so do not be surprised if a constitutional amendment ends up on the 2020 ballot. >> reporter: pg&e filed for bankruptcy in 2001, after a botched state deregulation of the electricity industry so this makes it two bankruptcies in less than 20 years. we're live here in san francisco, pete suratos for "today in the bay." >> thank you very much, pete. happening today, president trump's long time adviser -- >> reporter: guys did you go to v.o. after i was reading off all of that? >> on the air, there you go, let's move on to roger stone.

>> right. he appeared in washington courtroom today, laura. stone faces charges in the fbi's investigation of russia's interference in our presidential election. now "today in the bay's" tracie potts is live with us, with more on today's proceedings. tracie? >> hi there, marcus and laura. good morning, everyone. roger stone is facing seven counts from a federal grand jury. he'll answer for that today. he's been talking a lot to the media since his arrest, and has even said that even though he's still a big supporter of president trump, he may talk to the special counsel in the russia investigation. long time trump adviser roger stone appears in federal court this morning. he faces seven counts of obstruction, making false statements, and witness tampering in the russia investigation. >> did you in any way work with the russians to help president

trump? >> categorically not, no, absolutely not. >> reporter: prosecutors say stone was the connection between the trump campaign and wikileaks, the group that released democratic emails stolen by russia. >> if anything, the indictment shows, tends to show that the trump campaign was not involved in the conspiracy. >> reporter: stone, who said he would never testify against trump, now says he will answer questions from special counsel robert mueller, but knows of nothing illegal. >> the investigation is i think close to being completed, and i hope that we can get the report from director mueller as soon as possible. >> reporter: meantime, convicted former trump lawyer michael cohen will testify privately before the house intelligence committee on february 8th. >> there is an effort to, i think, launder money and i would like to hear more about that from him. >> reporter: he's headed to prison march 6th. tracie potts, nbc news, washington. and with the government

shutdown now over, the smithsonian museums and the national zoo will reopen today. for 35 days, the attractions were not open to visitors. the reopening comes after president trump ended the nation's longest stalemate last friday. the deal does not include any money for a border wall. funding is only guaranteed until february 15th. so lawmakers are trying to reach an agreement to avoid a second shutdown. the fallout of the shutdown for many people using cal fresh benefits is still going on. that's the electric version of food stamps which only funded through february. today, santa clara county supervisors are expected to vote to allocate $1 million to issue benefits early. alameda county and several other counties in the state are also taking similar actions. according to one non-partisan policy group, 42 million americans counted on s.n.a.p. benefits in 2017. 65% were families with children. 5:05 right now. the woman arrested and

charged in a brutal hit-and-run in oakland is expected in court this morning. police say leah connor hit a 14-year-old boy on his bike, and dragged him for at least four blocks, before stopping. she then allegedly got out of the car, looked at the injured boy, then drove off. it happened earlier this month near the fruitvale b.a.r.t. station. the boy, car less prieto, is in critical condition. police on the peninsula looking for two young men tied to a string of car break-ins. they say this surveillance video from the night of january 19th shows the pair. it happened on shasta drive in san mateo. police say the two were behind at least 20 car break-ins, all in the neighborhood around hillsdale high school. in most cases, they're said to be taking small items like phone chargers and loose change. we spoke with one victim who had a window to repair. >> i just pulled the car in here, cleaned up broken glass, which is a pain, because regardless of how you clean it, it's still never be that clean.

>> police say both young men are between 5'6" and 5'8" and want you to look at the backpack in this surveillance video because it has unique features to it there. if you recognize it or have any information, contact police. >> 5:07. right now volunteers in santa clara county will take a survey of the number of homeless people there. the group started just about a half hour ago. that survey is to collect data for the county's supervisors. san jose mayor sam licciardo is also expected to attend. temperatures tumbling into record lows in the midwest. minneapolis a beautiful skyline right now but it's cold. chicago live pictures as well. looks like they've managed to clear up the streets there. 17 states already under cold weather advisories and alerts. in fact, in chicago, temperatures expected to plunge with windchills well below zero.

several universities have already canceled classes. more than a thousand flights grounded to and from chicago alone. the city's mayor is warning that a major concern is frost bite. >> as i think everybody knows, while the snow may be ending, the cold is just starting. >> reporter: what are your plans? >> i'm going to stay at home, i think. >> in atlanta, the super bowl is less than a week away. game officials and coordinators are hoping the weather will cooperate. city leaders are hoping to avoid a repeat of snow jam five inches. just over two inches of snow paralyzed the city. what timing, kari. >> yeah, it's like deja vu, right? we are looking at our high temperatures across the country, and look at bismarck, the high today will be 10 degrees below zero and some of the advice they were giving, no heavy breathing outside and minimize talking. i mean, that just sounds crazy. okay, so here we are in the bay area, and our high temperatures headed into the mid-60s.

