showing that we have no rain drops falling for now, but the storm system is moving closer, and we are going to see some of that rain starting to spread into the bay area by late morning/early afternoon, starting out light, getting heavier throughout the day and the evening commute may be a mess as we start to see rounds of heavier rain moving in. i'll be tracking that for you and mike, you have an update at the caldecott tunnel. >> i do. let's talk about the crash eastbound direction getting away from the bay bridge. you see the green sensors, contra costa county and the maze getting toward the bay bridge are not a problem. getting away from the bay bridge we see sensors lighting up approaching we saw yellow, a traffic break and closure for one of your left bore, bore number one as you get across the caldecott tunnel, they have to remove that car. no major injuries but a reduction of half your lanes. one of the bores is closed, the traffic flow shouldn't be bad. it should be a couple of minutes. toward the bay bridge is not a

problem and getting toward the other bridges is no issue as well. tri-valley and the east bay look great. so does the rest of the bay. back to you. >> all right, thanks, mike. back to that incoming storm, and it's already canceling events like oakland's first friday tonight. >> as kari hall said, a lot of high wind and rain in the forecast today and the weekend. roz plater is live in san jose. so we all need some steps we can take maybe to prepare. i cleaned my gutter this is week, roz, or someone did it for me. >> reporter: well, you are ahead of the class, and you get an "a" because that's exactly what people need to be doing. we are in this neighborhood where as you can see, there are homes and trees, first order of business, though, is all this, the leaves and all that debris, like you probably cleaned out of your gutters, you need to clean that out of gutters, out of the sewer drains maybe and storm drains in front of your home, make sure that is taken care of, that's probably priority number one, and then there's also going to be a lot of wind as kari talked about, so if you have any of these big trees, like the trees behind you here, make sure

any of those branches that may be loose, that may be near your house, you want to get those taken care of before the wind comes in, blows them onto your house or car and maybe does some damage. all that, you have a few hours to do, and get things ready around your house. but it's also going to be a lot of rain this weekend, and you have to remember last flood we had, last time we had a big storm, we had a lot of flash flooding. that meant that you had to be careful as you were driving because just the water puddling on the roads is dangerous to drive through. a lot of things to think about as you approach the weekend, but you have a couple hours ahead to get those things done around your house, so that you can safely ride out the storm, and then get ready, if you have to go out on the roads if you remember to drive safely and not drive through a lot of standing water, so for now, you know, you have a couple hours to get ready. back to you. >> good advice, thanks a lot, roz. of course, you can track the rain and the next storm on our

nation's intelligence agencies breaking from the president in their assessment of everything from russia to north korea to isis. >> we have won against isis. >> reporter: not so, says cia director gina haspel. >> they still command thousands of fighters in iraq and syria. >> reporter: missing from their report any threat at the southern border. blayne alexander, nbc news, washington. new for you this morning, the recent federal shutdown reportedly slowed the faa's investigation of a near miss involving two small planes over oakland. the "new york times" reports two single engine planes nearly collided midair on martin luther king, jr., day, january 1st coming within 200 feet of each other. one pilot quickly descended to avoid crashing. the pilot who reported the incident was told the investigation would be slower because of the furloughs. new details, three people still remain unaccounted for following the deadly camp fire in butte county. it, of course, was the most deadly and destructive wildfire in state history.

fast-moving flames destroyed almost 14,000 homes in november. 88 people were killed. much of the city of paradise destroyed, but there are some signs of recovery. for the first time on monday, all town services will resume at the town hall. in just a few hours, a suspended san francisco police officer is due back in central court. he's charged with robbing a bank. prosecutors say 44-year-old rayne daughtry got away with $9,000 but later arrested because of images. new for you this morning, if you plan to load up your clipper card at walgreens today, you may need to come up with a plan "b" because a clip knocked the clipper card system of walgreens offline. "the examiner" reports someone in walgreen's corporate arm

