a live look outside at our and a good monday morning to you. taking a live look outhere on t on the temperatures, grab the hat, coat and extra thick socks. it is cold out there. thanks for joining us on this monday morning on "today in the bay". i'm marcus washington. don't you just love mondays? >> yeah! i get to see you guys. i missed you. i don't know about tuesday and wednesday. >> wrap this up. >> we're working on the four days. >> let's talk about the forecast for today. clear skies but cold. >> it is cold. we've had a couple of spotty showers along the peninsula this morning but as we take a live look in san jose, still dry and we'll see a chilly start, turning out to be a fairly mild day but still not near our normal high of 61 degrees. here's where we are seeing some light rain right now, it's been very hit or miss but we'll track it with storm ranger and talk about what's ahead for the rest of the day coming up in a few minutes. mike, there's something new in san jose. >> we said that in a nice way

but unfortunately it's a disabled vehicle northbound 280 approaching bird. i think they should clear this without any issue, this being chp or freeway service patrol. we'll double check that in a couple of minutes. light traffic throughout the south bay and rest of the bay. we don't see slowing on our speed sensors including contra costa county toward the bay bridge where there's a little bit of backup forming. this may be more than we often see. first of all they don't have all the cash lanes open. a couple of them are still closed and there may be more folks headed over from b.a.r.t. and for the rest of that story, we hand it back to you, marcus. >> happening now, b.a.r.t.'s later start time is hitting early morning commuters, a major change that could affect thousands. pete suratos is live for us in san francisco. pete? >> reporter: good morning to you, marcus, and that late start time is happening right about now at 5:00 a.m. there's an early bird express for those early riders, bus

lines will be available early in the morning. i want to show you some of the bus lines for the stops at b.a.r.t. stops to help folks out with these changes. now, the buses won't stop at every station, as you can see on that map, it's only going to be at 21 of the 48 b.a.r.t. stops so it's important to plan ahead for this. now, this express line includes 15 new bus lines running between 3:50 a.m. and 5:30 a.m. between selected b.a.r.t. stops from the trans bay to san francisco to contra costa yount pi. they accommodate the seismic retrofit of the trans bay tube. the change in times affects nearly 3,000 passengers, talking about a lot of riders. here's what some of the commuters are telling us about the big changes. >> it might be a problem. because i usually go in early, so i could get home earlier and spend more time with my family, take my daughter to gymnastics and that might affect that. >> i'm going to stay taking b.a.r.t. going to go from here at 5:00.

>> i think it's just unfair for early morning starters, for buys who actually have a job and have to earn a living in the bay area. >> it should be about the same. yeah, just catch it, maybe five or ten minutes later, but i'll still get to work on time. >> reporter: the changes will last more than three years. the length of the retrofit project will cost roughly $300 million. this will be the new norm until 2022. we're live here in san francisco, pete suratos for "today in the bay." >> all right, thanks, pete. 5:03 right now. regular cal train service to the 22nd street station in san francisco will resume. trains will also start running again at the fourth and king street stations as well. service will shut down for weekend work on tunnels in order to prepare them for future electrified trains. now the tunnel work will take place every weekend until the spring. right now another storm in the forecast this week, anyone planning to drive in the big sur area is warned to brace for

possible closures. that was video or you see it here from 2017 when major slides took out the roadway along mud creek and paul slide. some of those areas are still stabilizing. cal trans warns the coming storm on tuesday could trigger a new set of closures. we'll keep our eyes on that. in just a few hours, president trump heads to el paso, texas, to focus on securing the southern border with mexico. back in washington, the effort to negotiate border security and avoid another government shutdown hit a snag over the weekend. "today in the bay's" tracie potts joins us live from washington with more on some of the ongoing negotiations. good monday morning to you, tracie. >> they're not negotiating right now. we don't know when the two sides will come back to the table. talks fell apart over the weekend and not just over the border wall. >> i believe that we all have come here in good faith. >> reporter: with four days to go, lawmakers working on a deal to avoid a government shutdown are at a standstill.

