oh, wait. and it's wet outside. at least we are seeing weather improving across the bay area. as you get ready to head out, we are going to see the rain that was really falling very heavily earlier this morning moving farther to the south. this is a look at the bigger picture as we see this quick moving storm that dumped some rain. most of us had a quarter to a half inch of rain. now that is moving away. as you're making you're way out the door, warm springs b.a.r.t. station, showers possible until 8:00. after that the sun is going to come out from behind those clouds as temperatures warm up. we'll talk about what else is on the way. mike, you have two more crashes that have cleared. >> that's right, kari. the commute thursday morning built up out of the north bay before the carrenas bridge. that will send more folks out of the north by, highway 4 and walnut crook interchange, which is smooth. the bay bridge had a crash

around the toll plaza. it did clear lanes as best i can tell. the flow over the freeway pretty standard. northbound 280 through daly city, reports of flooding. a single car spinout. we often talk about that when there are wet roadways. be careful out there. even though it's not actively raining the roadways are wet in parts of the bay. north 17 near hamilton, the crash opened up a second lane, two lanes northbound but jammed heading up into hamilton itself through campbell. back touch you. some concerns about russian getting information from the russia investigation and using it to spread misinformation on twitter. >> let's go live to tracie potts. she's in washington with more on how this happened. tracie. >> it happened after 13 russian nationals were indicted by the mueller investigation for using social media to try to influence the election. the allegation here is they took

some of the information turned over by the mueller team in discovery that has to happen, mixed it with fake information and it was posted on twitter. now all of this is coming out in court. the justice department is asking a federal judge to protect sensitive information in the russia investigation after a twitter account traced to russia boasted we've got access to the special counsel mueller's probe database as we hacked russian server. you can view all the files mueller had by ira and russian collusion. enjoy the reading. the ira internet agency was one of 13 russians indicted for using social media to through the election. >> they are using this to spread lies about the special counsel's office's investigation. >> not all evidence turned over to another defendant concord management.

concord owner has close ties to russian president vladimir putin. the company said they were never hacked but prosecutors revealed in court wednesday that at least one person has admitted stealing the documents. >> they do not want this investigation to proceed. when this investigation concludes and there is a report, it's going to be abundantly clear what the russians have done and who collaborated with the russians. >> we in congress need to make sure we're doing everything to ensure the credibility of the mueller investigation. >> given the leak, mueller is now asking a federal court for permission not to share the most sensitive evidence with the russian defendants. now, russia's take on this is that even though people who live in russia, work in russia may have been involved, it doesn't necessarily mean that the russian government was. laura, marcus. >> quite interesting there. tracie potts reporting in washington. thank you, tracie. new for you this morning, critical transportation improvements in the south bay are set to start. this comes after a two-year

lawsuit challenging voter approved measure b failed. that will create a total of $6.3 billion in funds. nearly $2 billion will go towards san jose b.a.r.t. extension project. a large sum of that money will go to road repairs in santa clara county. caltrain improvements and highway interchanges. the solution to muni's operator shortage could come in the form of new housing. at least that's what some city officials are suggesting. "today in the bay" pete suratos joins us live in san francisco with details on how this plan will work. it will sound enticing in an area where housing is hard to come by. pete. >> reporter: yeah, good morning to you, laura. this is what we're getting from the san francisco examiner. at this point, it's just an idea brought up at sftpa retreat. a good idea when you think about the cost of living in the only in the bay area by right here in san francisco. what we do know is there is a

short annual when it comes to muni operators in the city of san francisco. in fact, there was a report done by analysts for the city just last month that showed roughly 2300 drivers needed for muni. muni only has close to 1900. that's roughly a shortage of 400 drivers. that's a lot of drivers, guys. the report indicated that low pages, as it compares to the cost of living in san francisco was having an effect on the frequency of service in san francisco when it comes to muni. just this month you have san francisco mayor london breed suggesting offering 300 laid off drivers with chariot drivers as muni operators. they have not explained what the next steps are but muni's operator union called the idea a tangible and feasible solution. live in san francisco, pete suratos for "today in the bay." thanks, pete. a follow-up now on a story we've been following here on

