thanks so much for starting your day right here with us. i'm marcus washington. >> and i'm laura garcia. enjoy the clear morning that we're having today, because boy, tonight that rain is really going to come down. >> tomorrow morning's commute is going to be a mess. we are going to have some heavy rain and high winds, so now is the time to get ready for all of that, as you get ready to step out this morning, it is still cold. here is a live look in san jose with our temperatures in the upper 30s, headed over to east san jose to evergreen, 41 degrees at 7:00. normally we're up to 62 degrees but we're only making it up to 53 today with the clouds overhead and then we are going to see the potential of anywhere from one to five inches of rain across the bay area. a high flood risk starting tonight and some high winds up to 70 miles per hour along with some isolated thunderstorms and snow levels above 4,000 feet, we'll talk about all of this in the forecast in just a few minutes. mike, you have that crash reported at the bay bridge. >> i do, but with that weather you're talking about as well, check your windshield wiper answer tire treads over the

course of today if you have time, to help things out if you need to before tomorrow morning. right now, the bay bridge toll plaza showed an early backup and now it's actually easing up. remember, this is a tuesday, where we often see the heaviest commute for the week, but right now traffic flowing a little bit lighter, including a crash that cleared over at the toll plaza, although i did see the lane shift going on in the live shot so there may still be a little activity in the number three and four lanes. we'll track that as the commute develops. right now, it's not really developing much, coming out through contra costa county. a smooth drive in toward the maze. mild blips for slowing throughout that area. this crash for 680 is actually northbound at bernow. the commute direction is southbound where we see slowing but we'll track the tri-valley and rest of the bay. a smooth flow of traffic on the roadways and rails. b.a.r.t. got its typical start time at 5:00 a.m. the storm kari mentioned will likely push up reservoir levels around the bay area. we expect to see levels and reservoirs being released in the

south bay, because they are not all fit to be filled to 100%. >> we have to release some of the water. "today in the bay's" kris sanchez live at lexington reservoir this morning with a look at the latest numbers. kris? >> reporter: well hi there. good morning to you, marcus and laura. had is not one of the reservoirs that cannot be filled to capacity. this is lexington reservoir, the third largest in the valley water district here in the south bay, but there are others that cannot be filled to 100%, because of concerns over seismic safety. uvas reservoir is at over 100% so that one is seismically safe. it was over capacity even before the rains started rolling in. the thousand trails campground was evacuated about a week ago as a precaution, though the water district says there was no flooding imminent. it was just a matter of people being able to access the area. by daylight, folks have been seeing this sight at vasona reservoir, water over the spillway, the santa clara valley

wa water district is normal. some of the valley water districts, ten reservoirs are here on your screen, va issona , lexington 74% at capacity, stevens creek one of the smaller ones is at nearly 80%, almaden nearly 89% capacity, we say capacity because you can't say full because they can't all be filled at 100% so it's the capacity of what they can safely contain. so we'll continue to watch these reservoirs for you. we know that we need every single drop when the hot summer months come but it is tough when we get all of those drops in a short amount of time. kris sanchez, "today in the bay." >> thanks so much, kris. it is 6:03. capitol hill lawmakers reach a potential deal to avert a government shutdown. president trump will potentially sign off on the deal as we await news of his approval.

"today in the bay's" tracie potts joins us live from washington this morning with what we can expect today. good morning, tracie. >> good morning, tracie, good morning, everyone. this is not a done deal but a framework in principle, lawmakers say, for how they think they can avoid a shutdown on friday. multiple sources tell nbc the deal to avoid a government shutdown friday includes $1.3 billion for 55 miles of steel slats and other fencing, not a concrete wall at the border, restricted mostly to the rio grande valley, plus $1.7 billion to homeland security for other measures like technology and more agents. >> we believe if this becomes law, of course, it will open the government. >> there's not a single one of us that's going to get every single thing we want, but nobody does. >> reporter: president trump apparently not yet briefed at a