deleted the vendor number. a short time ago we called one of the busiest walgreens in san francisco and they tell us the problem has not been fixed but also did not know if it may be fixed later today. you can still reload online or at any clipper card ticket machine. new this morning, an iconic san francisco building will reportedly be changing hands. "the chronicle" reports macy's sold the magnin building in union square. it was purchased for $250 million. for more than 20 years, macy's combined its own space next door with the i.le is magnin space. macy's has no plans to close sand hill talking about keeping a retail presence in the building. a bountiful january weather wise is providing a big boost to california's water supply. the snowpack was measured and turns out we're leaving the month right about where it should be. water levels are nearly 100% of normal. maybe best of all, we're

starting february on a wet note with a new round of wet weather coming in today. here's a live look at interstate 80 in the sierra, soda springs. this is near that area. drivers headed to tahoe for the weekend may be challenged by difficult conditions. kari is looking closer at that weekend snow warning for us. they need to be mindful of what's going on. >> absolutely. now is the time to get on the roads, if you're going to the sierra, and i'll have a look at the tahoe report coming up in four minutes. as we look at what to expect in the bay area, as this next storm system moves in, rainfall will reach anywhere from one to two inches for most of our microclimates and flood risk elevated because we have flash flood watches in effect. wind speeds are high with gusts topping 60 miles per hour but the risk of thunder will be low and surf will be relatively low until tomorrow. so storm ranger showing we have a dry start to the day and as you get ready to head out, it is still nice and clear. a live look outside in san jose, as we head to evergreen, looking at our temperature trend, we'll

start out at about 52 degrees, more clouds moving in, even a few peeks of sunshine, but we will by 1:00 start to see some of that light rain moving in. i'll be tracking all of that for you and more and once again on the tahoe report coming up. mike gets you out there for your commute this morning. >> kari, we got a traffic alert right now. we talked about the caldecott tunnel, still the issue. everything else in the bay is just fine, but look at this. eastbound 24, they've closed off that right bore and may be longer than we initially thought. east 24 you're down to one bore, that's the reason for the slow sensor reads. everybody squeezing over into the left bore getting toward the orinda side. the alternate to the caldecott tunnel is unfortunately here, claremont toward fish ranch. it's longer, and you have to backtrack if you were headed out of the area and hit the surface streets. remember, one bore is open so you might not need the altern e alternate. it was only an initial crash involving one motorcycle and no major injuries but sounds like

right now at 5:13, as you're loading up, getting ready to head to the sierra this weekend, we will have a winter storm warning going into effect at 4:00 this afternoon. so your window of getting to the sierra will quickly close. we're looking at some snow showers that will be coming down from tonight all throughout the weekend, and some computer models are putting down some pretty hefty snowfall totals, looking at the potential of getting anywhere from three to six feet of snow throughout the weekend. i'll be tracking that and talk about what that means for bay area rain coming up in less than five minutes. we're looking at light traffic on friday, as you'd imagine for most people. i've circled the caldecott tunnel. there is a problem, one of your

bores, half of your freeway lanes are closed getting away from the bay bridge. i'm tracking the updates from chp and will bring you the latest coming up. and a very good morning to you. the dow is going to start this morning just under 25,000, after its biggest growth in the month of january in decades. though keep in mind, we are now just right back to where we were this time last year, because of all the losses in the past. intel has a new boss, same as the old boss, interim ceo bob swan is appointed the full-time ceo. there have been a lot of reports swan didn't want the job but it's his now. we'll get the january jobs numbers in about 15 minutes. the jobs report may be confusing. remember, the government was shut down the whole time, but those workers won't show up as out of work. they were employed, they just weren't paid. video of president trump in the oval office with chinese negotiators, mr. trump says the talks are going well, but he

it. >> it's skewed sometimes. >> all the time. >> thanks, scott. >> you bet. >> 5:16 for you right now. new this morning, selling your dmv appointment may soon be against the law. >> "today in the bay's" kira klapper joins us with a new proposal. good morning. ? good mornin >> good morning, marcus and laura. this has become common practice due to the long lines at dmvs across california. lawmakers want to put an end to it, so a new bill was introduced this week making it illegal for anyone to sell their dmv appointment. the law would apply to people and businesses, so here's what would happen if the law is passed. those caught selling or offering to sell their appointments would be charged with a misdemeanor, and face a fine of up to $2,500. that money would get deposited into the state transportation fund. as "today in the bay" has been reporting, many people have complained about the long wait times. the dmv has blamed the transition on the federal real

