minneapolis, des moines, cleveland, and kansas city. >> guys, it is so cold even postal workers will not be completing their appointed rounds. mail delivery had to be suspend instead 11 states. we've got this cold covered from every angle. we'll start be dylan in st. paul this morning. >> reporter: good morning, make fun of my get-up all you will, but when it is this cold you have to cover every inch of your body if you're spending any period outside. between the frostbite that can set in in less than five minutes and hypothermia, you do not mess around with this type of cold. we brought our thermometer out this morning. it quickly dropped here to 30 degrees below zero. that's not accounting for the windchill, which is actually at minus 52 right now. it's certainly the coldest i have ever been. schools and government agencies are closed. flights are canceled, and people are being urged to just stay

inside. an arctic outbreak for the ages, the coldest in over a half century. an 80-hour stretch of life-threatening temperatures exacerbated by piercing windchills plunging to as low as 70 degrees below zero in some cities. it's so cold outside the u.s. postal service, which almost never stops delivering, suspending service in # 1 mid western states because of safety concerns. >> within a matter of minutes you can develop frostbite on exposed skin. making sure if you are going to venture out you have hats, gloves, food and water in your vehicle. >> even a quick dog walk can become dangerous. >> you're getting frost bit. >> i appreciate it. >> i want to cover you up. >> i live right there. we'll head in. >> in illinois, the governor issuing a disaster proclamation for the entire state as chicago prepares to challenge its all time coldest temperature on record, negative 27 set back in 1985.

that's what it really feels like. >> and there are warnings out there about talking outside, breathing outside, just some basics. >> that's right. some of the advice is don't talk outside, don't take a deep breath. let's go right to al. he's monitoring this as well. good morning. >> good morning, guys. in fact, i've been in temperatures like that where the cables break because they become brittle. they may have had some malfunctions. in fact, right now, chicago is at minus 22. the all-time record low, minus 27. this is the coldest it's been since 1994. in fact, where dylan is it's the coldest it's been since 1996. look at the 62 million people at risk from montana, but all the way down to northern georgia we've got windchill warnings and into the northeast. right now, 16 windchill in d.c. but it's 52, feels like 52 below in minneapolis. minus 26 in st. louis. even beckley, west virginia, 3 above. that's what the windchill feels like. tomorrow morning that comes

east. new york city we're going to feel like minus 13. minus 18 in burlington. d.c. minus 6, louisville minus 6. chicago minus 44. it warms up into minneapolis to minus 39, and in fact, by friday morning we start to see the beginning of the end of this. minus 16 for a windchill in minneapolis, 10 degrees in washington, d.c. zero in new york city. here's the good news. friday we start to see that cold depart, building warmth in the west. so we see temperatures still a little bit below normal but above zero in cleveland. 14 in minneapolis, 25 in philly. rapid city, 51 degrees, and look at the weekend. as we get into super bowl on saturday, temperatures warming up, minneapolis, you're going to be 39. break out the bermuda shorts. we're looking at 57 in st. louis. new york city 33, but then on sunday, super bowl sunday, everything warms up. chicago, you're going to be 46 degrees. new orleans, 71, atlanta 59.

socialism. warren who's eyeing a run of her own firing back what's ridiculous is billionaires who think they can buy the presidency to keep the system rigged for themselves while opportunities slips away for everyone else. and kamala harris, an early favorite among progressives sparked controversy by endorsing a medicare for all system that would end private health insurance. >> let's eliminate all that. let's move on. >> i don't agree with the policy she stated last night by wiping out the insurance industry, which would lose millions of jobs. >> reporter: schultz says he's as concerned about progressive policies that he calls as false as president trump's campaign promise that mexico would pay for the border wall been overnight, one of the schultz's aides during this campaign consideration told me it may not be until summer or fall before he makes a final decision.

camera, and you can barely see the sign tell you how long it will take to get to castro valley, so we are going to see some of the patchy fog moving by, some clearing by the afternoon, and then this area of low pressure moving in by later on tonight. we will see the rain during the overnight hours, a break from the showers tomorrow, and then another widespread system moving in, in time for friday. throughout the weekend we'll see some scattered showers as our temperatures cool off into the mid-50s. san francisco also will be seeing some rain by this evening, and then a break for tomorrow afternoon. how are the roads moving now, mike? >> slow. a little tougher to see as well. you showed that fog really kicking up in the south bay as well. at the same time northbound 17 is dragging from approaching capitol expressway all the way up to 280, where there was a crash and car fire. those lanes have been cleared at the connector, but the slowdown still continues for 17 and north. meanwhile, the rest of the bay shows a slower drive because of some of that fog in the north bay and the build for the commute you see it for san rafael. no surprises toward the bay bridge or the san mateo bridge westbound, of course, is just

14-year-old grant thompson says he first noticed the glitch in apple's group facetime feature nearly two weeks ago while mag a game of fortnite. he could secretly listening to the friend he was calling without that friend pressing connect. >> we tested it for about a half hour, and then saw that we can make people answer their facetime calls without their permission. i'm only 14 and i, like, stumbled upon this bug, so it really shows how crazy these devices are. >> grant's mother tried to contact apple through several different channels, but it wasn't until videos exposing the flaw went viral monday night that apple temporarily disabled the feature. the company promised to release a fix later this week. apple did not credit grant for finding the bug. also this morning, chicago police are investigating a possible hate crime. they say an actor from the show "empire" told them he was assaulted by two men who allegedly yelled racial and homophobic slurs.

