visibility in the tri-valley down to about a quarter-mile. slow it down driving through livermore. elsewhere we have patchy fog. the storm is approaching and we'll see increasing cloud cover throughout the day and the rain tonight and i'll be tracking that with a time line. as we head over to mike we're focusing on what disappeared. >> first thing disappearing are flashing lights, thank goodness. crews are moving the lane closures as they do work on the richmond side. we saw flashing lights and cars and trucks move out of the roadway. only two lanes richmond to san rafael but that's plenty for the light traffic. a smooth flow of traffic, in the shot we saw low clouds hovering around, still above the deck, not enough to be fog but kari showed you above the cloud cover, we showed you below so we have you covered everywhere. over here livermore lower visibility there and watching the sensors for 17 and 101. we'll track it.

back to you. >> thanks, mike. with begin with security at the border, it will dominate the conversation in washington today. a panel of 17 lawmakers selected with a border security compromise will meet for the first time today and it's open to the public. "today in the bay's" tracie potts is live on capitol hill for us and tracie, this is a crucial meeting as a possible shutdown is possible for us next month. >> it is, marcus, so this is sort of the dream team of politicians who have been put together to try to come up with some way to stop another shutdown in just a few weeks and they're getting some advice from president trump on twitter saying if they don't consider some sort of wall or physical barrier, they are wasting their time. today, the dealmakers get to work. >> we're going to work out some sensible solutions, and there are many of them that i think we can all support. >> reporter: their job to come up with a border wall compromise that both parties will support

and president trump will sign, avoiding another government shutdown on february 15th. >> we can bridge our differences based on facts, based on evidence, based on experts. >> reporter: the conference committee includes nine democrats and eight republicans. their first public meeting happens today. >> we'll have to see if they're willing to break from the president. >> reporter: the senate's top republicans already giving them some leeway. >> i'm for whatever works, which means avoiding a shutdown and avoiding the president feeling he should declare a national emergency. >> reporter: whatever they come up with will have to include something that looks, feels and sounds like a wall. >> physical barriers have to be part of the solution. >> it could be barrier. it doesn't have to be a wall. >> we are willing to support fencing where it makes sense. >> reporter: america's counting on this new team of negotiators to keep the government running and keep paychecks flowing.

now, keep in mind, the president's been tinkering with this idea of going around congress declaring a national emergency to build a wall. well, his top intelligence officials, three of them, told congress just yesterday north korea is our biggest threat. they didn't even mention the border. back to you. >> i'm sure what's going on with the border and the shutdown is something people are still thinking about, tracie. thank you. 5:03 right now. this morning, a mother and her daughter are waking up together after weeks apart. sidney flores and her partner kevin and flores' 18-month-old daughter, gretchen, are from honduras. they were separated after arriving at the california border late last month. kevin was caring for the toddler but detained because he was deported before. gretchen was placed in i.c.e. custody. flores is in the u.s. while her asylum request is processed. there are times when flores didn't know where her little girl was. >> it was tough.

>> translator: not knowing what to do, feeling impotent to know that my daughter is somewhere else and she's not with me. i've felt very bad. >> flores has two other children ages 9 and 7. they came across with her and are staying with flores' uncle in san francisco. she is hoping for asylum. her partner, kevin, is fighting deportation. new this morning, police records released to the "east bay times" are shedding light on the firing of two police officers in the delta town of eyo vista. the officers were accused of violating use of force rules and filing false reports in separate incidents a year and a half ago. in one case, a woman who called police about her car alarm ended up with a k-9 dog bite and handcuffed in the back of a squad car. the other case involved a dangerous chokehold. happening today the community is coming together to help the family of a fallen

newman police officer ronil singh. 20% of the profits earned today will be given to the non-profit organization police and fire for fallen heroes. the organization will be given that money raised through events to the singh family. singh was shot and killed last month during a traffic stop. according to prosecutors, gu a gustavo perez shot singh after a traffic stop. the county last night purchased last year purchased the facilities from verity health which is going bankrupt, it includes o'connor hospital in san jose, de paul health center in morgan hill and st. louis regional. the state justice department tried to block the sale over concerns the county might try to phase out low income health

services but the judge determined the state has no authority to regulate this deal. his final ruling will be issued today. that sale is expected to close in march. in a few hours, san francisco mayor london breed will deliver the state of the city address. she will make her speech at 11:30 this morning at the national lgbtq center for the arts. it's not clear what topics breed will cover. however, homelessness and street sanitation have been ongoing problems throughout the city. our investigative unit was the first news team to survey the city's filth block by block. our reports went viral and even grabbed international headlines. you can watch them on our website nbcbayarea.com. happening today, volunteers in contra costa county will take a survey of the number of homeless people in their community. that group will start at 8:00 this morning, and the data will be used by federal, state and local governments to determine funding for homeless services. last year, the number of homeless in the county went up by 627 people.

