6:00 am
house off of its foundation down a hill in sausalito. a live update on the dramatic early morning rescue and what she only told our bob redell when she was being whisked away on the gurney. >> evacuation order on the south bay. people living near guadalupe river are being told to leave their homes. rising waters there are becoming very dangerous. new video from overpass in san francisco. heavy rain coming down. just one example of what the bay area is dealing with. "today in the bay" continues right now. we come on early this morning at 4:00 a.m. to bring you the very latest. it's been a very busy morning. thanks so much for joining us us. i'm laura garcia. >> i'm marcus washington. we'll tell you what's going on in traffic. mike has been following that closely. first we want to talk to meteorologist kari hall. kari, that rain has been coming down, several inches of rain. >> so much rain. it's been steady this morning
6:01 am
even as it lightened up for much of our microclimates. as we get a look at storm ranger, that's mobile doppler radar, still steady rain on the peninsula, also shifting into parts of the south bay and east bay. as we get a closer look, a lot of people heading out the door around hayward, castro valley, san ramon and concord dealing with a wave of heavy rain that may make travel very treacherous. we have heavy rain pouring on the santa cruz mountains but lighter rain in the south bay. as we go throughout the day, a thunderstorm possible here and there around the bay area as a cold front drops in. our temperatures dropping as well. even though it's 60 right now, it will be dropping into the lower 50s later today. not only will it be windy and cooler, but we may also see thunderstorms moving through this afternoon. still some spotty showers. it may be heavy at times even into tonight. we'll continue to track how much additional rain we'll see and also get a wrap of how much rain we've already measured. mike, this is causing a lot of
6:02 am
problems for drivers. >> secondary crashes and issues because of the wet roadways, rain-soaked hillsides, trees down. it's not the volume of cars that's the problem, this is the san mateo bridge, you can see the wet roadway. it's the volume of incidents we're dealing with with chp. almost five dozen, very busy. san mateo we showed you the wet lens, travel to hayward, kari talking about castro valley, watch tri-valley as well. more recent activity for rain continuing. also in the area 680 south through pleasanton, a series of crashes and damage due to potholes through the area. just be careful and watch for repair crews as they are hitting the roads as sun comes up later on. slowing for 24 through lafayette, disabled vehicle on the shoulder. bay bridge and earlier crash did clear from the roadway. give you a check of that coming up. back to you. >> thanks, mike. first breaking news to tell you about. this is the south bay. that's where people living near guadalupe river are being told
6:03 am
to leave their homes. this is because of rising waters there creating very dangerous conditions. >> it's happening in willow glen neighborhood of san jose. take a look at this map. evacuation orders stem from atlanta avenue all the way to north all the way south to willow glen way right along the guadalupe river that runs along highway 87. "today in the bay" vianey arana, you've been talking to people who police knocked on their doors. >> some of these people have been living here for years so they are no stranger to this type of scenario, especially with an approaching storm. they monitor closely. i want to show you how much water is rushing along guadalupe river. another thing to point out is the city is not just in their office monitoring the situation. in fact, if we can point the camera up, we've got crews out here. the city is actively monitoring the situation. i did speak to them. they are taking photos, reporting back to the office and visually monitoring the
6:04 am
situation, which is probably one of the easiest ways to really keep track of the stages. now, earlier i was talking to some residents. one of the residents had been living here for 30 plus years. this is what she had to say. >> maybe 20 years ago. >> yeah. >> we had it. it was worse. it was flooded across the street on belmont and they brought somebody out on a boat. it floods behind us. typically from here it should go into the elks club. >> we did speak to her and ask her if she was going to evacuate. she told us she wasn't going to evacuate but did have a bag ready to go. for now she was going to stay put. i wanted to give you current situation with flood stages if we could pop up the graphic. guadalupe monitor stage is 7.5'. that's when those city workers and everybody really starts
6:05 am
monitoring the situation. flood stages at 8.5'. you can see above that. it's expected to crest around this hour at 9.1'. if you notice, too, it's not really pouring rain. the rain has significantly diminished. it's very light right now. even with that small amount of rain, it's important to still remain on alert. i also spoke to a couple of concerned parents out here visually looking at it with their flashlights. i'll have a little update on that, also a resident we spoke to a concerned dad. for now reporting live in willow bend, vianey arana, back to you. >> a lot of homeless along 87 guadalupe river as well. >> tough situation. all of that and what's happening there, people evacuated from their homes. that's because of the rising water. >> "today in the bay" kris sanchez live at the willow glen community center where there's people told they can go. chris. >> this the evacuation center now staffed by the red cross.
