a very good monday morning to you. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike will have a look at the commute in a sec. and kari hall is getting us started with the day. cold temperatures bring out the coats. >> another morning for heavier coats. they're getting worn out this season as we start out again with some 30s across parts of the bay area. i've also seen a couple of spotty showers. as we take a live look in san francisco, things are looking good here but you'll notice that it is very cold with some low 40s there and some freezing temperatures in our inland valleys. fairfield now at 30 and it's 32 in livermore. as we check out our seven-day forecast, there is some heavy rain headed our way midweek and again for the weekend. i'll have more details on that in just a few minutes. mike, you're getting us out there on the roads. so far it seems calm. >> calm for almost all of the bay. i want to point out one spot where you have to plan on a slower drive and that's the at the top of the screen. the incident at the bottom of the screen 280 in san jose we'll get more details. chp should arrive in the next couple of minutes but over here,

they've been on scene, westbound 80, your commute direction off the carquinez bridge is jammed up bisque basically from cummings skyway just past highway 4 to pinole valley road. one lane is still blocked, ties folks up on the upper east shore freeway. in toward san pablo, richmond and el cerrito and smooth drive to the bay bridge where the metering lights are on. they were turned on a couple minutes earlier today as we look at the backup, this formed earlier. we may have seen more traffic. we'll continue to monitor this. some folks may have been affected by b.a.r.t. >> we were saying b.a.r.t. start time hitting earlier this morning and a major change that caused a lot of riders a problem. >> actually they're hitting a little later from 4:00 a.m. to 5:00 a.m., and that can make a munlg differen huge difference for people. pete suratos has been talking to people this morning. a lot of people have to adjust their plans. >> reporter: good morning to you, laura and marcus. some huge changes. they have to adjust plans and

we're hearing from some of those b.a.r.t. riders who had to use this new bus line, headed into san francisco this morning. we want to show our viewers this new route for this bus line, if you are an early rider. the buses won't stop at every b.a.r.t. station, a little under half of them, 21 of the 48 b.a.r.t. stops have this bus line so it's important to plan ahead for this. but this early bird express line includes about 15 new bus lines, running between 3:50 a.m. and 5:30 a.m., between selected b.a.r.t. stops from the trans bay to san francisco to contra costa county. now this late start time during the weekdays, b.a.r.t. trains will start at 5:00 a.m., are being done to accommodate the seismic retrofit of the trans bay tube, and the changes and times will affect nearly 3,000 passengers. here's what some of the commuters getting off the bus at the temporary trans bay terminal in san francisco are saying about the changes. >> you knew there was going to be a lot of people and you knew that you need probably at least two or three buss in order to

accommodate the people, and they still, they had only one bus. so these are the things where you really ask yourself, it's common sense, why would you not be prepared for this in a better way? >> given that they're doing a seismic retrofit, it's necessary, so if that's what they have to do, it needs to be done, and i think most of us can be patient and work through it. >> reporter: the changes will last for more than three years. that's the length of this retrofit project, which will cost roughly about $300 million, so guys, this will be the new norm until 2022. er we a're live in san francisc pete suratos for "today in the bay." >> a lot of ajudgments for people. thanks, pete. in just a few hours president trump heads to el paso, texas, to focus on securing the southern border with mexico. back in washington the effort to negotiate border security and another government shutdown hit a snag over the weekend. >> tracie potts joins us live in

washington with more on the ongoing negotiations. good morning, tracie. >> yes, laura and marcus, good morning. they are at a standstill here in washington, trying to prevent this government shutdown on friday. the meltdown happened over the weekend and it wasn't just about the border. >> i believe that we all have come here in good faith. >> reporter: with just four days to go, lawmakers working on a deal to avoid a government shutdown are at a standstill. >> i'll say 50/50, we get a deal. i hope and pray we do. >> we could end up in a train wreck. >> reporter: the conference committee negotiating border security is stuck on how much prison space to set aside for immigrants who have committed crimes, and how aggressively agents will go after those who haven't, that is reportedly holding up democrats, agreeing to any funding for a barrier at the border. >> experts on securing it say these are our top three priorities, we need money and yet they're saying zero dollars for that. i don't understand that.