nbc national correspondent miguel almaguer is in chicago with the latest on this story. hey, miguel. good morning. >> hoda, good morning. jussie smollett said that attack happened -- a reported crime that has rattled hollywood and just about everyone else. ♪ >> jussie smollett, a long time actor and star on the hit show "empire" tells police he's the victim of a brutal beating that took place on the chicago street. investigators say they're treating the reported attack as a possible hate crime. >> early tuesday morning, smollett says he was approached by two men yelling out racial and homophobic slurs. investigators say he was attacked, an unknown chemical substance was poured on him. police adding at some point one of them wrapped a rope around the victim's neck. smollett told police the men

yelled this is maga, make america great again country. the actor took himself to a hospital. >> you didn't deserve, nor anybody deserves to have a noose put around your neck, to have bleach thrown on you. >> reporter: lee daniels, empire's creator, posted then deleted this photo of smollett calling the attack a cowardly act. with no suspect or even a description, today detectives say they've expanded the search area for cameras, but thus far no video of the alleged assailants or a vehicle has been discovered. one of smollett's friends says he spoke to the actor hours before the reported incident. >> it's just further evidence of the vitriol that is going on in our country and that is growing. >> smollett who recently appeared on "today" with his brother and sisters is an outspoken social justice activist and an advocate for the gay community.

freezing. 58 million folks are below zero today, and that's when you can have major problems. frostbite, that's the freezing of the skin and underlying tissue, fingers, toes, ears, anything exposed. here's how you know, the skin turns red, feels numb. superficial frostbite, your skin starts to actually feel warm, then turns pale and tissue freezes. get inside, seek medical attention, gently warm the affected areas and don't rub body parts. if you have hypothermia that's a dangerous drop in body temperature. extreme winds can speed up the onset of hypothermia. that can be a big problem. we look for -- the stages are sn and even in extreme cases a loss of consciousness. so what you do, move the victim out of the cold, cover that person with warm blankets and provide warm, nonalcoholic beverages so that you, again,

visit your local chase branch. we are back with your health, and if your resolution was to get fit and it's been sidetracked by some aches and pains, we do have some good news. there are some simple moves you can do at home that may have you back in the game at no time. dr. jordan metzel is a sports medicine physician. how are you? >> fine, great to see you. a lot of think i've got a problem, maybe i should see a doc. you think there are some things we should do before we take that step. >> everybody today goes to dr. google. >> dr. google is right only about 30% of the time. we want people to educate themselves. there are some aches and pains you can start treating at home. also when you go to a doctor is important as well. >> let's talk about back pain. that's a sensitive one. what would you do if someone like craig melvin had back pain? >> back pain is actually the most common orthopedic cause for

people to miss work in the united states. it's a very common thing we see. someone like craig may have an achy back. there's a picture there on the screen. you can see that red bulging disk. the bones are called the vertebrae. between those bones are the disks. when someone comes to see me with an achy wback, craig, lets say he comes in with an achy back. first we're going to work on stretching out the muscles. we're going to start with the cactus stretch. he's going to bring this knee up and stretch over this way keeping his shoulders on the ground. you can feel that starting to twist the spine. what he's starting to do is loosen those muscles in the back. you can do this in the morning first thing if you have an achy back. >> now the foam roller. >> everybody should get one of these. going to put this right under his back, watch out for your sound pack there. going to roll a little bit up and down on that thing. had is a great way of loosening the muscles.

>> i like to use this on my quads sometimes. >> they often don't think about it for their spine but these are terrific. >> does this help if improyou'v sciatica? >> it can. >> thank you so much, craig. so what does al have? his pain is a shoulder pain? >> al, the shoulder is a very common problem that we see, and the key with shoulders as you can see right there, it's a ball and socket joint. the shoulder sits inside the joint, when people get achy shoulders they often don't move them, and they can get stiff. al's going to start with the pend ewe lumbar. he's going to bend over at the waist. this nice circular motion will start the shoulder loosening up. the second exercise for al is he's going to come up and start stretching the muscles on the back of his shoulders. he's going to bring his arm across and gently stretch. he's stretching out these muscles on the back of the shoulder that can make a difference. the final exercise, is you can pick one of these things up on

amazon. he's going to step on this and bring his arm right out here. again, we're going to start working on strengthening the muscles up and down. he's strengthening all the muscles around the shoulder girdle. these are great things people can start doing at home. >> when you think it's sore, you think i shouldn't do anything, i should let it heal, but you should be doing things. >> keeping the shoulder moving is important and touching base with your doctor or physical therapist. >> how about a massage? >> especially if the pain is back here. >> start right over here. >> we're going to move down to sheinelle, and she's got some hip pain. >> the hip, again, like the shoulder you can see on the screen is a ball and socket joint. the hip sits right inside the head of femur. i'm going to kneel down here to show. the key with the hip much like the shoulder is the muscle support around the joint makes a big difference. she's starting with an isometric bridge. what she's doing is holding that exercise. she's strengthening her glut muscles on the back of her hip. that opens up the hip muscle. >> for how long?
