bridge, you can see slick roads out there. good morning. thank you very much for joining us. i'm kira klapper. we have team coverage. vianey arana starts us off. a busy morning for you. >> it's a busy radar. look at satellite radar. i want to show you how much rain and how big of a punch it had overnight. all the way from northern california, this is the same system affecting southern california. they're dealing with similar conditions. look at what stormranger is picking up now. you can see this heavy line of showers and the heavier pockets of rain off to the east. this moved in overnight bringing heavy downpours across the bay area from the north bay down to the south bay. we saw this move in. now we're seeing this line of showers trickle in through san francisco. soon we'll see that through san jose. if i zoom this in closer, we're still seeing heavy pockets, but a lot of that now has moved out to brentwood, just passed through fairfield. you can see morgan hill up next,

the next round of showers pushing in as well. wherever this stormranger lights up those heavier pockets of rain, that's where we're seeing the heaviest and quickest downpours. as far as the high-wind warning, this is something we're still monitoring. this has been extended until noon. originally set to expire at 6:00 a.m. still dealing with gusty conditions for the elevated areas. this will continue to gust into the evening hours. as far as the heaviest rain, we saw that move in overnight. we're still monitoring that radar. we still have plenty of instability off shore. that will cause more showers to trickle through and push through into the afternoon hours with another round of rain picking up this afternoon. that will bring a chance of isolated thunderstorms into the area. i'll have more details on the timeline for that coming up in a bit. >> all right. our team coverage continues with "today in the bay's" tom jeanette pavijensen.

workers discovered cracked steel beams, this morning they're outdoing repairs, braving the elements. how is it going out there? >> i can tell you the work on the salesforce transit center started a couple hours ago. but workers have been out here for about six hours as they prepared the site for their work and got the street shut down. crews knew they would be fighting the rain and wins on and off this morning. one worker told me from between 2:00 and 4:00, it was just a torrential downpour here as they were trying to get the street closed and get this equipment set up. the work to shore up the reinforcement beams. they are dressed for it. this is what a lot of folks faced as they drove into this city earlier today. this is going to be video from my dash cam as i commuted in on i-80 westbound this morning.

i was in and out of the heavy rain. serious downpours at times. in some areas there was puddling on the interstate, also strong winds coming across i-80 and the signs were on the bay bridge, moderately high winds on the bay bridge. the rains died down as we approached news time this morning. winds have picked up in the last hour or so. make sure you have good tires. the roads are slick. take the normal precautions when it's wet like this and hydroplaning is a danger. dak li back live here, another traffic note for anyone making plans in downtown. first street where we are between howard and mission will be closed as this work is ongoing. workers have been turning away not only driver's but pedestrians trying to walk through the area. take note of that. not only will you be facing the rain and the winds going to be

expected later on today, but you will face this. we'll have more on this project and the issues surrounding it coming up in the next ten minutes. live if san francisco, thom jensen, "today in the bay." >> thank you for braving the elements for us. the storm tore through the north bay overnight bringing strong winds and heavy rain there. we were in san anselmo where downtown businesses put out sandbags in case there's flooding. first responders are ready for whatever comes their way. the marin county fire department has a swift water rescue team in case of flooding. they say they're in place and ready to go. what we're going to have is mostly impacted, very high winds. in our area what that means is a lot of trees coming down, a lot of power lines coming down, power outages, things like that.

> >>-. look at this tree that came down overnight in sonoma county. the tree hit power lines along highway 16 and it spread across the entire road. pg&e crews are still on the scene this morning. 58 customers are without power. pg&e doesn't know when power will be restored to that area. and in the sierra, this storm is expected to bring a pounding of snow. blizzard conditions with a winter storm warning are in effect. our crews were near blue canyon off 80 as the snow began to fall last night. our microclimate weather team is forecasting at 5,000 feet and above, two to five feet of snow will fall through monday. if you have not left for the sierra yet, caltrans is telling you not to be on the road. don't go if you can avoid it.

download our fr vallejo poli investigating one of their own after video of an arrest went viral. >> get back. >> no. >> get back. >> nope. >> get your hands where i can see them. we first showed you this video thursday night. yesterday we spoke to the man being handcuffed. he insists he did nothing wrong. adrian borel says the vallejo police officer seen in the video with his gun drawn pulled over borel's cousin. borel began recording the encounter from his front porch. the video shows the officer walking up and forcibly handcuffing borel. borel said he was slammed into a post and detained for 45 minutes. >> the energy or the vibe that i was getting from him was that i'm trying to teach you a lesso. lesson.