>> reporter: the white house says we could see a shutdown friday, and president trump may still declare a national emergency to pay for the border wall. >> what you probably see is a president say yeah, okay, and then i'll go find the money someplace else >> if the president has something on his desk and wants to veto it, we need to override the veto. >> reporter: the white house says an emergency declaration is not the only way president trump can get money to build a wall but the big money is on capitol hill and right now, that wallet is closed. tracie potts, nbc news, washington. >> 6:05 right now. continuing coverage this morning, still no timetable on when oakland teacher also walk off the job. the district appears to be dead set on planned budget cuts. the district cites decreasing enroe enrollment and more school closures are likely. teachers are working without a contract. both sides awaiting the results of a state assessment tu due on

friday. today a meeting follows the death of three men last year who died after tasers were deployed. in the last incident, achinadu okobi died in october when he was tased by deputies in millbrae. the d.a.'s office is still investigating that incident and may release body camera video by the end of this month. today's study session begins at 6:00 p.m. happening today, the two men charged in oakland's deadly ghost ship warehouse fire are due back in court. derek almena and max harris face 36 counts of involuntary manslaughter for the deaths in the december 2016 fire. defense attorneys request the building's owner, oakland firefighters and police officers be arrested in the case. the lawyers allege they knew about the dangers at the warehouse and didn't take any action. both almena and harris are set to go on trial in april. 6:06 for you right now. this morning, snow is still sticking around some of the high parts of the bay area. >> it made for a fun day as

people headed upward to experience the wintry weather, higher elevations had enough snowfall for folks to grab some sleds, test it on out. this is near the summit of mt. diablo where a lot of families came out for a great weekend, snowball fight, sledding, snowmen and snow angels. while it was fun to be up in the sierra, not so fun attempting to come back down. the chp reopened interstate 80 in both directions on sunday afternoon, but earlier in the day, people were worried it was shut down from colfax to the nevada state line. multiple cars spun out, drivers couldn't see anything, so the chp managed to close it. another storm in the forecast this week, another planning session there, anyone planning to drive there in the big sur area is warned to brace for possible closures. this is video from 2017. some of the areas are still stabilizing. cal trans warns the coming storm

on tuesday could trigger a new set of closures so beware, right, kari? >> yes, we will have another round of heavier rain moving in late tuesday night into wednesday. now it's just really cold outside as we are in between these storms, seeing some dry weather, and as you step out the door in livermore, it is freezing. also watch out for icy bridges and overpasses. we've had a lot of rain, some of that moisture may be left behind and then temperatures in some spots that have been dipping below freezing. as we talk about the sierra, we are now at 123% of normal, and there is a lot more snow on the way, with that next storm system that will be moving in, but once again, things have quieted down now. we are just left with a few spotty sprinkles, mainly on the peninsula, as we track some light rain that continues to move through with storm ranger. we'll talk about what's ahead as the next storm arrives coming up in a few minutes and mike, you're tracking now a crash in the north bay. >> in addition to the crash coming out of the north bay and here westbound 80.

talking about this area right here, you see the v in "vallejo" westbound highway 37 toward the mayor island bridge. perhaps on the bridge a minor crash moving to the shoulder but it's tight there so that's why there's additional slowing out of vallejo. it's fine past 121 toward the novato side. the north bay moves nicely but out of the north bay, carquinez bridge westbound 80 jams up all the way down to highway 4 and pinole valley road. the crash blocks one lane from whey understand. no major injuries, just a major problem as far as that portion of the east shore freeway, it pays benefit for folks south of there, headed down to westbound 80 toward the bay bridge, only the metering lights to hold up folks there. the maze builds a little slow, more gradually, 880 southbound, as well as 680 southbound, they're both slowing a bit as you head down toward mission for both of those folks. note also northbound 880 around maui, a report from chp saying there's someone on the shoulder that might be creeping along in the wrong direction on the freeway, so chp is going to let us know if there are any

problems, use caution through that area. other side of the peninsula it's clear, there's palo alto but a scary issue over there in fremont potentially, if there's something going the wrong direction. we'll track that, guys. >> absolutely. thanks, mike, for the update. it is 6:10. next and new, a lot of people laughed at the video of a bat at a basketball game last week. but this morning, the serious health concerns for fans who were there. and the irs is confirming what a lot of taxpayers already found out, your return is going to be a lot lower this year. and later, bad oil. at 6:25, the bay area woman who reported the problem that our consumer investigator says goes statewide. don't want to miss this one. 6:10. you're watching "today in the bay."

