good evening, and thank you for joining us. >> we're on with a primetime edition of "nbc bay area news" because of the hockey game. good time to be inside, the storm is not done yet. >> we have live coverage tonight beginning with the storm's impact. first, we begin with rob mayeda tracking where we're seeing most rain. around the santa cruz mountains, south bay, and around san jose. you see we've had pretty good downpours at times up and down the santa clara valley. heavy rain into morgan hill. you see the rain band pushing off toward hayward south of downtown san francisco. and actually seeing less rain in the north bay. that trend will continue tonight as this upper low, the core of the storm that we had to deal with all day long is crossing the coast. a lot of rain moving south and for the next two hours the potential for gusty winds up to 45 miles per hour. wind advisory through 10:00. it's the gusty winds, the that

could be over an inch in the santa cruz mountains, and still a chance of thunder. then our focus changes to arctic air, cold temperatures and lowering snow levels on monday night and tuesday. we'll have a closer look in 12 minutes. >> sounds good. thank you. we have seen flooded roads, even hail with the storm. sergio quintana with more tonight. sergio? >> reporter: yeah, and throughout the afternoon and evening, we've been seeing plenty of people in their rain slickers and carrying their umbrellas, making sure that they are prepared to stay dry in this storm. at vista point in marin county, tourists braved the wind and cold to snap pictures of the iconic golden gate bridge. a group on tour from russia struggled to take a few shots of soccer club flags, but they weren't complaining. >> we just came from l.a., and it was rainy over there. it's supposed to be like four days of rain overthere.

but we are to chicago to perform. so there's cold over there. you know? we're enjoying the weather like this right now. >> reporter: at sunset, the biggest issue -- wind and cold. and for a few who live in marin county, some sage advice for tourists here -- tourists with umbrellas, what would you tell them? >> don't bring it. >> it's too windy. >> it's too windy. >> layers. layers is the best thing. scarf, hat, jacket, for sure. >> reporter: through the day and overnight, the heavy bands of rain did cause flooding in sonoma county. valley ford road near highway 101 was closed. in marin, the park and ride lot flooded prompt something bicyclists to ride through to get around. >> i was expecting much worse with the weather, but we got to the flooding. that was a surprise. >> reporter: and in pacifica, hail came down for a few minutes. it led to excitement, but no reports of damage. and you can see right now how this wind is whipping around those flags. so that is still a situation.

we, of course, are waiting for the next band of rain to pass through here. ofurse, it's also very col i had to make sure to put on my gloves evening. as soon as the sun set it got really cold everywhere. reporting live in san francisco, nbc bay area news. >> stay warm. thank you very much for that report. here's a look at some more damage. this is scaffolding that fell in san francisco. it's in the outer richmond at 33rd avenue and ansa. nobody was hurt here. the brunt of the storm hit overnight. trees toppling on power lines on bohemian highway in the russian river area.crew on scene, chopping up the tree to get it off the road. on the coast, the storm c unusu. a coastal flood advisory was in effect for dangerotides. be extraweekend. a lot of wind and rain here in the bay area and the sierra. that means heavy snow. you're looking at some of it. a live look from the caltrans cameras on i-80, soda springs.

caltrans has been saying all week it's a bad week to head that way. this is new video into the newsroom. i-80 jammed all day long. it wasn't even moving for much of the day. drivers who decided to go say they're taking it easy. >> very slow, very cautious. just, you know, if we can't go even with chains, we wait and stop and -- wait until it's clear. >> wise words. our microclimate weather team is forecasting that at 5,000 feet and above, two to five feet will snow will fall through monday. the storm is certainly creating treacherous conditions across the state. take a look at this. mudslides, a major concern today. part of 101 had to be closed because of the mud and debris on the roadway in santa barbara county. southbound lanes are back open. northbound lanes could reopen any minute. take a look at this new footage here. this is out of malibu. it's a small residential street looking more like a river tonight. people living in the area, they're being told to evacuate.