happening today, leaders across the east bay meet to confront the housing crunch. now the mtc organized that meeting, and councilmembers from fremont, hayward, new work and san leandro are among those meeting to devise a new housing strategy. that meeting focuses on numbers taken from a recent report, it finds more than the next 20 years for more than the next two 20 yea 20 years the bay area may add 2.5 million people and more than a million jobs. >> let's head outside, live pictures from fremont this morning, where it seems like things are moving slowly on the roadway so far, but you can call this the calm before the storm. we're expecting a lot of rain and it's supposed to roll in later tonight. live now to the mountains, highway 89 at highway 28 in tahoe city. if you have plans to go to tahoe this weekend, you might want to change your plans. the national weather service is strongly urging everyone to stay away this weekend. if you do go, expect long

minutes. looking across the bay, this shot 92 of course looks clear as well. you could even make the lights out across the high-rise for the san mateo bridge. we are looking at lower visibility in patches and i've got some status update for the richmond-san rafael bridge. and a very happy wednesday to you. the fed completes a two-day meeting today, and will make an interest rate announcement around 11:00 our time. facebook and tesla both report profits this afternoon. we're going to be interested in facebook growing its audience, and how much cash flow that tesla has. apple opened its books to investors tuesday. said it sold fewer iphones than it hoped. the company says people are holding onto their old phones longer and it's struggling to sell phones in china. other business segments are growing so that stock may actually do okay this morning. apple also says it's working on that facetime bug that kris told but yesterday, but it turns out apple knew about the problem for

much longer. the flaw allows you to listen to people through facetime, even if they don't answer your call, and it was discovered by a 14-year-old boy several days ago. his mom tells the "new york times" she frantically tried to get. apple's attention. >> i'm only 14 and stumbled upon this bug trying to play video games with my friends so it really shows how crazy these devices are, like anything could happen, any bug could give away all your personal information. >> meanwhile, apple's tim cook says he's talked to president trump about the trade war with china. he says he expects tensions to ease. chinese and american officials are meeting today to try to work something out. up in wisconsin, the chinese factory foxconn says the big factory that was going to employ more than 10,000 people probably won't be a factory. so far, only employs 1,000 people. you may recall president trump,

yeah, really nice, and actually it's because of the low clouds, the city lights are just kind of hitting that and being reflected back into the camera. so it's looking pretty good, but we have some low visibility in some spots like the tri-valley. we've seen some patchy fog moving around the north bay and the south county. let's watch out for that as you head out the door and in martinez, after the fog this morning, our skies clear and we're going to get some sunshine for much of the day. looking really nice, you'll want to make sure you have plans to get outside. as we watch the approach of the storm system that will make our next headline in the bay area, as we get a closer look, storm ranger already ready to track that next storm but it is giving us a dry start to the day. we are going to see some mostly sunny skies for much of the afternoon, as we go hour by hour and we take it through 8:30 this evening, we start to see the rain approaching the coast, and starting to move into the bay area. there will be some waves of some heavy rain, where we see the yellows and the oranges,

indicating some heavier downpours, but look at the time. it's going to be about 12:30 by tomorrow morning, and then we see it kind of winding down as we approach sunrise, and some scattered showers still possible for tomorrow, but that will, rain chances going down as we go throughout the day. that's the first of several storm systems that will be moving in, and it could soak the ground, giving us about a half inch of rain, and then another storm system will be here on friday, with some gusty winds, scattered showers throughout the weekend, and into the start of next week, as our temperatures cool off. we're looking at highs that will stay in the mid-50s for san francisco, after today. but we will be tracking that rain, giving you more updates throughout the day. i'll have more on that, and mike is tracking the commutes right now. >> all right, kari, yes, things are light as far as the volume of traffic. we're starting to see that build over at the bay bridge toll plaza. they may turn the metering lights on in the next couple minutes. regular schedule anyway but it may be about two minutes early because i heard about a hit-and-run crash across right