the time now is 6:13 on this monday morning, as we start to see the sun rising over the south bay. also some clouds overhead. it's another cold start. sunnyvale will be in the mid-40s by 10:00, and we're still not going to be near our normal high of 61. we'll be in the mid-50s again today, but you do want to get out there and enjoy it. we have more rain on the way. i'll talk about the arrival of that rain and how much you can expect, coming up in about five minutes. >> right here, richmond-san rafael bridge, actually not bad, and fully open for business. they put off the weekend work until a little later when the rain is not an issue for the repair work. traffic is flowing smoothly.

we'll talk about the problem getting here, coming up. and a very good morning. happy monday to you. investors looked like they are in a good mood this morning, despite the fact that we're five days away from a new government shutdown. activision the video gamemaker not commenting on reports it may lay off workers. amazon reportedly rethinking its move to new york city after protests there. the protest with much fanfare, the company announced it was going to open a second headquarters in queens, and now "the washington post" says the company's considering pulling out. it hasn't built anything yet, so it would be easy to move those jobs elsewhere. president trump will sign an executive order today, encouraging the government to work harder on artificial intelligence. the proposal does not have a lot of detail and hasn't been signed yet, so it's hard to say what kind of effect it will have. video here of the peninsula's c3, where ai researchers are hard at work. the most important detail today, signing it, puts no additional money behind ai.

what it will do is order the government to free up more data, so the researchers can use it to train ai. again, we need to see the final document to get details. but large quantities of data would really help develop artificial intelligence. sprint accusing at&t of playing fast and loose with the phrase "5g." fifth generation is coming to cell technology, faster speeds, but it's not here yet. sprint says at&t started labeling their customers' connection as 5ge, which is not true fifth generation connection. at&t says the "e" stands for evolution. in fact, sprint's lawsuit points out there are no phones on the market that can receive 5g. it is exciting what's coming to 5 zwln 5g, we're waiting for it but the irs is pointing out something we

found out, your tax return will be smaller this year or you're owe money. taxpayers are not happy. the irs says the average return will fall about 8%. now, obviously everyone's tax return is different. most people i think understand a tax return and a tax cut are two entirely different things. >> right. >> but a lot of people look forward to that tax return and getting extra money, which was their money to begin with back and it's going to be lower this year in most cases. people are upset about that. >> lots of changes. >> you expect one thing and you get another. >> another. >> thanks, scott. 6:16 right now. do you remember this video we showed you from last week, where there was a bat loose at a game? yes t happened at an indianapolis pacers game. actually brought it to a halt. may have been easier to make light of at the time but health officials are concerned fans may have been exposed to rabies. the bat was never found, and right now, they don't know what happened to it. rabies is only possible when a bat makes direct contact with human skin. it was flying around quite a bit there. so far, no reports the bat

actually touched anyone, but a lot of the players were seen kind of trying to swat it away. >> so we don't know if it has rabies and don't know if anyone touched it. >> they just need to put the warning out for people. >> yeah. it was cool video. >> stay away from bats. >> all right, so this morning, it is cold, as you get ready to head out the door, and we're going to have those temperatures back in the 30s. we'll talk about that, as we get a look at our live or right now temperatures around the bay area, and the seven-day forecast is coming up at the bottom of the screen. it is freezing in parts of the north bay, and the tri-valley. we are very close in san martin right now. a lot of the water that we've had from the past several days may still be on those roads, they could be freezing as well, especially on the bridges and overpasses, so watch out for that, and our temperatures for san francisco and some of the coastal areas in the low 40s. as you get ready to head out in san jose, headed to school, upper 30s, bundle up, as you walk to school this morning. it's still going to be cool,

even as the kids get out of school today, with some mid-50s, but at least we will get some sunshine at times. we've also seen a few areas of some spotty rain, being tracked on storm ranger, mostly for the peninsula, and the santa cruz mountains. really not amounting to much, but it is something to make those roads wet once again and with these cold temperatures of course, that is a concern. our next storm system moving through farther to the north, and as it moves closer, it will tap into what we're seeing here, the clouds. that's actually some subtropical moisture, and when we see that happen, it enhances our rainfall. so we are going to have another round of some heavy rain that starts late tuesday mignight fo the north bay. most of us will see it on wednesday. elevated flood risk, the ground is already saturated and we also have some gusty winds that may top 40 to 50 miles per hour especially in the hills and an isolated scattered risk of thunderstorms. snow levels will be much higher than we've seen recently.