rally in el paso last night. he told the crowd -- >> i will never sign a bill that forces the mass release of violent criminals into our country. >> reporter: the issue, space to detain immigrants arrested at the border. democrats reportedly backed off their demand for less space, agreeing to just over 40,000 beds, a gradual decrease from what was planned for this year but significantly less than the president wanted. >> reducing bed spaces for violent offenders in return for more border wall funding is a bad deal. it's a dangerous deal. >> we want sufficient beds that criminals could be taken off the street. >> reporter: now the big question, will the president sign off? he had said he would, if democrats and republicans agreed. but while they were working on it, he was in texas talking about the wall and how it reduced crime in el paso, although the numbers show in el paso, crime was already going

down when they built the wall and actually went up a bit after it was done. laura? >> interesting notes. tracie potts live from washington, thank you. lawmakers may have a deal, but the city of san jose isn't taking any chances. today, city council will finalize another loan assistance program for federal workers in case the government shuts down again. during the first shutdown, the council voted to create the loan program to keep about 500 federal workers on the job, mostly tsa workers at san jose airport. mayor sam liccardo called it a moral obligation. technology credit union will make a half a million dollars available for loans, these are no interest short-term loans. happening today, governor gavin newsom will deliver his first state of the state address. the newly-elected governor is expected to talk about several topics including border security, pg&e's future and wildfire prevention. you can watch his speech during our midday newscast at 11:00 this morning, also streaming it live on our website nbcbayarea.com.

happening today at stanford, a symposium on sexual violence that includes a woman at the center of a scandal in virginia, the scandal involves virginia's lieutenant governor justin fairfax. dr. vanessa tyson accuses him of sexual assault in 2004 which he denies. she is currently attending stanford on a fellowship. tonight she'll speak at a symposium called "betrayal and courage in the age of me too." a follow-up now on the ongoing fight to save three struggling hospitals in santa clara county. the county wants to buy them but we're now learning nurses are talking about striking. "the gilroy dispatch" reports nurses from o'connor and saint louise hospitals will ask county supervisors to recognize their union, california nurses association, or cna, as their rightful representation. another union already represents county nurses. cna says if its demands aren't met, nurses will strike after the sale, which has been tied up in court. the state is trying to block the

sale, to get guarantees for certain services. two vallejo dogs may have to be euthanized after they got into a farm malling animals. three alpacas were killed. sheep and goats were injured. the husky mix dogs dug their way under a fence at loma vista farm last friday. britt hammond with the form says that the loss is tough to cope with. >> it's equivalent to losing a beloved family pet but in this case it's at school, where we know it's supposed to be a safe place. >> the dogs had caused trouble at the farm before, but they say nothing like this. animal control identified the owners through the dog's microchips. they may be liable for veterinary bills and other expenses. to learn more about how you can help the farm, head to our website, nbcbayarea.com. a follow-up now, palo alto is scrapping a downtown office

cap, according to "pa low al low alto weekly" city council voted to do away with the law setting a limit of 350,000 square feet on new nonresidential space. several councilmembers have long complained about the impacts of downtown's new office developments. dozens submitted emails and attended the meeting, urging the council to keep the cap. in honolulu, crews are cleaning up this morning following a powerful winter storm there. several trees were down, a result of the high winds that they had. the storm also dumped snow in the higher elevations, normally tropical maui there. that's unusual to see that happening there. >> yes, we've never had snow that low in hawaii. they're checking the records to see if that could be a new record. here we are in the bay area, going to see that storm that's over hawaii, moving toward the bay area, and really bringing in some heavy rainfall. it starts out with some light showers that we're tracking on

storm ranger nearing the coast right now, and moving into the north bay, but the rest of the bay area sees that storm moving in tonight, and we can see the area of low pressure moving in from the north, and all of that moisture that's rolling across the pacific that will give us a boost in the rainfall totals tonight. so we are still in with the dry weather, some cool temperatures, as you get ready to head out around san jose, going to diridon station. do you need to bundle up, as we keep the clouds and highs today reaching low 50s. we'll talk about that storm in a few minutes and mike is talking about the commute and that crash on the bay bridge. >> that's right. that crash on the bay bridge cleared from the lower deck and that's the good news but now we take you to the dumbarton bridge, as we get a quick look at overall the sensors are moving smoothly. you see more slowing now headed past the toll plaza toward the flat section there by the radio towers. reports of metal debris getting out of fremont and toward the peninsula side. that may be an issue. we'll track that, but likely a quick traffic break. in the tri-valley, into fremont