i.d. program, the agency says it needs more money to handle the number of appointments and requests. governor gavin newsom is calling for changes to the dmv. he's pushing to create a task force to address the issue. so we'll see what happens. it couldn't hurt to get money put into the fund to help, if what they need is money to get those appointments going. >> how are people doing it? >> i have no idea. honestly, this is the first i've heard of this. i thought what a great idea. >> make a lot of money. >> you could probably make a ton of money, but if this law is passed, it will be illegal. so nevermind. nevermind for that side hustle. >> i had one in march but i stood in line which whent faste but i do have an appointment. >> my husband had an appointment but still had to wait five hours. i'm putting off my real i.d. for as long as possible. you don't need it until 2020. >> i did. >> congratulations, marcus. >> thanks a lot. >> thanks.

look, if you plan to go outside this weekend, look at this. yes, a lot of rain coming to the bay area and it's going to stick around through the weekend. meteorologist kari hall has been tracking all of this for us. kari, another wet weekend for us. >> it will be a wet weekend at least we have a little while, small window this morning to get things done before that rain comes in. so if you're up early watching us, good for you. a lot of people getting up later on, may not be able to get ahead of this rain. so here is a look at storm ranger. our mobile doppler radar showing the red scan there, we have it parked on san bruno mountain and as of now, everything is looking good. this is what goes into effect later on today. a high wind watch for all of the bay area, so this next storm will be packing a punch, and could be producing winds at about 25 to 40 miles per hour in the valleys, 50 to 60-mile-per-hour gusts in the hills, so that could cause a lot of problems. also a flash flood watch goes into effect tonight as we could see rainfall rates at about an inch per hour and looking at

generally about one to two inches and up to four inches in the hills. as we time it out for you going hour-by-hour, at 8:30, we're not seeing a lot going on, just a couple of spotty, light showers but the rain quickly spreads in, starting out light by 11:30 to noon and we start to see some heavier rain moving in, and this is what the radar could look like. you can track it if you have the nbc bay area app. we are going to see the rain becoming more widespread and a lot of el wyellows in red indicg heavier rain later on tonight, 8:30 is when the rain starts to ramp up and continues during the overnight hours and becomes more spotty tomorrow and for the afternoon, that's when we could have the potential of some isolated thunderstorms. as you make weekend plans, maybe you can join me out there tomorrow. i'll be in san jose at the bridge library grand opening, and you could meet some black authors, going on throughout the afternoon, as we are going to see some breaks in that rain, and i've posted the details of

a fake university to nab illegal immigrants and fraud suspects. the arrests took place in california, and seven other states. the agency took 130 foreign students enrolled at the fake university into custody. i.c.e. set up a fake office for the so-called university of farmington in metro detroit. new photos show the location. you see the crests they created there. federal prosecutors claim the students were aware the university was not running a legitimate operation but attorneys for some of those arrested are pushing back saying that's not true. happening today, san francisco mayor london breed will help kick off black history month at city hall. she'll be joined by activist latifah simon for today's event. later this month the board of supervisor also host another event, the san francisco art institute is also hosting a special exhibition that includes photos from the 1960s black panther movement. as the markets open today, watch for shares of amazon, the

will start to approach going into late morning and early afternoon, getting heavier as we go into this evening, so i'll continue to track that for you, and mike, you're showing the changes for the east bay. >> right, while you're tracking the weather changes, i'm tracking the commute change and we've just seen this within the last three minutes, we've seen the build at the bay bridge toll plaza. we should have the metering lights turned on by now, about 5:30, 5:31 when we turn those on, on a friday. we are looking at clearing for the caldecott tunnel, a mild slowing getting toward the eastbound bore. both bores opened after the earlier crash, no major problems there for your commute throughout contra costa county, alameda county or the rest, south bay and peninsula. back to you. >> thanks, mike. a disturbing crime, law enforcement needs your help to find a man who tried to rape a woman he met on b.a.r.t. >> "today in the bay's" bob redell joins us live in bay point, with some details of what happened. this is alarming, bob. >> reporter: it is, laura and marcus. this attack happened around 1:00 yesterday afternoon in a vacant field, just north of the