in fact, snow may be melting as they will be a warmer storm but still a chance of rain today, just hit or miss showers and partly cloudy skies. tomorrow we're dry for the most part and that storm gets here late tomorrow night into wednesday, becoming more widespread by wednesday morning, even some more heavy sierra snow, as we go from wednesday, off and on rain, gusty winds and gradually dips to the south by thursday. our rainfall totals may reach anywhere from one to possibly two to three inches of rain, so of course, we'll wau will once monitor the risk of flooding. thursday we're all dry and for the weekend, here we are, once again with some more rain in the forecast, and chilly temperatures. and mike, you were hearing about that wrong-way driver. is that still the case? >> the report is still in there, but chp has been called off the case. originally fremont pd might have been involved but it was on the freeway, reports of someone traveling southbound on the northbound side of 880, right around mowery.

fremont pd was called off and the chp has been called off so sounds like everything's okay. i'll continue to watch for any issues. so far, it's a little bit of a build north of there, headed into fremont out of union city. not a major concern. over here, coming off the carquinez bridge, we continue to see the build, now really jammed up just off of the bridge, passing the cummings skyway down to pinole valley road. two lanes are blocked because a fire truck is there, possibly minor medical assistance to the earlier crash. it's been there causing the big problem out of the north bay. passing highway 4 and pinole valley road, that keeps clear c berkeley. the metering lights are on at the bay bridge. we may have seen a few more cars early on and now as we had the earlier issue. b.a.r.t. didn't start service on the trains until 5:00 a.m.. pete suratos is telling us about the early bird service and i tweeted out that information, pete has, follow pete's tweet,

let's head over to walnut creek, as we get a live look outside, things are looking good there, but there may be some icy patches on the elevated roadways, and bridges, and as we go throughout the rest of the morning, we go into the upper 30s to the mid-50s today. there will be a mix of sun and clouds, but once again, we've also been tracking a few spotty showers moving through, and i'll keep an eye on that, and a look at the weekend forecast coming up in about seven minutes and mike, now you're going to take us to the east bay. >> kari, we're still tracking a crash causing a backup on the east shore freeway. here is the traffic volume westbound is your commute direction. it jams up right about highway 4, so you see that coming off of the carquinez bridge, over to pinole valley road. we still have reports of two lanes blocked by the crews. fire crew went there to lend minor medical assistance and we're waiting for a tow truck, perhaps, because a couple vehicles were involved in the crash. it keeps things light down the rest of the east shore freeway until you get to the bay bridge toll plaza and the rest of the bay typical build south bay, northbound routes, 680 and 808

south off of 580 in toward fremont. the bay bridge toll plaza has your standard backup right now, but it did start a little bit earlier. we may have seen a few more cars headed earlier possibly because of the changes on the b.a.r.t. system. if you say what changes, i hand that back to marcus. >> thanks, mike. the big change for some b.a.r.t. commuters this morning. stations across the east bay system will no longer be in before 5:00 a.m. on your left a live look at the antioch station and on your right a live look at the temporary transit center in san francisco, as commuters arrive. customers must plan to use trans bay bus service that will operate during that 4:00 a.m. hour. seven bus routes will drop travelers off at the temporary trans bay terminal in san francisco. this affects nearly 3,000 passengers. hear what some of those commuters are saying about that big change.