we'll be following the storm throughout the weekend. remember, you can track the forecast with the free minneapolis. you can follow our -- free app. you can follow our doppler radar and get updates on when the next rounds of rain will hit your neighborhood. a terrifying situation in the south bay. mountainview police say a man shot a worker at a tire shop and carjacked a vehicle. nbc bay area's marianne favro with the details. >> reporter: the shooting happened around 11:30 this morning here at america's tire. next to bus it happen in broad the busy area. arriving officers sprang into action. >> first responders when they got on scene immediately applied a tourniquet to the victim, and that victim was taken to an area hospital where they're listed in

stable condition. >> reporter: police are not yet releasing the make and model of sedan or revealing whether the stolen car belonged to an employee or customer. the tire shop opened at 8:00 this morning, and there were customers nearby when the suspect started shooting. norman johnson lives nearby. >> definitely surprising, and -- i guess people were getting desperate. >> reporter: police are checking to see if there's video from the tire shop and neighboring businesses. they hope to give a description to the public soon. no one else was hurt here. reporting live in mountainview, marianne favro, nbc bay area news. >> thank you. get ready forinan franciscos repairs are underway on the sales force reinforcement work on the fractured beams that were discovered back in september. cinoeafficial date has been set for the reopening, but repairs to the cracked beams are expected to be finished this

summer. 1st street will be closed between howard and mission until 8:00 p.m. tomorrow. it was a stunning admission and then a contradiction. virginia's governor apologized yesterday for a racist photo published in his medical school's yearbook in the '80s. today he admitted that he wore blackface that same year but not in the picture that was published published. fellow democrats are asking him to resign. he says he's not stepping down. geoff bennett with the latest. >> reporter: virginia governor ralph northam says it wasn't him from the med school yearbook. >> i believe then and now that i am not either of the people in that photo. >> you're saying that you had no idea this racist photo existed before it surfaced less than 24 hours ago? >> that's correct. i was in the united states army while i was in medical school. i was doing rotations out of the state. i had nothing to do with the

preparation of the yearbook, nor did i buy one. >> reporter: it's a reversal for the virginia democrat who less than 24 hours ago apologized for appearing in the picture. >> that photo and the racist and offensive attitudes it represents does not reflect that person i am today. i am deeply sorry. >> reporter: today northam alluded to other actions in his past saying in 1984 he won a dance contest where he wore dark shoe polish on his face as part of a michael jackson costume. >> i didn't personally find it as unacceptable at that time. i have learned since, again, in talking to my friend seth, the picture, though, that is in the evms yearbook with the blackfacing and the member of the kkk, it's just horrific. >> reporter:! resign! >> reporter: despite northam's defianc defiance, a long list of people calling for him to step down. virginia's legislative blackhawks, the state's

democratic party -- black caucus, the state's democratic party, democratic candidates for president, and the democratic national committee. >> thank you very much -- >> reporter: if northam were to leave office, 39-year-old lieutenant governor justin fairfax would become the second black governor in virginia's history. >> that was geoff bennett reporting. house speaker nancy pelosi adding to the list of democrats calling for governor northam to step down. she says the photo is racist and contrary to fundamental american values. i join my colleagues in virginia calling on governor northam to do the right thing so the people of the commonwealth of virginia can heal and move forward. still to come, a wildlife custody battle playing out right here in the bay area. new details for you on the fight over a gorilla in the santa cruz mountains. turning up the heat because of the lack of it. a prison full of inmates and workers braving freezing temperatures when it could have been prevented. we're seeing a steady soaking here in the south bay from san jose up to almost san francisco. portions of east bay. how much more rain and wind to expect for the weekend coming up.

was brought to the bay area as a possible mate for "koko the gorilla"... must be returned to a federal judge has ruled that a male silver back gorilla who was brought to the bay area as a possible mate for koko must be returned to cincinnati. the judge says the 2015 agreement between the gorilla foundation and the cincinnati zoo to return the male silverback after koko's death must be upheld. koko died this past june at the age of 46. she was one of the most beloved animals at the gorilla foundation's preserve in the santa cruz mountains. astounding the world by learning sign language. despite her death, the zoo argued moving her male companion back to the cincinnati zoo where he was born would be harmful to his health. the judge ruled there's no legal basis to negate the agreement. no heat, no electricity, so protests today over conditions at a federal prison. inmates and workers have had to endure the conditions during the cold snap.

the government's blaming a power outage that it says will be fixed by monday. that's providing little comfort tonight to the more than 1,000 housed here as well as workers. >> it's ludicrous, it's disgusting. >> we've been working with coats, hats, scarves. >> inmates received additional blankets and clothing. we're following developing news. a landmark cold war treaty between russia and the united states has collapsed. president vladimir putin announced he is abandoning the intermediate range nuclear ballistic missile treaty signed by president reagan in 1987. putin also will start work on new missiles including hypersonic ones. the russian president made it clear it was astes said it was violations. of the treaty because of russian president trump says both sides share responsibility. >> one side has not been adhering to it. we have, but one side hasn't. unless they're going to adhere, we shouldn't be the only one.