>> i'll say 50/50 we get a deal. i hope and pray we do. >> we could end up in a train wreck. >> reporter: the conference committee negotiating border security is stuck on how much prison space to set aside for immigrants who have committed crimes, and how aggressively agents will go after those who haven't, that is reportedly holding up democrats, agreeing to any funding for a barrier at the border. >> experts on securing it say these are our top three priorities, we need money and yet they're saying zero dollars for that. i don't understand that. >> reporter: the white house says we could see a shutdown friday, and president trump may still declare a national emergency to pay for the border wall. >> what you probably see is a president say yeah, okay, and then i'll go find the money someplace else >> if the president has something on his des action and wants to veto it, we need to override the veto. >> reporter: the white house says an emergency declaration is not the only way president trump can get money to build a wall but the big money is on capitol hill and right now, that wallet is closed.

but the white house says the president might be willing to sign another temporary budget extension to prevent a shutdown at the end of this week, and give lawmakers more time to work it out. laura? >> all right, thanks, i'll take it from here, tracie. 5:06 for you right now. happening today, two men charged in the oakland deadly ghost ship warehouse fire are due back in court. derek almena and max harris face 36 counts of involuntary manslaughter for the deaths in the 2016 fire. defense attorneys request the building's owner, oakland firefighters and police officers be arrested in the case. the lawyers allege they knew about the dangers at the warehouse and didn't take any action. both almena and harris are set to go on trial in april. happening today, san mateo county leaders hold a study session on the use of stun guns by law enforcement officers. today's meeting follows the death of three men last year, all of whom died after tasers were deployed. in the last incident,

achinadu okobi died in october when he was tased by deputies in millbrae. the d.a.'s office is still investigating that incident and may release body camera video by the end of this month. today's study session begins at 6:00 it is 5:07. continuing coverage for you this morning, still no set timetable on when oakland teachers will walk off the job, but the district appears to be dead set on plan budget cuts. as soon as today, board members will resume their debate over $20 million in proposed cuts. the district cites decreasing enrollment and more school closures are likely. teachers meanwhile are working without a contract. both sides are awaiting results of a state assessment, which is due on friday. and new this morning, san francisco is set to get a new influx of millionaires, because several companies in the city, including uber, lyft, slack have filed for public listings. airbnb and pinterest expected to

follow. among the tens of thousands of employees, a percentage of them will be newly minted millionaires with stocks to sell. right now at 5:08, as you get ready to head out the door, looking at san rafael, we are seeing some clear conditions here, but the roads may be wet and also slick, as we've seen some very chilly temperatures, maybe icy on some of those bridges and overpasses, so watch out for that. icy roads in the north bay as well as parts of the tri-valley, we're now down to 32 degrees in livermore. 38 in san jose, and san martin at 35 degrees. these temperatures are even colder than yesterday morning, with some spots 9 degrees colder. as you head out for that drive, it is going to be mostly a cold morning, have the heater blasting. we'll see a few clouds rolling by as we go throughout the day. by noon we're at 53 degrees. we'll talk about what else is in the forecast coming up and mike, you're seeing a little bit of

slowing. >> just a little bit and that's typical about the way things build around the bay. the south bay did see another report of a fire, just along the roadside there, 880, around the transition ramp, watch for that. fire crews likely will take care of that from the surface. i'll let you know if lanes are blocked at any point. looks like a brush fire there. slowing for 84, the build out of the altamont, traffic flows smoothly through livermore and pleasanton. no problems look at these great travel times throughout the east bay and approaching the bay bridge, where things are starting to sort out, they opened the cash lanes but you still have folks to join you and that will continue to build. over here walnut creek will build as well but 680 and 24, these cars going in that direction make the move nicely past the b.a.r.t. station, which is running well. we believe everything started on time. back to you. >> thanks, mike. coming up for you, new developments in the scandal involving virginia's governor, after he admitted he was in blackface, the promises he's now making in his first tv interview since the scandal. and the irs is saying what

