we're watching out for the potential of flooding around bay area creeks and also poor drainage areas. i'll have more on that in just a minute. headed over to mike, you're tracking the morning commute. >> already during the last hour, we've had a big crash cleared from the bay bridge and from the area approaching the caldecott tunnel, partially i think because of the conditions. a minor crash, what sounded like a minor crash and cars sliding off of the roadway. the rain hitting the lens here on the richmond side of the richmond-san rafael bridge, why you want to have your wipers in good order because they have to clear that, the activity we saw in a live camera, more activity toward the south bay and the peninsula and the build is suddening for the roadways. the weather data is wet and slippery. we should see metering lights in the next 20 minutes but looking at the slower drive 580 through oakland. i'll check what's going on through the piedmont area.

their staffing will be increase as a result of this, a swift water rescue team in place on standby, because there's plenty of concerns. the concerns first and foremost are if there will be flooding. obviously right now we're not at that flooding stage, but that's one of the concerns. also they're concerned about the wind accompanying that rain and also the possibility of power outages in the area, that could be a big problem. so we talk to some folks last night who said that at least the locals that spoke to us, they said they're not taking any chances with this rain coming in. >> on some of the windows we put some plastic wrap in front of the plywood or behind it, and we use a staple gun. >> it's been raining all season right now so we cleared the gutters and everything seems to be draining pretty good. >> hope the power doesn't go out. >> right. >> the little one will have, you know, without youtube. >> reporter: take you back out here live, look at that rain coming down here in san anselmo. the rain is definitely picking up in the north bay as kari

5:10, if you're about to head out the door, we are seeing some of the heaviest rain moving through much of the north bay right now, and as we get a closer look at santa rosa, a lot of bright reds here anywhere from petaluma up through healdsburg and extending toward st. helena. we have to deal with this off and on and the north bay will be targeted for some of the heaviest and highest rainfall totals, looking at mill valley with some heavy rain, and also some lighter showers moving through san francisco, and the south city area as well. here is a live look outside in san jose, mostly some light rain right now, and as we go over toward evergreen, the winds will be gusty as temperatures stay in the upper 50s so we'll be going throughout the time line of what to expect for today, coming up in a few minutes and mike, chp is really busy right now. >> kari, they're tracking 33 incidents right now. i know they're busy usually, but we don't have that much activity on the chp reports. most of that activity shows up in smaller crashes around this portion of the east bay, alameda and contra costa county as we
5:11 am
look at the rest of the bay, green speed sensors. storm ranger with the red beam shows the good scan getting us activity across 24, east shore freeway, and coming up across the bay bridge area where we see the build cap already so that is one concern. we are looking at the conditions at the bay bridge, active rain and the build, those metering lights should be turned on schedule. let's look at waze because we see slowing as well westbound 580 approaching lake shore and not on chp but waze we did get that report from one of our friends, our community members so we thank them. we urge you to join nbc bay area wazers, the name right here, that's our team. back to you. >> all right, thanks, mike. still ahead on "today in the bay," what's next for mexican drug lord joaquin "el chapo" guzman, now that he's been found guilty? the possible prisons he could be spending the rest of his life in. and is the number of americans who filed their taxes, as it grows, so too does the confusion. we'll try to sort it out. plus, are you ready?

5:15 am
we go throughout the day, the winds continue to gust throughout the day, and our temperatures will actually warm up. we'll talk about that and also what's ahead in the rest of the forecast in less than five minutes. >> kari, you mentioned the gust of wind and i did have that camera moving here, emeryville camera was shaking a couple seconds ago and chp issues a wind advisory for the bay bridge. it's soupy but this is one of the clearer shots we've had this morning. we'll track your commute. and good morning, very happy wednesday to you. a lot for the markets to like this morning. it looks like there's a deal in washington and the president has said he may delay new tariffs against china. apple and google are under pressure to get rid of an app in their app store, it's called appsure created by the saudi government and helps citizens manage passport and entry visas. the u.s. government has something similar called mobile