"today in the bay." a judge is allowing the sale of two local hospitals and clinics to go forward. o'connor hospital in san jose and gilroy st. louis hospital and depaul health center in morgan hill had only one bidder. that was santa clara county. attorney general javier becerra tried to block the sale saying there should be assurance the county won't cut any existing services. activists and employees protested the state's interference fearing any intrusion would kill the deal. can you believe it, it's the end of the month. that means happening today state water workers will be back in sierra measuring the winter snowpack. we got off to a so-so start when the first measure was taken and those levels at or below normal. since then we've seen all of that winter snow moving through the sierras there. a lot of snowstorm systems hopefully adding to our state's water supply. a storm heading our way already prompting some cancellations. oakland's popular festival being canceled because of the heavy

rain coming in. organizers say it won't be made up. you'll have to wait for march 1st for the first first friday. the street festival takes place on telegraph avenue. in okayed. we're going to have rain moving in tomorrow evening. we're dealing with what we're already seeing this morning with some wet weather now moving away from the bay area. it is still a slick commute, so our microclimate weather alert continues as some of the heavier rain now pulls away from the south bay. but as we go into the rest of the afternoon, much improved conditions with some breaks in the clouds, even some sunshine today. then as we go into tonight, skies clear but we may also see patchy dense folk developing. i'll be watching for that as we track the next storm moving in set to arrive in the north bay by late tomorrow morning, starting out with scattered rain and widespread rain going into the afternoon to evening hours getting even heavier with gusty winds that will continue into early saturday morning. so we'll talk more about this and how much rain we may measure

over the next several days coming up in a few minutes. mike, you're tracking some miss activity? >> kari, in addition to the crash i told you about, cleared from the bay bridge toll plaza, back-up because metering lights are on. over here hearing about police activity somewhere in the parking lot area. we don't have a lot of details. we're checking that out in the newsroom. you might see flashing lights on your approach. i don't see a reflection of flashing lights, which you usually see. we'll check that. so far not affecting the flow of traffic in oakland to san francisco. a standard build, lighter build. a disabled vehicle around highway 13 so watch for that. damp, slicker roadways in many parts of the bay, south bay, north 17 slow to hamilton. we'll talk about that crash and the progress coming up. back to you. >> thank you, mike. all right. so what a difference between two base. it's raining here but frigid weather gripping much of the midwest. next the death toll from across the country plus a live report

good morning and a happy rainy time for your report. if you're going to the sierra this weekend today, that's your day to travel. tomorrow we'll see things changing over to snow. it's pretty much going to be snowing all day saturday. at the base we have 114" of snow. let me tell you how much more is on the way as we get a look at parts of the sierra. there may be several feet of snow. we'll talk more about that, also a live report from green bay, wisconsin coming up next. >> we're looking at the summit of the san mateo bridge. slowing right now. westbound taillights. we're dealing with taillights around the bay, dealing with overpass rains. talking about a crash that might affect you if you are heading to the city. good morning, happy rainy thursday to you. amazon reports its profits after the bell today.

facebook did the same yesterday. reported record profits despite its long string of stumbles. the fed says either going to go slow if not stop on interest rate hikes. the dow broke 25,000. president trump tweeted that in a tweet. tremendous news, he said. this is not the first time we've crossed 25,000. take a look at 13 months ago. dow crashes through 25,000. when it comes to the dow we are where we were a year ago. the president also says he will meet with chinese officials in the oval office to talk trade. he indicates he will not sign any trade deal um he meets personally with xi p due to take affects march 1st, 28 days from now. amazon reports profits today. they are showing off their new super bowl ad for alexa.

