tv   Today in the Bay  NBC  February 14, 2019 5:00am-6:01am PST

5:00 am
she's been monitoring this storm as it passes over the area. we've seen so much rain. >> parts of the bay, venado, russian river, flooding until further notice. we're expecting the russian river to go 5 feet over flood stage by later this evening. woor seeiwe're seeing it contino petaluma. a flood warning in napa, low-lying areas, farmland, some of the vineyards may be flooding. that continues through late tomorrow morning. also we have the widespread flood warning in effect for marin county where we've seen rainfall totals at 7 to 8" of rain over some of those hills and continuing to move down into the valleys. we've also had a lot of rain over santa cruz mountains so we do have that evacuation order
5:01 am
for guadalupe river including those areas north of almaden. here is the storm ranger showing lighter right through the bay area and giving us a much needed break after early morning heavy waves of rain and even some thunderstorms moving through. all of this energy because we have a cold front dropping across the bay area. we do have a lot more rain on the way and we could potentially see more flooding, downed trees and more power impacts. >> it's concerning. following evacuation orders for people right now that live along guadalupe river. >> live in san jose. vianey, tell us what you've been able to see right there. >> we drove from the stretch,
5:02 am
which is where the willow glen to atlanta avenue where they issued evacuation orders. now at an apartment complex in willow glen. we're seeing the police department going door to door making sure residents are safe and they know about the evacuation order. it's 5:00 a.m. a lot of people are sleeping and they are woken up by san jose police department letting them know they need to leave. unfortunately it seems like a lot of folks are unaware of the situation. as we were driving along, we did also drive beyond and pass the evacuation center, the community center at 2175 lincoln avenue. i first got this alert on my phone just before the 4:30 hour in the evacuation orders. earlier as we were making our way over to do a live shot, if we were going to talk about the rain and flood stages, we saw the san jose police department
5:03 am
gathering at the vta station. when i approached the officers, i asked is anything going on, they said, no, we're just in place should anything happen. unfortunately that's exactly what happened. all the san jose police department gathered at the vta is going door to door knocking. i spoke with an officer and he said this is not the first complex they have gone to. they have been up and down the streets, knocking and making sure everybody is safe. i'm walking to show you the amount of police officers we have at this particular apartment complex. if you can follow me and see we've got one, two, three, four, five, six, seven patrol cars here lined up knocking door to door and making sure residents are safe. i have actually seen a good gathering of water just along this street to give you an idea of the flooding. we're going to continue to speak to some of these residents to make sure the police department
5:04 am
as well. we'll keep monitoring the cig now. reporting live in willow glen, i'll send it back to you. >> thank you very much. once again evacuation orders for anyone living along willow glen way all the way to atlantic avenue, right this along the guadalupe river they are said to evacuate. they have an evacuation center open right there at the willow glen community center on lincoln avenue. >> rain coming down causing a lot of problems. mike inouye watching the roads for us. a lot of rain reports this morning. >> that's right. first of all as vinaney was talking about, they will give you the reports. trees down, branches, mudslides. they are mostly clear from the freeways. dublin interchange smoothly, 680, reports of nine vehicles on the shoulder. we think they all have pothole
5:05 am
related damage to their car. so that will be an issue as you're traveling through the tri-valley. you see all this radar activity. radar over the maps so you see on the peninsula right now coming into san mateo and over here in contra costa county, those are the areas with the most activity. because of all that rain we've had overnight and yesterday that we have a lot of rain related issues. we're talking about that as well. things have kind of calmed down after 50 reports where we typically have two or three, chp is able to get a handle on things. spinouts in areas like highway 24, trees down, clearing from highway early on same thing for west broke 280, trees down, now a bunch of sawed up tree branch on the shoulder. we see metering lights turned on on schedule. we'll track that. anything can happen with rain related issues on the soil as well. on the peninsula, palo alto, water on the lens and slick roadway. do be careful. it might not actively be raining.