we'll be in the low 40s going throughout the morning and upper 40s by noon. we'll eventually hit the low 50s today and it's our dry day before we get more rain moving in. so i'll talk about the timing and what you can expect coming up in less than five minutes. >> a little bit of an early start for the backup over at the bay bridge, we'll talk about why i think that's happening and let me know what you think on twitter. >> a very good morning and a very happy monday to you. investors look like they're in a good mood this morning, despite five days from a new government shutdown. activision the video gamemaker not commenting on reports it may lay off workers. amazon reportedly rethinking its move to new york city after protests there. the company with much fanfare had announced it was going to open a second headquarters in queens, and now "the washington post" says the company's considering pulling out. it hasn't built anything yet so it would be easy to move those jobs elsewhere. president trump will sign an

executive order today, encouraging the government to work harder on artificial intelligence. the proposal does not have a lot of detail and hasn't been signed yet, so it's hard to say what kind of effect it will have. video here of the peninsula's c3, where ai researchers are hard at work. the most important detail today, signing it, puts no additional money behind ai. what it will do is order the government to free up more data, so the researchers can use it to train ai. again, we need to see the final document to get details. but a lot of data, large quantities, are crucial to developing artificial intelligence. sprint accusing at&t of playing fast and loose with 5g. fifth generation is coming to cell technology, faster speeds, but it's not here yet but sprint says at&t started labeling their customers' connection as 5ge, which is not true fifth generation connection. at&t says the "e" stands for evolution. in fact, sprint's lawsuit points

out there are no phones on the market that can receive 5g. and the irs is pointing out something that many americans have already discovered. your tax return is likely to be smaller this year or you're going to owe money, and taxpayers are not happy. the irs says the average return will fall about 8%. now, obviously everyone's tax return is different. generally speaking the tax cut that you heard so much about went into your paycheck, so you got a little extra money every week, you know, as the tax break, but it's not a return that's going to get bigger. i think people understand that. there's a difference between your taxes and your return, but you're still real disappointed when the money you thought you were going to get, you're not going to get. >> they really need to look at their withholdings and everything else. >> absolutely. you need to fix that. what i owe is much bigger than i expected, and i went back and fixed my withholdings just now. >> there you go. they're saying a lot of people should have done that last year. >> we should have.

watch party. >> re-enact that okay, we'll do that this morning. cold temptemperatures, you may dancing trying to warm up as well. a live look at walnut creek. everything looks good. we have to watch out for some icy patches especially on the bridges and overpasses as our temperatures dip down near freezing for a lot of our inland valleys. we're now at 41 degrees in oakland and also in half moon bay and san francisco at 42 degrees, as you head out around martinez, it is still very cold, with some upper 30s. by 7:00 we'll stay there and then going to see those temperatures in the mid-50s going into early afternoon. i'm also watching out for a couple of spotty showers, a lot of this very light moving through the peninsula, from south city also down to around the half moon bay area and pacifica, and then also seeing some light rain over the santa cruz mountains, approaching mountain view. also seeing it starting to move into parts of the east bay, so that may affect your drive this morning, and also create more once again icy conditions, and then we're tracking another

system that will be dipping in, coming down from the gulf of alaska, moving toward the bay area but also going to tap into some subtropical moisture, farther to the south, that's going to enhance our rainfall. so as this storm system moves in between tuesday night and wednesday, that rain may be heavy at times. we'll have an elevated flood risk because we know the ground is already wet. our wind speeds will be gusty, possibly reaching 40 to 50 miles per hour on wednesday and a slight chance of thunderstorms. snow levels will be much higher, so not expecting what we had last week to happen again this week. we'll also see some of that snow melting. for today, a few spotty showers still possible, but mostly dry. tomorrow we'll start out dry, and then starting to see that rain approaching the north bay late, continuing throughout the day on wednesday, that could once again bring in some significant rain. i'll have more updates on that and mike, the drive is pretty calm right now. >> pretty calm. overall if you look at the maps here, folks, everything looks