like i'm going to hurt you right now so you know better. >> the officer was named in a civil rights claim in 2014. it accused him and his partner of pulling over a black man at gun point and assaulting him. that claim was later dismissed because the plaintiff passed away. the vallejo police department says they have launched an internal affairs investigation but are urging the public not to rush to judgment. now to four members of the infamous rainbow crew. they are now in custody all thanks to a deputy's keen sense of smell. the women used to have bright-colored hair which earned them the rainbow crew nickname. they were wanted for a string of bold and brazen robberies on the peninsula and san francisco until thursday night when a deputy pulled over a car for a broken taillight. he says he then smelled marijuana. at closer look he saw the car was full of stolen property from victoria's second ret aret and stores. we have much more ahead on

to a developing story. there's a national movement overnight urging the democratic governor of virginia to resign. there is speculation he could step down as soon as today. this all stems from a yearbook photo from 35 years ago many are calling racist. the governor admits he is the one in that photo. "today in the bay's" ian colt reports. >> a 1984 yearbook page in the national spotlight because of this picture of two people, one in blackface and the other wearing a kkk robe and hood, that page belongs to ralph northam, democratic governor of virginia. northam confirms he's in the photo, though not specifying which person he is. the page is from the eastern virginia medical school yearbook. the outrage came quickly. the head of virginia's republican party saying these pictures are wholly inappropriate. if governor northam appeared in blackface or dressed in a kkk robe, he should resign immediately. but also from his fellow democrats. the former virginia governor, a current virginia congresswoman,

checking on our radar -- powered welcome back. it's just shy of 7:16. we're under a microclimate weather alert checking on our weather. rain is hitting the bay area and high winds as well. we are learning that the government shutdown may have played a role in a dangerously close call for two pilots in the east bay. they were flying their single engine planes over oakland earlier this month -- or last month i should say when the faa says one pilot had to dive to avoid the other plane. sources tell us air traffic control is to blame. keep in mind the people working in that tower have one of the world's most stressful jobs. the airspace in the bay area is congested. add in the stress of not getting paid in weeks and the long extended hours. >> the faa was on a skeleton crew during the furlough.

we are all human. you can get stressed, you can make an error. >> air traffic control filed a report the day of that close call. the cracks in the steel deems dee beams at entranceway terminal are forcing a delay in its opening. administrators say the terminal won't open to the public until june at the earliest. it closed in september when cracks were found in two steel support beams. the center had only been open for six weeks. our investigative unit revealed the cracks started where weld access holes were cut. new steel plates are being made to reinforce them. >> we're very eager to reopen the transit center, but we need to make sure all other areas are investigated properly and it's safe for us to reopen. >> the entranceway terminal cost $2 billion to build. no word yet on the cost for the repairs, entranceway officials tell us they do expect the designer or construction company to pick up the tab, not the

taxpayers. it's 7:17. let's check in with vianey arana with a look at our weekend forecast. boy, first weekend of february, we are getting hit. >> a lot to talk about. a strong cold front made its way in overnight. if you're thinking it's not that heavy of a rainfall -- >> it was. >> exactly. this cold front pretty much sweeped in overnight with the heaviest rain coming in at 4:00 a.m., through about the 7:00 a.m. hour. right now what we're seeing are these light showers. we've still got plenty of unstable air off the coast. that's bringing in scattered rain. 52 degrees right now. wind speeds at 12 miles per hour. let me show you satellite radar. it's very active. you can see this system churning. this is the exact same system that's affecting southern california. if you plan to drive along the grapevine through southern california, make sure to download our nbc bay area app, time that out correctly. they're going to be seeing heavy rain throughout the weekend.

now, bringing it in closer, we do have our stormranger. it has been up and scanning above san bruno mountain. it picked up that heavy rain that moved in with the cold front. we have light showers pushing in through san mateo. the oakland area, in through hayward. further inland, off to the east, this is that cold front that swept in overnight. this was the strongest system that moved in. but we're not in the clear just yet. that high wind warning is still expected to remain in place, at least through 10:00 a.m. we've seen the gustiest of the conditions in the higher elevation areas. though we're expecting to get a break from the heavy downpours, at least between the noon hour and 4:00 hour, those winds will kickback up later this evening around the evening commute hour. now, another thing as well, the flash flood watch will remain in effect through about 12:00. so right around noon for the highlighted areas. we're still dealing with some rain coming in. we have seen some of the higher