5:06 am
watch for falling debris as well as tree branches as the morning develops. back to you. >> it's been very dramatic. take you out back to sausalito where a home literally ripped from its foundation sauft saturasa -- because of the saturated ground. you're seeing a woman rescued. she was in the house as it slid down the mountain side into other homes there on sausalito boulevard. neighbors heard her cries for help. rescuers were able to go in. she was literally encased in mud but she was talking. you see her waving her arms there in relief of being rescued this morning. >> such a mire aclugs situation. >> we had another man whose wife, baby, and dog were rescued and they are in a safe place. we've seen those situations. more than one home slid off of its foundation. so much rain we're seeing. kari has been monitoring all this for us. you can see that area of sausalito there, crescent avenue. that is where that situation happened. kari, that area nearby, more
5:07 am
than 5.6" of rain. >> we've had a lot of rain across the bay area. we're also seeing a wide range in rainfall totals. so here is a look at storm ranger right now where we do have a bit of a break with lighter showers moving through. let's talk about those totals we've had since the storm started. in venado, a mountain peak in the north bay had nearly 12" of rain, ukiah 3.5, dillon beach along the coast and north bay 3.75, mount tam near sausalito may be draining into the area over 6" of rain, oakland over 2" and san jose being rain shadowed, boult 0.75". we look at more totals, santa cruz mountains 5.5" of rain. that's causing some areas downstream in the south bay to flood. looking at morgan hill, an inch and a half. cupertino 2" with san ramon measuring 2, almost 2.25, redwood city 1.25". san francisco 3" of rain.
5:08 am
really significant for san francisco with 50 miles per hour gusts. in richmond just across the bay, look at that, over 5" of rain while concord has had over 1.5", same in brendwood. san anselmo over 7.75" of rain, napa, 3.75, santa rosa 4.7". we're not done. we have several more hours to get through as we're going to see the potential of more flooding as well as more issues because of all of this rain. i'll continue to track that with another update coming up in a few minutes. >> very concerning with more rain on its way. thank you very much, kari. 5:08. in the meantime north bay the russian river in geurneville expected to crest at 7:00 tomorrow. last check it was about 5' over flood stage. in the meantime in saint helena, the napa river may crest at 6:00 this morning. right now half a foot over flood stage there. people who live there say
5:09 am
flooding creates traffic jams. the part of the river that runs through napa expected to crest at 11:00 this morning. also half a foot above the flood stage. >> we're also watching areas across the south bay that have the potential to flood. a flash flood watch in effect for ross creek and san jose. the uvas reservoir in san anselmo at 100 pours capacity. guadalupe at alamedaen express over 8 feet. coyote river could rise 1 to 2 feet. it's running around 6 feet. fwlash flo flash flood watch still in effect specifically at cherry avenue. we want to take you live where there are 34 cancellations at the airport today compared to about 138 cancellations during the storm yesterday. about 22 flights are delayed
5:10 am
today at sfo. about 327 were delayed yesterday. sfo says despite the cancellations and delays, the airport is not seeing any major issues. this is a great time to download our free nbc bay area app. you can keep track of the storm, monitor through the regarded, get alerts as rain heads through the area. that way you can track what's going on in your neighborhood. a free app available for iphone and android users. >> it's really helpful. we send out push alerts talking about evacuations taking place, the mudslides as well. continue to follow us on "today in the bay," we came on early at 4:00 a.m. we'll have more coming up. it's 5:10 right now.
5:11 am
5:12 am
5:13 am
mike traffic tease microclimate alert with widespread rain across the bay area. it is lighter. 880, slippery roads, gusty winds, our temperatures are dropping. so it's warm now, will cool off the day as the cold front moves through. that will give more energy to the storms. we'll talk about that coming up in less than five minutes. >> kari, this live shot, you know this. san jose 101. pickinging up the volume. harded to that because of the water falling on the lens. evacuation orders through willow glen we're talking about. that, flooding, mudslides, trees down, we're seeing all the
5:14 am
reports. >> a very good morning, happy valentine's day. looking more and more like president trump is going to back off raising tariffs on china on march 1st. wall street likes that. the lawyer who used to be in charge of making sure nobody at apple did insider trading has been charged with insider trading. french airmaker airbus will not make any double-decker 880s. you may have seen huge planes in and out of sfo. airbus isn't going to make any more citing demand. most people now want to better regulate high tech after a number of miss steps. the trust barometer also says more people trust their local marijuana dispensary over social network companies. now, the poll does not specifically say which social network company but you probably have one in mind.