southbound 680 a crash there, and these folks west 84 around ruby hill by the golf course we do have a disabled vehicle reported there and there are only a couple of lanes. we'll track that for any closures. so far they think they'll clear that quickly. a smooth drive down the east shore freeway, just 22 minutes from highway 4 to the backup at the bay bridge. >> thanks, mike. don't forget the dogs. next for you and new this morning, the high-tech updates some cars are getting to make it easier for pet owners to remember the dogs inside the car. amazon buys up a san francisco company and a movie about silicon valley. we'll take a look when "today in the bay" continues.

right now it's 6:14. we wake up and walk out the door to another chilly morning, but hey, at least it's dry. this is a live look outside in fremont, looking at 880, already busy and then our temperatures go from the upper 30s to the low 50s today. now this is our day to prepare for a big storm headed our way. i'll have the details oen th s t 6:19. >> dublin, the tri-valley i'm tracking a dual of crashes and another crash in fremont, that would be the tri-city area. we'll follow that. good morning. happy tuesday to you. sounds like congress may have a deal to keep the government

open, but we have dwroyet to he from the president whether he likes it. i think wall street may pause to wait for that. latest data from an industry group shows that sales of iphones in china have fallen 20%. apple hasn't confirmed that number. keep an eye on apple stock. amazon is back in the news, it's going to buy eero which makes the little devices to spread wifi around your house. we're not sure what the price was, it was a private deal but hats off to nick weaver there, the founder, we're guessing that deal is well north of $100 million. meanwhile, shoppers at whole foods reporting prices are going back up. you remember amazon cut prices when it bought the grocery chain. the "wall street journal" got a look at internal memos at whole foods that confirm the chain raised prices on 550 different items. remember john mcafee, the eccentric millionaire who created of mcafee anti-virus. he's known for some pretty crazy things. hollywood will make a movie on him based on a "wired" magazine article by joshua davis who went

to the jungles of belize to interview mcafee, wrote about it back in 2012, after mcafee was named a person of interest in murder. mcafee now lives in america. authorities have not issued any more charges against him. to say this guy is a character is really understating it. here a clip of video showing him waiting his turn on tv. it's behind the scenes on satellite. we'll look at it now. >> like the young girl as soon as i said that, and sometimes i will get down like this, she goes, let me get a producer. >> he's threatening the moment that the camera comes on, he's going to hide under the desk during the interview. >> seemed like he was kidding. >> he's kidding. he's kidding. he just wanted to mess with the intern who was behind the camera. that's not the most extreme thing that john mcafee's ever done. it's like the most extreme thing i can show you on television.

weather is still dry. we're going to see some chilly temperatures around the bay area, as you head out the door once again. we are in the upper 30s for many of our inland valleys and the bay is at about 42 in oakland, and 44 now in san francisco. low 40s, upper 30s, yeah, it is cold, at least in our standards, as you head out in martinez, going to school, upper 30s through about 8:00, as you're walking to school. you've got the kids bundled up. it's only going to reach into the low 50s for the afternoon, and we're already starting to see the clouds moving in, some light showers. we're able to pick it up with our storm ranger, mobile doppler radar. see the red scan there on san bruno mountain, and the rain that is still for the most part remains offshore. that will start to fill in, move into the bay area. we can see this area of low pressure, that's been moving in from the north but also drawing in some subtropical moisture and some of that same energy that was with that storm that moved through hawaii will be moving into the bay area, so we're expecting intense winds, and some heavy rain that starts to

become more widespread, going into tonight, starting out light, but some of the heavier rain gets here by 10:00 to 11:00 tonight, and you see the bright reds on there, that indicates where that rain could really be coming down, and it just continues throughout tonight, early tomorrow, and throughout much of the day tomorrow, into the afternoon, before it starts to taper off, but even on thursday, we're still going to be measuring some rain and adding up on those rainfall totals. one computer model is showing the potential of getting anywhere from two to over five inches of rain in the north bay, so this could cause some debris flows and mudslides, a lot to watch here over the next couple of days. and then we'll also have those winds that may gust in the hills up to 70 miles per hour, so now is the time to be prepared for power outages, and then looking at once again the flooding potential that will arise as that heavy rain continues through friday. by saturday, we get a brief break with some more scattered showers on sunday. heading over to mike, you've been tracking a few issues out