5:17 am
you should have made adjustments to your tax withholding after the tax bill passed, but 80% of americans didn't. so your paycheck didn't sync up with the new tax law. you got a tax cut, but you're getting less back at the end of the year. that has people understandably confused. senator kamala harris seems to echo that confusion. she tweeted "the average tax refund is down about $170 compared to last year. let's call the president's tax cut what it is, a middle class tax hike to line the pockets " t right. a tax return and what you pay in taxes are not the same thing. in many american cases the amount of money they gave the government went down over the year, that's the tax cut you're seeing in action. in the process, they overpaid less. >> right. >> so the refund is less. i know it's disappointing, but it doesn't mean you didn't get the tax cut. >> exactly. and in theory, to get it, it should be more equal, to do it during the year. >> and you can do that, go talk to your hr representative and i
5:18 am
think a lot of people are. you can adjust your withholding to match the new tax bill, and the irs said hey, you should have done that last year. like nobody does that. until you get a check and go, oh. >> exactly. something to look into. thank you very much. what we're following this morning is the big storm that is hitting the bay area. we've issued a microclimate weather alert and in fact, take a look at that radar. that is what is hitting the bay area right now as we take a live look from san francisco, a soggy start to your wednesday morning, and a lot of winds as well. >> soggy and windy, and we had that combination, those umbrellas just leave them at home, wear the rain gear. you need a poncho and rain boots and things like that. here is a look at storm as we see some of the heaviest rain continue to move through. we have it parked on san bruno mountain and picking up on some high wind gusts there. headed over toward santa rosa and healdsburg, bodega bay
5:19 am
really coming down there, rohnert park and down to petaluma and down to the south bay the rain is wider coming down 0.1 of an inch of rain per hour, a light, steady pattern and then we are seeing some of the heavier rain, where we see more yellows over the krouz msaz mountains where we'll measure more rain compared to the valleys. it's starting to work its way in from the coast and rolling across the bay area, the central valley and over toward the sierra. as you go up in elevation above 5,000 feet we are seeing the snow but this is a warmer storm compared to what we've had recently. so as we go through hour by hour, here we are at 7:00. the main time more people are heading up out the door and headed to work, we are seeing some widespread rain moving through, but then look at 8:00, where we're not seeing as much of the yellows and the reds. the rain is lighter, so it's still going to be raining, but it won't be as heavy as what we'll see during the 7:00 hour
5:20 am
and then it does become more scattered going throughout 10:00 to 11:00, but some pockets of some heavy rain still possible, all around the bay area. going into the afternoon, the evening commute will still have a high impact, and it may take you longer to get home, but we are not seeing as much of the widespread heavy rain and it may be a little bit more focused on parts of the north bay, where they will also have some very high rainfall totals and more of that rain training over some of those same areas. going into tonight, scattered mostly light showers, but then it does become a little bit more broken up as far as the coverage, but by tomorrow at noon, some colder air will start to come in and some of the showers that develop may produce some brief, heavy downpours, and then also maybe a little bit stronger, with some gusty winds. going into thursday night, we still have rain coming down in spots, and even into friday morning, so this will be a little bit more of a prolonged event. now, we've seen recently with just a few breaks in between, rainfall totals will be quite
5:21 am
high in some spots, like san anselmo, measuring over three and a half inches of rain possibly and the santa cruz mountains over four inches of rain. with all this rain in the forecast, that's going to add up and may increase our reservoir levels, so for more on that, let's head down to morgan hill, where our forecaster vianey arana is live. how are the water levels looking there at uvas reservoir? >> reporter: that's a good question. we are standing on a bridge on top of the uvas creek. as you know the uvas reservoir all the water that flows out of that flows into the creek and i'm going to have the photog pan over and you can see, there's video from last night of this exact area of how this looked and we did have our crews out here as well checking on the residents nearby, they spoke to campers whether they were worried about the levels and so far it looks like they have not
5:22 am
closed the camp state but we're monitoring that closely because of all this rain, so let's get an update on how the reservoir levels are doing. the uvas is at 100% of capacity and in addition we're monitoring the other south bay reservoirs as well, the vasona is at 85%, lexington 75% and stevens creek 75% and almaden 81%. the other creeks are at a good level. i'll have another look at the future rain totals of what we can expect tomorrow. for now, kari back to you. >> thank you, vianey. we will see the rain for the next couple of days so the concerns there we'll continue to watch all of our water levels and cooler temperatures moving in by the end of the week, by saturday we will have a brief break but it will be a cool day and showers moving in on sunday, a slight chance of some rain moving through. so more on that, and also a lot
5:23 am
of activity out there on the roads. mike, you've been busy. >> i have. actually not me, i should say i've been reading the chp reports. chp has been entering all of these incidents, over 30 incidents that we're tracking along with them right now. of course, be careful because the roadway conditions are the big story. you saw all those green is ensource out there for the roadways. they're moving nicely. all this yellow and orange is where there's more rain activity here, over at woodside approaching the dumbarton bridge and also up in there in the east bay and contra costa and alameda counties, toughest range across to the richmond to san rafael bridge and highway 4 and off the carquinez bridge is the upper east shore freeway. i'm hearing about a crash right here getting away from the maze eastbound 580 at 24, a crash reported there. i don't see slowing but chp has a number of lanes blocked and the metering lights turned on early at the bay bridge as well. very slippery. back to you. >> it sure is. thanks a lot. coming up next on "today in