5:15 am
we've been talking about the americans' concern over tax refunds. refunds are down. some people owe for the first time. a lot of confusion, even a sitting u.s. senator doesn't seem to understand why you might pay more with a tax return and tax cut. one of our own nbc bay area viewers tweeted this out, it's a good way of putting it. "the size or lack thereof of your tax return is a reflection of your tax planning or lack thereof. please stop comparing your refund this year to last year." she did it better than i could. it's about planning, not the money you get back. >> if you get money back, you're overpaying. >> ideally, it should be zero. >> balancing the checkbook. thank you very much. back to microclimate weather alert, nbc bay area for the storm system that has been moving through the bay area. certainly take it easy on the morning commute. these are live pictures from the
5:16 am
east bay in oakland. we do have breaking news in san jose where evacuation orders are under way for people living along the guadalupe river. want to show you the area here. guadalupe way. >> atlanta. >> to atlanta avenue. it's right along guadalupe. it runs along 87. they are telling people to leave their homes now and head over to the lincoln -- the 2175 lincoln avenue willow glen community center there. >> vianey arana is live at the scene. talk to us. we saw police officers knocking door to door. what are you seeing now? they are continuing to go door to door. we're at willow creek condoss. daniel, laura and swanney, right, they have residents for 30 plus years. you're telling me this is not
5:17 am
the first time you have experienced something like this. >> no. it's about maybe 20 years ago. it's worse, flooded on the street across belmont and they brought somebody on the boat. it floods behind us. typically here to elks club. >> you're telling me the alert on the phone, which i initially received the alert on the phone. what was it like waking up to an alert like that. >> i didn't like it. >> understandably so. you've been living here 30 plus years. do you have a situation where you have a bag prepped and ready to go because you've been here so long or something you monitor as the storm develops mostly fair monitor as the storm develops. >> yeah. i've got my bag here. >> i have an emergency bag ready to go but i don't think it would help in the case of a flood. it's probably more prep for an
5:18 am
earthquake. but it still helps to be ready. it still helps to think about what items you would need to take with you so you and your family are safe. i have something ready to go but it probably wouldn't be very helpful for a flood. >> we hope you're okay. let me ask you this. you've received the notification they are asking folks to leave. do you plan on evacuating your residences nf no. >> none of you? >> i was going to. >> now you've got your two friends and you will be safe. you're upstairs. >> thank you so much for talking to us this morning. please stay safe. can you see plenty of patrol cars out here. they are still going door to door. i bashl have -- barely have my isb. >> that's the earpiece. very concerning with all these alerts going on. >> especially when you see how high the guadalupe river over flood stage. we weren't originally expecting
5:19 am
this but rain has been heavier than anticipated over santa cruz mountains. we've seen that flowing over ground saturated and storm ranger showing lighter rain moving through now especially for parts of the north bay. we have a steady rain on the peninsula, parts of the south bay into south county and it is getting lighter in the tri-valley while starting to pick up in parts of contra costa county. we are still going to see this rain coming through in waves. we have a cold front on the way. we've also had a few thunderstorms. that chance still exists as we go throughout the rest of the day. here we are at 8:00. we see some intense cells moving over santa cruz mountains over tri-valley. this could produce heavy rain and winds. as we go through the rest of the day, the rain will become more widespread and still some rain that could pick up just briefly and coming in waves just off and on all throughout the day. this will not wrap up tonight. in fact for tomorrow we're still expecting heavy rain at times even after that cold front moved through.