>> it might be a problem, because i usually go in early, so i could get home earlier and spend more time with my family, take my daughter to gymnastics >> and that might affect that. that change is expected to continue for the next three and a half years. this comes as b.a.r.t. works to shore up the trans bay tube against a major quarterback. a wake-up call no one would want, it happened in:can cloud cover county when the driver of a truck crashed into a house after a chase with police. "today in the bay's" bob redell joins us outside a home in antioch and spoke to a homeowner as well. bob, anyone hurt? >> reporter: laura, yes, there is one injury, the driver of the pickup truck who suffered major injuries after crashing their vehicle as you can see in the front corner of this house here on golden bear drive in antioch, as you could see the truck has been removed. the house has been boarded up, but this is what it looked like shortly after the crash that happened around 11:40 last night. according to police, they started chasing this white pickup truck after it was reported stolen. you can see the vehicle lost

control, ended up here. this man you're about to hear from, he was asleep inside the home. >> i slept on the sofa, but i didn't know anything and i heard the sound, just a boom like that. and i thought somebody is shooting and i run up to the stair, and then the cop knocked on the door, tell me to open the door, but i tried to open, the door is stuck. he take me out and tell me stand outside, don't go inside, that's all. >> reporter: no one inside the house was hurt. again, the driver is the one who suffered major injuries, and if you can see the path this driver took, when they lost control, ran over the street sign, and then went up the front line. i bring this up because they were going uphill for them to go this far and do that damage to the house, gives you a sense of how fast that vehicle was traveling. reporting live here in antioch, bob redell, "today in the bay." >> thanks for the latest there,

bob. it is 6:33 right now. developing now, a person is hurt following a rollover crash in the south bay, it happened about 2:00 in the morning on highway 101, south of coyote and morgan hill. new video in to our newsroom of that accident. it was a sedan that hit a retaining wall as it overturned. the chp says the driver was hurt, but is expected to be okay. the cause is under investigation. it's not clear if drugs or alcohol played a role. >> 6:34. governor gavin newsom is planning to pull national guard troops from california's border with mexico. it's a big announcement the governor will make this morning. "today in the bay's" kris sanchez joining us now why that action is being taken and what's next. kris? >> reporter: hi there, marcus. governor gavin newsom says he wants the california national guard to focus on real threats to this state and he says that illegal immigration at the border is not one of them. we expect to learn more of this plan later on today. it's a plan to be included in

newsom's state of the state address, which is tomorrow. what we know at this point is that the governor wants to pull the 360 california national guard troomz at tps at the bord to "refocus" on a new mission. the plan would send 110 troops to train the wildfire suppression effort. also authorize 100 troops to conduct intelligence against drug car sells across the state. governor newsom would not be the first governor to pull troops from the border. the governor of new mexico did the same thing last week. she cited president trump's fear mongering, newsom's calling this a manufactured crisis. with this action, 1,100 national guard troops remain in texas and arizona. we'll keep you updated on the plan and also be at the state of the state address tomorrow. marcus and laura? >> all right, chris, thanks for

that update. 6:35. this morning a lot of people still buzzing about last night's grammy awards. >> here are the winners from the grammy's, casey musgrave, country singer took home the grammy for album of the year for "golden hour." donald glover known as childish gambino was a no show but made best song and record of the year. this is america is the first rap song to win for record of the year. british vocalist dua lipa was selects at the best new artist. vallejo jayive h.e.r. who won the grammy for best r&b album. >> i want to say thanks so much to god first and foremost, and my parents, who are in the building and my wonderful sister. mom, dad, this is for all the sacrifices that you made for me and thank you for embracing my talents and who i am. >> other bay area winners, oakland's fantastic negrito who won best contemporary blues

album. oakland band high on fire won best metal performance and san francisco's kronos quartet won best small ensemble performance. a lot of talent here, mike. >> and also a lot of interesting outfits. h.e.r. wore that nice fluorescent outfits. i wonder how they found her with the camera. kids looked at me, what are you talking about. >> dad. >> exactly, "dad." we see slowing southbound 101, right at the curve ator er ite. just over the hill is lincoln, that's a crash and near the off-ramp there. getting more detail as chp arrives. we see the volume of traffic start to build and so that will be a factor as folks head south through san rafael. the rest of the north bay shows a nice easy drive getting out of the north bay, we still have that crash west 80, with two lanes blocked there at pinole valley road that's been a problem. all of the 6:00 hour, just lanes are blocked by fire crews, minor injuries reported but this is an

issue out of the north bay, and that actually keeps things a little calmer through berkeley toward the berkeley curve. two sides to every incident, silver lining for some folks. >> you always can look for it. >> i guess. >> try to find the good in anything. for example it's monday, but you know what? the weekend right around the corner. >> somewhat. >> five days away. >> you're looking at the brighter side of it all. >> yeah, exactly. we won't see a bright weekend? >> no, it's another weekend very unsettled weather. we're still in this pattern with rain coming every couple of days. we're taking a break today, and then again on thursday, and then for the weekend, we have some more rain headed our way. so if you make weekend plans on this monday, know that we will see some scattered showers moving through, and of course i'll be fine tuning exactly when we'll see that rain. if you are planning to head to heavenly, it's going to be another treacherous weekend, trying to get to the sierra, with snow coming down and temperatures staying below freezing, all weekend long.

