bridge and our live doppler and good wednesday morning to you. january 30th right now, taking a look right there at the golden gate bridge. not too many cars on the road but you can also see from our radar to the top right of the screen that a storm is a-comin'. thank you for starting your morning with us here on "today in the bay." i'm marcus washington. >> i'm kris sanchez in for laura garcia. i feel g talking about aorm whe midwest are blisteringly cold. >> that cold is brutal. we'll look at those temperatures as well but here we start out with some rain moving in, and ahead of that, we have some patchy, dense fog moving through the tri-valley, also in parts of the north bay. so i've been tracking that, and also this storm moving in, we can see the swirl of the clouds and so far, no rain as we get a

closer look at storm ranger, that's our mobile doppler radar and it's scanning showing the rain still well to the west of us. so as we go throughout the day, we are going to see the rain starting to come in later on this afternoon, but most of the day, we'll be dry, so i'll talk more about that in just a few minutes, and mike, fog is already in the picture. >> that's right, in the same picture you showed, i wanted to make sure folks saw this. look, this is 580 westbound and you can't really make out most of those tail lights. they're dimmer, of course, with the low clouds in the area. fog in parts of this portion of the tri-valley coming out of the altamont pass, or into it if you're going eastbound and that's the direction you'll find o two as youtruction blocking a altamos hasded north out of gh fremont. we'll keep checking thating up the city. some of the big events in san francisco may be able to sell cannabis through a city "today

suratos joins us. >> reporter: it's just a proposal at this point by the board of supervisors but the permit process could be in place as soon as the annual for 20 event we've covered for a number of years i've covered at golden gate park. here's what we learned. it's going to implement assembly bill 2020 which allows cities in the state to issue cannabis permits for temporary events. the temporary events need to have a state and local license. now initially pves that have ben a regular basis, receive city permits and had significant amounts of unregulated cannabis, so 420 falls into that category, issued by the office of cannabis and requires city agency approval for the area where it's taking place, to use 420 as an example you need approval by the parks and rec department in san

designs for the folsom howard street scrape project, it would upgratcrosswalks with new signals and mid block crossings and add transit only lanes and new service for the bus service areas. bicyclists would see concrete barriers and move the bike lane so it sits between the curb and parked cars. >> it's safer, you have the separation between the cars and the bikes, put the parked cars between them and it makes for a much safer ride. >> those improvements are for folsom between second and 11th and howard, between 3rd and 11th. folsom and howard are considered to be part of san francisco's so-called high injury network, this is where 70% of the city's serious and fatal accidents occur. that meeting gets under way at 6:30 tonight, along seventh street near folsom street. if approved construction will begin in 2021. a serial groper has eluded

higher this morning. the dow rose slightly yesterday but the nasdaq slipped. investors are focusing on global trade developments as u.s. and chinese delegates meet in washington. also reports on hiring in the private sector and home sales. the fed wraps up at earnin companies the likes of at&t, boeing, mcdonald's, facebook and tesla. you want to watch shares of apple today. the company reporting a drop in quarterly profit and sales just weeks after slashing its forecast citing weak innocence china and people waiting longer to upgrade their iphones. apple expects its sales slide to continue in the short term but the stock is rallying this morning, up more than 5%. results weren't as bad as wall street feared. and a box of chocolates and a dozen roses are so 2018. chick-fil-a has you covered this valentine's day, offering heart-shaped trays of 30-count nuggets at participating restaurants.

good morning to you. quarter to 5:00 right now, and this is a live look as we are looking out our window over walnut creek. rain not quite arriving there yet but you might notice some fog as you hit the road this morning. kari is tracking all of that with us. i'll talk with her in a few minutes. how about this, a cat safe

and warm this morning, back from the brink of death there. animal control officers are being credited with nursing her back to health after she was found nearly frozen. >> they found her under a wisconsin bridge stiff and unresponsive. she's now getting care and will soon be well enough to be adopted. she has a lot of love to give and still has eight lives left. >> cross at least one off. >> poor thing. i mean, you definitely could freeze out there. >> yes, you have to think about animals, too, and the really cold weather that they're experiencing across the midwest, and the plains, so we're going to be monitoring that. here at home, we're starting out with some fog especially in the tri-valley. look at the visibility down to about a quarter of a mile, and most dense fog there, but we are seeing patches of it drifting around some of our valleys around the bay area. so as you head out around antioch, it's going to be fairly cool, partly cloudy. there may be some fog as you head to work this morning, and then our temperatures going into the mid-50s with some sunshine