totals at the mountaintop areas, over an inch. so flooding could be possible and the rise of creeks and streams with the incoming rain. another thing to look out for is this coastal flood advisory. this will be in effect until noon for the entire coastline. possible flooding for the low-lying areas for the entire day. let me take you through the timeline of this system. so, again, that strong cold front moved in overnight. now we have unstable air. that will bring scattered showers throughout the day. by 10:00 a.m., pockets of on again and off again rain. then we catch a break, then more heavy rain moving in around a 5:00. this may kick up isolated thunderstorms. this will stick around through this evening. tomorrow morning, scattered showers with another cold front moving in late tomorrow night. we have a lot of activity on our radar. expect it to remain in the

forecast through tuesday. that's when we will see temperatures dip. guess what? this could mean a light dusting of snow to elevations at about 2,000 to 2500 feet. the mount diablo regions could see a dusting of snow. >> wow. thanks. still ahead on "today in the bay," 130 years of history gone in an incident. this 92-foot tall cypress recently came down, but now there are plans on giving it a second life.

the presidio. >> reporter: what you could hang your hat on this tree is getting a second life. >> a big day. >> reporter: so on a recent day, crews prepared to take the tree on a journey most trees don't go on. >> so today we are going to be picking up and shipping out of the presidio this large tree. >> reporter: the destination, this mill in west marin, a landing spot for many big trees. >> it is absolutely remarkable, the extent to which the trees that are all around us are wasted. >> reporter: but in evan's mill, big trees aren't wasted. they are transformed. >> what we want to do is to express the wonder that we feel when you regard it, the scale is amazing. the life that it lived is amazing. >> reporter: his crews plan to mill the presidio's tree to prepare it to become something else. and then it will return to its roots. >> we're going to turn it into benches and picnic tables, a

completely yellow and red with heavy downpours. now that cold front that swept in overnight is off to the east, but we're still seeing a couple pockets of showers. there goes that cold front, starting to trickle in through sacramento. if you are traveling up to sacramento, keep that in mijnd. we are under a microclimate weather alert for today. the worst was from 1:00 a.m. to about 9:00 a.m. the wind gusts will remain through the 10:00 hour. this will continue to be a concern fofras far as the possibility of seeing more downed trees and power issues. we will notice a rise in the creeks and streams that we've been monitoring closely. as far as those wind warnings, we expect that to stay in place through 10:00 a.m. i want to give you an update on how squaw creek lake tahoe is doing. if you made it up there now, you're safe. if you have plans to travel up there this weekend, it's not a

good weekend to do that. i'll break down the timeline of this. we're tracking blizzard-like conditions, strong and gusty winds are expected. i'll break down that timeline coming up in a bit. >> all right. we'll see you soon. our team coverage continues with "today in the bay's" thom jensen outside the salesforce transit center in san francisco. it's been shut down since september when workers discovered cracked steel beams. this morning, wouldn't you know, just in time for the storm they're outdoing repairs and braving the elements. what is it looking like out there? >> good morning. you know what? we talked to to you about a half hour ago, the rain had stopped. in the last half hour, it was pouring again out here. then just as this live shot started again, the rain died down again. the workers out here at the transit center have been in the rain all day. they've been out here for about 6 1/2 hours already, if you can believe that.

and at about 2:00 this morning until about 4:00, they say they were in a good downpour. really heavy here in san francisco. they are geared up for it. they know they will experience weather over the next couple of months as this weather continues into june as they try to reinforce beams on the bus deck at the transit center. they're dressed for it. also after waking up to rains and driving in, i wanted to show you a look of what it looked like when i was driving in. coming in on i-80 westbound into san francisco. this is video from my dash cam. i was in and out of heavy rain. serious downpours at times. in some areas there was a lot of puddling on the interstate. also some strong winds coming in. the warning signs were on across the bay bridge, moderately heavy winds there. the winds and rain also diminished a bit as i got into the city.