5:20 am
snow levels dropping. we could see snow on mount hamilton, also mountain peaks farther north to ukiah. we're going to see the rain also through the afternoon on friday and gradually starting to taper off on saturday. with this being a prolonged event, we're expecting rainfall totals on top of several events we measured. we may have another inch over in san francisco, close to 2" farther to the north in ukiah and san jose could see at least another three-quarters of an inch. significant rainfall totals. we talk about the sierra, still seeing snow come through. at the base of the mountain squaw valley alpine meadows, 163". if you are going there for the long holiday, it is going to be snowing. some of those roads my be closed. we've seen a lot of rain but snow levels dropping as that cold front moves through, we could see the potential of anywhere from 2 to possibly 3 feet of snow in some of those
5:21 am
mountain peaks. here we are going to see more rain moving through. gusty winds, falling temperatures. it will be very cold to saturday morning, freezing for the inland valleys. looks like we finally catch a break early but slight rain chances on tuesday. we'll talk more about rainfall totals and what else is ahead coming up. mike, there are several tough spots for commuters. >> part of the issue is commuters. almost entire the issue. visibility is tough from emeryville. seeing the bay bridge, the span, can't see the lights for treasure island or the city beyond it. there's definitely an issue as far as visibility, mist, drizzle, rain in the air. of course hit yesterday and through the night we have a lot of reports scattered around the bay area. trees down, spinouts, they clear from the report quickly but chp very hard at work. here is the radar superimposed over the data and see the activity coming over toward the east bay across the bay bridge and richmond san rafael, in
5:22 am
contra costa county off caldecott tunnel. despite activity, we see smoother flow of traffic building for concord but 680 south to the bridge approaching 780 blocking one lane for quite sometime, slowing out of the north bay. along the peninsula, rain coming down a number of tree reports on 280, westboro, truce dale, looks like they are cleared but a lot of trees on the roadway, branches and trunks sawed up this morning. south bay has seen a number of reports and no major floods for the freeways. again, the evacuation in the area we've been talking about willow bend and novato. 580 shows you the volume of traffic. the glow for the lights. water kicking up on the roadway. south of 580, 680 south past stone ridge. reports of a tenth vehicle pulled over to the shoulder. sounds like potholes, flat tires and damage to wheels in the area. lanes are clear but they are on
5:23 am
the shoulder. back to you. >> a very messy commute right now. thanks, mike. 5:22. a midair scare. the flight hits severe turbulence injuring passengers and a flight attendant. next hear from those on board.
5:24 am

5:26 am
a live look . as you can see here these are pictures of a wet golden gate bridge. a lot of people on the road. some traffic issues. mike inouye tracking that for us. you can see radar covering all of that rain in the area. kari is monitoring that for us. we'll have more in a s.e.c. today marks one year since the deadly school shooting in parkland, florida. seventeen students and staff members were killed. students inside the school at the time of the massacre say the impact is still very real a year later. >> it definitely feels different. the impact on the school will never wear off. >> you can watch more of that interview on the "today" show. that's right after "today in the bay." >> scary moments for passengers on board a flight from california to seattle. three people including a flight attendant had to be hospitalized after severe turbulence on board. the plane was forced to make an emergency landing in reno. >> they are hitting the ceiling
5:27 am
and flying up out of your seats. so always wear your seat no matter what. this was unexpected. >> reporter: the koch as airline flying as a delta connection from orange county to seattle. four other people on board were hurt but didn't have to go to the hospital. everyone is expected to go okay. >> coming up, more news. mudslides we were reporting as a woman is rescued from her home live here on "today in the bay." we will continue to monitor what's going on there as crews continue to watch what's happening. >> that happening in sausalito. matt meantime south bay, willow glen neighbors, plays going door to door as evacuations under way from willow glen way to atlanta avenue because of the rising floodwaters from the river. live reports coming up. 5:27 right now. a live look at the bridge toll plaza. as can you see a back up there this morning. that rain causing a lot of
5:28 am
trouble. mike inouye will have that report coming up in just a bit. r
5:29 am
5:30 am
problems through the bay and right now at 5:30, breaking news to tell you about. storm creating major problems throughout the bay area including in the north bay where this home in sausalito was pushed off of its foundation trapping a woman inside. we saw that rescue here live during "today in the bay." more news on that coming up in just a bit. >> meantime south bay guadalupe
5:31 am
river is swollen and now at a potential flood stage. police going door to door along willow glen to atlanta avenue asking people to evacuate the willow glen community center. very good morning. want to say good morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. nbc bay area has issued microclimate alert this morning. that system moving through the bay area right now. we went on early at 4:00 a.m. right flou there is an evacuation order along the god lupe river. vianey will be with us but right now we want to go to kari hall who is monitoring this situation. >> we can't hear you right now but we are getting a break for parts of the bay area is what she's mentioning. taking a look at live doppler radar. you see the rain coming down in the area. all that green right now is
5:32 am