throughout the day. we can see the low clouds over san jose right now, so as you look out the window, you're getting dressed, it's going to be a day for long sleeves and despite all the rain we're talking about, you will need the sunglasses at some point today, as that sun breaks out and our temperatures head into the low to mid-60s again today. we're going to see a high of 65 inconcord, and 64 today in livermore, but here is that storm as it approaches, it does still have a distance to go, but it starts to bring us wet weather. as we get a closer look still seeing showers well to the west of us and storm ranger will be keeping an eye on that and tracking it as we go throughout the day but it is all dry this morning. a couple of sprinkles but mostly some fog possible, and then a break in the clouds, but look at the time frame. here we are this evening at 8:00, and we're just starting to see that rain approaching the coast and moving off towards the east, and there will be some rounds of heavy rain during the overnight hours. so once again, we do make it throughout most of the day with

some dry weather, and then we are going to see that rain coming through while most of us will be sleeping and it's out of here before you wake up in the morning. there will be some more rain on the way as we approach the weekend. this wave may bring up to about a half, maybe three-quarters of an inch of rain, som into parts weekend. waves of it coming through, and then we will see some breaks in between especially on saturday, but overall we're about to enter a very wet pattern. mike, you're tracking something going on with some flashing lights? >> that's right. the lanes opposite the ones closed yesterday. yesterday we had lanes off to the right approach. this is the richmond side of the richmond to san rafael bridge. this morning, all of these lanes off to the left are closed up. now, they may open some of them before 6:00 but the entire project scheduled to clear at 6:00. however, yesterday was the same schedule and they didn't clear until about 6:30 so plan on possible delays headed toward the richmond-san rafael bridge if you travel between 5:30 and

6:30 in the morning. we'll continue to follow that closely. contra costa county an easy drive across the carquinez bridge and benicia bridges, no problem, and really the issue are the orange blobs there through the tri-valley, livermore, 580, fog there, low clouds at the very least, and here also through south county, highway 17 may be an issue, darker roadways and low visibility as fog and low clouds drift through the area. 101 is clear about a half hour, san martin was showing fog, you know about that, keep that in mind. 101 just north of 680/280 interchange clear view, clear drive no problem and a nice ride as well on your early commute here, capital corridor coming out of the central valley and cal train coming out of south county up toward san francisco no delays as well. back to you. >> thank you. major policy changes are now in effect at schools across the bay area, impacting tens of thousands of students. >> and educators are crediting our reporting which exposed how a lack of teacher training

across the bay area was negatively impacting transgender students. senior investigative reporter bigad shaban has that for us now. >> good morning. it was more than a year ago when we first exposed the bay area's wide disparity in teacher training, so we decided to find out if anything's changed. we again surveyed the 20 largest school districts in the bay area, and discovered only four required training for all of their teachers, that's just 20% of districts, and even when it is offered we learned training varies widely. courses for educators range from just 19 minutes to 16 hours and remember, our reporting uncovered that last year five of the largest school districts in the bay area, home to more than 105,000 students did not offer any teacher training at all, but after our initial investigation aired, at least three school districts have changed their policies to begin training teachers. the reforms are now impacting nearly 60,000 students at 61

reporter chris chmura explains how his team helped cool things off. >> back during the summer andrew ruff ordered a portal air conditioner from walmart. when it arrived andrew found the ac wouldn't fit in the window, so he arranged a return with the shipping label. a delivery service, when it hadn't picked it up and andrew waited for a later walmart tol the ac never arrived at the wa he checked with e delivery company and it claimed it never picked up the package. after a back-and-forth with the shipper, andrew learned that he had an incorrect return label tracking number from walmart, when he turned to us. we reached out to walmart and a few days later it sent andrew a $150 gift card which covered the full cost of the air conditioner plus shipping. we asked walmart what happened, but it did not get back to us. whenever you return an item you bought online, take these three steps. first, snap a photo of the shipping label.

for joining us on this wednesday. i'm kris sanchez if nor laura garci garcia. >> and i'm marcus washington. we'll get you the commute with mike but first we start out with the weather. >> the rain is coming later on this evening. i want to show you a cool view we have from above the clouds looking from our sutro tower camera. that's been drifting ss visibility in the tri-valley down to about a quarter-mile. slow it down driving through livermore. elsewhere we have patchy fog. the storm is approaching and we'll see increasing cloud cover throughout the day and the rain tonight and i'll be tracking that with a time line. as we head over to mike we're focusing on what disappeared. >> first thing disappearing are flashing lights, thank goodness. crews are moving the lane closures as they do work on the richmond side. we saw flashing lights and cars and trucks move out of the roadway. only two lanes richmond to san rafael but that's plenty for the
