detroit, all looking at frozen precip. this is going to time out this way. snow moves into new york city later this morning in the next hour or two. look for heavy rain from cleveland to washington, d.c. an icy mix from detroit, state college, philadelphia. that rain/snow line starts to push north during the afternoon hours. then as we get into nechk, heavy snow from albany, burlington. and what we're looking at as far as rain -- snowfall amount, basically about 6 inches or more as you get into the upper parts of the midwest. then as we move east, that's where the heavy snow is. upwards of 18 inches in parts of upstate new york and northern new england. freezing rain and ice causing problems. and heavy rain down through the southeast. all the way up into parts of upstate new york. we could see flooding. here are the airport impacts

held rallies at el paso, texas. hallie jackson has the latest on this story. good morning. >> reporter: good morning. for all the americans who don't want to see another shutdown, this is a step in the right direction. but it is only one step with a lot more to go. even though lawmakers worked out that agreement overnight, it is not clear yet if the president is happy with it. with one white house official telling me they' more details. it's a deal, but it's not done yet. not until the president commits to it. >> i can tell you that a lot of things have changed and we'll see what happens. >> reporter: multiple sources familiar with the agreement hammered out overnight tells nbc news it would provide nearly $1.4 billion for a border barrier like steel slat fencing but not a concrete wall. it would allow for 55 new miles of fencing. negotiators also settled another sticking point. the number of i.c.e. detention beds. some allies of the president

of a cleveland hotel last year. this video shows him shoving a woman who then swats at him. she's knocked to the floor and finally hunt kicks her before being pulled away. >> i was assaulted. i need help. >> reporter: though no police charges were filed, he was released from the chiefs after the video was public. according to the team, he wasn't honest about the incident when speaking to management. he spoke to espn after his release. >> i want to let the world know how sorry i am for my actions. >> reporter: hunt is certainly on the commissioner's exempt list meaning he cannot play pending the result of the league's investigation. he also faces a suspension of at least six games once reinstated. in a statement the nfl says the team understands he is subject to league discipline. >> he is extremely remorseful for his actions. what he has done is he has sought professional counseling. >> reporter: instrumental in the hiring is john dorsey who also

drafted hunt for the chiefs in 2017 when he was that team's gm. >> he is now working towards being a better man moving forward. >> this time a touchdown for kareem hunt. >> reporter: hunt led the league in rushing touchdowns in his rookie year and was in for another good year when the incident cost him his job. he said what i did was wrong and inexcusable. that is not the man i was raised to be adding, i am committed to following the necessary steps to learn and to be a better and healthier person from this situation. the video reminiscent of another incident involving a star player. in 2014, ray rice knocked his fiance now wife in an elevator. rice has not played in the nfl since. one report says hunt is undergoing both anger management and alcohol counseling. and the browns have been clear that he has what they call critical and essential steps he

a caged tiger in the home's garage. officer hs to tranquilize that huge cat, transferred it to an animal shelter. unclear what charges, if any, the homeowners may face. >> it's like an episode of "the hangover." >> so many questions. meanwhile this morning, new developments in a story we've been following here for months now. a teenager seriously hurt when she was shoved off a tall bridge in washington state. joe fryer joins us with the latest on this one. joe, good morning. >> reporter: good morning. 19-year-old taylor smith is charged with reckless endangerment for pushing another teen off that bridge last august. the trial was supposed to start this week but smith's attorney says prosecutors have offered a plea deal which they want discuss so any resolution to this high-profile case will have to wait a little longer. a summertime stunt now playing out in court after jordan holgerson was shoved off the bridge last august plunging to the river below. video taken moments before the

push shows that holgerson initially planned to jump on her own but had second thoughts. >> two, one. go! go. >> do i just go? >> just go. >> reporter: off camera, her friend taylor smith urged her to go. >> jordan, go. jordan, i'm going to push you. >> no. >> reporter: then came this. >> she's saying no. >> no, i just -- >> ready? ooh! >> reporter: holgerson fell about 60 feet striking the water chest first. doctors likened it to landing on concrete. among her injuries, six broken ribs and two punctured lungs. months later she's still living with pain and going to physical therapy. >> because ribs take so long to heal, every once in awhile i'll turn and they'll pinch and hurt. >> reporter: smith pleaded not guilty to charge of reckless endangerment. her attorney is now reviewing a plea deal. details of that deal were not

we've had a lot going on in the western part of our country. and this is hawaii. honolulu. a lot of wind, waves. they had power outages. a real mess. snowy in the mountains. we got another storm system, a series of them coming into the pacific northwest and california as well. this low pressure system moves in for tomorrow into thursday. a subtropical jet is bringing a lot of moisture in there. this system then moves to the east. it's a fast-moving system. by friday it's already into the mid-mississippi river valley. a threat of rain and snow makes its way to the mid-atlantic early saturday morning. again, it's quick. it moves off fast. then by saturday afternoon, a mix of rain and snow along the mid-atlantic. heaviest rain on california. we could see some of the foothills, 4 inches or more. the threat for rock slides and mud slides and snowfall amounts in the sierra. we could see anywhere from 2 feet to 5 feet of snow. and that's good news for the

and demand for the vaccine is soaring now. nbc's kristen dahlgren here with all the facts we need to know. >> that highly effective vaccine all but erased measles decades ago, but the disease has seen a resurgence with some parents choosing not to vaccinate their children, and it's forced some of those kids to take matter sboos the into their own hands. >> reporter: the centers for disease control and prevention now confirming 101 cases of the disease across ten states. that number up 22 since the agency's last report. in washington state alone, 55 cases. the governor declaring a public health emergency in the southwestern part of the state. the disease spreading among those who either haven't received the measles vaccine or haven't received the second dose. >> if you've been vaccinated and you've been exposed to somebody who has the measles, in all likelihood you will not develop the disease because the vaccine is 97% effective.