surface of mars in chicago. current temperature 20 degrees. not just midwest, northeast dealing with frigid conditions. 230 million americans experiencing temperatures of 32 degrees or colder. so far at least seven people have died sadly from the extreme weather. kari tracking that winter blast and rain in the bay area as well. >> it's unimaginable. when we talk about subzero temperatures. since none of us have been to the surface of mars, maybe we can compare it to the east where a lot of friends and family are dealing with temperatures. i want to take you to green bay, wisconsin live where gino reccio is out there bracing cold temperatures. just tell us for people who have never been in it, what is it like for weather that cold. gino recchia. >> it's like if you're coming in from exercise, it's a nice

reprieve, then it really starts to kick in. when you're standing out here for a long duration, you just want to run-ins real quick. take a look at the forecast. yeah, it's working. it shows minus 20 degrees and that's without the windchill. we've got winds coming at about 5 to 10 miles an hour. when you've got temperatures that cold you're seeing windchill values to minus 30 to minus 45 degrees. with that being said frostbite can kick in in as short of a time as 10 minutes. that's why as you can see right here i'm bundled up from head to toe. honestly, i could wear ski goggles because even the eyes are hurting. to show you how cold it is. this is a towel for someone that has frozen over. for somebody that wants to go sledding and doesn't have a sled, that's an idea to do that. you see people throwing hot air. i put hot water in a water gun and you can see steam interacting with this extremely

cold air. that is why you want to be dressing up very carefully. a lot of ice on the roads. cars are still in the ditches from monday's snowstorm because of how treacherous it is right now. there's still a tow ban right now. kari, i'm a little jealous even though it's a little bit cool for you guys standards, it's a whole lot warmer than it is right now here. >> yeah, for a lot of people that's unimaginable to have to deal with that. i'm going to let you go so you can hurry up and get back inside. life threatening cold there in wisconsin. >> sounds good. >> so warm up as we talk about our next storm system that will be moving in. it's going to bring us quite a bit of rain. we had some rain earlier this morning. things starting to calm down in terms of this wet weather. it's moving away from us. so we are still dealing with wet conditions as you drive. we have several storms lining up out there in the pacific. another one coming in on friday, then right behind that on sunday the next storm will be here. so let's time it out for you.

as we go throughout the day, we see some breaks in the clouds and mostly dry conditions. mostly clear skies tonight. that may mean patchy, dense fog. by early tomorrow morning clouds moving in. we look at when the rain starts to get here, here we are tomorrow morning at 11:00, spotty light showers. moving into parts of the north bay late morning into early afternoon. by 8:30 we are all seeing some rain moving in and it just gets heavier as the night goes on. we are still going to see scattered showers off and on throughout the day on saturday. sunday still raining. on monday it finally moves out. during that time we're looking at the potential of getting anywhere from maybe 1 to 3" of rain. that may cause some flooding issues at least temporarily. we'll also have gusty winds. so our temperatures will be cooling off. look how cold it will be next week once all of this rain moves out. our morning temperatures will be in the upper 30s, mid-50s for

the highs, even though it will be cold in our standards, that does absolutely not compare to what they are seeing in other parts of the country. it's good to get the rain. we'll also be talking about high winds along with it. heading over to mike, you're tracking a crash in the south bay. >> feeling grateful we have a plus instead of a minus with the 50s we have. over here "today in the bay," we're drying out. not dry yet. slicker roadways around the bay. that's the big thing for folks leaching the house. san jose, a crash, campbell north 17 approaching the area of hamilton the crash still has two left lanes blocked. earlier crash, we have tow trucks on scene but haven't been able to clear all the vehicles. that is the problem. early unexpected slowing towards 280 off the 85 split. the santa cruz mountains are okay, no problems there as far as the traffic flow. looking over her toward the build for hayward, slow across san mateo bridge. earlier flooding around whipple but i think that's cleared up

despite heavy smoke, the flights weren't affected. chris chmura needed our help to get sears to listen. >> good morning. >> ramon needed a rack for his dishwasher. he ordered one from his nearby sears store. he paid $169. he said the rack delivered was for a different model. he said he tried to return it at the sears parts counter. the store told him to call customer support. he did for weeks and got nowhere. finally ramon just gave up and bought a new dishwasher all together at another store, but he was still stuck with the dish rack, the $169 dish rack he didn't need for a dishwasher he no longer owned. he wanted his $169 back so he turned to us. we contacted sears and the very next day it sent ramon a check for $169. we asked sears what happened. it only told us it issued the