we are going to see some of those showers still moving through, as we look at this morning. it's going to be a wet morning commute, but it will dry out as we go throughout the day, and it's going to be a nice day, some of those showers may not make it to walnut creek, so we're going to have a fairly dry and pleasant day. as we head over to mike now, you're tracking a crash in san jose? >> tracking one and updating a second. the first one is gone. the one that appeared on 280, no details and chp found no incidents. there's no slowing that shows up on our sensors but it was tracking this closure, the on-ramp of stevens creek on northbound 880 right by valley fair mall and santana road a short distance away. that's reopen but notice that the green highlighted in portions of the south bay, that rain leaving damp roadways around the bay so we'll track that. no major closures for crashes but there's something going on in the east bay, coming up. back to you. still ahead on "today in the bay," remember the zika scare a couple years ago affecting

. we're coming up on 5:13 and some low clouds, even light rain across parts of the bay area this morning, as you get ready to head out, here say live look outside and as we head toward evergreen we'll see the rain chances through 8:00 and the sun breaking out for the rest of the day as temperatures go above normal. we are looking at some dry conditions in the south bay, but we'll be tracking that rain. we'll take a closer look at the radar, coming up in about five minutes. a closer look at the san mateo bridge, headlights coming toward us, a damp roadway there. that's what we're dealing with, in many parts of the bay. we'll track the radar activity and show you what's going on, a couple of crashes are clearing up. and good morning to you, very happy tuesday. china and the united states start new negotiations over trade today. santa clara's nvidia got stomped

on yesterday, as it warned it would make a billion dollars less than predicted. our pete suratos covering pg&e for you, and the bankruptcy. now, just like last time pg&e filed for bankruptcy, these shares still have value. this is a reorganization, not a liquidation. you heard there's a bug on iphones facetime that allows people to listen in on you without knowing it. apple shut down the group facetime as it works on a fix. stick around, kris sanchez will tell you how to make extra sure this is turned off, but the big, big apple news today is whatever it is going to say this afternoon, as it reports quarterly earnings. this is huge. ihuge. the company is not going to meet profit expectations. it already warned us about that. from a financial point of view what, apple says today is far more important than one of those product announcements where we breathlessly report on a new iphone. apple is the most important company in silicon valley and

investors are biting their nails this morning. other big news, that's the acting attorney general and the director of the fbi and cabinet members announcing major charges against the chinese firm huawei, accusing it to stealing american secrets, dealing with iran and destroying evidence. that's the same company whose chief financial officer was arrested in canada and may be extradited to america, accused of skirting american sanctions against iran. china has since arrested two canadians and canada is warning its citizens about travel to china. america leveled charges, this may be something to think about if business takes you to china. huawei has offices in san jose with american employees. the company is charged. the employees have not been charged but they're probably refreshing their resumes this morning. on a lighter note, we've all come to know elon musk as the super cool executive who is sending rockets into space, but a blogger has found an old video dating back in the '90s, so cnn report where he just made his first billion.

>> harry is a good looking man. lesson for tuesday. >> put my hair right here, don't look, marcus. >> all right, let's click over to weather this morning. we've got some rain coming through parts of the bay area, as you get ready to head out. a little soggy to start, and you do have to turn on the windshield wipers. we'll see this for the next couple of hours as we zoom into marin county and rain moving into solano and contra costa county this morning. a few light hours moving through san francisco and down the peninsula and also seeing it extending over toward the east bay, the tri valley. so we are seeing pretty good coverage of the light showers moving through and we are going to start out with some milder temperatures, as a result. this will also help improve our air quality. we'll see the temperatures start out in the low to mid-50s, and

because it is so humid today, i think you need a little extra hair spray but our humidity will be improving later on today, as our temperatures head up to 63 at half moon bay. we'll see a high of 62 and in santa rosa we're going to see a high of 65. some of the showers will quickly move through, i think by 8:00 to 9:00 we're pretty much in the clear and are going to see some sunshine, with a few clouds and mix as well going into the afternoon. we do start out tomorrow dry, but then by the afternoon, in time for the evening commute, that rain starts to move right back in, starting in the north bay, and then spreading elsewhere across the bay area, as we go into the evening. and this is when we could wrack up some good rainfall totals, looking at the potential of getting three-quarters of an inch up to an inch across parts of the bay area for tomorrow, and then we're going to see several more storm systems moving in starting on friday into the weekend, and that's when we can get quite a bit of rain as well as sierra snow, looking at the potential this