standard for this time, maybe lighter than you see at a normal 5:18. my concern is there's slowing in livermore. that's not the concern. the concern is folks getting toward the bay bridge, the toll plaza live shot an earlier backup, a little bit more car traffic flowing through the area, and i think that might be because some folks might have taken to their cars on this first day, remember, as pete suratos has been reporting, we had the first day with this new b.a.r.t. schedule in place, they have the 5:00 a.m. start which sounds like everything's just fine but that means the folks that were taking the trains prior to that had to use the bus bridges that were in place. the early bird service, and that includes buses provided by muni, ac transit, san transit and a couple other systems. those folks might have taken to the roadway. we'll see over the next week or two how thing sort out at the morning commutes. the golden gate bridge an easy drive. a crystal clear view makes things a little chilly here and we're watching for the effect as kari talks about the rain coming

african-american virginia residents want him to stay on the job. justin fairfax accused of sexual assault by two women. fairfax denies the claims. today a virginia delegate plans to introduce articles of impe h impeachment against fairfax. in the meantime, vanessa tyson is set to speak about the me too movement tomorrow. tyson is a fellow at stanford's university center for advanced study in the behavioral studies. she is set to appear on campus tomorrow night at a symposium called "betrayal and courage in the age of me too." tyson says fairfax sexually assaulted her in 2004 when they were both aides at a democratic national convention. again, fairfax denies the claims. 5:24. the state of north carolina right now in mourning after the death of one of its long-time lawmakers. 13-term representative walter p. jones, jr., was the only house republican nationwide to run unopposed when voters reelected him in november.

out the door. meteorologist kari hall has been tracking that for us. >> you don't have to worry about warm temperatures out there. it is very cold across the bay area, you don't have to worry about rain for the most part across the bay area. as we get a look now at our camera in san jose, and we've seen some of the chilly ten toutour temperatures come along with clouds overhead. temperatures by 7:00 dropping down to 37 degrees and it gets milder throughout the day. here is a look at also storm ranger, a couple of spotty sprinkles for a few areas on the peninsula, mostly over the santa cruz mountains. the rest of us dry and we'll talk about what's ahead as we head into the weekend coming up and the metering lights you can tell it's on. >> they're on. laura showed you that, folks. as laura was talking about, we're not sure if we could figure out how many of these folks 17, 18, i don't know exactly how many, but if there is a trend with more folks hitting the road earlier. i think there is. remember as laura said and pete's been following, b.a.r.t.

didn't start trains until 5:00 a.m., the next few years they'll be working on the trans bay tunnel. it may not seem like a lot, three minutes earlier will you the folks monitoring the traffic flow saw more traffic coming through the maze and approaching that bay bridge and that's why they decided to start metering earlier. we'll follow this trend and see if it is indeed a change or just folks adjusting to the first day, wary of the early bird service and trying to get a head start. we'll follow things around the best of the way bay, aside from the bay bridge everything else is on schedule, maybe light. it's cold. folks trying to take an extra second to warm up. a wake-up call you wouldn't want happened in contra costa county. a driver of a truck crashed into a house after a chase with police. "today in the bay's" bob redell is live outside the home in antioch. anybody hurt in this one, bob? >> reporter: yes, the driver of

that pickup truck is in the hospital after suffering major injuries when they crashed into this home here on golden bear drive. you see the truck it's since been removed, the house has been boarded up. there's a porch awning in front or roof that looks like that is severely damaged. as far as the rest of the house structurally, it doesn't look like it's on the verge of collapse. this is what it looked like shortly after the crash, around 11:40 last night. according to police, they started chasing this white pickup after it was reported stolen. the driver of that pickup lost control, ended up here. this man you are bea to hear from, he was asleep inside. >> i slept on the sofa, but i didn't know anything and i heard the sound, just a boom like that. like that, and i thought somebody is shooting and i run up to the stair, and then the cop knocked on the door, tell me to open the door, but i tried to open, the door is stuck. he take me out and tell me stand