around treasure island, but it sounds like all lanes are cleared. we're going to track that. meanwhile the big concern is the orange blob as well as the bottom, some drifting fog across highway 17 as well. the orange blob shows you where visibility is the lowest because of the weather data we get from kari's computers and sharing that for conditions on the roadway. 101 san martin a patch there as well as across 17 and the summit. lighter traffic flow the darker roadways there, we know to be careful anyways. just the word of course this morning as well. as we look up north of the bay bridge a smooth drive through contra costa county, and across that richmond to san rafael bridge. we are looking at the construction crew, they just cleared all lanes, just minutes ago, all lanes have been reestablished at the toll plaza headed toward the north bay. no delays there. let's get you a look at waze and show you the timing as you come out of the area, off of hercules, getting toward san francisco, they've mapped out three routes for you. obviously the longer route takes longer right now, but pretty much at the speed limit. we'll track it with waze.

days before. a nurse accused of raping and impregnating a woman in a coma in phoenix will appear in court. 36-year-old nathan sutherland was arrested last week after a dna sample from the newborn matched his dna. staff members told 911 operators they were unaware the woman was pregnant until the baby was born. sutherland is being held on a $500,000 cash bond. new this morning, opioid prescriptions for pets are on the rise, raising questions about who is really using those prescriptions. researchers from the university of pennsylvania say that opioid prescriptions at their vet hospital went up 41% in ten years, but the number of visits only increased by 13%. experts say it's likely some of the drugs wound up being used by people. new for you this morning, the clock reportedly ticking for

a popular san francisco italian grocery known for its pasta. lucca ravioli is located in the mission at valencia and 22nd street. according to the website eater, the deli will close for the last time april 20th. the owner plans to sell the building and lucca ravioli has been in business for 94 years. >> you hate to see that. but as one door closes, another opens. this one in the north bay, a new restaurant with a somewhat unique spin is opening today. you will not be required to leave a tip at roadhouse 29 in st. helena, because all of the staff is being paid above the minimum wage and is getting profit-sharing bonuses. the no tipping policy isn't new here in the bay area. camino in oakland and another restaurant in san francisco have similar operations. the business owners say this model makes it easier to hire

>> and i'm kris sanchez in for laura garcia. before we get to our weather we want to check out minneapolis. this is what it looks like right now, negative 28 degrees but the feels like temperature is 45 degrees below zero. >> cold thinking about it. >> i know, we're trying to make ourselves feel better about this fire hose it seems aimed at us, kari. >> yeah. we are going to have some rain moving in but we talk about how cold it is in some of those areas, and yeah, update 50 degrees below zero is the current windchill. so we start out with some rain that will be moving in, but we will see it holding off until later on tonight. so we will still be able to enjoy our day and get outside with some sunshine before the rain gets here, but we have storm ranger powered up. it's tracking that as it gets ready to move in. we will start out with some fog, but look at 2:30 this afternoon, skies will clear and we'll start to see rain coming in right at about 7:00 to 8:00 this evening. that will be serviafter sunset

a lot of people are home and the rain will move through during the overnight hours. i'll have more on the time line and what to expect as we go into the weekend with more rounds of rain coming in and mike, now you're taking us to the bay bridge. >> that's right. we showed you just before the commercial the backup at the bay bridge toll plaza, the metering lights are on. focus over here on the span itself, because we did talk about a hit-and-run crash that happened somewhere around treasure island. but we don't see any more slowing. we see traffic actually flowing smoothly all the way track it into san francisco. it sounds like the vehicle that's involved the one that was hit, that one made it to san francisco, just going a little more slowly than they'd like and the one that did the hitting did the running as well. so if you saw anything, call that in, if you hear about anything over the morning, have your friends report that if they saw anything. we don't see any slowing, contra costa county an easy drive through the maze. just the metering lights to worry about. watch the fog for the tri-valley and south county 101 and 17 over the summit. 5:32 for you right now. facebook is ending a controversial marketing program

on iphones that collected user data. it's just the latest scandal to hit the social network. "today in the bay's" bob redell live for us outside of facebook headquarters in menlo park. what forced this move here from facebook? >> reporter: two things, marcus, one a tech crunch report yesterday that accuses facebook of spying on users including teenagers with the social media giant says is not true and two, this market research program might be in violation of apple privacy policy, those might be the two factors where facebook is pulling this program. since 2016 facebook has been paying users between the ages of 13 and 35 $20 per month plus referral fees to install the "facebook research app" on their apple and android phones. in return, facebook would be allowed to monitor phone and web activity, collect data on things like social media messages including photos and videos and track location information provided by other apps installed