we will have more cool temperatures and then some rain. i'll have more on that coming up in less than five minutes. >> the travel times for the south bay look great. more traffic flowing on 101 and 85. in the north bay, we have highway 37 westbound your commute direction jamming up out of vallejo. we'll talk about why the traffic flow may have changed in the last few minutes. right now, richmond-san rafael bridge traffic is flowing thanks completed friday night. chunks of fallen concrete closed the bridge. this is crews working to repair the expansion joint. there's rain in the forecast this week so they decided to wait until next monday. when that work gets done, it will take place mostly overnight to minimize traffic impact. it may take ten nights to finish. >> 6:43 right now. southern california, a woman

drove her car into the lobby of a police station. take a look. security cameras captured the whole thing in san pedro. the woman who had her infant daughter in the back seat maneuvered her car past the exterior barriers and drove into the lobby of the station. the lobby was closed at the time. no one was injured but look at that, there were officers in the building. look at them come out. the woman attempted to pull out of the lobby there, but eventually was trapped by one of the barriers. she was unable to drive off. she, of course, later arrested. no word yet on a motive. an east bay family is shell-shocked this morning after an apparent death of their 49-year-old son. they say that he was the pilot who died when a plane crashed on mt. diablo on friday night. christopher debarr, sr., says his son, chris, took adventure to heart, he sky dived, rode motocross and scuba dives, but flying was his newest passion and he just got his license five months ago. >> he bought it, this plane that he was flying about two months

ago. loved flying. >> christopher debarr believes his son was flying to granite bay when he left hayward airport friday night. so far an official identification has not been made. the plane's wreckage was found saturday afternoon. happening today, a new push to protect sex workers from arrests when they report violent crimes in california. state senator scott weiner will announce a proposal this morning in san francisco, seeks to protect sex workers with being charged with prostitution after reports crime such as sexual assault, trafficking or robbery. the president heads to el paso today to push for his wall. >> scott mcgrew joins us now. the president says a stronger border wall will make texas cities safer. >> el paso is already a safe city. even the republican mayor of el paso speaking out defending his city. we have some video here of mr. trump inspecting wall prototypes in the past. el paso already has a border fence. in his state of the union, the

president said and i'm quoting here, el paso used to have extremely high rates of violent crime but now a powerful barrier in place, el paso is one of our safest cities. both the republican mayor there the local paper fact checked the president on the idea crime has fallen. it shows the opposite. crime actually went up after the construction of the fence in 2008. the president tweeted "fact checkers are fake news" quoting somebody from fox news. negotiation between democrats and republicans to map out a path for a border funding bill disintegrated over the weekend. democrats tried to limit the number of people immigration authorities could detain. that was the subject of a morning tweet as well. the president says the democrats are so angry. loosen up and have some fun. the breakdown in talks mean we restart our countdown with no new funding the government will shut down in five days, that

you might be trying to escape all this cold weather, and it's also freezing in livermore right now. watch out for icy spots that may form on those bridges and overpasses, with temperatures as cold. we've had a lot of rain, so just heads up about that. seven-day forecast is up at the bottom of the screen, as we take a look at this beautiful sunrise over the south bay, and still some clouds overhead, so as you're getting dressed, you need the layers, a heavy coat, scarf, hat, some of those things that will keep you warm to start out the day and especially on your walk to school as we head over to contra costa county, check out martinez and our temperature trend. it will be at 38 degrees at 7:00, as you're headed to school, but our warmup happens gradually through the day. it will reach into the mid-50s by early afternoon. i have seen a couple of spotty, light sprinkles in parts of the peninsula, but overall, things are mostly dry. there is a couple of weather systems that will come into play over the next couple of days. this storm that's developing farther to the north that will tap into this subtropical moisture that's farther to the south, so as that moves in, it's

