sunny but first you have to make it through the scattered rain that could make your commute a bit sloppy this morning. let's show you what we found as we were rolling around town this morning. this is video we got. here in san jose, ponding on the roadways and raindrops still falling. accumulation on south bay highways as we were out and about this morning as well. overnight the rain was pretty steady over at sfo. there was also pretty good rainfall in dublin in the east bay. no high winds or super cold temperatures for this storm as kari was saying. we know that will change with the next storm. i did post information about warming centers in san jose. if you want to help get the word out, you can find warming centers on my twitter feed and facebook page. just let me know how you're morning is going so far. kris san, "today in the bay." >> stay dry. >> you can track that rain the next time the storm is heading your way from nbc 11 bay area

app. this is a great tool. it's free. it's the nbc bay area app. 5:02. there's serious concerns about russians getting information from the investigation and using it on twitter. live on "today in the bay" tracie potts from washington. let's talk about how this happened. >> well, it happened after the mueller team indicted 13 russian nationals for using social media to try to influence our election. as part of that proceeding they had to turn over some of their information to the defense for those russians. some of it got mixed with misinformation and posted on twitter. that's now all coming out in court. the justice department is asking a federal judge to protect sensitive information in the russia investigation after a twitter account traced to russia boasted we've got access to the special counsel mueller's probe

database as we hacked russian server. you can view all the files mueller had by ira and russian collusion. enjoy the reading. the ira agency was one of 13 indicted for using social media to influence the election. >> they are using this to spread lies about the special counsel's office's investigation. >> not all evidence turned over to another defendant concord management. concord's owner has closed off ties to russian president vladimir putin. the company said they were never hacked but prosecutors revealed in court that at least one person has admitted stealing the documents. >> they do not want this investigation to proceed. when this investigation concludes and there is a report, it's going to be abundantly clear what the russians have done and who collaborated with the russians. >> we in congress need to make sure we're doing everything to ensure the credibility of the

mueller investigation. >> given the leak, mueller is now asking a federal court for permission not to share the most sensitive evidence with the defendants. tracie potts, nbc news, washington. 5:05 right now. just because the federal shutdown has ended does not mean all government workers and their families have fully recovered. police doing their part holding a grocery donation drive from 7:00 a.m. to 10:00 a.m. the donations will go to a local food bank. the department originally organized the drive for coast guard members who are once again receiving their paychecks. new this morningimprovement the south bay will start. the measure will create a total of $6.3 billion in funding. nearly $2 billion will go towards san jose b.a.r.t. extension project. a large amount of money will go to cal tran improvements and

highway interchanges. 5:05. the solution for muni's shortage could come in the form of new housing. at least that's what some city officials are suggesting. pete suratos joining us from san francisco with details. pete, how does this all work in. >> good morning to you, marcus. this idea was brought up during sfmta event that took place yesterday. when you think about it, the cost of living in the area, let alone san francisco, this could be a good idea. it's far away from actually happening. got to hash the plan. let's talk about the muni operator shortage numbers. they aren't toof san francisco drivers. we're talking about a gap indic muni only has close to 1900 as an issue when it compares to the cost of living in san francisco as one of the main reasons for this operator shortage. of course there's that trickle

down effect definitely having an effect on service in the area. remember just this past month, actually a couple weeks ago, san francisco mayor london breed suggesting offering 300 layoff drivers with jobs as muni operators. that was a suggestion by the mayor. they did not explain what the next steps are but the muni operators union called the idea a tangible and feasible solution. live in san francisco, pete suratos, "today in the bay" nf all right, pete. i'm sure that's a great thing there. follow-up on a story we've been following here on "today in the bay." a judge is allowing the sale of two local hospitals and clinics to go forward. o'connor hospital in san jose and depaul health center had only one i had abouter. that was santa clara county. attorney general javier becerra tried to block the sale saying there should be assurance the

