a combination of rain and snow. the reason we are still under a microclimate weather alert, this is not the last of it. we are tracking another cold front that's expected to move in later this evening. stormranger is actively up and scanning, along with that cold front we expect winds to pick up. i want to share some 48-hour storm totals in so far. up in venado, over five inches, nearly six inches of rain in the past 48 hours. ben lomond, five inches. los gatos, nearly three inches. and novato, two inches. last night it started to rain about 5:00, and it felt like it never stopped. we had over an inch of rain. sfo at under an inch. definitely last night's storm was centered over the south bay. today we are expecting a shift with a cold front sweeping through. i'm also tracking a cold blast that could mean a dusting of

snow visible to some in the mountains. i'll have more coming up. >> all right. looking forward to it. all that rain caused a lot of problems around the bay area. the deluge came in waves in san francisco with heavy downpours at times. at vista point tourists braved the wind and cold to snap pictures of the golden gate bridge. a group of locals we spoke with had some friendly advise for visitors. >> tourists with umbrellas, what would you tell them? >> don't bring it. >> it's too windy. >> layers. layers is the best thing. scarf, hat, jacket. the heavy bands of rains caused some flooding in sonoma county. in pacifica hail came down for a few minutes. it caused some excitement. no reports of damage. here's a look at damage in san francisco. this is scaffolding that toppled over in the outer richmond at 33rd avenue and amsa.

no one was hurt. to the coast we go, the storm is creating some unusually rough surf. a coastal flood advisory was in effect for part of the day. th be extra careful if you're going to the beach today. a lot of wind and rain here and in the sierra. that means snow. we do have a live look from the caltrans cameras on i-80. oh, we just lost it. it was at soda springs. drivers were warned ahead of times abo about the dangerous conditions. yesterday i-80 was jammed with traffic all day. drivers who decided to go say they're taking it easy. >> very slow. very cautious. just, you know, if we can't go with chains, we wait and stop. wait until it's clear. >> our microclimate weather team is forecasting that at 5,000 feet and above, two to five feet of snow will fall through tomorrow. download our free nbcbay area

app. it has breaking weather alerts sent straight to your phone. track the weather right there in your neighborhood. it will come right to you. to a wrong way driver who killed two people and injured nine others early this morning in two separate crashes on northbound 101 in san francisco. the driver was going south on northbound 101 around 2:30 this morning. the first crash was a hit and run around vermont street. the chp says the driver likely got on the freeway at the vermont street exit. the wrong-way driver hit another car south of cesar chavez. one person was ejected from that vehicle and died. the wrong-way driver also was killed. all lanes of northbound 101 are still closed in that area while both crashes are under investigation. they're expected to reopen around 7:30 this morning. a shooting and carjacking in broad daylight. police are still searching for the gunman.

around 11:30 yesterday morning, two people approached him and shot him in the blue and stole his vehicle. the victim is an employee of america's tire on el camino in mountain view and was around the block on bay street getting ready to go to work. when officers responded, they sprang into action to save him. >> when they got on scene, they applied a turn kit to ty eied ae victim. >> witnesses gave statements, and surveillance video is being reviewed to see if it can help identify the gunman. road closures in san francisco this weekend as repairs are under way on the salesforce transit center. we told you about this yesterday morning. all day yesterday workers did work on the fractured steel beams. no official date has been set for the reopening. we're told repairs to the cracked beams are expected to be

checking on our radar - welcome back. it's 7:14 on your sunday morning. we're under a microclimate weather alert. still checking on our radar powered by stormranger. the bay area has seen rain and high winds. we will be seeing a day today much like yesterday. so be prepared as you head out the door. protests this weekend over conditions at a federal prison where there's no heat nor electricity. inmates and employees at this federal prison in new york have had to endure freezing conditions during the east coast cold snap. the government is blaming a power outage there. they say it will be fixed by tomorrow. that is not a good enough answer for the more than 1,000 inmates and employees who have had to wait it out.

>> it's ludicrous, it's disgusting. >> we've been working with coats, hats, scarves. >> inmates have received extra blankets and clothing. the extreme cold gripping the country is not a concern for people but pets as well. in illinois, law enforcement is allowed to take custody of animals left in the cold and outside suffering. the knox county humane society took custody of one such dog. they said maverick was visibly cold and had irritation on his nose. maverick's owner says she does take good care of him. >> we come out here. we break the ice so he can have his water or we change his water. we give him extra dog food. you tell me what dog gets better treatment than that. >> i don't know if they know he is there. i think at some point you probably could go right up there and grab the dog and leave.

the state attorney general is looking into it. electric scooter company scoot and skip are not keeping their promises to the city of san francisco. both companies said they would promote helmet boxes, low income programs and more, but 90 days later, there are still no helmets offered with each scooter and skip's low income program just has 22 riders. scoot did not provide numbers for its discount program. sfmta, which granted the permits, says if both companies don't start meeting these commitments, the program might not move past the pilot phase. after more than a century in business, one daley city restaurant is closing up shop. estradas has been serving mexican and caribbean cuisine for the last 102 years. the restaurant recently posted on facebook that tomorrow will be its last day. when we talked to the owner, he told us a change in plans will keep estrada's open through the end of the month. he says it's been a pleasure to