there on the roads, and also some of the areas that have cleared up. >> that's right, kari. overall, the net changes not much. we have a little build to the volume, so we see a little more slowing off of berkeley curve, but no problems at the bay bridge toll plaza after the crash cleared there. we're looking over here toward the dumbarton bridge, the debris still reported and we see a little slowing but it's right around the toll plaza, where we expect to see slowing anyway. we're watching 84 westbound but no additional issue there is. south 680, that crash is still reported, right around sunol boulevard. the speed sensors sped up so it's a smooth drive. 84 past ruby hill and that flat tire is repaired on the shoulder so be careful, but the lanes are clear. that's good news for the tri-valley as well. over here a new incident south 680 around stone valley road, this came in the last few minutes as we saw slowing develop in toward alamo, so we're watching for the crash as well. we'll get lane stat from us chp shortly we hope. the rest of contra costa moves smoothly. slowing in the area of san pablo

and here we have a live look at the bay bridge. a beautiful and clear sight for us this morning, but as kari has been telling us, that's all going to change later tonight. she'll have a look at when that storm is set to head into our area and any possible damage it could cause. it is 6:24 right now. new hard-to-watch video of a deadly hotel fire in india. it happened overnight at a budget hotel in new delhi. authorities say 17 people died, most guests were asleep when the

fire started and sadly, we're hearing at least two guests actually jumped to their death to avoid the flames. there are reports it started after some kind of electrical short circuit. new this morning a surprise visit for u.s. troops in iraq from acting u.s. defense secretary patrick shanahan. he'll actually also, he made an unannounced visit to u.s. troops yesterday in afghanistan. this is video from that visit. shanahan says in iraq he'll focus on the government's efforts to become sovereign with the idea of keeping some u.s. troops there for the long-term. contra costa county could soon start issues new commercial cannabis permits. happening tooled the county board of supervisor also set to decide whether to approve a new selection process allowing new businesses in agricultural zoning districts. the proposed selection process being considered requires applicants to submit letters of intent. it would favor applicants with a locally owned business element.

good morning to you. right now, i'm laura garcia. >> i'm marcus washington. let's head over to meteorologist kari hall at a look at when we can expect the rain to come in. >> it will be here for tomorrow morning's commute and sloppy. today it's cold, temperatureness in the mid to upper 30s in our inland valleys. livermore dropped down to 35 degrees, 35 in fairfield and 39 degrees in santa rosa, with some low 40s for the coastal areas. so as you get up and get the kids readier school in san jose, we've got some upper 30s as you're walking to school, and then we reach into the low 50s as we go throughout the day as the clouds continue to roll in. all of that, of course, with the next storm system that will be moving in. we could seen staeven see light the north bay later on this morning. i'll track all of that. headed over to mike you are tracking what's happening at the bay bridge. >> it's looking lighter, this is a treat especially on a tuesday, look how great this view is. the left lanes are clear and

dry. this will be very different, that's why we are going early tomorrow coming on the air monitoring as things probably build up through the area. contra costa county moving very nicely, there may be a crash right around the university avenue so i'm tracking that for westbound 80, but so far, no slowing showed up on the sensors. we are still tracking as well the crash south 680 as you get down toward the sunol exit but it looks like everything is out of lanes. the south bay has begun to build in the northbound direction so you do have a lot of company. back to you. >> thank you, mike. new for you this morning, a fire in contra costa county burned down two buildings overnight, and sent one man scrambling for his life. >> itteded it's bob redell joins us live from antioch this morning. do we know how that man's doing, bob? >> reporter: we suspect he's okay. he lived in an outgoing behind this home on wall net avenue, this is a small neighborhood not far from hillcrest and highway 4 in antioch. the fire started around 12:30 this morning in a couple of outbuildings. one outbuilding according to the

