i'm laura garcia. >> and i'm marcus washington. we want to talk about the rain moving into the area. >> late morning into early afternoon for the bay area, so you have a little while longer to prepare, securing garbage cans or lawn furniture and because the winds will be gusting up and clearing the storm drains because we will have some heavy rain at times. storm ranger tracking it all for us, giving us a clean sweep for now showing dry conditions as we go through 9:00 to 10:00, we'll see light rain arriving, into the afternoon, heavier with gusty winds picking up especially later on this evening. i'll tell you more what to expect as we head into the weekend coming up. mike, now you have a crash in the east bay. >> this is in richmond. disabled vehicle east bay 80, folks getting off at el portal are trying to get a better route

but there really is not one. this is toward the carquinez bridge, hilltop mall there as a reference for you. the rest of the commute shows a little bit of slowing westbound because of that distraction and aside from that, and the bay bridge toll plaza, we don't really have any other problems around the bay. great stuff. the earlier crash on highway 17 cleared. >> thanks, mike. back to the incoming storm, it is already canceling events like oakland's first friday tonight and a lot of that rain and high winds there in the forecast for today, and the weekend. "today in the bay's" roz plater is live in san jose for us and roz, what are the steps people can take? the rain is coming, the wind is coming. what with we do to prepare and keep everything around us safe? >> looks like roz is having a problem. >> reporter: marcus, i'm in the willow glen neighborhood. folks already started doing some of the prep work they need to do, especially if you have any big trees here with loose branches, you need to make sure

any of those are down so they don't come down on your house or on your car. the wind will be be strong during the storm. look for lawn furniture, some of the garbage cans, make sure those are batonned down so they don't get whipped around by the wind. you're also going to want to do some cleaning way of the leaves and the twigs and debris from your gutters and from storm drains anywhere around your house. the other thing is the rain. so if you're driving when the rain starts into the weekend you want to make sure you you are not driving through standing water. that is a huge problem and can be dangerous. if you have things to do around your house, you have a couple of hours or so until the afternoon, so get busy on all of that. the leaves and twigs and debris get it away from your house as well as any branches that might

"new york times" reports two single engine planes nearly collided midair on martin luther king day, coming within just 200 feet of each other. one pilot says he quickly descended to avoid crashing. the other pilot reported the incident and told the investigation would be slower because of the furloughs. new details, three people still remain unaccounted for, following the deadly camp fire in butte county. it's the most deadly and destructive wildfire in state

history. fast moving flames destroyed almost 14,000 homes in november. 86 people were killed. much of the city of paradise was destroyed, but there are signs of recovery. for the first time on monday, all town services will resume at town hall. new this morning, if you plan to load up your clipper card at walgreens today, you may need to come up with a plan "b" because a glitch has knocked walgreens clipper card system offline. "the examiner" reports someone in the corporate arm mistakenly deleted the clipper vendor number. a short time ago we called one of the busiest walgreens in san francisco and they tell us the problem has not been fixed but did not know if it may be fixed later today. you can reload online or at any clipper card ticket machine. an iconic san francisco building changing hands. "the chronicle" reports macy's sold the i. magnin building. it was purchased for $250

million. for more than 20 years macy's combined its own space with the i. magnin space. it has no plans to build its department store in sand hill. i think it's safe to say it's been a bountiful january weather wise and it's really providing a big boost in california's water supply. the snowpack was measured and turns out we're leaving the month right about where it should be. water levels are nearly 100% of normal. maybe best of all, we're starting february on a wet note with a new round of wet weather coming in today. here's a live look at interstate 80 in the sierra, soda springs. this is near that area. drivers headed to tahoe for the weekend may be challenged by difficult conditions. kari is looking closer at that weekend snow warning for us. we are talking about a lot of snow in the area? >> the winter storm warning goes up at 4:00, so by then, you won't be able to get to the sierra, as we could have some

blizza blizzard-like conditions there. here at home we get ready for rain but we have several more hours to get you out the door for work. if you're headed out to the pleasant hill b.a.r.t. station it will turn mostly cloudy and our temperature also still be mild ahead of this rain. storm ranger showing there's not a drop coming from the clouds right now. as we go into late morning and early afternoon, we'll start to see the rain coming in, starting out with some light showers by early afternoon and getting heavier and more intense as we go into about 3:00 to 4:00, and then it continues to pour as we go into tonight, with some rounds of some heavy rain continuing through early tomorrow morning. we'll still be tracking some rain tomorrow, sunday even into monday, so more on that coming up in a few minutes. mike, you're just picking out one spot. >> that's right, that's the only major crash we have, and by major, i mean it affects a number of lanes, no major injuries. that's the headline. south bay up the peninsula and east bay, tri-valley no, major problems. nice speeds there for contra