the future of pg&e is in question this morning. new details after yesterday's blunt message from a federal judge. bob redell live outside pg&e service center in fremont. bob, what did that judge say? >> well, a number of things, marcus. the judge out of san francisco, a federal judge, he wants pg&e to trim power lines, trim the trees, near the power lines or cut power if it can't do so. this is to prevent future wildfires. cpuc that regulates pg&e says it would take as many as new workers to inspect every utility pole in the state. might not work. might have to use drones instead. pg&e is claiming bankruptcy because it can't afford liabilities in the possible role in the deadly fires in butte county. the claims range from $3,000 to

billions of dollars. that's billions with a b. pg&e has denied responsibility in court filings but acknowledges it might end up having to pay to settle those lawsuits. that's why the utility declared bankruptcy, something it said it would be doing earlier this month. reporting live, bob redell, "today in the bay." thank you, bob. new this morning h 1d visa lottery is favoring those with college degrees. jobs requiring specialized knowledge requires a bachelors degree or higher. this would give large tech companies an edge in silicon valley. federal rules will take effect in april. happening today a show of unity by city workers ahead of what could be critical contract talks. >> let them know we mean business. >> the union representing city workers posted this video calling for a noon rally on the steps of city hall. the union is ready to kick new round of contract bargains.

you may remember, the agreement last time included some bumps in the road. in 2017 workers went on a week long strike before they reached a new deal. a follow-up on a story we've been covering for quite a long time on "today in the bay." a lease law by the city manager. it comes as they face a deadline. they purchased the six-story apartment building last summer. the new owners want to turn the building back into a hotel. they considered extending that move out date. instead the owners requested the property be emptied by the end of the month, which, of course, is today. according to online, the city of palo alto is warning that by law the tenants must be offered a one year lease agreement. some south bay drivers looking to fill up wound up with hefty repair bills. there was a case of bad gas in the pump. >> kris sanchez on "today in the bay" with what went wrong here, kris. >> reporter: hi there, whatever

it was that went wrong seems to be isolated to this propel pump. the rest haven't been affected. what happened, about 25 drivers pulled off and noticed their car wasn't right. the gas had a blue tint instead of crystal clear. what was was in the fuel damaged tanks and fuel injectors. this is off capital expressway on highway 87 in san jose. >> the first i've heard about issues, so i'll be watchful. >> having to fix my car out of the blue would be terrible. >> they had to shut down the pump um they figured out what was wrong. they are paying for repairs and rental cars for customers whose

cars were damaged. propel ceo told us, in fact, they shut down all of the propel pumps they have to see if there was a problem elsewhere. at this point it appears this was the only one with bad gas. in san jose, kris sanchez, "today in the bay." wasn't too crazy for a lot of people, they can help anyway. plan ahead before you take your tourist friends to see the crookedest street in san francisco. a paid reservation system from lombard in the city is now moving forward. people who live near lombard say crowds and traffic are out of control. city planners agree. it was standing room only yesterday. people who live on the street say the traffic is not just inconvenient, it's not safe. >> it's not just dangerous for the cable cars. first responders can't get to anybody on hyde. >> i'm supportive of the fee if it somehow limits the traffic. i'm supportive of anything that

limits the traffic. >> the san francisco county transportation authorities proposing visitors pay $5 or $10 for a reservation. enforcement would be automated or conducted by staff at the top of the street. all paid for by that fee. a fine tuned proposal will be presented in the coming months to the board of supervisors. >> laura, i know you've driven through the area before. that area at the top of the hill gets crazy. >> i had a friend who lived on that street. >> oh, my gosh, i can't even imagine. definitely a big concern for folks who want to go there but definitely live there. a smoother drive and windy roads through the south bay. traffic building, north 17 still slow as you're heading past hamilton. that earlier crash still leaves two left layups blockblans bloc. our security guard through the area. doesn't look like a bad crash. it's an issue slowly driving past it, still trying to clear that with tow trucks. the rest of the bay, we're drying out. watch for slick roadways.

be careful. >> drying out friday eve, could you seeing into the weekend almost. >> we're going to be running inside this weekend. it's going to be pretty wet. we have two storm systems headed our way over the next couple of days. we had one that moved out so the ground is already wet. the next one gets here for tomorrow. there's another one right behind that. as we make weekend plans, just know that it is going to be raining off and on. not only that, it's going to be cool and at times windy as our high temperatures only reach into the mid to upper 50s all weekend long. so if you're planning to head out to the chinese new year's street fair in san francisco it's going on all weekend long, just wear your raingear. if this is happening, it's going to be cool, breezy and still very comingy. if you're heading out of town, lake shasta, temperatures there only reach into the low- to mid-40s. it looks like it's mostly going to be rain for the lower elevations and then going to see it change to snow by sunday.