fire department a modified workshop. it started there and then it spread to a modified two-story structure described as a clubhouse and inside that clubhouse is where that man is living. he was able to get out on his own and it looks like he hurt his knee on the way out but the first responders were able to take care of him on the scene. we expect him to be okay. one of the challenges for the contra costa county fire protection district was getting water. there's no fire hydrants in this neighborhood so they had to bring in water tenders from other agencies to fight the fire. they were able to keep it contained with us, just the two outbuildings, not the house that was in the front part of the property, that house came away unscathed, and i did speak with the arson investigators out here this morning. they left within about the past 30 to 45 minutes and he tells me that they haven't figured out the cause yet but don't think it was suspicious, in other words they think it was accidental. reporting live in antioch, bob redell, "today in the bay." it is 6:32 and developing now, authorities in the central valley are hoping the mother of a newborn found abandoned in the

middle of the street will come forward. newspaper deliveryman found that little girl early in the morning. >> i heard the baby crying and screaming. i was like, okay, you know, this is a baby. i got to get out there. >> that's arielio fuentes who found the baby in madeira. about 20 miles north of fresno. it was a cold morning, only about 30 degrees. he stayed with the baby until paramedics arrived. the little girl is said to be healthy and at a local hospital. the search for that mother continues. >> 6:33. new details actor and singer jussie smollett is handing over phone records to chicago police, coming nearly two weeks after he said he was a victim of a hate crime in that city. smollett, who grew up in santa rosa, says two men attacked him. police plan to use the phone records to corroborate the time line of the alleged attack. it was not immediately clear why the call log was redacted.

>> it is 6:33 right now. a north bay school district will decide later today if it's time to change its name. >> this comes after months of debate over whether the name is offensi offensive. pete suratos is live from miller creek elementary school in san rafael, where that vote will take place. pete? >> reporter: good morning to you, marcus and laura. of course we're talking about the dixie school district in san rafael, who knows, they could change its name soon, at the heart of a controversy, the controversy surrounding the name dixie, which some folks in the community believe is racist. so today, the board of trustees in the district will hold a special meeting to eventually take a vote here, that vote will take place here at miller creek middle school in san rafael, and they're going to vote whether or not to change the name based on names submitted by petitioners last month. the names have been reviewed by the marin county elections department and meet all the legal requirements to move

forward on the vote. all together we're talking about 13 names being considered. some of the proposed names include big rock, john muir, and skywalker. the group calling for a name change say the dixie name is named after the confederacy during the civil war and that's enough reason to change the name. however, there are those who want to keep the name, claiming it was named after a meewauk indian woman named marie dixie. there's high-profile support for the name change including the naacp, marin interfaith council, congressman jared huffman and marin county superintendent of schools. one board member publicly supported the name change. the vote will take place this evening at 5:30 p.m. we're live here in san rafael, pete suratos for "today in the bay." >> one we'll continue to follow. thank you very much, pete. 6:35. new this morning, taking a live look at sfo, where new taxi rules are apparently having an unforeseen ripple effect in the taxi industry. the new rules took effect

earlier this morning. it limits some taxi drivers from accessing the airport. drivers who have paid for the most for their medallions have priori priority. new rules caused some cabbies to simply quit their jobs, mainly those who have been cut out of airport pickups. mineta san jose airport reached another milestone, when it comes to passenger traffic. more than 14 million people traveled through there last year. that's according to a new record of nearly 15% increase from 2017. san jose is now the number two most traveled airport in the bay area. sfo is the leader, serving more than 50 million passengers yearly. >> marcus, law camera, i want to you check this out. normally we focus on the berkeley curve right here but in the distance the black smoke. this just came in to the chp report because drivers have seen this smoke coming out of there, and talking about a fire.

from what we understand, it sounds like this may be in an area that's sort of an industrial area and not residential. it sounds like there may be some folks camping there encampment there. we're checking that at the news desk. the black smoke is visible as folks come down through berkeley and make their turn toward the bay bridge. there will be additional distraction and slowing so prepare for folks who may be weaving a bit out of their lanes as they look up toward the horizon and see the sun coming up. we're going to track the fire. it sounds like it's out of the way of any homes, but we're following that in the newsroom, just off the maze. it will be visible headed toward the bay bridge. meanwhile, getting off the bay bridge, folks will see that fire just to their south, just to their right but they're not slowing for the sensors. the crash south 680 shows up right around stone valley road, holding up steady with maybe one lane blocked. the rest of the bay looking easy but everybody is joining in to the commute. >> all right. take a look at our weekend weather there. before we get to that, we have to deal with the weather coming in tonight. >> we'll have some really rough