right now at 6:12, it's time for your tahoe report. if you're going to the sierra, you're going to have a tough time getting there, if you're not leaving within the next couple of hours. a lot of snow moving in throughout the weekend, and at the base, we have 114 inches of snow. 36 lifts and 193 runs, look at how much snow we could see over the next several days, the potential of three to six feet, and blizzard-like conditions starting at 4:00 this afternoon. we'll talk about the bay area rain that's ahead of that, coming up in less than five minutes. kari, talking about a crash

i have an alternate i'll point out once again. things are jamming up getting away from the bay bridge in toward the carquinez bridge this morning. a very happy friday to you. the dow will start this morning at just under 25,000, after its biggest growth in the month of january in decades. though keep in mind, with all the losses over the previous month, we're only back to where we were this time last year. now, intel has a new boss this morning, same as the old boss. interim ceo bob swan is appointed the full-time ceo. there have been a lot of reports swan didn't want the job but it's his now. the labor department says 304,000 new jobs were added to the economy in the month of january. unemployment ticks up to 4%. as i always tell you, ignore the small moves in the unemployment rate. the numbers don't reflect the federal workers who stayed home last month. they weren't unemployed.

they were just unpaid. the hidden news. the labor department revised previous months numbers lower. last month i called those numbers and i quote, bonkers good. well, it turns out economists now say they were not. leah van bidder is president of ava sciences in san francisco. she's from switzerland, went to school in canada and had an internship in germany before going back to school in france, then to china, finishing her masters degree in indiana. from indiana, she went to india, where she started, of course, a chocolate factory. >> i'm swiss, so you have to live up to the cliche a little bit. >> okay, second part follow-up question. india. >> and i went to backpack in india when i was 18 and decided it's a wonderful place so i brought chocolate and india together and started a chocolate company in india. >> of course she did.

"today in the bay's" kira klapper joins us now a new proposal on the table. kira? >> hey, laura, good morning to you. selling dmv appointments has become a common practice pa a parentally because of the long lines we see at the dmv offices across the state. now two lawmakers want to put an end to that practice. right now it is completely legal to sell a service like the one offered by yogov.org. it's a bay area based private

company that promises to get you an opportunity with the dmv within three to four weeks instead of seven to eight weeks like you see on the dmv's website but you have to pay them, of course $25. a new bill introduced this week would make it illegal for anyone trying to sell a dmv appointment. the law would apply to people and businesses. here's what would happen if it's passed. those caught selling or offering to sell appointments would be charged with a misdemeanor, and they would face a fine of up to $2,500. the money would get deposited into the state transportation fund, so that would at least help the state as "today in the bay" has been reporting, many people have complained about the long wait times of the dmv. the dmv blamed the long wait times on the transition to the federal real i.d. program. the agency says it needs more money to handle the number of appointments and requests, so hopefully if the money comes from those fines and goes to the dmv, hopefully that will help. meanwhile our new governor, gavin newsom, is calling for

changes to the dmv. he's calling it chronically mismanaged and pushing a task force to address the issues. so a lot going on. hopefully that will help the dmv. >> it's been building a lot of task force at different departments. >> the dmv as we all have discussed could use some help. this guy over here with his real i.d. already has it. >> i went on new year's eve. >> which is not a popular time. >> right, i figured everyone is getting ready for the festivities. i was in and out. >> b35. >> i'm impressed, or he was like a1. >> i don't know. i've never had that one. i'm not that lucky. >> 36. >> good for you, marcus. we're all jealous. we have until 2020 to get a real i.d. >> thanks a lot, kira. a lot of people are waiting in line at the dmv now, but come this weekend they have to have the umbrellas handy. >> it's wet this weekend, not the best time for waiting in lines. if you get out there early you're looking good. later on today, this is when the storm factors and risks go up as

we start to see heavy rainfall moving in. we're looking at the possibility of one to two inches of rain today. mostly later tonight. so we will have a flash flood watch that goes into effect this evening. also, a high wind watch with some of our wind speeds in some of the hills reaching 60 miles per hour. the risk today of thunder is low, but that goes up tomorrow, and the surf is low, but the waves will also come up, as we go into tomorrow as well. the storm is approaching right now. we do not have any rain for interior parts of the bay area but we have a couple of storms that are on the way in between still, we'll have some wet weather as we could start to see some scattered showers and thunderstorms. looking at today, by 9:30, we're seeing some light showers starting to make its way into the bay area, becoming more widespread, with some light rain initially, but it will get heavier as we go throughout the day and even some pockets of some really heavy rain later on tonight, we're at the time line of 9:30 tonight, and we are seeing waves of heavy rain moving in, some gusty winds and