going to enhance our rainfall. we're going to have quite a few concerns here for late tuesday night into wednesday. heavy rain at times and elevated flood risk with some gusty winds. scattered thunderstorms will be possible, but snow levels will be much higher than we've had recently, meaning that some of that snow around the bay area hills may be melting, as that rain moves in, but today just a slight chance of some spotty showers. tomorrow, mostly dry, until the rain gets here late tomorrow night and becoming more widespread for wednesday into thursday. rounds of rain coming in that will continue into early thursday. our rainfall totals once again may be fairly significant, looking at over one to possibly near three inches of rain for some of our coastal hills and our temperatures stay cool, more rain for the weekend. mike, you have some good news, bad news for the east bay. >> that's right. the good news is the crash we've been tracking for basically all hour has cleared, westbound 80, all lanes are cleared and that's good news if you're coming off the carquinez bridge. the bad news is, that's going to send a lot more traffic now, you

see some slowing already building at university avenue for westbound 80. your commute in toward the bay bridge. all the folks jammed up in here are coming off the cummings skyway are releasing down in toward el cerrito, berkeley, emi haveville and the berkeley curve. the bay bridge toll plaza had the metering lights turned on earlier already this morning. we see that build coming now off the berkeley curve. a smooth i whether over here for the east bay 880 and 680 tri-valley south through pleasanton. northbound routes pushing up through san jose and the rest of silicon valley. a smooth flow of traffic there. we show you the build north 101 and that is no surprise as we get toward almost 7:00. it's 6:51, when really we see the build for the rest of the folks going through the high-tech areas of the corridors up toward los altos and palo alto. b.a.r.t. got a late start this morning, this is the case for the next three and a half years. pete suratos is talking about the work for the trans bay tunnel. b.a.r.t. trains don't open until 5:00 but they have the early bird service starting at 4:00,

operate during the early morning hours. seven bus route also drop travelers off at the temporary trans bay terminal in san francisco, this comes as b.a.r.t. works to shore up the trans bay tube against a major earthquake. the change affects nearly 3,000 passengers just moving that time from 4:00 a.m. to 5:00 a.m. here is what some commuters are saying about the big change. >> i'm going to stay taking b.a.r.t. i'm going to go from here and just going to go at 5:00. >> i think it's just unfair for early morning starters, for buys guys who actually have a job and have to earn a living in the bay area. >> the changes are expected to continue for the next three and a half years. tesla is ramping up production of the model 3 but it may be running into other problems. reuters reports when the company announced a round of layoffs last month, they cut the team that delivers cars to customers in north america by more than half. that may be a sign that tesla expects the pace of orders to slow significantly.

there is worries demand for the tesla 3 trailed off after a large tax break for the electric vehicles expired last year. new this morning, a live look in antioch, where one family had a huge scare this morning. at this home on golden bear drive near hillcrest avenue, a truck barrelled through the front of that house. the man who lives there said he was asleep on his couch when this happened. police tell us that officers were chasing that truck because it was stolen. when that crash happened, the homeowner was sure he and his wife were under attack. >> i heard the sound, just a boom like that. like that, and i thought somebody is shooting and i run up to the stair, and then the cop knocked on the door, tell me to open the door, but i tried to open, the door is stuck. >> the driver suffered major injuries although there's no specific update there is. the man and woman inside that home who lived there were not injured. continuing coverage there, still no set timetable of when oakland teachers will walk off the job but the district appears to be dead set on planned budget

cuts. as soon as today, board members will resume their debate, over $20 million in proposed cuts. the district cites decreasing enrollment and more school closures are likely. in the meantime, teachers are working without a contract, both sides are awaiting results of the state assessment, which is due friday. new this morning, tax season is under way but americans are a bit more sluggish when filing their returns this year. the irs says that the number of individual tax returns received in the first week of the season fell more than 12% from last year. the total number of returns processed dipping by 25%. the average refund is also smaller, about $1800, down about $200 from last year. the irs expects to issue fewer refund checks due to the changes resulting from the new tax law. let's talk about the weather. it's another cold start to our morning. >> it's cold out there. we're going to see more chilly temperatures, and it will be dry for most of the bay area, but i have been seeing a few spotty showers near the coast. 54 degrees will be the high