make sure you do have good tires on your cars and truck and take normal precautions when it is with the like this. hydroplaning is always a danger. another traffic note here in the downtown. but of this work on 1st street between mission and howard, this street will be closed down to traffic, pedestrian and vehicle traffic. and they are turning people away. these are just work vehicles coming in that you are seeing now. so not only will you be facing later on today those stronger winds that vianey was talking about and then the showers that continually pass through, but you'll also be experiencing some road closures in the downtown area which can create more headaches. live in san francisco, thom jensen, "today in the bay." >> i will vouch for you, thom, it poured the last 30 minutes until you came on air. thanks for being out there for us. the storm we've been talking about already tore through the

starbucks ceo howard schultz made his case for running in 2020, telling a sold-out crowd at the jewish community center in san francisco he believes voters who are fed up with dysfunction in washington will elect an independent candidate. >> and i want to see if i can ignite a national movement to kind of restructure, reimagine, and disrupt this political system that is based not on the will of the people. >> reporter: while schultz is courting voters on his book tour, new jersey senator cory booker is no longer testing the waters. >> i'm running for president. >> reporter: the democrat announced he is joining an already crowded field of candidates, promising an administration that lifts everyone up. >> i'm not in this race to tear people down, i'm in this race to try to build our nation up. >> reporter: the democrats race to retake the white house already includes a diverse group of candidates including california senator kamala harris, who kicked off her campaign in oakland sunday. nbc bay area political analyst larry gerston expects the field

amplifying the anger. a new trend emerging on san francisco's streets. the city is seeing fewer bicyclists. the number of trips by bicycli t bicyclists have dropped by 30,000 a year since 2015. it's still not clear why. transportation planners say it could be that more people are using ride share services or simply driving more. the san francisco bicycle coalition points out that riders have concerns about increased traffic congestion and safety. it wasn't your typical business launch. this one had impressive star power. ayesha curry unveiled her new pop-up store in oakland with a little help from her husband. scott budman was there with the bay area's first family. >> reporter: it was a curry family affair in oakland as ayesha opened a popup store in jack london square, and her husband, steph, took time away from the court to support her.

and then kickback up. flash flood watches for the highlighted areas. the rain will pick up into the evening hours. as far as that coastal flood advisory, this is also in place until noon. this means low-lying areas, especially right along the beach are more prone to seeing some potential low-lying flooding. high tides expected between 8:00 and 10:00 a.m. let's go through this hour-by-hour outlook. on and off pockets of rain. might be heavy around the 10:00 a.m. hour. around 3:30 we get another round of heavier rain that starts to move in with some good pockets around 10:00 all the way in through oakland, san francisco, the north bay once again. so we're not in the clear just yet. the heavy winds will pick up. strong, gusty conditions expected into the overnight hours.

continues. over the past few hours -- whipping wind and rain wreaking havoc. . welcome back. our team coverage continues. the past few hours whipping winds and heavy rain have been wreaking havoc across the bay area. thom jensen is live outside the salesforce center in san francisco. it has been pouring out there. how is it right now, thom? >> we're fortunate once again. it seems like every time we go live the rain dies down.

so we're out of it now. the weather gods being good to us. but as you know, as you came in today, it was very rainy and in some areas windy. i don't know if you ran into that, i did. at the sales force transit center where work got under way to reinforce those beams almost 2 1/2, 3 hours ago. they said about 2:00 to 4:00 this morning it was a steady and heavy downpour here. they geared up for it. their work will continue into june. as you were talking about earlier and i was talking about, we all ran into it coming into work. i wanted to show you video from my dash cam coming in on i-80 westbound today. it was very heavy in some spots. a lot of the drivers going slowly as they headed westbound towards the city.

there were heavy downpours in areas. other areas were lighter. sometimes i ran into strong winds, side-gusting winds on 80 westbound. we'll probably see more of those later on today as vianey was talking about. anybody out there commuting around the bay area, be careful out there. make sure you have good traction, take it easy as you would any time when there are heavy downpours like this especially with puddling on the highways like i saw today where there is danger of hydroplaning. these workers are certainly ready for the weather today as we are geared up. as you come into downtown today, you may notice not only the weather you'll be dealing with but 1st street here between mission and howard is closed for pedestrian traffic and vehicle traffic until further notice. that could cause some backups. be aware of that. make sure you do bundle up. as vianey was talking about, we expect more of that heavy weather to come through later on

he eats. special care like that is needed for him. >> looks like it would be easy to hold him upright. he is plopped in your arms now cuddling, basically falling asleep on live television. he's adorable. so he just needs liquids type of foods, because food could build up in his esophagus. we talk about you guys every weekend and how you take care of all the animals that come into your shelter with spaying, neutering, microchiping, flea colors, but martin got to benefit from your second chance fund because of this special need he has. >> most animals, their basic care is covered by our operational cost. if there is something that needs more diagnostic testing, we use the second chance fund and sometimes the diagnostics can run into the thousands. that's why it's so important. >> so someone might think i