that continues into early tomorrow morning. it does become more scattered tomorrow, but there still will be the chance of a thunderstorm or two, as a cold front sweeps through, and we still keep those rain chances in the forecast throughout the day on sunday. so during this time, we're looking at a lot of heavy rain in parts of the bay area, with the coastal areas and some of our hills measuring over four inches of rain over the next couple of days, aenwe talknd we about the potential of thunderstorms. if you're joining me tomorrow for the bridge library grand opening, that's happening in san jose, we're looking for events to do inside. so you can meet some black authors, come and meet me as well, and of course we'll try to hold that rain off. find out more about this event on social media, i' i'm @karihallweather and post more updates on the weather. mike is still posting updates on the crash. >> eastbound 80 counter commute toward the carquinez bridge is jammed up but the traffic sensors showing cars ellen is

dispatch ) scammer calls. welcome back everyone. it is 6:23. this morning, oakland police are issuing an alert about dispatch scammer calls, comes in the wake of a recent outage for a commonly used non-emergency number. according to a tweet from the department, some people have received calls that appear to be from that number. it actually had an outage two weeks ago for several hours. police say the caller claims to be a dispatcher, and asked for money. the caller threatens you if you don't pay the u.s. marshals, they will arrest you. it's not true. don't fall for it. a big warning from oakland police this morning. nbc bay area responds to all kinds of disputes. >> consumer investigator chris chmura says we never know what to expect when they open that inbox. >> good morning. it's an unpredictable potpourri. we have cell phone billing hassles, lousy appliances, shady car complaints but less common

bay area in a few hours. "today in the bay's" kari hall has been monitoring the system for us. kari, that rain will come in sometime today, right? >> it will be later on this morning into the afternoon. storm ranger on mobile doppler radar we have it parked on san bruno mountain right now, standing around the bay area. you are all clear to head out the door for now. make sure you're prepared for the high wind and the rain that's on the way. a high wind watch will go into effect by 3:00 this afternoon for all of the bay area, and for the bay area valleys. we could see our winds up to 40 miles per hour, gusts for the hills up to 60 miles per hour. also a flash flood watch for tonight, once the heavier rain gets here. we're looking at anywhere from one to over four inches of rain in the hills. so i'll have more details on the timing of that coming up in a few minutes. mike, you're seeing some improvement in parts of the east bay. >> that's right, we can only say that pretty much on a friday at 6:30 in the morning. we have the build around the bay. we have the toll plaza, which doesn't look like it's improved. in fact, there's more backup here but the reason is because folks are now more smoothly traveling down the east shore

freeway. westbound 80 there's slowing still through richmond or hilltop drive. the earlier crash looks like it's completely cleared eastbound or at least the slowing is cleared as you head up toward the can be condition. we had a crash in a number of lanes blocked counter commute, that was the distraction for the commute. again, no major problems. we are looking at a build for the san mateo and dumbarton bridges, mild slowing there. silicon valley looks great, santa clara no problems and great over the santa cruz mountains. back to you. >> thanks, mike. law enforcement needs your help to find a man who tried to rape a woman he met on b.a.r.t. >> bob redell is live with some of the del tails on what happened. this guy followed her off the train? >> reporter: c ekt this attack happened around 1:00 in a vacant field north of the pittsburg bay point b.a.r.t. station. the law enforcement contra costa county sheriff's office are looking for this man look at your tv screen, an image from

surveillance camera, according to the sheriff's office, the woman was riding b.a.r.t. from san francisco to pittsburg bay point. during that trip, the man struck up a conversation with her, they both got off the train here, exited the station, they headed north on bailey road and when they got to a vacant field near where we're standing, law enforcement says he exposed himself, demanded a sexual act from her, physically assaulted her, tried to remove her clothes. she fought back and fortunately was able to escape. she went to the hospital as a precaution. the suspect again take a look at your tv screen, he was carrying a red and black colored messenger style bag. reporting live here in bay point, bob redell, "today in the bay." >> thank you, bob. >> 6:32 right now. a video posted on social media shows a vallejo police officer tackling and handcuffing a man. the video was shot by

adrian burrell of vallejo, standing on his own porch, when the officer pulled over his cousin in his driveway. he immediately started to record when the officer drew his gun. burrell, who is an african-american and a marine veteran was also quickly handcuffed and taken to the ground. vallejo police department has opened an internal investigation into this case. burrell says that he wants to sit down with the officer and the police chief to open a dialogue. we reached out to the police department for comment, but we haven't heard back. >> 6:33. happening today, student in oakland will walk out of class in support of teachers who they think are underpaid. some of those teachers could be going on strike later this month. "today in the bay's" pete suratos joins us live from oakland with those details. pete? >> reporter: good morning to you, marcus. students here at oakland tech are going to participate in this walkout later this morning in support of the teachers. those teachers could potentially go on strike later this month. let's bring you up to date on