weekend of getting up to a foot in some of our higher elevations. our forecast will cool off quite a bit. we start out the week warm but we will not end that way and be prepared for the rain for the weekend. headed over to mike, you were saying there is a car blocking part of the interstate. >> a few cars. some of the crews here left over from overnight roadwork still going on, just over on the right approach and on the shoulder, getting over toward the richmond-san rafael bridge and the toll plaza, but they've reopened the majority of the lanes and so that's good news, traffic sort of cleared up after a little backup, it started early this morning. starting early as well over here at the bay bridge, just a little farther south. you see that the cash lanes are starting to backup after the fast track lanes fill. no metering lights just yet but they'll be turned on any second. you also notice damp roadways and sprinkles going on. we have reports of a crash near the maze, so i'm going to track that as well, just off the berkeley curve. you see the radar over here. that's really showing the biggest impact on the roadways. the damp roadways possible slick conditions north bay, san

he )s accused of brutally attacking his pregnant driver at 5:23 for you right now, this morning an arizona lyft passenger is behind bars, accused of brutally attacking his pregnant driver and killing her and her unborn baby, happened early sunday morning. police say the passenger, fabian durzura attacked christina howardo with a knife. she was taken to the hospital, where she and her unborn baby were pronounced dead. according to police, the man eventually left the scene and the victim's vehicle. he was later arrested. >> that is just a horrid story. 5:24 right now. three people are dead, several others injured when a truck plowed into a group of pedestrians in hawaii. it happened yesterday in honolulu. police say the 27-year-old driver of a ford f-150 pickup was fleeing a minor accident when he hit six people, crossing the street. police say it appears speed and alcohol obviously involved.

the family of michael jackson firing back at a documentary "finding neverland" calling it "a public lynching." that film debuted friday at the sundance film festival. hbo is supposed to air it later this year. it focuses on two men claiming jackson befriended them when they were young and later abused them. one film critic who has seen that calls it powerful. >> over four hours of incredibly graphic descriptions of sexual abuse. it was incredibly devastating to watch, and i think that this will reopen a lot of old wounds and perhaps even question jackson's legacy as a pop icon. >> now the family points out that both men once testified jackson never abused them, and later unsuccessfully tried to sue the jackson estate. jackson's family issued a statement yesterday saying in part "the truth is on our side. go do your research about these opportunists. the facts don't lie, people do.

are also seeing those low clouds hanging over the south bay. as you start out the door, make sure you're prepared for the rain that will continue until 9:00 and for the south bay rain chances go down. we'll have sunshine for the afternoon and highs reaching into the low 60s. we'll talk about what's ahead for the rest of the week and the weekend. mike, you're tracking a crash for the maze. >> we heard about a crash by the berkeley curve. these folks the commute direction is moving smoothly westbound 80 all the way toward the bay bridge toll plaza. not a lot of slowing until the approach over there and the merge off of the maze itself. the maze coming out of the maze is where we're watching for any crash, flashing lights. i've seen no interruptions of the service but keep in mind there may be some activity between this portion of the maze and perhaps gilmans. somewhere in the stretch the chp is checking and damp roadways will be a factor for the rest of your bay. no major problems. we'll update the crashes you see on the map coming up. back to you. >> thank you so much, mike. 5:31 right now. breaking news, and a live look at pg&e headquarters in san

francisco. today the utility plans to officially file for bankruptcy. pg&e faces billions of dollars in potential damages from the california wildfires, including the butte county fire last november. the bankruptcy filing will likely put a halt on hundreds of lawsuits now in play and make it harder for victims with claims. the filing is not expected to impact power transmission. pete suratos is actually digging a little deeper into the potential impact for you. he'll join with us a live report at the top of our hour. today teachers in oakland will begin to vote on whether or not to strike and when it comes after a wild night at the district meeting about school closures. >> leave roots open. we are oakland! keep roots open! we are oakland! >> last night an emotional school district meeting had to be adjourned at one point with protesters demanding their school be spared. "today in the bay's" bob redell is live in east oakland, where the board just decided to shut

