i've just had an opportunity to speak with president trump and he, i would say to all my colleagues has indicated he is prepared to sign the bill. he will also be issuing a national emergency declaration at the same time. >> that will happen at 10:00 a.m. eastern in the rose garden, defying the house speaker and also calling for $8 billion to build a wall. this morning there's a new attorney general, william barr will officially oversee the mueller investigation. as an fbi insider, comey's former number two makes explosive new allegations about what happened after the comey was fired. >> amazon packs up and pulls their plans for a new york hq. >> police have more questions

about what really happened. >> time is running out for the 1 lottery to claim the biggest prize in jackpot history. so who is it? early today starts right now. great being with you on this friday morning. i'm frances rivera. the deal to overt another government shutdown heads to president trump's desk this morning. congress passed the spending bill overnight with the flick of a pen from house speaker nancy pelosi. the president says he will sign the bill and then at 10:00 a.m. eastern he is expected to officially declare a national emergency to help build his border wall. tracie potts joins us with the latest. we confirmed some details about the president's plan overnight. >> exactly. we now have a break down of exactly how the president plans to spend that money. take a look. he wants to spend $8 billion for this wall. 1.37 from the bill that was passed last night.

the budget deal that he is signing. 600 million from a treasury department drug forfeiture fund. another 2.5 billion from a pentagon drug interdiction program, and then 3.5 billion from a military construction budget within the defense department. now, there's push back on both sides of capitol hill including from democrats that say this isn't an emergency at all. >> you want to talk about a national emergency, let's talk about today, the one year anniversary of another manifestation of the epidemic of national emergency. why don't you declare that emergency, mr. president? i wish you would. >> speaker pelosi says they're contemplating going to court on this. she argues it's not an emergency because illegal border crossings have actually been going down for years. >> on the other side of the

ai'll, there's growing worry on the republicans about the fall out from this emergency declaration. >> right. all republicans aren't on board. interestingly mitch mcconnell who has initially opposed it now says he w it but other republicans think it's an overreach. that it's bad precedent for the president to set an emergency in an area where it's not clear this is an emergency at all. they're thinking down the road, what if a democratic president did the same. >> tracie potts for us. thank you. attorney general william barr begins his first full day on the job this morning. he was officially sworn in thursday and now oversees the mueller investigation. it comes amid explosive new claims from the russia probe. the former acting director of the fbi is shedding a harsh light on president trump in days after the firing of james comey. >> the day after president trump fired fbi director james comey, the man that took over as acting fbi director, andrew mccabe opened an investigation into

whether it amounted to obstruction of justice. that's according to his new book, the threat, coming out next week. he tells 60 minutes he wanted to be sure any investigations involving the president would keep going no matter what. >> i was very concerned that i was able to put the russia case fashion that were i removed quickly or reassigned or fired that the case could not be closed or vanish in the night without a trace. >> mccabe says the president deliberately lies to get what he wants and could never pass a lie detector test at the fbi training center. if he were on the box at quantico he would break the machine. the day before robert mueller was named special counsel during a meeting at the justice department, deputy attorney general rod rosenstein brought up the 25th ent.

the justice department said any such comments were made sarcastically and not seriously. mccabe said in his first conversation with the president after comey's firing, mr. trump brought up mccabe's wife that ran for state senate and lost. he quotes the president as saying that must have been really tough to lose, to be a loser. in two tweets president trump called mccabe a puppet and disgrace to the fbi. fired from last year at the recommendation of senior officials there that accused him of lying about discussions with a reporter. u.s. attorney in washington is still considering whether to prosecute mccabe for that. now that william barr is attorney general, he takes on the job of overseeing the robert mueller investigation which appears to be in it's final phase. barr will soon receive the mueller report and he will decide how much of it the congress and the public are allowed to see. >> pete, thanks.

new york wasn't the prime location for amazon's new headquaters. the tech giant announced its decision amid growing opposition from state and local lawmakers. tom costello has the latest on the fall out. >> the world's biggest company is saying no thanks to the world's financial capital. amazon had announced it would bring 25,000 jobs to new york's long island city as part of its hq-2 initiative splitting 50,000 jobs with northern virginia. but almost immediately it faced stiff opposition. opposed to the potential impact on traffic, housing, schools, and the financial agreement amazon struck with the city and state. now, three months later, the company is pulling the plug on it's new york plans. >> it shows that every day americans still have the power to organize and fight for their communities and they can have more say in this country than the richest man in the world. >> amazon blames politicians who will not work with us to build

school one year ago. many schools added new safety measures. gabe gutierrez takes us to one in florida taking an aggressive approach. >> this is a combat veteran with a semiautomatic rifle patrolling the school for the arts hoping to prevent a school shooting. >> i'm not looking for a fair fight. if anything like that ever happens, i want absolutely overwhelming fire power. i want overwhelm odds in our favor. >> after the parkland, massachusetts, the florida legislature requires every school in the statery to have a least onee safe-school officer o protect students from potential shooters. >> i want to make sure that we have the right tool at the right time. >> dr. bill jones is the principal here and decided instead of school resource officers, he wanted guards with combat experience. for youco it was extremely important that these employees have been e shot at before. >> oh, yeah. i have 2,100 kids here.

this joint project of senators kamala harris, corey booker and rick scott failed to clear a gop controlled house last congress but it now moves to the house once hagain. harris tweeting she is hopeful the measure will swiftly pass. congress has tried and failed to pass anti-lynching laws some 200 times in the past 100 years. a large fire tore through a 5 story new jersey apartment building late last night sending flames and smoke shooting through the air. officials believe the fire started in the basement and quickly spread upwards. smoke from the raging inferno could be seen for miles. firefighters rescued residents. 48 apartments were considered a total loss and 48 apartments next door had to be evacuated. threeac volunteer firefighters suffered minor injuries. no word on what started the bla blaze. it's friday.