county won't cut any existing services. activists and employees protested the state's interference. and can you believe it, it is already the end of the month. that means happening today state water workers will be back in sierra measuring the winter snowpack. we got off to a so-so start when the first measure was taken and those levels at or below normal. since then there has been a lot of winter weather moving through hopefully adding to the state's water supply. a storm heading our way already prompting some cancellations. oakland's popular festival being canceled because of the heavy rain anticipated to be coming in. organizers say it won't be made up. you'll have to wait for march 1st for the first first friday. takes place on telegraph avenue. people enjoy it over in oakland. >> you don't want the art getting wet. here we are starting out with a round of rain that moved through this morning. we are starting to see it clearing out as you get ready to

head out the door. storm ranger showing that. as we go through the rest of the day we will see breaks in the clouds. mostly sunny skies. much of our microclimates going into the afternoon to evening hours but we are prepping for this next stronger storm that will be moving in with more widespread rain heading into late friday night into early saturday morning. so we will take a closer look at this and also talk about the tahoe report in just a few minutes, if you have plans. so far it looks pretty good, right? >> that's right, kari. it's calm as far as the weather goes but wet roadways. the rain doesn't dry out, there's no sunshine. a little pudg you see how light the flow is. contra costa county, north bay folks traveling southbound. a little fin some of your in the north bay. on the peninsula we had flooding around whipple off the roadway.

>> harrison ford. >> until the second time i watched it. oh, oh. >> he'll always be indiana jones to me. >> happening now light rain through the bay area. we've been talking about it. in fact, we have a look at san francisco right now on the 53 degrees there. what a difference in chicago. the polar vortex everyone talking about spilling across the area bringing with it conditions colder than temperatures on the surface of mars. current temperature negative 20. the windchill factor there. not just midwest, northeast dealing with frigid conditions. 230 million americans with temperatures 32 or colder. seven have died from the cold weather. kari tracking the blast here. >> we are dealing withard to eve what a current temperature of 21 urnt temperature is 23 ike,

below 0. then when you factor in the windchill in chicago, it feels like it is 41 degrees below 0. it's really unimaginable. for many people in the bay area, we're going to head live to green bay, wisconsin to get more of a perspective on what that is like. gino out there in the cold. just tell us what it's like. >> reporter: kari, i'm a little jealous in san francisco, temperatures in the 50s. that's 70 degrees warmer than what it is right now in green bay. it looks like an arctic tundra. we're on the weather deck at our station. this is a towelt completely frozen. that is how cold it is here in the green bay area. now, to give you perspective, the temperatures that we're seeing right now, it is the

this cold. if you'r coldest temperature ever in green bay, it was in the negative 30s back in 1886. now, here is a thermometer we got showing just below minus 20. we've been between minus 20 and minus 30 around northeast wisconsin with windchills ranging from about minus 30 to minus 45. with these conditions, you could get frostbite in as little as 10 minutes. as you can see i'm bundled up head to toe. i've got the scarf. you can have people wearing ski goggles because of how gold el cold it is. it's actually not as windy, so the windchills are not as bad. >> we've both been in temperatures subzero. the coldest i've been in 22 below 0. what about u? as well below 0. i was living in duluth.

i thought i would be experiencing only the cold there. they almost consider it part of canada because it's so far north. but apparently the cold air decided to move down here into green bay, so i guess i have to move a little bit farther south. maybe florida should be my next job. >> thank you so much. try to get inside very quickly right now. we'll check back in with you later. all right. so as we bring it back here to the bay area, we've seen rain moving through. it's really humid but also much warmer than that. we are seeing patchy fog developing. looking at our visibility in naacp, we've seen visibility down to a half of a mile there. you do noticed to slow it down as the fog develops behind the wet weather we've seen. your morning commute leaving from antioch will start toemper storm ranger showing that rain into the low 60s. pushing away from the bay area. we do have several more storms that will be moving in. another one on friday. another one right behind that on sunday. so we're seeing these storms lining up in the pacific. then as we time it out for today, your day is looking nice.