>> nato agrees russia is not in compliance and supports the decision by the united states to back out of that treaty. new tonight, a bumpy start to the year for tesla. a report claiming model 3 sales in the u.s. took a dive last month. according to "inside ev," sales plunge god about 75%. the company sold 25,000 model 3s in december, but only 6,500 in january. numbers from tesla yet as the company reports sales quarterly. ceo elon musk blamed the stormy weather th focusing on china and europe for model 3 sales. a popular beach overtaken by elephant seals was back open today. the parking lot at drake's beach is free of elephant seals. the group including dozens of newborn pups has been contained to the beach a few yards off the parking lot. they moved in during the government shutdown. of course, rangers are still warning visitors keep their distance from the animals.

the elephant seals have become quite the attraction, though. electric scooter company scoot and skip aren't keeping their promises to san francisco according to a report. scoot and skip said they would provide helmet lock boxes, low-income programs, and more. so far the program has only 22 riders. scoot did not provide numbers for its discount ram. sfmta which granted the permits esys if the compani start meeting critical mig not move past the pilot phase. let's turn it over to our microclimate forecast now. lot activity on the radar, especially around the south bay where you see the soaking rains. i want to bring your attention to the thunderstorm off the coast of santa cruz. they could be looking at

potential water spots as the thunderstorm crosses the coast between now and 8:30ment a sample of the thunderstorms -- 8:30. a sample of the thunderstorms, something to watch if you're in santa cruz in the next ten minutes. to the north, you see the heavier showers also crossing into south san francisco, scanned by mobile doppler radar. rain wrapping into berkeley, oakland, danville. notice the north bay, not seeing as much. the upper level low is bringing intense moisture to areas south of san francisco where we think the heaviest rain will fall tonight. obviously santa cruz and parts of the south bay, we could see an additional half inch to three quarters inch of rain by tomorrow morning. by tomorrow morning, things calm down. rain turns to showers. afternoon highs tomorrow, chilly, breezy with the temperatures in the mid to upper 50s. still a chance of showers even

though by the morning they will be temporarily on the decrease for your super bowl sunday plans. and as you head out around lunchtime, plan on seeing showers becoming more widespread as a cold system gets into monday and tuesday. this will bring much cooler air. highs in the 40s and low 50s. the futurecast gets very interesting late monday to tuesday. not just because it's showing rain, but the potential there for snow levels dropping to 2,000 to 3,000 feet. a lot going on in the seven-day forecast. tonight, it's thunderstorms, wind advisory, and briefly heavy rain. then we begin to watch the co t with highs in the 40s and a good bit at least in the north bay of seeing snow showers, maybe down to 2,000, 3,000 feet. the short-term concern tonight, any of the stronger thunderstorms that pop up like we're seeing off the coast of santa cruz could bring gusty winds and the potential of water spouts between now and 8:30. >> water spouts, what could they become? >> if they cross the coast, if one does happen, we saw this

now face possible an nbc bay area investigation has discovered tens of thousands of residents adopted as infants from foreign countries face possible deportation because they're technically not citizens. >> these people all raised in the united states now face a very uncertain future and separation from their families. k. >> reporter: this is an adoption crisis tied up in a broken u.s. immigration system. u.s. state department officials in washington estimate between 40,000 and 50,000 people or more face this deportation threat

right now. one of those people now living in legal limbo contacted us when he learned he and his family were at risk of being separated all because of a missing document when he was adopted. because of this precarious legal situation, we won't tell you his last name or exactly where he now lives. >> you know, it's been a long time. >> reporter: liam is 35 years old now. >> probably like 2002 was the last time i was here. >> reporter: as he, his wife, and 5-year-old daughter showed us around his old neighborhood, the local playground, and the sidewalk where liam wrote his name -- >> my whole neighborhood, friends and i, use today to trick-or-treat at robin williams' house. >>ep thehildhood memories of growing up in san francisco's inner richmond came rushing back. it was a world away from the jungles of brazil. >> i knew i was adopted but didn't ever feel that i was