almost considered light for us because of the rain that moved through. it's that atmospheric river that completely moved through the bay area. we see saturated ground, spinouts on the road. let's go to mike. >> rain and wet roadways and build at the bay bridge toll plaza where the metering lights are on. the volume of traffic lighter than what we see at 5:22 on thursday. this combined with the rain right now, combined with all the rain we've had the last 36 hours. we have big issues, very busy. the last 20 minutes as the radar activity moves throughout contra costa county, we've seen reports finally start to taper off for chp, trees down getting cleared from the roadway. mud, debris cleared from most of the roadway. still issues for highway 9 and the hills as well. a crash in santa cruz highway 1 that cleared from the hook down there and looking at wet roadways around around the bay. the aftermath has issues for the
5:33 am
roadway. here stone ridge reports of ten vehicles over to the shoulder with flat tires and busted wheels because of the potholes in the roadway. we're likely to see many more reports like that around the bay. we don't see a lot of slowing. be careful. 680 through pleasanton, all those potholes will be popping up and reports will come in from around the bay. back to you. >> thank you, mike. >> that rain causing a lot of troubles. bob redell live in sausalito where we had an evacuation of a woman during a mudslide. >> her home slid down the hill. it was remarkable to see the rescue. >> 400 block of sausalito boulevard. can he can't go any further because sausalito police are keeping us aware. the houses used to stand here before they slid down the hill. you can see where they ended up. take a look at this video. in the dark it's hard to tell
5:34 am
but slid down 100, 200 feet. they went down to the next road down, crescent avenue, where we know there are at least two homes there. the fire department was telling us it's possible there were more than two homes. in that home was one woman. she was alive. the rescuers got in there. they were able to talk to her. she was encased in mud and she had her house on top of her, debris. she was able to communicate with them, move around, move some debris out of the way and then they pulled her out. remarkably she was alive, talking, even thanking her neighbors as they was pulled out, wheeled off. the fire department believes she will be okay. here is what one had to say after the rescue. >> surprisingly she was in great condition of she was talking to us, alert, able to tell us exactly what happened. her address was 408 sausalito boulevard. she was at the very top of the canyon and her home slid down
5:35 am
with a mudslide that was 75 to 150 feet wide. she was pinned in debris in her home, encased in mud so we used some "extra" -- extrication equipment for the rescue. >> we're not far from 408 sausalito billion dollar but we can't go further. there's two issues, a gas leak because you can imagine utilities ripped from the foundation and a rick of more homes sliding. that captain you heard from southern marin fire they counted six mommies still at risk of sliding down the hill. they performed evacuations here and downstream, down the ravine where there could be a risk of people getting trampled by this debris if it were to come down. one of the issues right now, they don't have shore engineers out right now. they will get them out once the sun comes up so they can go up the street from here to see the
5:36 am
situation with the homes. again, at least two homes went down. they don't have an exact count. they did check the homes. they don't believe anyone was in the home. they believe one woman who as you saw they expect to be okay. reporting live, bob redell, "today in the bay." >> bob, before you leave us, that's a pretty big evacuation there. they are taking those people where? has the red cross stepped in, do you know? >> we didn't see red cross. they were getting them out -- they were leaving in their cars. they were using ambulances to get them out. the fire captain believes somewhere between 10 or 20 homes being evacuated, so not a huge number. in the immediate area of the area that slid down. anything downhill. they have a staging area that's much further down at the base of sausalito where they are just going to wait. the next step is to wait for the sun to come up to get these engineers up here to assess what is at risk of sliding down.
5:37 am
>> remarkable to see exactly what went on out there. bob, thanks so much. meantime breaking news in san jose as well. evacuation orders for people who live along guadalupe river. take a look at this map. we are talking about the willow glen area. all the way from willow glen way to atlanta avenue. police are going door to door right now telling people to leave. an evacuation center has been set up at the willow glen community center, 7125 lincoln avenue. vein ai ar vianey arana is out there. you're talking to people who are waking up to this news. >> reporter: they are waking up to a knock from the san jose police department. there are several patrol cars out here. we toualked to residents living here. this isn't the first time we had a situation like this happen. just for proximity, where we are standing, you can see the water rushing behind us. can you see how high those water
5:38 am
levels are. this is what goes directly behind that residence, the willow creek condos, people we spoke to earlier, if we could run video of the police officers knocking door to door earlier. this is why there's so much concern because there's already so much water rushing. it's raining. i don't know if you can visually see it in the camera. the rain is pretty light to moderate just to give you an idea. there are a lot of residents walking about. from the residents i spoke to, they don't plan on leaving but they do have a bag ready should they need to go to the evacuation center. they plan on monitoring the situation. if you can pop up the graphic that show cases where the guadalupe river currently stands. it is above flood stage right now. flood stage at 8.5. it's expected to crest at 6:00 a.m. today at 9.1. that's what we're looking out for. it's about 5:38. we're expecting this to crest.