weather to get to the weekend, and by the time we get there, we get a few breaks from the rain, but there still will be some showers moving through. so as you step out the door this morning, some light rain moving toward the north bay, but of course, the brunt of the storm arriving later on tonight, as we see this large storm system approaching, going into the forecast, as we head toward the weekend, once that rain moves out, we have a clear day on saturday, and then sunday some scattered showers moving right back in, and temperatures will be cool, only reaching into the low to mid-50s. if you're planning to head to napa this reweekend, saturday i your day, going to reach into the mid-50s and also that rain on sunday, but for squaw valley, parts of the sierra, snow all throughout the weekend, those highs reaching into the low 20s, and it's going to be really treacherous, and hazardous, trying to get to the sierra. i'll be tracking all of that for and what to expect for today, coming up in about three minutes. >> thanks, kari. 6:38. all new this morning, brand new details on the latest dmv

driver's licenses but this morning, the dmv says the licenses should be arriving soon. this morning the dmv says the licenses should be arriving soon as we've been reporting. the dmv made an error while processing online or mail renewal requests which led to people not getting their licenses at all. dmv workers say it was powered through the weekend and they tried to power up the system through the weekend to process all those requests. there's also an online portal for people to check the status of their licenses. all the rain we've been getting has helped to keep more trees in california alive and healthy. a new survey found 18 million trees died in 2018 compared to the 27 million the year before. but officials worn there are plenty of dead trees out there which increases the risk of wildfires in the central and southern sierra nevada regions. the survey found 147 million trees died during the drought which lasted from 2010 to 2017. 6:43 right now and new for you this morning, one near into the state's so-called green rush, the cannabis industry is working to change pot's image.

>> that's video showing the view from a tv cameraman last night. the bbc says one of its cameraman was attacked by a man in a maga cap. that man taken away. the cameraman will be okay. as for the deal, the bipartisan congressional group reached a deal reportedly tentatively, that would give the president $1.3 billion for 55 miles of metal slat fencing, not the $5 billion he wants. there was also an agreement to reduce the number of people that i.c.e. could detain. if the president were to say okay to this deal, to be fair we don't know if he's seen the final text, we would avoid the next shutdown, which comes friday, so there would be four days to clear this out. politico reports the white house could shift money away from two army corps of engineer flood control projects in northern

california as well as disaster relief funds intended for california and puerto rico. we'll be watching this again, the president had a late last night -- he scheduled a cabinet meeting this morning. follow me on twitter, i' i'm @scottmcgrew. >> thanks, scott. 6:47. back to the storm threat we've been talking about, we're closely watching our bay area reservoirs, as heavy rain is set to move in. in fact, it could affect your morning commute. we'll come on early tomorrow morning starting at 4:00 a.m. talk about those reservoirs, many are full, and that could mean the possibility of overflows. >> "today in the bay's" kris sanchez is live for us in los gatos with more. kris? >> reporter: hi there, marcus and laura. the story this morning is definitely the cold. it is very nice and dry out here, but we know that storm is going to be very different as we go on the air at 4:00 tomorrow. in some places in the south bay, we may see some releases of water from our reservoirs, in order to make room for all of

that rain that we're expecting. i want to show you where they stand right now here in the valley water district of the ten reservoirs, vasona at 95%. uvas is over capacity already. lexington is at 74% capacity. stevens creek one of the smaller ones nearly 80%. almaden nearly 89%. uvas was overcapacity even before the rain started to roll in, and the last round of rain the thousand trails campground was evacuated as a precaution, because there was a bridge that might have been impassable. we could see also more of this, a spillway at vasona reservoir. water over the spillway, the santa clara valley water district said is normal ahead of a storm and here is almaden reservoir, one of the smaller ones which is nearing capacity, as i mentioned. if you see some of the spillways going, it is impressive to see. don't be alarmed. that is a normal part of storm preps for the valley water, but definitely keep your distance. it is impressive to see, but