6:06 am
it popped up overnight as that need arose, as waters were rising here. we're not going to shoot inside the shelter, rather the evacuation center for the privacy of the folks here but we did talk to a woman who said she lived along the banks of guadalupe when it flooded in the 1950s. now she lives a third of a block away from the river. when she got this call this morning, she said she knew it was time to go. >> i got a call at 4:00 in the morning that said evacuate, so i evacuated. >> you were expecting that call. >> i was listening to the news last night, and i had a hunch that was going to happen. >> our red cross volunteers that are here, our mental health services folks here, health services folks here are here with the city of san jose as well. we're here to take care of any of those needs people may have that they are experiencing right now. >> now, we have seen some folks here who arrived with their dogs. sometimes that's a reason folks don't evacuate, they can't leave their pets behind. the red cross is accommodating
6:07 am
that need. if you're aware in this area between atlanta, willow glen way along guadalupe river and think you can't leave, you definitely should. the red cross is here for you at the willow glen community center. there's plenty of room and lots of services and you can bring your pet if you need to. by the way, when we talked with nadine, the woman you just heard from, she was surprised more of her friends and neighbors are not here. she lives in a court of condominiums and she was surprised some of her neighbors haven't shown up yet. she's hoping they went to the home of family members and not that they chose to stick it out as the other woman vianey talked to chose to do. we're continuing to follow this story. it is unprecedented. i asked the red cross gentleman here if he remembers the last time this community center was used as a red cross center. he said in his five years he can't remember it. that's because it is rather unusual in this quiet neighborhood. in san jose, kris sanchez,
6:08 am
"today in the bay." >> hopefully everyone in a safe place. we know conditions can change quickly. >> very much so. thanks so much, kris. we're watching other areas in the south bay that had potential to flood. uvas at morgan hill, 101% capacity. coyote creek, we've seen flooding in the past. right now it is running around 6'. meantime a flash flood cross through ross creek in san jose still in effect. that area under watch is specifically at cherry avenue. >> meanwhile russian river in geurneville expected to crest at 7:00 tomorrow. last check it was 5' over flood stage. meanwhile in saint havana, the napa river may crest at 6 this morning. that's right around this time now. so right now it's about a half a foot over the flood stage. people who live there say flooding creates traffic jams. the part of the river that runs through napa is expected to crest at 11:00 this morning.
6:09 am
it's also about a half a foot above the flood stage. >> in the north bay, a woman is alive, rescued after her home is ripped from its foundation in a massive mudslide. the neighborhood, however, remains in danger. "today in the bay's" bob redell live in sausalito with the very latee. you were there as she was pulled from that mud. >> this the home that she was pulled from. you can see it right behind me, laura, we're at the base of where this hoenldme ended up. you can see where the home was at the 400 block of sausalito boulevard, which was at least 100 feet up a ravine. it came down around 4:00 in a mudslide. there were two homes involved, at least two homes. this one and another. the woman we saw rescued was in the second floor of this home. it's at a 90 degree angle. you can see the chimney and a frame right there. this is video of what the wreckage looked like on crescent
6:10 am
avenue. you get a sense of how jumbled and piled up it was. when the first responders arrived they immediately made contact with the woman who was encased in mud and had debris on top of her. she was able to talk, move debris around her. as i mentioned, she was able to communicate with the rescuers. it was around i believe probably about an hour after the hill came down around 4:00, that's when the rescuers went in and they pulled her out. take a look at this video. they went on top of the wreckage. they put her on top of a gurney, they pulled her out to the ambulance. as she was wheeled away she was expressive with her arms, talking to firefighters. she even thanked her neighbors at one point. presumably thanking whoever it was that called 911. here is the fire captain on the scene right after the rescue was made. >> surprisingly we could see a hand through the debris. we knew where she was.