down the beloved middle school there, bob. >> reporter: marcus, parents and teachers are soup set with the board's decision last night to shut down roots international academy in june at the end of the school year, that last night's meeting had to be shut down at one point. >> leave roots open. we are oakland! leave roots open. we are oakland! >> reporter: parents, teachers, students, you could hear them chanting, begging and pleading with the district to keep roots open. the school district voted 6-1, however, to close the middle school, saying that oakland has enough schools for 50,000 students, but only has 32,000 students, so some schools just have to go and money it is tight. oakland unified faces a $30 million budget shortfall next year, 60 million the year after that. that argument wasn't enough, however, to persuade people we spoke with, who now vow to take the school district to court to keep roots international academy open. >> roots gave me hope when there wasn't any at all, like there

was nothing. >> nobody wants to see change in their neighborhood, in their school and their kids school or anything like that. we understand there's a lot of anxiety and we understand these students, their families and teachers are upset. it's because it is, there's no question, it's going to be disruptive. >> reporter: the oakland education association, that's the union that represents oakland teachers, they posted this photo of the ballots teachers will be filling out to determine whether or not to authorize a strike. the teachers have been working without a contract since july of 2017. they're demanding a 12% increase over the next three years. voting runs from today through friday. this is just to authorize a strike. it doesn't mean they will actually do the strike and walk off the job. look at this, tonight there will be a community meeting in east oakland sponsored by the oea from castlemont high from 5:30 to 7:00, a meeting for to you come if you have questions about

the possible strike. rorng li reporting live in oakland, bob redell, "today in the bay." >> seeing a lot of teachers across the country strike and standing up for what they feel is right. thanks, bob. happening today, richmowesta costa schools say their district is the only one that covers the full costs for staffing school resource officers. richmond's police chief expects the costs for officers to go higher next year. the district hopes to start sharing the costs 50/50 with the city by the fall of 2020. today councilmember also get a breakdown on future anticipated costs. b.a.r.t. police department undergoing a thorough process to try to earn a special law enforcement accreditation. officers are officially examining the department's policy and procedures as part of the assessment, you can also weigh in on how b.a.r.t.'s police department is doing. a public meet something being held at 5:00 this afternoon in oakland. this comes as the department works to build a better relationship with a community, after a deadly officer-involved

shooting outside of west oakland station. >> 5:35. vallejo police want to you hear this warning. a man tried to convince a girl to get into his van. here is a picture of it right here on your screen. it happened last wednesday morning outside of franklin middle school. the girl did not fall for it and ran off. police are now looking for this dodge van. anyone with information is asked to call investigators. also this morning, right now, the search for a driver in a deadly hit-and-run in san jose. this happened nearly 24 hours ago near almaden expressway and camden avenue. a driver in a red pickup truck hit a man. that driver initially stopped, but then took off. this is a sixth deadliest crash in san jose this year. 5:36 right now. new this morning, a north bay marine mammal center expressing outrage as sea lions from california are being killed by oregon biologists. controversial lethal removal program is being used because the animals have invaded a river

system in oregon. wildlife experts say the sea lions are devouring thousands of threatened salmon. the program became legal in november. doctors are speaking out saying the salmon are endangered because of manmade dams. they're also pushing for leaders to come up with another solution. a farming industry group is now promising to work with the state after losing a suit opposing protection for gray wolves. this gray wolf called or7 crossed from oregon into california several years ago and then produced offspring. no gray wolf has been spotted in california in some 90 years. ranchers argued labeling the gray wolf endangered was an arbitrary decision. the judge yesterday disagreed and upheld the gray wolf protection. reminding us to slow down,

demonstrating exactly how to do that this morning. you go to your settings, you scroll down to facetime, and toggle from green to gray, that is you turn off facetime. i posted this on twitter, facebook and instagram, just in case you need a little help. one twitter user said who doesn't know how to do this but you never know. apparently the bug tricks facetime into thinking this is an active call before you answer it. it was happening with the group facetime feature which was rolled out last year. it made the mike active, even if the call was not yet answered. cnbc editors worked on this one and found out they could do it, too. this can happen not only on your iphone but also on your ipad, and on your mac. group facetime was rolled out last year so you may have been using it for a while. apple says it is working oen a software fix that it hopes to roll out this year. if you need a little bit of help or just want to double check to make sure you're doing it right, go to my twitter or instagram