on the phone, and that right there could be in violation of apple's policy that prohibits one app from collecting information from other apps installed on the phone. facebook has been the target of much criticism over the way it handles user data, especially after it was revealed that the data of 87 million users had been improperly shared with political consultancy cambridge analytica. now facebook has responded to this latest controversy. they put out a written statement. could you see it on your tv screen, i'm going to read you a part of it. in this statement facebook writes there's nothing secret about the marketing program. there was no spying. all users gave their permission. less than 5% of whom were teens whose parents had signed consent forms. reporting live outside facebook headquarters in menlo park, bob redell, "today in the bay." >> facebook has become a big part of so many of our lives. a lot of us hope facebook is responsible with the information we have on there, bob, thank you. 5:34.

today happening pg&e is expected to argue its recent bankruptcy will impact court-ordered fire prevention efforts. it stems from a criminal case tied to pipeline safety violations. the judge recently ordered pg&e to remove or trim all trees at risk of being blown into power lines. pg&e attorneys already argued the proposals are too costly in light of yesterday's bankruptcy filing. the utility says the effort could cost $150 billion. new details now in california's effort to boost fire prevention. state wildland managers announced plans to streamline the process for logging and prescribed burns. supporters say the steps can be cumbersome, heightening the dangers until the permits are sorted out. the changes would create one review process and it could potentially double california's forest management coverage each year. in the midst of the fight over immigration, a new congressional panel meets to discuss ways to secure the

southern border. the key here is to find a solution that both president and congress support, thereby avoiding another government shutdown next month. both democrat and republicans are signaling a willingness to compromise, as both sides are set to come to the table, nbc's tracie potts will have more of that, plus the blow president trump is dealt by the heads of three u.s. intelligence agencies. that's coming up for us at 6:00. and amid the ongoing immigration debate in washington, san diego county is planning to provide a government-owned building to help shelter asylum seekers. since october, the u.s. has been releasing immigrants from detention without giving them time to make travel arrangements. jewish family service will pay for the operation. the coalition will help 5,000 migrants since the rapid release started. right now in the south bay, the search is on for a serial groper. police say the man who grabbed and groped win in sunny veil, santa clara, last year wasn't caught and may be back at it.

sunnyvale police released a sketch of that suspect. all of these attacks happened near raynor park. the first was in april of last year in santa clara. the sketch here, and then another attack was followed by another one in may in sunnyvale. then just a few weeks ago on january 10th in sunnyvale, it happened again. police are now urging women not to walk alone. new this morning, lighting up in the city. some of the biggest events in san francisco may be able to sell cannabis legally through a city permit. "today in the bay's" pete suratos joins us live from san francisco with the details and we know folks already do this, pete, but this would just be the city saying okay, go for it. >> reporter: yes, that's right, kris. according to "the san francisco examiner" it's just a proposal at this point by the san francisco board of supervisors, but we could see it in time for the an nual 420 event and open t up to the big events in san francisco such as outside lands so we'll see where this goes. let's talk about exactly how

this permit process is going to work. it's going to implement assembly bill 2020 which went into effect at the start of the year which allows cities in the state to issue cannabis permits for temporary events with a state license and local license. now, initially permits will go to events that have been held on a regular basis, receive city permits and add significant amounts of unregulated cannabis. an example of that would be 420 so that falls into the category. it will be issued by the office of cannabis and requires city agency approval for the area where it's taking place. so in the example of maybe outside lands of 420, that need approval by the parks and recreation department in the city of san francisco. now permits could range from $500 for smaller gatherings to as much as $3,000 for events of more than 2,500 people, but with that said, smoke something still not allowed in public parks, but state law does not allow consumption of cannabis, where smoking is prohibited. we're live here in san francisco, pete suratos for

here that's where the fog road weather index reports the fog and where we see 580, we can see the traffic in the foreground but not at the top of the screen. we lose sight of the dublin grade. it's moving smoothly. toward the bay bridge a smooth drive, contra costa county and alameda county move nicely and through the maze we're seeing the build and the metering lights at the toll plaza. >> the metering lights are hard to see when it's foggy and we've seen some of that fog around the bay area. >> we're starting out with the fog, then we'll see some sunshine today, rain moves in tonight, as we track this storm that will be moving closer, but right now as you get ready to head out the door, it is all dry. could y you could probably leave the umbrella at home. we won't see rain until sunset. more waves of rain moving in for saturday. we see a high of 57 degrees on sunday, and cooler as more widespread rain comes in. i know you may have some parties