that water is super powerful, especially if you go out with your pets or your small children who might want to get a closer look, you might want to try to keep them back. in los gatos, kris sanchez, "today in the bay." >> kris, thank you. let's talk about this storm that's headed our way. should have pretty clear day today? >> clear day today, but it is the day to prep for that storm. we see the city is preparing. we should be all doing the same, moving around furniture that may get blown around, around the house, and securing that, and also clearing those storm drains. we have some cool temperatures as you get ready to head out the door. only some upper 30s, even some mid-30s right now in the tri-valley. so after this cold start, we'll see a lot more clouds moving in, and this is a live look outside over the south bay, as we still do have a little bit of snowcaping mt. hamilton but that will most likely be melting. as you get ready to get dressed for the day, it's a day you need a coat if you're in the north bay, maybe one with a hood, there may be light showers moving through and jeans to keep you comfortable.

looking at the light rain we're tracking on storm ranger, that's our mobile doppler radar and the red scan as we have our doppler radar parked on san bruno mountain and some of the heavier rain still well to the west of us, but some light showers moving in initially, that will kind of prime the atmosphere for more heavy rain to move in. so we do have this area of low pressure moving in from the north. it's tapping into some of that subtropical moisture, the same storm that was moving over hawaii will boost our winds and a high wind watch in effect for the coast as well as the hills, where winds may top 70 miles per hour, starting tonight, and then for the valleys, winds up to 45. we also have a flash flood watch that will be in effect starting at 10:00 tonight, continuing through 10:00 a.m. on thursday, and our rainfall totals will vary greatly but we could all see some flooding on the creeks and streams and we'll also be watching out for the possibility of mudslides and debris flows and this will have a big impact on tomorrow morning's commute as we start to see some of the light rain moving in later on this evening, especially for the

north bay, but really getting heavy overnight, where we see the reds and the yellows that shows some intense rain, going throughout the day tomorrow, scattered showers continuing all throughout the day, and then another round of some rain on thursday. this is a look at north star this morning, already piled up with some heavy snow, and then we look at some higher ranges of snowfall totals for the sierra. a potential of getting several feet, maybe even another two to five feet of snow for parts of the sierra, so that's something we'll have to watch, as travel will be very hazardous getting up to the sierra, and we're going to have some heavy rain and gusty winds continuing through friday. saturday is a break, but more scattered showers in the forecast on sunday rather, and mike, you're tracking that fire near oakland. >> that's right, i am, right in the maze itself. look at behind me, we've zoomed in to the area. now these folks coming off the berkeley curve, and merging off of 580, we saw a lot of thick, black smoke right through this area, and you'll see some more

freeways traffic flowing through the area behind me as well. this is right in the middle of the maze, and underneath what sounds like the grand avenue off-ramp from the nimitz, and so this smoke will be a factor as folks head through the area. we put our maps here as well to give you orientation. we're facing from emeryville toward oakland. i'll flip it around. most people are used to looking at the map on the north at the top. this is right here in the areas circled. so folks headed in off the east shore freeway through oakland, out of highway 24 in lafayette and coming across san francisco likely to see smoke as the sun comes up and there say big distraction. folks who are driving through the area called chp and reported they're having trouble seeing that off-ramp sign so that may have changed over the last few, as that smoke starts to thin out a tad bit. sky ranger is headed out to check on that issue. the traffic flow through that portion of the bay, the maze will slow because of that smoke. the rest of the bay we're on a typical schedule for tuesday, in fact it may be a little lighter for the south bay, and over in the east bay right now. the gentle build though may even

tesla responding to allegations that a car while on autopilot veered into a ditch, that's what the driver says happened this weekend in new jersey. he told police his model x was in autopilot road but crashed. the driver tried to regain control of the vehicle but it wouldn't let him. here is reaction from other tesla drivers. >> i've experienced it once. it's kind of freaky when it takes over, and you can let it autonomously function, but i think that it may also lead to distraction to the driver who is not going to pay attention. >> tesla says the autopilot mode does not make a car autonomous, saying the driver still has to pay attention. tesla also says that a driver can easily override autopilot by lightly touching the steering wheel or brakes. new this morning, toys "r" us may be in the works for a comeback. the form of a new company called