6:11 am
she was screaming for help. we were fortunate we could find her right away. >> she just couldn't believe she had survived the ride down the hill and this she was appreciative of the fact we were there to help her out. >> how is she doing? >> she's doing fairly well. she's going to be taken to the local hospital to be examined. she should make a full recovery. >> we were just up at the 400 block of sausalito boulevard where this house used to be, where it was ripped from its foundation. what they are doing, evacuating people up there. as you can imagine when that house came down it released the utilities. there's a gas leak up there. pg&e is trying to cap that. also the fire captain i spoke with with southern marin fire department, he tells us they believe there's maybe another six homes at risk of sliding down. they don't know for sure because the sun is up. once the sun is up, they will get shore engineers up to get a better sense of what risk is out there. here you can see one of two homes we know for sure have already slid down. the woman in the second story of the home you're looking at
6:12 am
there. she was pulled out and expected to be okay. reporting live in sausalito, bob redell, "today in the bay." >> really remarkable to see. can you imagine in the middle of the night, second story of your home, and it's just literally ripped from its foundation. thanks so much, bob. >> meteorologist dakari hall tracking all this. it's not over yet. >> not yet. 7" of rain in sausalito, especially higher up in elevations. now we're seeing lighter rain moving through on storm ranger. i want to take you to a closer look east bay tri-valley where there's heavy rain moving through. dublin area, rainfall rates coming down, almost a half an inch of rain per hour. that's going to make water stand on the roadways, because very tricky travel conditions and also continuing to move to the east as we see that rain approaching antioch, discovery bay, and also approaching livermore. i'll keep an eye on all of this throughout the morning. mike, you're also tracking potholes, downed trees and
6:13 am
traffic alert. >> the traffic alert from freeway on the nimitz freeway. right here we're looking at oakland. you see that volume of traffic on the slick roadways by the coliseum. getting there, it's a problem out of freemont, union city, up past 238 right here. right around marina, there's two lanes blocked on the left, a big rig involved. sounds like it might take a little while to get the right size tow truck there. this is a problem because this is when it's building along the bay. the green, wet roadways, fog, maybe windy conditions as you get closer to the water past candlestick. threes down, kari has been talking about that, also the back-up at the bay bridge. back to you. >> busy morning. thanks, mike. evacuations in san jose's willow glen area. this is near the guadalupe
6:14 am
river. >> if you're just joining us, a mudslide had a woman trapped in her home in the north bay as it slid down the mountain. incredible video of the destruction overnight and more. you can actually share with your friends. head to our website. i should know, the woman is okay. (time check (

right now at 6:16, our microclimate weather alert

continues. still some waves of heavy rain moving through, although some of us have taken a break getting some lighter rain. it's still coming down in the tri-valley as this heavy rain moves through dublin and approaching livermore over the next few minutes. we're also seeing some lighter rain in san jose. as we go throughout the rest of the day in fremont our temperatures will be dropping, so be prepared for that. we have a cold front moving through. that can mean some storms. we'll talk more about that in less than five minutes. >> i continue with the traffic alert as you come into san leandro out of hayward, may cause more traffic. san mateo bridge moving smoothly. you see the slick roadway and water on the lens. we have tough conditions in many patches. >> good morning. happy valentine's day. we'll get back to the weather in just a moment. a quick update for you. looking more and more as if president trump will back off raising tariffs on china on march 1st. wall street likes that.