pittsburg bay point b.a.r.t. station, which you could see behind me on the hill up there. the law enforcement contra costa county sheriff's office are looking for this man look at your tv screen, an image from surveillance camera, according to the sheriff's office, the woman was riding b.a.r.t. from san francisco to pittsburg bay point. during that trip, the man struck up a conversation with her, they both got off the train here, exited the station, they headed north on bailey road and when they got to a vacant field near where we're standing, law enforcement says he exposed himself, demanded a sexual act from her, physically assaulted her, tried to remove her clothes. she fought back and fortunately was able to escape. she went to the hospital as a precaution. the suspect again take a look at your tv screen, get a good look at him, possibly in his 20s, was carrying a red and black colored messenger style bag. reporting live here in bay point, bob redell, "today in the bay." >> hope they find the person

behind this. thank you, bob. 5:32 right now. a video posted on social media shows a vallejo police officer tackling and handcuffing a man. the video shows in the shot by adrian burrell of vallejo, standing on his own porch, when the officer pulled over his cousin in his driveway. he immediately started to record when the officer drew his gun. burrell, who is an african-american and a marine veteran was also quickly handcuffed and taken to the ground. vallejo police department has opened an internal investigation into this case. burrell says that he wants to sit down with the officer and the police chief to open a dialogue. we reached out to the police department for comment, but we haven't heard back. later this morning, students in oakland will walk out of class in support of teachers who they feel, among other things, are underpaid, and the same teachers could be going on strike later this month. "today in the bay's" pete suratos joins us live from oakland with the details on the walkout. pete? >> reporter: good morning to

you, laura. students here at oakland tech will take part in this walkout in support of their teachers. of course, this is all happening as teachers may consider a strike at the end of this month. let's talk about where things stand on that. today you got this week-long strike authorization vote wrapping up later today, that's for teachers throughout the oakland unified school district. now, it would essentially authorize oakland teachers union to decide if the teachers will go on strike, depending on what type of offer they get from the oakland unified school district. now, teachers aren't happy over wages, calling for a 12% raise over the next three years and believe that classrooms are simply too overcrowded in the oakland unified school district. however, the district is dealing with a $30 million budget shortfall, so they say tough decisions will be made, which include closing down schools in oakland. i did get a chance to speak with a teacher who isn't happy with the district which just this past week decided to close down roots international academy in east oakland to deal with some

of the current budget issues. >> teachers are fired up and we cannot take it anymore. the district is only escalating the problem especially with the closure of roots. >> reporter: but i want to point out the strike authorization vote does not mean a strike is eminent as in today, because you still got the teachers union, school district and a mediator will sit down through what's called a fact-finding process for the next couple of weeks and then the district will present an offer and from there, the union could decide on a strike. a potential teacher strike wouldn't happen until possibly the end of the month. the walkout at oakland tech is scheduled for 11:00 a.m. we're live here at oakland tech, pete suratos for "today in the bay." >> it will be a big day there. thank you, pete. it is 5:35. leaders athe marin general hospital say there will be no interruptions despite two labor actions kicking into gear today.

both have to do with changes to health benefits. the hospital is trying to reach an agreement with the unions but all departments will remain open. the rally is planned for noon outside the hospital. family and friends of a missing daly city woman hope a reward and newly released video will help them find christa mahoney. surveillance video showed her and her dog at john's grill in san francisco, where she ate lunch last saturday. later that day, her dog was found roaming alone at union square and someone found her wallet and cell phone on the train. >> we're concerned she's been taken advantage of or that she's not well. >> john's grill and christa's friends announced a $5,000 reward for information that leads them to her. the current temperature in duluth is negative 6 degrees.

right now, at 5:42, as we head over to palo alto, roads are dry, visibility is clear and now is the best time to get out there on the roads. a lot of people are already doing so, headed out on highway 101. as we go throughout the rest of the morning, clouds start to roll in, and we will have until about noon or 1:00 before the rain moves into the bay area. that rain may bring about some more problems. we'll talk about what to expect, coming up in less than five minutes. as we look overall at your friday, as you expect the bay bridge toll plaza has your metering lights on, and that's kind of the only slowing we really can pick out on this map of the whole contra costa and alame do da county map there. we are looking at eastbound 80, counter commute just in, just as you are approaching hilltop drive. a crash in the same area as a disabled vehicle. the counter commute so the slowdown is slow to build but if you're headed toward the carquinez bridge, that is a problem right now. >> thanks a lot.