you're watching "today in the bay." this is what is happening outside, a lot of rain and wind, this is from downtown san anselmo where is flood concerns. >> a live look at our radar, the rain pounding the bay area. it's actually been the story for a couple of hours already. you'll want a nice hot cup of coffee to get through this one. good morning and thanks for watching us. i'm laura garcia. >> nbc bay area issued a microclimate weather alert for the storm system moving over the bay area. we went on early for you at 4:00 a.m. our storm ranger powered, and stationed there in san bruno mountains giving us the detailed look of just how much rain is coming down. >> let's check in with kari hall right now, she's been monitoring all of this for us. >> and it is really heavy in spots. we know how these storms go. they come in waves and right now the heaviest wave is moving through a lot of our north bay counties, and then as we get a closer look at santa rosa area, really intense rain, especially for your drive, headed out the

door this morning. you will have to deal with that, and also puddles on the roads. we've also seen the rain picking up around richmond, where rainfall rates are at about a quarter inch per hour. if it rains an hour, you measure a quarter inch of rain and then we're also seeing that for highway 4 and then also going down into parts of the tri-valley, into the south bay, right now san jose just picking up on some light sprinkles so a little bit of a break for you as we are getting a good rain shadow effect happening with heavy rain pouring across the santa cruz mountains. there say lis a lot more where came from. higher elevations measuring snow in the gentlemen yes rah, above 5,000 to 6,000 feet but this is a warmer storm so i'm tracking all the conditions we'll see throughout the day, as well as the weekend. we'll have more on that in a few minutes, and mike, you're tracking the commute and so far, a couple of problems out there. >> slick roadways really are the big concern, kari, even in santa rosa where you showed folks we're getting a little bit of a break but we had the earlier rain on the lens and roadway,
5:33 am
slick conditions as we are starting to see that build, again, we're using kari's radar on top of my traffic maps to show you weather and traffic are affecting your drives through silicon valley along the peninsula. despite this yellow and green radar activity you can see the green speed sensors around most of the bay. richmond a quarter inch an hour at times over the last few minutes, and we're looking at the bay bridge toll plaza as well. i pull away the radar to make it easier to see but we still have the wet roadways, that's the green highlighting so we still see the green speed sensors. that's great for the drive, but the conditions are such that you should still slow down. at the very least your normal amount of time, even though if we clock cars out, 21 minutes from highway 4 through a little bit of slowing in richmond and then down through berkeley and the brkly cur lyberkeley curve. the backup at the bay bridge. are rough. the richmond-san rafael bridge a lot of rain falling over the last ten and rain is falling a little bit lighter. back to you. >> thanks so much, mike.

5:33 right now. new this morning, the storm triggering a rock slide in north santa rosa. this is new video from the scene, large amount of rocks still up to the fog line over at mark west springs road, they managed to move some of those off the roads so drivers could get through. the roads are so slick out there and we've been watching a wet commute all morning long. >> bob redell is live, the rain has been coming down for a few hours. he is in walnut creek, how are the roads looking? >> reporter: we're getting hit by another band of rain, this is probably our second band over the past hour. we had heavy drizzle, and now getting heavier rainfall. traffic your headlights are headed toward 680 here by the walnut creek b.a.r.t. station, these are your commuters getting into the groove for the morning, so they can get on to 680, and get in to work. this is the view of 680, what it looked like earlier this morning as we were headed north 680 through san ramon. it wasn't as heavy rain then as
5:35 am
there is now but the same conditions basically the wet roads. so as you're out there, you want to watch your speeds, watch the distance between you and the car in front of you, and hope that the other drivers out there are like this man right here, hector zamora. >> i left earlier than normal, so i don't have to rush to get to work. >> reporter: how are the other drivers out there? >> seems like everyone's pretty cautious. i didn't see no accidents on the way out here, but yeah, i mean, i would assume everyone's keeping a safe pace and then i mean, yeah, it wasn't terrible, but i mean, obviously it's not fun driving in the rain like this. >> reporter: and chp always likes to remind us that, remember, the posted speed limit is this fastest speed that you can go as the conditions permit so 65 miles an hour is great if it's dry outside, but in conditions like today, where you have wet, oily roads, you might want to slow down and go a