the lawyer who used to be in charge of making sure nobody at apple did insider trading has been charged with insider trading. french airmaker airbus will not make any or double-decker a380s. you may have seen huge planes in and out of sfo. they are still going to fly into san francisco. airbus isn't going to make any more citing demand. a new poll by edelman looking at trust in high tech show most people now want the federal government to better regulate high tech. this after a number of missteps by companies. the trust barometer also says more people trust their local marijuana dispensary over social network companies. now, the poll does not specifically say which social network company but you probably have a few names in your head. all this we've, we've been talking about the americans' concern over tax refunds. refunds are down. some people owe for the first time. there's been a lot of confusion. even a sitting u.s. senator doesn't seem to understand why you might pay more with a tax return if you got a tax cut.
6:19 am
one of our own nbc bay area viewers tweeted this out, it's a good way of putting it. "the size or lack thereof of your tax return is a reflection of your tax planning or lack thereof. please stop comparing your refund this year to last year." i couldn't say it any better. i think we ought to hire that person. >> it's pretty basic. if you're getting money back, you're overpaying. >> you're paying too much, you get a refund, simple. >> thanks. continuing to monitor that weather. kari, the rain on the map. >> all day long? >> off and on all throughout the kay. a litt day. a little rain through the bay area. still coming through, the peninsula, santa cruz mountains, steady rain in san jose. some lighter rain there. we are seeing some valleys rain shadowed. this cold front is dipping through bringing thunderstorms
6:20 am
through the region. a lot of those storms have been moving to the south of the bay area. we will still have that chance as not only one but two cold front move through. we can see that next cold front, line of clouds sweeping through. even tomorrow into early saturday we have some more rain coming our way. let's take a look at our rainfall totals and what we've had already in some of our north bay peaks in the mountains. venado 12.5" of rain. this was a significant storm that tapped into subtropical moisture. we can see how much rain that will drop across the bay area. ukiah, 3.5". dillon beach on the north bay coach over 4" of rain. mount tam in the north bay over 6" of rain there. oakland just got an update, 2.5", san jose over an inch of rain. then let's take a look at more totals. santa cruz feeding into reservoirs at or near capacity, for the most part 6", morgan
6:21 am
hill 2", cupertino 2", same in san ramon. redwood city 1.5". looking at storm totals in richmond, over 5". santa rosa close to 5". napa, almost 4" of rain there. we'll add more rain to that as we see rain off and on today. all the cold front moving through, the two cold front enhance thunderstorms, cells moving through and produce thunderstorms that could potentially produce heavy rain, gusty winds and maybe even small hail. once that colder air arrives, we'll start to see snow levels dropping. we could see snow for some of our north bay mountains as well as mount hamilton heading into friday morning and continuing to the afternoon. additional rainfall totals on top of rain we've already measured. we could see another inch of rain or so, maybe 2" farther to the north as we look at what's happening in sierra. squaw valley and alpine meadows,
6:22 am
more snow there as temperatures drop going from 40 to 24 tomorrow. we will see quite a bit more of that rain and then some snow especially at some of the lower elevations that haven't been seeing some of that snow moving through. so the potential of another 2 to 3 feet of snow in the sierra. mike, you're tracking that major traffic alert. >> yeah. we have one traffic alert and also all the activity you have on your radar, kari, that just traveled through the area of san leand leandro. no additional problems as far as speed sensors go. a lot of poll holes for 680, rain, the road has taken a beating with that water squishing down into the roadway as cars drive over, smaller potholes getting larger. over there that's the issue. we're getting a bigger back-up as well toward that traffic alert. north 880 boulevard davis two exits big rig blocks left two lanes -- right two lanes. we still have three lanes to get