outside, don't go inside, that's all. >> reporter: no one inside the house was hurt. again, the driver is the one who suffered major injuries, and if you come back out here live i want to show you something. this is the start of the path where the driver lost control, ran over the street sign, and then went uphill and launched into this house. i bring this up because it gives you a sense of just how fast that driver must have been going as they are trying to avoid police. of course, that person is in the hospital, and we assume will be taken into custody afterwards. reporting live here in antioch, bob redell, "today in the bay." >> that poor homeowner. thanks so much, bob. 5:33 right now. developing now, a person is hurt following a rollover crash in the south bay, it happened about 2:00 in the morning on highway 101, south of coyote creek drive near morgan hill. new video in to our newsroom of that accident. look how this car was just ripped apart. sedan hit a retaining wall, as it overturned. the chp says the driver was hurt, but is expected to be okay. the cause is still under investigation.

it's not clear if drugs or alcohol played a role. big change for b.a.r.t. commuters, a live look at the temporary transit center in san francisco as commuters arrive. b.a.r.t. station also no longer open before 5:00 a.m., customers must plan to use a trans bay bus service that will operate during that time. seven bus routes will drop travelers off at the temporary trans bay terminal in san francisco, this comes as b.a.r.t. works to shore up the trans bay tube against a major earthquake. "today in the bay's" pete suratos will have a live report for us on those changes ahead coming up at 6:00. and new for you this morning, governor gavin newsom is planning to pull national guard troops from california's border with mexico. it's a big announcement the governor will make this morning. "today in the bay's" kris sanchez joining us with that action and what's next. kris? >> hi there, marcus. governor gavin newsom says he wants the state national guard to focus on real issues that face the state, and not some sort of theater, as he calls it.

we expect to learn more about that plan today, to be included in newsom's state of the state address tomorrow. what we know at this point, though, is that the governor wants to pull the 360 california national guard troops at the border now to "refocus on a new mission." his plan would send 110 troops to train to assist cal fire's fire suppression efforts, also it would add 150 personnel to the california national guards counter drug task force, and it would also authorize 100 troops to conduct intelligence against drug car setels across the stat. governor newsom wouldn't be the first governor to pull troops from the border. the governor of new mexico did the same thing last week citing the president's fear mongering she called it. newsom calls it a manufactured crisis. with this action, 1100 national guard troops remain at the border in texas and nearly 600 would remain in arizona. we're going to continue to track this story for you today, and of

course, when the governor issues his state of the state address, nbc bay area will be there as well. marcus and laura? >> thanks for following, kris. it is 5:35 right now. right now, the richmond-san rafael bridge traffic is flowing. after this, this temporary repairs completed friday night. a permanent fix will have to wait. last thursday, chunks of falling concrete closed the bridge, you may recall. these were crews working to repair it, and that bridge expansion joint where they saw the problem was. cal trans wanted to get the repairs done this week but there's more rain in the forecast so they decided to wait until next monday. the work will take place mostly overnight to try to minimize the impact on traffic. they say it may take ten nights just to finish it up. we'll keep monitoring that for you. an east bay family is mourning, they say their 49-year-old son is the pilot who died when that plane crashed on

mt. diablo friday night. chris debarr sr. said his son scuba dived but flying was his newest passion and just got his license five months ago. >> he bought it, this plane that he was flying about two months ago. loved flying. >> christopher debarr believes his son was flying to granite bay when he left hayward airport friday night. an official identification has not been made. the plane's wreckage was found saturday afternoon. >> 5:37. a tragic crash in the south bay, a woman was struck and killed trying to get help on the road. the chp says that woman and her husband got into a minor accident when that woman started walking to get help, and was hit by another car. this happened around 6:00 sunday morning at the interchange of highway 101 and 680 in san jose. chp says that that husband was waiting in the car for a tow truck, his wife told him she wanted to try to go find help. she was pronounced dead at the