a photograph of a nude woman falsely identified as her. it was apparently being passed around among lapd employees last year. the lawsuit says she suffered humiliation and damage to her reputation. nearly 50,000 ex-felons could soon be eligible to vote. a new bill proposed by the california secretary of state. he says voting is a matter of civil rights, partially because minorities are disproportionately imprisoned. the victims rights group say the proposal goes too far. a new poll shows if the election were held today, a majority of americans would vote against president trump. >> scott mcgrew, this is no matter who was running against him. >> regardless of party, marcus, republican or democrat. it's a "washington post"/abc news poll that shows 56% of americans plan to vote for whoever is not president trump in the next race. so some will vote for a different republican candidate,

some will vote for the democratic nominee, perhaps some will vote for howard schultz, if he runs. the former starbucks ceo has been flirting with a run. he spoke about it last night. i'm going to be careful how much time i give schultz. fes if he's going to run, that's fine but if not forget it. roger stone back in court today for his arraignment. stone has said he'll cooperate with the mueller investigation, but says he won't need to testify against the president, because he says the president did nothing wrong. the president's former lawyer will testify in front of a house committee. michael cohen was subpoenaed after he changed his mind and said he wouldn't testify because he says he was threatened by trump if he did. that testimony will be next month, and will not be public. acting attorney general matthew whitaker was giving a press conference yesterday about the chinese firm huawei when he unexpectedly said the mueller investigation was wrapping up. the investigation is i think close to being completed, he said. this is a very strange thing for prosecutors to say and not clear

it's true. special counsel doesn't make these kinds of things public. the book "a team of vipers" comes out today, a tell-all about the trump white house written by cliff sims, who worked on the trump campaign. president trump so far has not tweeted about it. and chris christie has a book "let me finish" less scathing to president trump. the "new york times" book review not kind about the book saying it's a superficial and ungainly book. reading it is like watching an octopus trying to play the bagpipes." we will be looking at both books and talking about them on twitter. follow me there. >> what a review there. super bowl hoopla is picking up, what was once media day now called opening night. last night kicked up five days of buildup involving the patriots and the rams. the bay area boys leading the offenses, san mateo's tom brady

rain moving through. the rain continues through. we get closer look at the north bay the rain moved on but the roads may still be wet and then for san francisco some light showers coming through, off and on rain for the peninsula moving through palo alto, extending toward fremont and the tri-valley. the south bay we're starting to see the rain reaching into san jose. expect within the next few minutes for the rain to start coming down. this is a part of a system that will move through quickly with a round of rain, a break and another round of rain moving through for tomorrow afternoon. so for martinez, we're only going to see the rain through about 6:00 and the rest of the day is nice and clear, as our temperatures warm up. a live look outside in san francisco, as you're getting dressed, you do need maybe a jacket with a hood in case you get caught in some of the showers but the rest of the day will be nice and comfortable. so maybe some light, long sleeves as we get some clearing into the afternoon. we once again will be tracking

another round of rain moving through by tomorrow evening, and it starts out in time for that evening commute, and moves through with some pockets of heavy rain. so we'll be tracking that going into the day tomorrow. as we get ready to head out the door now, mike, we are seeing the wet roads and also it may be impacting some of our drives. >> that's right, kari. more folks hit the roadway before 6:00. we're not seeing any major slowing and not seeing any major problems but scattered smaller crashes, there is is the possibility that damp, slicker roadways had played a factor and a word of caution to all of our drivers as we move up in through the area, we see a little slowing south 808 past the san mateo bridge. a few crashes but despite the crashes, no problems for the east shore freeway. we do have the backup at the bay bridge, because of the metering lights. a little slowing as you head north past the coliseum. at 66th just south of our shot word of a crash, a car went off the roadway into the bushes. no major incidents, no major injuries. this is causing a bit more slowdown. we have construction crews on the far right, lanes approaching

moment with mike. first we want to start off with the weather with kari, who is seeing some rain in the area. >> there's some light rain that will stick around for the next couple of hours for your morning commute and then we'll see things improving as we go throughout the rest of the day. here is a look at the radar as you get ready to step out the door. we are seeing some showers moving through the area from san francisco on southward, and we've seen it kind of filling in for some of the south bay, as this system moves in. it's going to bring us a couple of rounds of rain, but there will be a break in between, and then as we get a live look outside over san jose, you can see the low clouds but so far, only some light showers and our rain chances will be for the next hour or so and the rest of the day is pretty much all dry, as the sun breaks out, our temperatures warm up too. we'll talk about more of what's ahead in a few minutes. mike, you're tracking another crash. >> just as laura was welcoming everybody to the 6:00 hour i saw the lanes reopen. there was a quick traffic break to remove that crash. we've been tracking it off of the berkeley curve. now that was not the main