special or different in any way. >> reporter: court document show he was brought here and legally adopted in san francisco by parents who are now deceased. >> i went to school, played sports, friends, got married. never thought for a second like, you know, this would be of question. >> reporter: life changed when liam had to get a security clearance from the u.s. department of homeland security for his job. only then after more than three decades living as if he were a u.s. citizen did liam officially learn what he never in his wildest imagined -- he wasn't a citizen. >> i lose sleep over it. it's really nerve-racking. >> i think as the adopted child of two u.s. citizens he has inherited certain rights that he's being denied now. >> reporter: liam's wife dani started digging. she found a box in a shed with hundreds of documents including legal adoption school

records, social security roernds. >> our feelings of love and bond regular such that we very much experience him as our own child. >> reporter: she talked to people who knew liam's adoptive parents and to old relatives in brazil. >> the looming threat of our family being torn apart is terrifying. >> reporter: through her research, dani discovered liam was never given a legal document to enter the u.s. >> we simply can't find these records for liam. we don't know if they exist, we don't know if they don't. see the little baby daddy there -- >> reporter: we spent months confirming liam and y.da we learned they aren't the only ones facing this dilemma. >> the constant fear of am i nix. >> reporter: joy is an international adoptee, too, who has struggled to get citizenship for 27 years. she serves as program director for the adoptee rights campaign.

>> you are caught in a legal quagmire that is impossible, it's impenetrable, and you can not fix it. >> reporter: the adoptee rights campaigns national report to congress estimates that between 25,000 and 49,000 people adopted from 1945 to 1998 remain in legal limbo. >> we came here as a matter of foreign policy. we didn't bring ourselves here. we didn't broker our own adoptions. we are herey. a complex process. >> reporter: suzanne lawrence serves as special adviser for children's issues at the u.s. department of state in washington, d.c. people who aren't citizens .ecause the proper paperwork >> yes, we are absolutely aware of it, as is the united states citizenship and immigration service. we try to work together to figure out how to get that information out to people. >> reporter: lawrence says that

while congress passed a law in 2000 to fix the problem, children brought to the u.s. before 2000, like liam, remain in legal jeopardy because current law does not address their situation retroactively. how's it possible a child brought into the country, never made a citizen, new faces deportation? so how that possible? is that a broken u.s. system? >> i think a lot of times people come home with their child, and they're a new family or they have a child to take care of, and they perhaps didn't go through the process the final steps that they needed to take to get the citizenship for that child. >> reporter: are there holes that still need to be legislative fixed? >> i think there are many people within the adoption community and in congress, and they are working on various fixes. >> reporter: liam and dani took forward can provide some clarity to our situation. >> reporter: the proopzed adoptee citizenship act would have patched the proposal in the

we are, once again, under a microclimate weather alert. here )s a look at how thing we return to our weather coverage. we're under a microclimate weather alert. >> here's a look at things on satellite. you saw there a lot of rain. look behind rob, my gosh. looks like an easel back there. >> yeah, it was interesting watching the last ten minutes. we had a special marine warning out on the waters just to the south and west of santa cruz. that cell has tracked inland. i want to rewind the radar and show you why we had that special marine warning. you see the hook on the radar signature there? we switched over to the velocity mode. there was rotation indicated with the severe thunderstorm which was producing a lot of thunder, lightning, and hail. that was a brief water spout possible just off shore. the reason why the special marine warning was in effect. now that system has tracked inland, crossing the coast there west of santa cruz. and part of those isolated thunderstorms is part of what we're going to be seeing tonight. in addition, for parts of the south bay, seeing as much as maybe another half inch of rainfall as we go into the rest of tonight as the system

continues to track inland. so for tonight, still gusty winds, wind advisory through 10:00. scattered thunderstorms, more than an inch of rain possible in the santa cruz mountains. coming up in 15 minutes, a closer look at the rest of the sunday forecast and lowering snow levels around the bay area. we'll have that coming up in 15 minutes. >> thanks a lot. a lot going on there. right now as a result of what we've had already, there are about 2,000 homes and busieseiggest problem area, the north bay, 1,200 customers in the dark there, south bay, 350 outages. the east bay with 300, the peninsula about 200 customers without power. the storm has left an impact all across the state, maybe the reason why a deputy lost his life in southern california. it happened this morning on i-5 near pyramid lake, that's north of santa clarita. the sheriff's department said the search and rescue team was on its way to a training mission when deputies stopped to help some people involved in a crash. that's when another vehicle plowed into the search and rescue team killing one of them.