5:43 right now. this weekend almost everyone you know will be watching the super bowl and both quarterbacks are from the bay area. tom brady is 41 years old, and this, in fact, is his 19th season. he's a san mateo native, of course, went to serra high school. where is jared goff? there he is! let's check him out. he's quite a bit younger. the biggest age differential ever between starting quarterbacks in the super bowl, 17 years. goff is just 24 years old. he's played three seasons. he's from novato and he went to marin catholic. he's the same age as when brady first went to his super bowl. it isn't just about the big game. nbc's jay gray has a look at the fun for fans inside the nfl experience. >> reporter: the game is still three days away, but the super bowl party has already kicked off in atlanta. >> i love having the super bowl here.

an even 4%, up from 3.9% in december. but there are some wild cards, because of the federal shutdown. 800,000 furloughed workers who worked without pay were considered employed. about 400,000 who did not work including contractors were unemployed but because they have misclassified in their status, it did not affect the unemployment rate. happening today, one of the most controversial possible presidential candidates will be in the bay area. former starbucks ceo howard schultz is set to speak in san francisco. he'll be at the jewish community center. tickets are sold out. he's considering a run as an independent in 2020, which has some democrats worried he'll split the anti-trump vote. another candidate meanwhile says that he's taking trump for sure. >> scott mcgrew, cory booker just announcing this morning he's running for president. >> right, he's going to face a crowded field of democrats, and if successful, will take on trump, who we presume is going to be the republican candidate, right? possibly schultz, as you

mentioned, if schultz ever makes a decision. so there's still a lot of people to keep track of, adding booker. these are the candidates who said they will run as democrats. booker a stanford grad is senator from new jersey and he used youtube to make his announcement. >> together, america, we will rise. i'm cory booker and i'm running for president of the united states of america. >> president trump meanwhile backtracking on his attack on his own intelligence chiefs. he said they needed to go back to school. he said they were naive. he said they were slow. this came after the heads of the intelligence committee testified before the senate and disagreed with president trump on nearly everything. trump says we in the media misquoted them. >> i did, and they said that they were totally misquoted and they were totally, it was taken out of context. so what i do is i'd suggest that you call them. they said it was fake news. >> now that is a really strange explanation, in that the

at least for today, we are looking at the potential of one to two inches of rain. the flood risk will be elevated because we will have some flash flood watches in effect, that start later on this evening. also, wind speeds that will be gusting for some of bay area hills, up to 60 miles per hour, and the risk of thunder today will be low, but will be going up tomorrow and the surf, as of now, will also be low. storm ranger tracking that rain, as we get ready for the high wind watch that goes into effect at 3:00 this afternoon through 6:00 a.m. once again, some high winds for all of the bay area, but highest along some of our hills, and also a flash flood watch that goes into effect at 7:00 this evening, as some of the heavier rain arrives. as we go through our time line, we start to see some of the light rain moving in by 9:00, becoming more widespread by early afternoon and then getting heavier by 3:00 to 4:00. as we go into the evening commute, it's going to be windy and wet, and that rain gets more intense, as we go into tonight, through early tomorrow morning, becoming more scattered

tomorrow. once again, we could be measuring heavy rain over the next couple of days. this is what one computer model shows, potential of four inches of rain in half moon bay and two inches for the tri-valley. we'll have a wet pattern as a cold front moves in and potential of some thunderstorms tomorrow but clearing out, but very much chilly, very chilly temperatures headed into next week. mike, you were tracking that crash in richmond? >> that's right, the earlier disabled vehicle we talked about, traffic still light right now, this is counter commute. but it's eastbound 80 at hilltop, counter commute. disabled vehicle now reported in a crash right there, blocking many of your right lanes, possibly as many as four of your right lanes leaving only the fast lane open for a short period of time. two tow trucks are called to the scene. fire crews are called to assist with minor injuries. the rest of the bay a nice, easy drive. we'll focus on that portion of richmond for the time being. back to you. >> thanks, mike. first, happening now, while much of america is in a deep