where things stand as far as a potential strike for teachers here in the oakland unified school district. today wraps up a week-long strike authorization vote wrapping up later today, that's for teachers throughout the oakland unified school district. now it authorizes the oakland teachers union to decide if the teacher also go on strike, depending on what type of offer they get from the oakland unified school district. now, teachers aren't happy over wages, calling for a 12% raise over the next three years and believe that classrooms are overcrowded. the district is dealing with a $30 million budget shortfall, as we speak, so they have to make some tough decisions, which may include closing down schools. i spoke with a teacher who was unhappy with the district this past week, decided to close down roots international academy in east oakland to deal with some of the current budget issues. >> teachers are fired up and we cannot take it anymore. the district is only escalating

the problem especially with the closure of roots. >> reporter: today's strike authorization vote does not mean a strike is eminent. the teachers union, the school district and a mediator will have to sit down together and go through a fact-finding process for the next couple of weeks, and the district will present an offer from there, and the union could decide on a strike. so the teacher strike could possibly not happen until the end of the month, but today's student walkout will take place at oakland tech around 11:00 a.m. we're live in oakland, pete suratos for "today in the bay." >> no surprise there, a lot of the students are joining in. student/teacher relationship is a strong bond there. >> sure is. thanks so much, pete. 6:35 right now. leaders at marin general hospital say there will be no interruptions despite two labor actions kicking into high gear this morning. 20 hospital engineers plan to launch an open-ended strike. 65 imaging engineers plan a one-day strike. it has to do with health benefits. the hospital is trying to reach an agreement with the unions but

all departments will remain open. a rally is planned for noon outside the hospital. dozens of coming together to remember a pregnant lyft driver who police say was killed by a passenger. several other drivers gathered to honor christi tee kristina howato and her unbetter than daughter. the man is charged, he stabbed kristina and her unborn child after she picked him up for a ride on sunday morning. many of the drivers say that whether they knew her or not, they all have shared experience. >> because i thought about my kids, not seeing them again, you know, broke my heart. >> durazo is behind bars on $1 million bond. uber added public tranceit to its app as it aims to be one-stop shop for all modes of

talked about the changes in weather so this is something to consider. we happen to have kari conveniently located. >> i know, how is it in tahoe? you say start early. >> start early because the winter storm warning starts at 4:00 this morning and at that point, then blizzard-like conditions will be possible, low visibility and heavy snow. we're looking at still some rain coming into the bay area by late morning into early afternoon, and it does get heavier as we go into tonight, so a lot of your evening plans, even into the day tomorrow, looks pretty soggy and the potential of some very cold temperatures, and maybe even some thunderstorms by tomorrow. so looking at our saturday forecast, highs only reached the upper 50s, and it will be raining off and on. more widespread rain on sunday and i know you're having your super bowl party going on, but it is going to be raining, so it's going to also be breezy. if you're looking for something to do inside, maybe you'll join me on saturday, i'll be hosting the bridge library grand opening and also you can meet some black authors, i'll be introducing

ends in a loud and dramatic arrest. this is the last part of a pursuit starting in newark that ended in san jose. a police k-9 subdued one of the two suspects. fremont police tell us the officers were warned about a stolen car headed their way from newark. officers spotted that car and that chase started. it continued on four separate highways before the car crashed on harliss avenue in san jose. sfers arrested one of the suspects around 4:00 a.m. the second was arrested happened about an hour later. this weekend, almost everyone you know will be watching the super bowl and both quarterbacks as we've been telling you here are from the bay area. tom brady is 41 years old, and this, in fact, is his 19th season. he's a san mateo native, of course, went to serra high school. the patriots star is 17 years older than jared goff, the biggest age differential ever between starting quarterbacks in the super bowl,

up to four inches. as we get a look at when that rain starts to move in, here we are at 10:00 in the morning, some light showers start to move in, and we could see it becoming more widespread, with mostly some light rain to begin with at 1:00 today and we start to see some pockets of some heavier rain. track this if you have the nbc bay area app and get a look at storm ranger at any time to see if there's rain moving into your location. now we're going to see the rain becoming very heavy, going into tonight, and that's also about the time that flash flood watch goes into effect. we can also see some winds at about 30 to 40 miles per hour in some of the hills could gust up to 60 miles per hour. so we should be prepared for the potential of some downed trees, some power outages and also some flash flooding, as more waves of rain continue through tomorrow morning, and even during the afternoon, there will be some colder air moving in, that could make it more unstable, and some thunderstorms that could develop as we go into the afternoon to evening hours and still rain as