happy monday. at 5:4, wa3, waking up in concoo temperatures in the 30s. we'll see a few clouds and keep the temperatures in the 30s through 8:00. after that, it gets milder with a mix of sun and clouds, low 50s by noon. we'll continue to go up a few more degrees from there and get a look at all of our microclimates and talk about the next storm moving in, in less than five minutes. >> and palo alto, look at the peninsula, starting to pick up the volume just a tad bit, right on schedule. we had the metering lights

turned on a few minutes early. we're going to talk about what's going on approaching the area. we have a delay that may be an issue for you, if you travel along that east shore freeway, so we'll check that out. also checking out the north bay times, traffic slows into thely. highway 37 seeing a build. last week we had big problems. we'll see how the commute from the east bay to the north bay shapes up coming up. >> sounds good. you keep transon that and we'll check back with you. thanks, mike. it's 5:44. did you see this over the weekend, a rare site of snow in the bay area. some cases you had to hike a little bit to get to it. folks had a lot of fun. ample sledding there at least for a while. this is what it looked like near the summit of mt. diablo. the good times seem to include building some snowmen out there, people were caught doing sledding, snow angels, the works. people we spoke to say it was worth the trek to head up the mountain. >> i haven't had this experience before especially on the mt. diablo, like so close to home, like in our backyard.

like i could get used to the snow, being up here. i could get used to the snow being up here. it's nice. >> here's what it looked like at mt. diaclow's juniper khan ground. the weekend brought five inches of new snow at the top of diablo adding to what was already on the ground from the previous cold storm that moved through. dramatic video emerging from a scary scene that played out earlier yesterday morning in southern california. a dui suspect ran into a crowd of people, this is outside of fullerton bar early yesterday morning. people were trapped under the truck and bystanders sprang into action to pull them to safety. nine people are injured, so far no deaths are reported. police arrested the 22-year-old man from anaheim. is he facing felony dui charges. this morning a 16-year-old boy is behind bars on suspicion of deliberately running over a school employee with a car, this is at a southern california high school. according to the county

sheriff's department, that student was running away after stealing a candy bar during a school basketball game at thousand oaks high school friday night. a school employee stood in front of that student's car to stop him from leaving. the 16-year-old allegedly drove into the woman. she is now in critical condition. we're told that student had just gotten his driver's license the day before. also in southern california, a woman drove her car into the lobby of a police station. security cameras captured the whole thing. it happened in san pedro. the woman who had her infant daughter in the back seat maneuvered her car past the exterior barriers and drove into the lobby of the station you see there. the lobby was closed at the time. no one was injured, but of course, there were officers in the building. look at them come out. the woman attempted to pull out of the lobby there, but eventually was trapped by one of the barriers. she was unable to drive off. she, of course, later arrested. no word yet on a motive. happening today, a new push to protect sex workers from

arrest when they report violent crimes in california. state senator scott weiner will announce a proposal this morning in san francisco, seeks to protect sex workers with being charged with prostitution after reporting sexual assault, trafficking or robbery. contra costa county could soon start issuing new commercial cannabis permits. happening tomorrow, the county board of supervisors is set to decide whether to approve a new selection process allowing new businesses in agricultural zoning districts. the proposed section process being considered requires applicants to submit letters of intent. that would favor applicants with a locally owned business element. the president heads to el paso today to push for his wall. >> scott mcgrew, the president says a stronger border wall will make the texas city safer. >> that statement has made a lot of people angry in el paso, because el paso is already a safe city, even the republican mayor of el paso speaking out defending his city. we have some video here of mr.