you want to get outside, enjoy it. tomorrow we'll start to see the next round of rain moving in. mostly late morning into the afternoon. we'll see it getting heavier friday night into saturday morning. it could bring us decent rainfall totals. mike, you're taking us to the south bay. >> start with the live picture we have. we had the most recent rain. here is san jose. water on the lens and kicking up behind the cars as well traveling northbound. we see a little build for the traffic volume we exptre. south there highway 17 and 101 out of south county. there may be make puddling and ponding but nothing major. we're also looking at a little fog developing for north bay, the orange on the index. there is a crash west-of-80. we don't see any disturbance with this flow here. the back-up starting. >> thanks, mike. >> 5:20, coming up next, a bay area native killed while flying a medical helicopter in ohio.

rosa woman was killed in a helicopter crash. the medical transport flight went down tuesday night in southeast ohio -- killing all three crew members on board. a native santa rosa woman killed in a helicopter crash. the medical helicopter went down tuesday night in southeast ohio killing all three crew members on board. according to the press democrat, jennifer was the pilot. topper's mother who still lives in santa rosa said her daughter was a hero and she was proud of her work. two other flight nurses on board were also killed. they were going to pick up a patient when the chopper crashed. the cause remains under investigation. happening today teachers in denver return to the bargaining table to try to hammer out a new

deal. they voted last week to strike but a walkout is on hold. that's because the district is asking the state to get involved. it's also possible colorado's governor will intervene. oakland teachers meanwhile are holding a strike vote this week. they posted a photo offal ballot teachers can cast through tomorrow. listen to this one. drivers on pembroke pines street first believed a sinkhole was forming. it turned out to be a 2-foot wide tunnel that led to a nearby bank. they found a generator inside, power cords, a wagon and other tools. investigators not certain it was a criminal plot. whoever did digging had not made it to the bank. so far their identity has not been unearthed. skater alysa liu can probably melt that ice she skates on. >> new on friday, if you haven't heard, she won the u.s. figure

all around the bay, a pretty typical schedule, starting to see more slowing and build up on the berkeley curve. out of the maze folks line up and stack up to the toll bridge plaza. keeps a span across westbound moving smoothly. we see over here in north bay, orange, some fog a little bit here there for highway 37. blue, puddling and ponding north of antioch bridge. at the very least through contra costa county, that range traveled out of silicon valley through the regarded. kari continues to track those changes. back to you. >> thanks, mike. a federal judge has a blunt message for pg&e electric one day after utility officially filed for bankruptcy. is overseeing pg&e's probation in the deadly pipeline explosion case, back in 2010 in san bruno which killed eight people, destroyed homes. the judge ruled pg&e violated their probation in the case. he also hammered the utility over efforts to prevent future fires. fire victims and the attorneys say the judge's comments are a step in the right direction. >> it's been ten years when people have been burned onto death in their homes, lost their homes. it's time for the actions of pg&e to match its words. judge al sop also wants pg&e to trim its trees near the network of power lines or cut the power if they can't do. that's a requirement he's pushing for. the company says it doesn't have the manpower or financial esources to do so. rescind the order.

the regulator said it would tak every utility pole in the state. might not work. might have to use drones instead. pg&e is claiming bankruptcy because it can't afford liabilities in the possible role in the deadly fires in butte county. reporting live, bob redell, "today in the bay." >> a lot to think about. happening today a show of unity for oakland workers ahead of what could be crucial contract talks. >> let them know we mean business. >> the union representing city workers posted this video calling for a noon rally on the. the union is ready to kick new round of contract bargains. you may the agreement last time included bumped in the road. in 2017 workers went on a week long strike before they reached a new deal. >> 5:33, new this morning, h-1b