5:39 am
we have 30 minutes left, which is why that concern is very much a matter. we're going to keep monitoring. again, this flows directly behind. this is a parking lot here. there's a lot of news crews, a city car out there. we're going to keep monitoring the situation closely. residents seem like they are up and awake, alert. that knock from the police department woke them up. we can hope everybody remains safe and this situation doesn't turn into anything else. for now reporting live in the willow glen area, vianey arana. back to you. >> let's check in with mike right now, he's been monitoring what's going on. >> vianey in the south bay, talking about guadalupe river above levels in the north bay folks helding across the bridge to san rafael over there in novato where we had that house come down and rescue. good thing the rescue happened with bob redell. wet roadways traveling past this
5:40 am
toll plaza here. you see the radar activity coming over here past the maze and heading to the tunnel with the activity. also towards walnut creek and through moraga. we're watching it build, super saturated mudslides. a lot of trains down over the last few hours getting cleared from the roadways. now some more potholes reported 101 at 85 coming into san jose. we're seeing a lot more reports as folks hit the road. >> that is a busy area there. you know what, i think everyone is going to welcome the weekend when it arrives. >> absolutely. especially after all of this rain. we're just trying to get to work this morning and dealing with mudslid mudslides. also trees down. a slippery commute across the bay area. if you're planning to travel for today or tomorrow, we're also seeing this rain anywhere from l.a., san diego, all the way up through the bay area and extending over towards the sierra. doesn't matter where you travel
5:41 am
at this point, looks like there's going to be some unsettled conditions across the region. as we look at our forecast, we are going to see things starting to calm down a bit going into saturday and sunday so your saturday forecast brings those high temperatures into the low 50s. it will be breezy with times of off-and-on rain. we'll also have some slight rain chances on sunday but not executiving the rain the entire time all throughout the weekend with highs into the low 50s. in napa, we will see some rain and scattered showers moving through. cooler temperatures with highs only reaching 54 degrees for saturday and sunday. yosemite, it's going to be really treacherous trying to get to some of those higher elevations. but if you're going to yosemite valley, expect it to be snowing. and we're going to see those highs only reaching about 25 degrees. it's not a good weekend to go hiking either. if you can hold off until sunday, the trails will still be wet and very soggy. at least we will catch a few more in the way of breaks in the rain as our high temperatures
5:42 am
reach into the low 50s there. once again if you are going to be traveling to l.a. tomorrow, there's still some rain. but saturday and sunday it will be clearing out. those high temperatures reaching about 58 degrees on saturday. i will be tracking the storm with a lot of updates. make sure you're following me on social media. also let me know where you're going and i can help you out with the forecast for that location. i'm @karihallweather and my facebook page is meteorologist kari hall. i'll have an update on today's forecast. we'll take another look with storm ranger in about three minutes. >> thanks, kari. meantime "today in the bay" continues scott mcgrup and what's happening on capitol hill. >> will the president sign the agreement and avoid the shutdown that comes tomorrow. we'll take a look when "today in the bay" continues.
5:43 am
5:44 am
here's your buick sir. actually, that's my buick. your buick doesn't have a roof rack! this is my buick. how are we gonna fit in your mom's buick? easy. i like that new buick. me too. i was actually talking about that buick.
5:45 am
i knew that. did you? buick's fresh new lineup is full of surprises. get great deals on our expectation-shattering lineup. pay no interest for 72 months on most buick models. mike traffic tease it is 5:45, our microclimate weather alert continues with some light rain moving through much of the bay area. it's still coming down pretty hard over the santa cruz mountains. some lighter sprinkles as you go into san jose. as we get a live look outside we're seeing a break. roads are wet as you get ready to head out, breezy, evergreen will see temperatures in the 50s but actually falling throughout the day. we'll talk about why and what that could mean to storms coming through in five minutes. >> here is the peninsula. you see the water on the lens
5:46 am