across the bay area. chris and vianey have been covering san jose evacuations. we'll tell you about them and why you should be concerned. meantime bob redell with a dramatic rescue overnight. a woman rescued as her home is torn from its foundation. he'll have an update on those conditions right now. first let's check in with kari. she's tracking rain. that's what's been leading up to breaking news. >> we've seen several inches of rain across the bay area, especially in our hills. imagine this, 12.5" of rain. we've gotten that in the north bay on a mountain peak called venado. some light rain giving us a much needed break in parts of the bay area. let's get a closer look at where some of the heavier rain is falling, continuing to move from livermore and pushing east. that will be approaching brentwood the next few minutes. we can see 84 that's going to be really wet right now over the next few minutes then looking at some heavier rain that may
6:32 am
continue going throughout the day. i'll be tracking this and also the weekend forecast and you've been very busy this morning, mike. >> chp as well as you, kari, vianey, chris, bob out there. we're looking at wet roadways. contra costa seeing slowing, may be a fender-bender on san pablo on the shoulder from what i understand. i'll track that. this continues. the only major traffic incident going on as far as crashes. north 880, two lanes blocked, two right lanes passing by toward marina boulevard and that jams you up as m's folks off the castro valley. north of the san mateo bridge. some folks may hit san mateo bridge. we see it slow a bit. nothing other than that as far as major issues. back to you. >> all right. thanks, mike. >> breaking news. we have been covering a woman rescued from her home after a huge mudslide. we brought you live breaking news when she was carried outoon a gurney.
6:33 am
>> bob redell was there when it happened. bob, what's going on there now? >> marcus and laura, a stunning image in downtown sausalito. we're looking across a canyon on crescent avenue. there you have one of two homes that slid down during heavy rains early this morning. you've got that one home there at a 90 degree angle and another home to the right you cannot see that's a ton of wreckage on crescent avenue. this used to be about 3 to 400 feet up on sausalito boulevard. one of those homes slid off the foundation, came down the hill in the heavy rain around 3:00 this morning, and it took out another house along the way. this is what it looked like when it landed on crescent avenue. this is video from a couple hours ago. you can see a ton of debris smack-dab in the middle of that very narrow road. you've got the high cliff to the left and ravine to the side. remarkably when the first responders arrived, they found and heard someone alive in one
6:34 am
of the homes. she had been in the second story of that home. it was a woman. she was talking to first responders. take a look at this video. about an hour after they arrived, they were able to get into that debris and they found her. she said she was encased in mud, and she also had the debris on top of her. she had ridden down that mudslide and survived. she was so conscious, she was actually able to move some of the debris as the rescuers went in there. you can see they extricated her. they got her onto a stretcher. she was moving with her arms, communicating, talking to firefighter at one point, said something to the affect of how grateful she was for her neighbors. presumably because one of them called 911 for her rece view. this woman is expected remarkably to be okay. here is a fire captain we spoke to. >> surprisingly she was in great condition of she was talking to us, alert, able to tell us exactly what happened. her address was 408 sausalito boulevard. she was at the very top of the canyon and her home slid down
6:35 am
with a mudslide that was 75 to 150 feet wide. she was pinned in debris in her home, encased in mud so we used some extrication equipment to effect the rescue. >> again, we believe she was in the second story of this home you're looking at right now that's at the base, about 3 to 400 feet down from where we believe it was situated on the 400 block of sausalito b boulevard. we were up at sausalito boulevard. they have accelerated homes along the path, about 20 people evacuated but cleared 50 homes. there's still concern another homes could come down and an issue of gas. when the house was ripped off its foundation, the utilities went with it. we were able to smell the gas earlier this morning so it's definitely an issue they are trying to contend with. also downed power lines. they have since deenergized.