little bit slower again, if the conditions and traffic patterns permit. reporting live ink withing wi w bob redell, "today in the bay." we now go to kris sanchez in san jose for us. >> big concerns about flooding. >> hi there, marcus and laura. the rain started to pick up here while we are in the south bay along coyote creek here in san jose, and the river is running swiftly. we can hear it from where we're standing right here, but we know that there is more to come. it is still below flood stage, still. already the waters are higher, they are swifter and a man got caught up in the river water. san jose fire department rescued him yesterday. homeless advocates had to go down into the creek bed where a lot of folks camp in order to warn them that the water could be rising quickly over the next few days. this is just one reason why, this is video we just got yesterday around the noon hour of water roaring out of anderson reservoir. valley water is making room for
5:37 am
incoming rain and anderson feeds coyote creek. a look at where the readings are right now, if you look at your screen, that blue line is the river level as of 2:30 this morning. it is at five feet, anything above ten feet in the orange or red area is flood stage. so you might remember back when coyote creek flooded in 2017, it really was a perfect storm, it was a combination of a lot of rain, heavy rain, water releases from anderson reservoir, but also a levy breach. the estimates are that, in this storm, and in the next one, the water levels here in the river, coyote creek, which is actually a river, could rise one to two feet, so we definitely will be keeping track of that for you. in san jose, kris sanchez, "today in the bay." >> thanks so much, kris. you know it's not just the bay area, that storm also slamming the sierra. here is a live look as you can see that fresh snow blanketing the roads there. you can see a car coming our way there. the placer county sheriff's department also sharing this video for us, the high winds

sunshine but it will be cool. hooer is a look at storm ranger, our mobile doppler radar showing really heavy rain moving through. you probably just can't wait for the weekend, and for some, it is a long weekend, because you may have the extension of monday, maybe even all of next week, with the kids out of school, and if you're trying to get to the see yes camera, it's going to be tough. there will be very few windows of getting there. here is a look at our saturday forecast, with a slight chance of rain, but overall, we'll just see a mix of sun and clouds, highs only reaching the low 50s and even cooler on sunday. also still a slight rain chance but we may see things starting to dry out especially if you're headed up to lake shasta, a mix of rain and snow and the temperatures reaching the upper 30s. by sunday, a mix of sun and clouds, and 40 degrees, so that may be the best travel day if you are planning to head to heavenly, we are going to see some off and on snow, but it looks like there will be a few more breaks in the snow on sunday, as well as monday, and i'm tracking all of this for you, looking at bay area rain and sierra snow.

it has really been coming down and we are expecting high rainfall totals there, the potential of some flooding. as we head down to the peninsula, this is a live look at palo alto. highway 101 very sloppy, and as you drive to work this morning, milder temperatures, not as cool as it has been, but you just need to leave the umbrellas at home and grab a lot of rain gear, ponchos, rain boots, all of that stuff. we'll talk about what's coming our way for the rest of the day, coming up in less than five minutes. >> kari, you grab that uhm brmb and warm beverage. the nimitz moves smoothly but we'll show you how the early commute is shaping up. conditions are very tough out there. and will he or won't he? no one knows what the president will do about the border compromise. if he signs the bill the government stays open with days to spare. to remind you, a bipartisan congressional committee came up with a solution that tries to do a little more everything. the most important part about
5:46 am
$1.3 billion for 55 miles of border fencing. mr. trump of course wanted more than $5 billion for a thousand miles of wall. this idea presented to him yesterday. is this acceptable to him? yesterday it sounded maybe not. >> i'm not happy about it. it's not doing the trick, but i'm adding things to it and when you add whatever i have to add, it's all going to happen. >> the president later tweeted something more positive and conciliatory thanking republicans on the committee for their hard work. to be perfectly clear, there's nothing to sign yet. congress has to pass the bill first. we think the house may do that later this afternoon. the president has three options. he can sign the bill, he can not sign the bill, but declare an emergency and take money from existing u.s. funds or do both, sign the bill, get fence money from that, still declare an emergency, and if you listen to a man very close to the president, that sounds exactly like what he's going to do. >> the president would need to
5:47 am
declare a national emergency. this is the time, that is a necessity, and the president, i think i know him pretty well telegraphed that very thing just today. you just heard him indicate a coming plan that he would find the other moneys on top of whatever congress gives him. >> sean hannity on fox news who often telegraphs the president's next move. three days to go, until the next government shutdown, including today in that count, because washington is working hard, trying to get this solved, before midnight friday. we will tell you the instant the president says yes for sure he's going to sign the bill and keep the government open. you can follow me on twitter, i'm @scottmcgrew. >> back to the microclimate weather alert, look at that radar right now, the rain really coming down across the bay area. >> it's going to stick around for a while, too, kari, right? >> it will be with us throughout the morning commute and heavy at times, and then it becomes a little bit more scattered as we go through the day. we're still adding uppen the