trump inspecting wall prototypes in the past. el paso already has a border fence. in his state of the union, the president said el paso used to have extremely high rates of violent crime, one of the highest, he said, in the country, and one of the most dangerous cities. now the powerful barrier in place, he said in the speech, el paso is one of the safest. both the republican mayor there and the local paper, "the el paso times" point to crime statistics showing the opposite. el paso is a safe city by anybody's standard but crime actually went up after the construction of the fence in 2008. the democrat who ran for texas senate but lost beto o'rourke will hold an anti-wall rally at the very same time and do that very close to the president's rally. negotiation between democrats and republicans to map out a path for a border funding bill disintegrated over the weekend. democrats tried to limit the number of people immigration authorities could detain. it doesn't look like these talks

are going to work out. that means we restart our countdown clock with no new funding, the government will shut down again in five days, that includes today. >> as the first woman elected to the united states senate from the state of minnesota to announce my candidacy for president of the united states. >> minnesota senator amy klobuchar the latest democrat to declare her candidacy. five women in serious contention for the democratic nomination. she did sew o in a snowstorm. president trump made fun of her making her speech in a snowstorm. elizabeth warren also announced over the weekend. richard ojeda is on the list but he's dropped out as we try to keep track of everyone. warren formally announced over the weekend but she announced a couple weeks ago she'd do this as well. so we continue to watch this. we'll watch what's happening

b.a.r.t. in the dublin area, it's going to be in the low 30s. look at that, 33 degrees at 6:00, and then it will take a while before we work our way out of the 30s into the 40s. by early afternoon we reach into the low 50s. we have seen a couple of spotty, light showers moving through on storm ranger, mostly on the peninsula, so we'll see that possibility going out throughout the next couple of hours, and then we have a couple of storm systems in play here. so we have our area of low pressure dipping in from the north, but it will tap into some subtropical moisture going into the middle of the week and that could enhance our rainfall starting out late tuesday night into wednesday, but today we're just looking at some spotty rain and we'll talk more about what to expect as that next storm system comes in, a lot of rain in the forecast for the middle of the work week. and mike, you're taking us now to the east shore freeway. >> that's right. if i told you there's more slowing as we approach 6:00, the east shore freeway would not be a surprise nor 880 through hayward out of san leandro and 680 south through pleasanton. those are your typical spots, but the slowing on westbound 80

follow her and the forecast on twitter @karihallweather. teachers in denver are going on strike today. >> the teachers who failed to reach a deal with the denver public school district, educat r educators say they just want better pay. the district offered to cut 150 jobs from its central office and use the funds for teachers' compensation. it also offered to eliminate performance bonuses for administration staff. first you'll hear from the superintendent, then a teacher. >> you know to get a deal, we need to be at the table truly negotiating. we brought three different proposals with significant changes across all three of them, and that's how we're going to get a deal. >> it doesn't make any sense why they wouldn't come with a simple salary proposal so yeah, we're all going on strike and i don't think any of us are happy about it, but we have to do it, and i'm doing it for my kids. >> the denver strike follows a big strike in l.a., and comes as teachers here in oakland are

a very good monday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike will have a look at the commute in a sec. and kari hall is getting us started with the day. cold temperatures bring out the coats. >> another morning for heavier coats. they're getting worn out this season as we start out again with some 30s across parts of the bay area. i've also seen a couple of spotty showers. as we take a live look in san francisco, things are looking good here but you'll notice that it is very cold with some low 40s there and some freezing temperatures in our inland valleys. fairfield now at 30 and it's 32 in livermore. as we check out our seven-day forecast, there is some heavy rain headed our way midweek and again for the weekend. i'll have more details on that in just a few minutes. mike, you're getting us out there on the roads. so far it seems calm. >> calm for almost all of the bay. i want to point out one spot where you have to plan on a slower drive and that's the at the top of the screen. the incident at the bottom of the screen 280 in san jose we'll get more details. chp should arrive in the next