6:36 am
from sausalito boulevard down the trail of mud to right here. what they are waiting for, fire department, engineers, waiting for the sun to come up to get a better idea what they are dealing with to get engineers up there to take a look to see what other homes may or may not be at risk to come tumbling down. reporting live in sausalito, "today in the bay." >> certainly daylight can't come soon enough. thanks so much, bob. 6:36. let's check in with scott mcgrew. he has more perspective on the mudslide. >> you just put something together for us. >> bob is doing an excellent job showing us and henry jenkins, his photographer as well, an excellent perspective. here are the satellites. i'm going to orient you here. here is the area we're talking about, golden gate bridge. you know where we're talking about in sausalito. let's take a closer look here. as we change perspective, you can see what great views of the bay. the bay is over here. you can see this is the hillside and the area affected. here is a really good looking
6:37 am
from the bay west. this is sausalito boulevard. so much above them capable of sliding down the road and into sausalito boulevard and down. now, if your hillside where you live looks like this, we know there are evacuations here. if you're somewhere else, this looks an awful lot like where i live. this is something to keep an eye on. >> we've got a lot of hillsides like that in the area. >> people in the south bay are being told to get out of their homes because of rising river levels. >> that's right. this is happening at the god lupe river. ta -- guadalupe river. take a look at this map. from willow glen way all the way to atlantic avenue. we want to check in with vianey arana. she is close to the river and it's been gushing this morning. >> definitely gushing. you can see i'm going to step
6:38 am
out of the way and you can see how much water is flowing through it. city officials are out here actively monitoring the situation. they are taking photographs of it. we were expecting this to crest around 6:00 a.m. at 9.1 feet. city officials told me they are expecting a lot of water to reach the arch ways just below the bridge. for those just tuning in, i want to give you an update. that notification for evacuations went up a little after 4:25 a.m. the city of san jose sent out a tweet from willow glen way to atlantic avenue, urged to evacuate immediately. the mayor sent out a tweet saying residents were encouraged to evacuate immediately. it wasn't mandatory but we did see residents actively monitoring the situation. they were knocking door to door, making sure folks were awake. it was a very early hour. we caught a very worried dad with his flashlight taking a look for himself. he told me his daughter lived in
6:39 am
the same condos we were speaking with residents. here is what he had to say. >> a lot of water. it's rising pretty fast. i don't know. it's still got -- it looks like it's got 8' to go to get to the top of the river banks. >> are you concerned at all? are you having your daughter evacuate? >> no. i don't think at this point in time it's really necessary. we'll see what happens this afternoon. >> and again, residents are encouraged to evacuate. it's not a mandatory evacuation but mayor sent out a tweet saying residents in areas not named for evacuation should remain in place. but for those of you who are choosing to evacuate, again, that residence -- designated evacuation centers. we'll continue to monitor the situation. the national weather service is expecting more rain this week and that's going to swell up the river even more.
6:40 am
for "today in the bay," vianey arana, "today in the bay." all the people forced to leave. >> let's check in with kris sanchez, she's live at the community center where people are being told to go. kris. >> reporter: hi there. people were told to go here around the 4:00 hour. we know the refer was supposed to crest around 6:00 this morning. now it looks like things might be changing just a little bit. we just got word from the head of the red cross services here at the willow glen community center, the evacuation site, that the santa clara office of emergency services is about to give an all clear for these folks to go home. in fact we have seen folks leaving here back in their cars headed back toward their neighborhoods. this is not official from the office of emergency services but it is what the red cross was told, so we will be digging more into that. we have phone calls going out now trying to get to the bottom of it. in this kind of situation, it's hard to find the exact right person who can give the all clear, the green light. we did talk with some folks here
6:41 am
who were evacuating including one woman who said she had been watching the river. she lives a third of a block away from it. she knew it was time to go when she got that knock on her door. >> i got a call at 4:00 in the morning that says evacuate, so i evacuated. >> and you were expecting that call. >> i listened to the news last night, and i had a hunch that was going to happen. >> now she and some of the other folks we talked to here were very pleased to see the services that was red cross was able to provide and how quickly the city seems to be responding. one woman said it seems like they learned something from that rocksprings catastrophic flooding back in 2017. we'll continue to follow this story for you here from san jose. kris sanchez, "today in the bay." >> thanks for the very latest, kris. >> the biggest issue is the crash over here northbound 880. this the big issue for traffic. in addition to the conditions
6:42 am