lottery is changing to favor those with college degrees. the visa for specialized knowledge requires a bachelors degree or higher. this will give tech companies an edge in bringing highly skilled workers to silicon valley. the rule will take effect in april. a story we're covering on "today in the bay," the president of the hotel in palo alto warned about a lease law by the city manager as they face eviction deadline today. a chicago real estate fund purchased it last summer. the new owners want to turn the building back into a hotel. they did consider extending the movout date but instead the owners requested it be empty by the end of the month, which is today. palo alto is warning by law the tenants must be offered a one-year lease agreement. some south bay drivers looking to fill up with flex fuel or diesel ended up with some pretty hefty repair bills after a trip to a san jose gas

station. it was a case of bad gas. "today in the bay" kris sanchez joins us live from san jose with what went wrong. big problem, kris. >> reporter: whatever it was it appears to be isolated to that propel pump behind me. the rest of the shell station appears to be unaffected. it happened saturday as 25 drivers pulled into the station to get that propel fuels and drove off to find their cars weren't right. a mechanic across the street told us the gas had a blue tint instead of being perfectly clear. what was was in that propel fuel damaged the tanks and fuel injectors. this is off highway 87 in san jo jose. >> it's the first i hear there's been issues. i'll be a little bit watchful for a while. >> fixings my car out of the

blue would be terrible. >> we reached out and a rep told us they shut down this pump while they figured out what went wrong and they are paying for repairs and rental cars for drivers affected. they shut down all of the propel pumps so they could figure out if there was a problem not just here but at some of their other pumps. they haven't found anything at this pump. right now it appears whatever trouble it was was at this one here. you can see the plastic bags covering the pumps so no one can use them until they get to the bottom of it. in san jose, kris san, "today in the bay." >> thanks, guys. plan ahead before you take your tourist friends to see the crooked street in san francisco. theomba is moving forward. people who live near lombard street say the crowds and traffic are out o planners agre. it was standing room only yesterday. people who live on the street

say the traffic is not just inconvenient, it's not safe. >> it's not just dangerous for the cable cars. first responders can't get to anybody on hyde. >> i'm supportive of the fee if it somehow limits the traffic. i'm support of anything that limits the traffic. >> the san francisco county transportation authorities proposing visitors pay $5 or $10 for a reservation. enforcement would be automated or conducted by staff at the top of the street. all paid for by that fee. a fine tuned proposal will be presented in the coming months to the board of supervisors. over here we're straightening this out. we have a delay reported for ace train, the train is on the move again. there was another train on the tracks. of course you can't pass on train tracks so they had to wait. train number one getting to its final destination. we have b.a.r.t., ferry dels ano

we are going to see some of those showers moving through off and on over the next several days. we have a round that moved through. things are wet. it's foggy in the north bay where there may be cars in front of you picking up water as you head down 101 in san rafael. here is a look at storm ranger, mobile radar showing that for the most part. all walking out the door to improved weather as we see that system moving off to the south and east moving to the bay area. as you see a wider view of that, you can see the storm moving in kind ofat will really help stee. the problem was it was kind of wobbling and not moving that fast. as we go into the rest of the day once again, decreasing. so if you're on your way out the door heading to the dublin b.a.r.t. station, may be feeling sprinkles now. roads are wet. as we go throughout the rest of the day, look at peeks of sunshine. this is hour by hour. we see some breaks in the clouds and humid conditions as our

temperatures head into the low 60s. by later on tonight skies will clear but that may also set the stage for some fog to redevelop once again. as we see the next storm system moving in, some spotty showers to start the day. as we go into the afternoon to evening hours, that rain is pretty much covering all of the bay area and continues to get heavier as we go into saturday morning, off and on throughout the day on saturday. nly a brief break as we go into few days. the possibility of getting about lot of rain here over the next 1 to 2" of rain, that's just between now and saturday. some of the models go out t and more. so our temperatures are cooling off as much colder air moves into the bay area. not only will be it be wet but chilly as well. we're looking at morning temperatures in the upper 30s. i'll have more on that. mike, a few minor reports on the roads. >> i was watching thursday flashing there. saturday looks like lightning