we're back with dylan and sheinelle. we've got an incredible story of survivor that's bonded two strangers really forever. >> this story is getting a lot of buzz. this incident happened last month at a hockey rink outside charlotte, north carolina. it was supposed to be a fun pickup game, but things turned serious when a player went down. >> the outcome is just simply miraculous, and i'm truly blessed to be here right now. >> 54-year-old jib street was playing in a pickup hockey game when suddenly everything went black. >> i felt lightheaded, and that's the last thing i remember. >> that's jib collapsing on the ice. he was experiencing sudden cardiac arrest, a life-threatening condition. his teammates rushing over to help. >> call 911! >> my heart had stopped pumping and i wasn't breathing and my afterno organs were shutting down and i was simply dead. >> then an angel appeared on the ice. >> i did realize how serious this was. >> craig bryant who was playing on the other team is an

right now at 7:56, we start out with cloudy skies as our next storm system moves closer to the bay area, also seeing some light showers moving into the north bay. so as we go into the rest of the day, the rain becomes more widespread and heavy especially for the north bay with most of the rest of the bay area seeing that heavy rain later on tonight. our winds will be picking up. we'll have some gusty winds, and the threat of some flooding as we continue throughout the day tomorrow, as this heavy rain lingers. we're still going to have some rounds of rain throughout thursday and friday. saturday that's our one day to get some sunshine, before more scattered rain moves in on sunday. we are also going to be monitoring for the potential of over the next 24 to 48 hours some debris flows and mudslides. a lot to track here as a strong storm system moves closer to the bay area, and our temperatures will be cool throughout the next seven days.

we're all used to certain local pests. a small town in russia goes beyond roaches or rats. there are so many polar bears on the streets, officials there have declared a state of emergency. >> reporter: hungry polar bears and their cubs digging through garbage, trying to find food. even going inside a hallway. at least 52 bears have been sighted since december on one small island. it's an island in the arctic ocean, north of finland and norway. it's home to around 3,000 people. and a russian military base. with sea ice melting, the animals are spending more time on land. >> we have seen definite trends in certain parts of the arctic where polar bears are congregating in ways that we have not seen before. >> reporter: in russia, killing polar bears is a crime.

ago for killing his mother finally free. >> how does it feel? >> it's surreal sometimes because you've been carrying a weight for so long and to finally be able to put it down, it's like having freedom for the first time. >> it is a weight he's carried more than half his life, in 1989 when he was just 16 years old, burton returned from school to find his mother stabbed to death in their bronx, new york, home. >> i immediately called the police and from that point a lot of things are kind of like a blur. >> do you remember what was going through your mind in that moment? >> almost disbelief, just scared. >> over the next five days, police questioned the terrified teenager about what he knew. that's when burton says things turned accusatory. >> they just kept saying that they knew that i was guilty and that i should just admit to it, and i'm not knowing why i'm being accused. >> but after hours of intense

questioning, burton eventually gave a written and filmed statement admitting the crime. >> you went from it wasn't me, couldn't have been me. i was in school to i did it? how? >> whatever they needed me to say to get out of that room i would have said, and i did. >> according to the innocence project, false confessions are a factor in 28% of dna exonerated cases. that number is even higher when you factor in age. 33% of false confessors were under 18 at the time of their arrest. >> what the research has shown about people that are innocent is that their innocence puts them at risk. they believe that the truth will surface, so they will say whatever it takes to get out of that room. >> but in burton's case, he was found guilty of second degree murder and sentenced to 15 years to life. he served 19 years in prison and was released on parole in 2009. >> at some point, you decide to

do something about it. what'd you do? and i would write people, different people or organizations that would help people with claims of innocence. sometimes i would write knowing i'm not going to get a response back. finally somebody responded back. >> the innocence project, a nonprofit dedicated to exonerating the wrongly convicted joined burton's legal team in 2016. over the course of their investigation, they found proof of his innocence, including an alternate suspect who died before the trial and evidence that the detectives who questioned burton had also obtained false statements in a prooefrs ca previous case. nbc news reached out to the new york police department for comment but did not receive a response. the evidence was enough to revert burton's conviction. >> i offer an apologize on behalf of a system that failed. >> the bronx supreme court wiped his record clean. >> what did that mean for you? >> that life was just starting.

woman, she's brilliant but not good at relationships. she hires a male escort to teach her how to be good at relationships. they pretend that they're dating, and in the fros process their love story, they discuss race, sexism, family relationships, the way people relate to one another. they just like have a swoony love story with a great ending and the book is just perfect. >> that sounds good. >> i do want to say real quick, i think i said just friends out loud. it's "just kids. they become friends, it's a complex relationship but it's just kids. >> we're going to put the titles online. mine is a little unorthodox. i love this children's book "on the night you were born." it to me says everything that a mom or dad or parent wants to say to their little child and how you really do fall in love, and i think it's also a story about how god loves us, and it's a spiritual story, and it's a kid's book and you can read it fast.