rainfall totals, looking at storm ranger showing some delight red, intense returns of what we call it on the radar, as we look at northern napa and snow h sonoma county. heavy rain through solano county and in san francisco, you can see the golden gate bridge from sausalito into the city picking up on heavy rain. this is what it looks like on our camera as we look at the golden gate bridge, people coming out of the north bay with slick conditions and those windshield wipers up on high as the rain comes down sideways. we take you throughout the day. here we are at 7:30 going hour by hour and what you can expect, still a lot of heavy rain over parts of the peninsula, the south bay, as well as the east bay, and it continues for the north bay at 7:30 this morning. as we go to 8:30, it becomes not as heavy, but still pretty widespread, and then we are seeing some pockets of some heavy rain continuing throughout the afternoon, off and on but not as widespread, and not as
5:49 am
much of a problem through the evening commute for areas south of the golden gate bridge, but it's still going to be coming down for the north bay, as we once again are expecting some of the highest rainfall totals there. going into tonight, still some showers moving through, some scattered rain throughout tomorrow morning, and off and on rain throughout the day tomorrow, as well as early friday, even as some colder temperatures drop in, we're still going to have some waves of rain coming through, and we are under a flash flood watch, where we have to watch our creeks, our rivers, and our streams, and so with this flash flood watch in effect, we've seen the computer models putting down some pretty hefty numbers. for more we'll go out live to morgan hill where our forecaster vianey arana has an update on that. how is it looking out there? >> reporter: car kari, the rain been light to moderate but steady. it has not stopped since we first arrived during the 4:00 hour, and we're only expecting more, so i do want to take you through some of those predicted rain totals so far that our

5:51 am
but still we'll be keeping a close eye on this. another update on how the reservoirs are doing coming up in the 6:00 a.m. hour at 6:15. back to you. >> thank you, vianey. along with the heavy rain we have the potential of damaging winds. we are under a high wind warning for the coast and the hills for these areas in the darker shade and that's where the winds may gust up to 70 miles per hour and some of our peak winds will be here by late morning into early afternoon, rushing up from the south, so that's when we are expecting the highest wind speeds throughout the day. and then into the next couple of days, still some scattered showers, cooling temperatures by saturday morning. a little bit of a break with partly to mostly cloudy skies, and then look at how cold it's going to be, another quick round of rain possible on sunday, but then hopefully we'll catch a break early next week, as we see a little bit more sunshine around the bay area. and mike, you're tracking a little trouble in oakland. >> this camera shot kari shows everything we've been talking about. the weather conditions the camera shaking, the wind is starting to kick up over the

last few minutes. this is the higher camera above the rooftops over in oakland by the coliseum. we see the conditions blurred because of the rain and a crash i'm tracking north of high street, blocking at least one lane. you see traffic stacking up over the last three or four minutes. we've seen this happening i think chp has arrived there, and again north 880 past the coliseum. so the conditions are very tough, and that particular crash is one issue. the rest of the bay showing light on the incidents as far as the traffic flow goes. minor impact for the weather, the slick roadways are a concern, because you can go more quickly, the roadways are less populated in many other parts. slow it down, please. we have that crash at the coliseum at the bottom of the screen. i showed you that, also for 580, we'll end with our waze system, i want to show you what's going on, getting away from the bay bridge, we had a crash in lanes. i couldn't find a lot of detail from chp, but our wazers did also indicate that, look over here reported by one of our nbc bay area team members, join our team, nbc bay area wazers but put your name in, otherwise i have to call you wazer. back to you. >> thanks, mike.

6:00 am
heavily, those winds are still picking up and may cause some more problems. so as you get ready to head out this morning, we are seeing some widespread rain especially for the north bay, but it has taken a break around ukiah, but everywhere else, it is raining, and in some spots, it is really coming down. where we see the bright red shows the most intense rain and as we get a look at what's happening between let's say around highway 4 between concord and moving over toward before you get to the i-80 connector, we are seeing rainfall rates at about 0.3 of an inch of rain per hour, and then for the south bay, it's a lot lighter, where we haven't seen as much of that widespread heavy rain, but it is really starting to pick up around fremont. so as we go throughout the day, still some waves of heavy rain through the morning commute, and then we should take a bit of a break in terms of some of the heaviest downpours coming through, and it still will be a steady, light rain coming through in waves. so i'll be tracking this and how much rain we're