>> my sister is mad at me for not rooting for the rams. >> we'll see who comes out tray y triumpha triumphant. we are under a microclimate weather alert. right now things are calm. we have some light shower activity. the majority of that activity is further down south. we're tracking most of that rain around the santa cruz mountains and the south bay. but that strong system that trickled in overnight that pounded the bay area brought some rainfall and gusty conditions. the stormranger is scanning, not tracking much activity, but another trough is moving in this evening and that will kick up the heavier rain. i did fast forward this timeline because it will be scattered showers throughout the day with winds picking up to about 35 miles per hour. it will be another windy day. around 10:00, this system will move in later than we

anticipated. then it brings those heavy pockets once again of rain. and we're talking about a good winter blast. highs only in the 40s, lows in the 50s. rain and showers. the snow levels will be something we're monitoring. by 11:00 a.m., look at our map. our radar right now. our models are predicting some snow. we'll get some showers. it will be more widespread. tomorrow's commute, if you have to leave for work, it will be a wet one. take some extra time. wake up earlier. look out for that. look at the models. all of this red and pink here, these are snow levels. the chances of seeing snow will be around the 3,500, 4,000 elevation feet. tomorrow night, they'll be around 2,500, 3,500. so on top of mount diablo, mount tam, it will be a beautiful sight. we did get some hail last night in some areas. because it is such a cold storm,

we will not rule out the possibility of seeing that again tonight. along with the chance of seeing scattered showers. those temperatures are in the 40s and 50s. so mild. our microclimate highs today in the 50s. it will be a cool afternoon. 57 degrees for palo alto. 57 for oakland. 56 for san francisco. here's our seven-day rain outlook. we have the models showing us different things. overall, over four inches up near the sierra with additional snowfall. over five inches of snow. if you look at the closer models, we're inching more towards another half inch into tonight. there is still a winter storm warning. this will remain in effect through tuesday for the sierra. they're tracking additionally upwards of 50 inches more snow on top of what they've already seen. that will put our snow pack at approximately 150% of average by the time that storm system leaves. over the next seven days, that cold blast moving in on tuesday. a lot of wet weather ahead. >> what a week.

the intermediate range nuclear missile treaty, signed by president reagan in 1987. putin also announced that russia will start work on new missiles including hypersonic ones. the russian president made it clear it was a tit-for-tat move coming a day after the united states said it was backing out of the treaty because of russian violations. president trump says both sides share responsibility. >> one side has not been adhering to it. we have, but one side hasn't. unless they're going to adhere, we shouldn't be the only one. >> nato agrees russia is not in compliance and supports the decision by the united states to back out of that treaty. the political storm is getting nastier in washington. president trump announced there's a good chance he will just declare a national emergency to get his border wall. the president said friday he is not confident that a congressional committee will come up with border security bill that he will like prior to february 15th.

that's the deadline for a new bill or else there could be another government shutdown. >> we are looking at a national emergency. i don't think the democrats wanted border security. when i hear them talking about walls are immoral and don't work, we know they work. >> if the president goes down this road he will find himself tied up in the courts for some time. i think that's why they haven't done it yet. why he's hoping he can still use it as leverage, but it seems he's more and more inclined that he would be more comfortable fighting in the courts than compromising with the democrats. >> the president is expected to reiterate again the need for a wall during his state of the union address on tuesday. a bay area delegation of immigrant rights activists headed to church ahead of an important trip to washington, d.c. yesterday the activists were welcomed into st. anthony's church in san francisco for a

blessing. the delegation plans to meet with lawmakers later this month and stress the importance of extending temporary protected status programs and the american promise act. they say many hard working undocumented immigrants have been living in a state of fear due to the i.cei.c.e. raids and separation of family. they're also worried about the temperature nation of temporary status for immigrants as well as the uncertain future for the daca program. >> we need, you know, get together, support each other, and go and try to tell the stories so that people can see how we are connected with the country. how we are integrated completely to this country. >> the 26-member delegation from northern california is due to join with delegations from across the country february 10th through the 13th. it's been a bumpy january for tesla. a new report claiming model 3

on friday new jersey senator cory booker declared his candidacy for the 2020 democratic presidential nomination. he is the eighth democrat who has either announced or created an exploratory committee which usually precedes candidacy. so far no republican has challenged president trump, but some observers have speculated an opponent may appear later this year. larry gerston is here. it seems these announcements are earlier than usual. what is this all about? >> you're right, first of all.

>> am i? >> right on the money. the fact is that candidate declarations come much earlier these days than in the past. to give you an idea john kennedy announced for the democratic nomination in january, 1960. the same year he was elected. fast forward to the 2000 campaign, george w. bush announced in 1999, 17 months before the election. for 2020, candidates began announcing last month. 22 months before the election. it doesn't just seem that way it is that way. >> it is that way. i know the only constant is change, but i have to ask why? it would seem that early announcements make life much more difficult for the candidates as well as the voters. it draws everything out. >> takes forever. look, there are two main reasons why announcements are earlier than ever. first, democrats believe they

they have difficulty fund-raising and face challenging conditions. this is the hardest part for landing on state ballots. ever since the emergence of political parties way back in the 1800s, no independent, no independent candidate has ever come close to winning a presidential election. but that said, the road to presidential election is riddled with independent candidates who have captured just enough votes to keep a maker candidate from winning. think of the 2000 presidential race where ralph nader won 97,000 votes in florida, where george bush beat al gore by 537 votes. absent nader's presence, you would be talking about president gore who won florida and presidency, not george w. bush. >> how can voters sort out these candidates before november of 2020? quite a ways away. >> it's not easy.