right now at 5:44, we are starting out with patchy fog. once that clears, we have some really nice weather. as we go over toward los gatos, low 50s as you walk out the door and make plans to get outside today. we'll see highs back in the mid-60s with sunshine. if you don't enjoy today, you may have a hard time getting outside, we're going to see some rain moving in starting tonight. we'll talk about that, coming up in less than five minutes. you see the volume of traffic, this is the nimitz past the coliseum northbound with the

garcetti is considered relatively unknown unless among the city of angels. this morning, we're learning about another private meeting president trump had with vladimir putin. >> a meeting we didn't know about previously, scott. >> exactly right, a meeting one other american was there to witness, mrs. trump. "the financial times" reports president trump had a 15-minute meeting with the russian leader at the g20 in summit with argentina, last year a meeting we did not know about and a private meeting with melania trump and a russian translator as the other participant. americans are deeply concerned about the meetings we did know about. mr. trump had a private meeting with the rush president in helsinki in july with only one other american, a translator. congress discussed subpoenaing her to find out what was said in that meeting. earlier this month, "the washington post" reported president trump sought to conceal details of his meeting with putin at the previous g20 summit in germany, taking the notes away from the interpreter after that meeting.

this comes as the president's own intelligence chiefs told the senate yesterday that russia is still a major threat to our elections. here is the fbi director responding to a question, is russia still using our social media to spread disinformation? >> yes, that's certainly the fbi's assessment not only of the russians continued to do it in 2018, but we've seen an indication they're continuing to adapt their model and that other countries are taking a very interested eye in that approach. >> intel officials said it didn't look as if north korea would give up its nuclear weapons and isis is a threat, contradicting what the president has told the american people. the president tweeted there say "decent chance" north korea will denuclearize, that's different than what he said in the past. lawmakers on both sides of the aisle asking questions after the acting attorney general matthew whitaker said monday the special counsel was close to wrapping up his investigation.

it tapering off before sunrise tomorrow morning and during that time, we could measure anywhere from a half to three-quarter of an inch of rain, some of the heavier rain will be around the golden gate bridge east bay and southward. the north bay may have some lighter rain and that's because we will have this first round of rain moving in, and then several more behind it that will have a different type of setup, bringing some more widespread rain on friday and also off and on rain throughout the weekend. as we head over to mike, you're tracking a crash in walnut creek. >> maybe i'm tracking the crash in walnut creek. a slight build for the commute and we're also looking at one new incident there, maybe a disabled vehicle in senate. no slowing has shown up over the last couple of minutes. over here same thing for 680 south at the 24 split. we're looking at the bay bridge toll plaza on this shot as well as a build for richmond. we had a camera, you know about this, in walnut creek. i scanned back and forth, because we're looking over here, tail lights side, 680 southbound at the 24 split, these other

skiing away. paltrow says the lawsuit is without merit. major policy changes are in effect at schools across the bay area, impacting tens of thousands of students. >> and educators are crediting our reporting which exposed how much of a lack of teaching training across the bay area was negatively impacting transgender students. senior investigative reporter bigad shaban has that story for us. >> good morning. it was more than a year ago when we first exposed the bay area's wide disparity in teacher training, so we decided to find out if anything's changed. we again surveyed the 20 largest school districts in the bay area, and discovered only four required training for all of their teachers, that's just 20% of districts, and even when it is offered, we learned training varies widely. courses for educators range from just 19 minutes to 16 hours and remember, our reporting uncovered that last year five of the largest school districts in

"today in the bay" continues right now. thanks for joining us on this wednesday. i'm kris sanchez. laura garcia is off this morning. >> and i'm marcus washington. mike will have a look at our commute in a bit. first we want to start off with the weather. meteorologist kari hall has been tracking that storm headed our way. is it going to hit any time soon? >> it will be later on tonight. we have one more day of dry conditions and also some mild temperatures throughout the day, but we start out with some fog, and we can see from atop the low clouds looking at our sutro tower camera over san francisco it's a gorgeous shot starting out this day, waiting for sunrise. you can see the visibility in the tri-valley is down to about a quarter of a mile. we're also seeing some patchy fog in the south bay as well as the south county, so just watch out for that, as you head out the door in pleasant hill, headed to the b.a.r.t. station, it's going to be 50, a cool start, but we will have some milder weather today with highs in t