6:42. new this morning there's a power shift coming to san jose as the city is gearing up to offer its citizens more choices when it comes to private. it's not a response to pg&e's bankruptcy but a push for cleaner, cheaper power. in february the city will roll out its community choice program for power. if you live in san jose, you'll still get a pg&e bill but 45% of electricity will come from renewable sources like solar and wind power at rates about 1% less than pg&e. the city director of community, energy expects the city program will serve 350,000 customers. >> hopefully they are happy wit. it is cheaper and more renewable than their current option. >> watch for flyers in the mail if you haven't gotten one already about san jose's community choice program. if you do nothing you'll be enrolled in what's called san jose clean energy program. if you don't want to participate you do have to opt out. you can upgrade to get 100%

renewable energy but it will cost you $5 to $10 more a month. new this morning we're learning a native santa rosa woman was killed in a helicopter crash. the medical transport flight went down in east hi killing all on board. jennifer topper who attended high school here was the pilot. her mother who still lives in santa rosa said her daughter was a hero and she was so proufd proud-of-her work. they were going to pick p a patient when the copter crash. ette any settled over a privacy breach. they will pay $900,000 to the state. this comes after one of aetna vendors sent letters back in 2015. they revealed the recipients were taking hiv-related medications. aetna says in the statement it has implemented measures to

of the bay area. it is going to be a nice day although we do have patches of fog. things are looking fairly clear in dublin as you head out on 580. and some of the cars in front of you may be kicking up some of the water from the puddles left on the roads. it's still slick in spots. look at visibility in the north bay, down to a quarter of a mile. dense fog as you head out the door. it's looking better on pleasant hill as rain chances go down. mild temperatures with mid-50s to start. as we go throughout the day, the sun will be coming out and very much like the past days as temperatures head above normal reaching into the 60s today. we can see on the radar the storm once again moving away from the bay area. it was a quick one that dropped about a quarter to a half an inch for many of the bay area microclimates. then heading into tomorrow the next storm gets here right behind that another storm on sunday. so it's going to be a soggy weekend as we time it out going hour by hour. we do see some breaks in the clouds and then also some

clearing for tonight. as we go into tomorrow, the clouds are right back over the bay area. starting to see that rain moving in, starting out with scattered light showers. late morning into early afternoon. then as we head into the evening, widespread rain across the bay area. heavier as we go into tomorrow night and saturday morning. by saturday we're still dealing with scattered showers. maybe even a few thunderstorms. on sunday once again the heavier rain returns. we're looking at the possibility over the next few days of another 1 to possibly 3" of rain following on ground that is already wet. we may have other issues to deal with, some gusty winds as well. on friday we're going to see winds picking up especially in the evening. look at temperatures only reaching to the low 50s by early next week. morning temperatures in the 30s as that rain clears out. so not only will it be wet but it will be cool and we may have freezing temperatures next week. i'll have more on that. mike, you have info on a crash

in san jose. >> i do, kari. we continue to follow this for highway 17. we'll show you the overall commute. it looks great. we're starting to see roadways dry out a bit. use caution for overnight rain. south bay showed a lot of volume building but highway 17 can't afford to see more traffic flow. we are seeing speeds hold steady. i do think even though we haven't gotten the latest report, i do think chp is just about ready to open up lanes north past hamilton. the earlier crash there quite sometime. that clearly, the rest of the south bay shows a typical slowdown 101, 880 merger or 680, depending which way you're coming off the split. north of here taillights head up to dakotao. an earlier car fire might show slowing. there was activity but i didn't see sensor problems just to note if you're headed to the bridge. dumbarton off to the left, a