the sheriff's department says two other team members were hurt. one of them badly. new video tonight of a canadian postal worker who narrowly avoided a chunk of falling ice. what made the piece of ice especially dangerous, it fell from a 40-story building. happened in downtown of that mail truck, just after the driver had stepped out.. >> if it had hit him it certainly would have done possibly a critical injury. >> toronto's downtown area was blocked for a time in case more ice was going come loose. things are back to normal now. the extreme cold gripping the country isn't just a concern for people but for pets, too. in illinois, a new law is on the books allowing law enforcement to take custody of animals left out in the cold and suffering. the knox county humane society in illinois now took custody of one such dog. they say maverick was visibly cold and had irritation on his

nose. he was suffering. neighbors reported him, but maverick's owner says she takes good care of the dog. >> we come out, we break the ice so he can have his water or change his water. we give him fresh water and give him extra dog food. you tell me what dog gets better treatment than that. >> i don't know if they a some . >> we'll get an answer from the state attorney general who is now investigating the incident. after more than a century in business, one daley city resident is closing up shop. estrada's has been serving mexican and caribbean cuisine on mission street for the last 102 years. the restaurant recently posted on facebook that tomorrow will be its last day. when we talked to the owner, he told us a change in plans will keep estrada's open through the end of the month. he says it's been a pleasure to serve the community, but it's now time for him to seek other endeavors. a bay area delegation of immigrant rights activists headed to church today ahead of an important trip to washington, d.c. the activists were welcomed into

st. anthony's church in san francisco for a blessing. the delegation plans to meet with lawmakers later this month and stress the importance of extending temporary protected status programs and the american promise act. they say many hard-working undocumented immigrants have been living in separation of families at the border. they're also worried about the temperature nation of temporary status for immigrants as well the uncertain future for the daca program. >> we need, you know, get together, support each other, and go and try to tell the stories so that people can see how we are connected with the country. how we are integrated completely to this country. >> the 26-member delegation from northern california is due to join with delegation was across the country february 10th through the 13th. again, in the nation's capital. one of the biggest pro gaming tournaments in the country is smashing its way through oakland. more than 4,000 gamers flocked to downtown for genesis 6. some of the best gamers around

mixed bag of things. watching special marine warnings for severe thunderstorms crossing the coast. a new one has just been issued between now and 9:00 tonight. we'll take you into that and give you a closer view. to see the widespread, soaking rain start to break up into scattered showers. check this out -- south of santa cruz, the boxed in area you see in green between now and 9:00, special marine warning like this cell that crossed the coast earlier to the west of santa cruz showed rotation on radar. and some of the stronger cells crossing the coast may include obviously some hail, frequent lightning, f water spouts as they across the coast here just to the east of santa cruz and off to the west of watsonville. we'll continue to monitor this over the next 15 minutes and keep you updated on the strong storms. across the rest of the central bay area, back to south san francisco, san francisco toward the east bay, you're seeing the steady, soaking rains kind of lifting from south to north. north bay not seeing as much. this trend actually should

continue. the upper low, really keeping the instability going even overnight, tracks along the central coast. it's likely the biggest rain totals for the night into tomorrow morning will be generally around the south bay, santa cruz mountains, into morgan hill and san martine. some sights south of san jose around the foothills have picked up two inches of rain from this storm. by tomorrow morning, scattered showers, cool start, upper 40s. height tomorrow, mid to upper 50s -- highs tomorrow, mid to upper 50s, showers, breezy conditions. the showers might back off in intensity briefly early tomorrow morning. you see how there's less green here around sunrise. and with the heating of the day, we'll see the showers firing up especially around the hilltops. more scattered showers into sunday evening and breaks in the clouds, as well. after that, things get interesting. a cold system here dropping down the coast. bringing some continental polar air into play as it drops out of british columbia into northern

california. that's going give us a taste of lowering snow levels. check out the futurecast. by precipitation type -- monday night into tuesday morning, north bay hills, mt. hamilton obviously, the higher peaks of the mountains, we'll likely see snow at times. between 3,000 to 4,000 feet will be in play. i think maybe as low as 2,000 feet in the north bay. so that is a sneak preview of what's coming next into monday and tuesday. some of the snowfall accumulations, if we're going to look at that, some of the models hinting it could be mt. diablo toward mt. hamilton and lake county, as well, may see a winter weather advisory as this continues to move out of the area. we catch a little bit of a break wednesday into thursday. as the winds back off, we could be looking at some freeze warnings setting up for the middle part of the week. i'm not sure what punxsutawney phil had to say about that, but we've seen everything tonight. we're going to see a big drop in temperatures. for us to have highs in the 40s, by our standards that's pretty cold. and that's an indicator that
