that's sure to throw a hitch in your travel plans. pot and the presidential campaign, a whole new world involving cannabisnd candidates, all thanks to bill clinton. are you ready for valentine's day, we have some information to make it a good one "early today" starteds now. good morning, i'm frances rivera. >> another government shut down is potentially averted. congressional negotiators say they have struck a deal. the lawmakers didn't comment on the details as they left their meeting on capitol hill. sources tell nbc news what we can likely expect here. nbc's tracie potts is in d.c. it doesn't appear that president trump will get that border wall the way he has been selling it to everyone. >> reporter: not the way he of wall. this is what we have learned overnight about this agreement in principle as they're calling it, the deal to avoid the shut down. first of all, there will be some sort of barrier at the border,

$1.3 billion for some sort of border barrier that includes new fencing but not a concrete wall. possibly those steel slats that the president has talked about. that money would fund about 55 miles of barrier at the border. also, another issue that cropped up that democrats had pushed, how much space for immigrants arrested at the border. there will be no cap on the number of beds and detention centers but there will be a gradual decrease through the fiscal year ending in a number that significantly less than the president wanted. in fact, coming out of that meeting as the president was rallying in texas, lawmakers were trying to strike this deal saying no one quite got what they wanted. >> not a single one of us is going to get every single thing we want, but nobody does, but we're going to get what is best for the united states. >> reporter: now, the big

storm. it's already wreaking havoc across the midwest. on interstate 41, there were several crashes and cars that slid off the road into a ditch. near green bay, a semitruck didn't stop for a red light and slammed into a patrol car. that officer was trapped but thankfully uninjured. the truck driver was cited for going too fast for the conditions. a similar close call happened in iowa when a deputy was hit and injured by a sliding car. officials there urging drivers to slow down and stay safe. let's pass it over to bill karins. good morning. >> reporter: it's arriving -- >> it's arriving in the northeast. chicago and toledo are under ties storm warnings. 97 million people included in winter weather advisories, winter storm warnings and ice storm warnings, all of the great lakes and northeast. washington, d.c. is excluded. you have rain out of this event. the snowfall total,

philadelphia, not much, about an inch, new york city around 3 inches. hartford to boston, 4 to 6 inches and all of northern new england has a chance of a foot of snow. additional snow in areas of the great lakes and areas of northern portions of michigan, could be 9 to 12 inches of snow. from chicago, again, mostly worried about the icing, guys, this morning, and ice storm mornings aren't fun. you worry about power outages, too. >> what a mess. a lot more videos of the spinouts and everything else on the roads. bill, thank you. measles cases are on the rise throughout the country. the cdc has confirmed over a hundred cases since the beginning of the year. health officials are trying to figure out ways to tame the disease. here's nbc's steve patter horizontal. >> reporter: measles a public health emergency with a surge of those infected. the cdc confirms 101 cases since january 1st. the epicenter of the outbreak, washington state with more than 50 cases. most in clark county which has

the lowest vaccination rates. about a 1/4 of kindergartners there aren't immunized. >> it could get exponentially worse. >> reporter: the threat so severe, some hospitals are screening with skurecurity guar and state lawmakers. 18-year-old ethan lives in ohio, a state that allowed his mom to opt out of vaccinating when he was a kid. he says he'sac moms claims. >> her claims were largely debunked by the scientific community that vaccines cause autism, that they cause brain danger. >> reporter: as an adult, he has chosen to get vaks nccinated on own, steve patterson, nbc news. we're a few weeks into the new tax filing season, and things are already off to a disappointing start after the irs revealed that refunds are down 8% compared to last year.

backlash is growing against president trump's tax plan as americans learn they're not getting the refunds they expected. tom costello spoke to several people being affected by this. >> reporter: preparing her 2018 tax returns, gina endy is struggling with sticker shock. last year her family got a $10,000 refund. this year, they owe $10,000. >> i felt like i failed my family. i thought i was following things closely enough, and i thought where will we get the money to pay a tax bill. >> reporter: the reason, the property taxes in new york are $18,500, while they used to be able to deduct their state, local and property taxes, the republican tax law capped those detu deductions at $10,000, the $30, employer withheld 10,000. othe ey'rher 10 k. not alone, 30 million americans are expected to owe money this year. >> most people did not check

their withholding. they didn't change their withholding and in fact, they could be setting themselves up for trouble for the 2019 filing year if they don't check it now. >> importantly, the new tax law doubled the standard deduction for most middle class americans, resulting in lower tax withholdings in 2018. but workers may not have noticed the extra money in their paychecks, especially if they paid more for insurance. if you feel you owe money, you may be able to reduce your taxable income by contributing up to $5,500 to an ira, however, you'll need to do that by april 15th. a virginia lawmaker says more conversation is needed before seeking the impeachment of lieutenant governor fairfax. two women have accused fairfax of sexual assault. he has denied the claims, and called for authorities to investigate.

one of fairfax'sd a impeachment hearings would have provided due process. she says in a statement her client wants the virginia legislature to hold hearings, regardless of what they are called and reject the secret and delayed proceeding. barney's is hitting a new high. the retailer known for its high end fashion is cornering the cannabis market with a new store in beverly hills. it's called high end, and it's scheduled to open in march. the store will be a one stop shop for luxury smoking paraphernalia from grinders that cost 1,400 bucks to bongs that can cost you $900. barney's is ripping a page from med men's playbook. not long ago, simply mentioning marijuana could send a politicians career up in smoke. now, even presidential candidates aren't shying away. senator kamala harris tackled the question and handled it much differently than the man who once famously said he didn'tinh. nbc's hallie jackson has more.
