a look at our live doppler radar powered by storm ra and a good friday morning to you. happy february 15th. a live look at our doppler radar, powered by nbc bay area storm ranger. as you can see, still some rain lingering in the bay area right now. thanks so much for starting your morning here with us. i'm marcus washington. >> and i'm laura garcia. let's get a look at the forecast with kari. little breaks here and there though. >> here and there. we're watching the russian the river in guerneville, the flood watch continues until company this morning. we have a coastal flood advisory in effect as we see the potential of low-lying areas near the coast and the bays may have minor flooding throughout the morning. as we look at storm ranger, our

mobile doppler radar showing some spotty rain moving through, mostly parts of the north bay and now into san francisco, but we are also seeing some snow developing in some lower elevations in parts of the north bay, so we will see some spotty snow showers on some of the mountains, and then san francisco back in with the rain once again, that may be heavy at times, but mostly right now some light showers moving through. we will still see the rain off and on today, and we'll have to watch out for the problems that may be posed because of this rain that just will not get out of the bay area, and mike, you have flooding that closed a highway overnight. >> that's right, kari. the highway likely won't reopen inle this evening, 7:30, chp giving that ball park figure because it's happened before. we look at the map and see snow and ice in the eastern hills out of san jose and looking at the freeways that are mostly moving smoothly but damp and wet roadways, recent rain and continued light rain around the area. highway 37 westbound, your commute direction, that's

currently closed. it closed about 1:30 in the afternoon from atherton avenue. the flooding for novato creek happened last year and times before, so folks know atherton avenue is the alternate to 101 and continue south. that is the commute direction as we talk about, so that will be a slower drive. fortunately today is both friday and friday before a holiday weekend, so we should see a lighter flow of traffic out of vallejo and toward novato this morning. the richmond-san rafael bridge will be an alternate. you have to use the upper east shore. we will watch this closely. >> you know what else we're watching closely, the russian river in gueneville. the body of water widened well beyond its bed. it crested this morning about 1:00 a.m. these are live pictures right now. it looks still but for the moment three feet above flood stage. some people living nearby had to navigate entire blocks of water with canoe, boats, waders yesterday, taking notice of the rising water and preparing for flooding. >> we're trying to secure as many things as we can, rv

tenants have left and gone to higher ground. there's not a lot you can do. >> the sonoma sheriff's department is issuing an advisory for anyone living near low-lying areas to move to higher ground. "today in the bay's" pete suratos will have a live report from close to the river ahead at 5:00 this morning. with all the rain inundating the bay area we're keeping a close eye on highway 37 in napa county. >> one lane near atherton avenue is closed due to a levee break. many wonder if it will be a problem for the morning's commute. cheryl hurd is looking at a potential traffic hazard. >> reporter: in this field along the highway, the rain is what caltrans and the chp are afraid of. one lane is closed, another one may follow. >> this morning, a levee along highway 37 that contains the novato creek broke. >> reporter: from our sky ranger, you can see water cascading through the rail road

tracks, over to the westbound side of the highway. >> we do believe we want that field as full, the water is going to spill on highway 37. >> reporter: that's exactly what happened. at around 7:30, cal trans shut down the number two lane. drivers who use this stretch of roadway daily say they're frustrated. >> they retrofitted it last year and fixed it, so it's going to be pretty hard. it's going to be pretty hard on us. so i think my reaction to it is, i'm a little disappointed. >> reporter: the chp understands that disappointment, but they say it's not the same problem they had a couple of years ago, when the road was shut down for days. >> they raised the roadway, improved the drainage and that is holding and that is not the same thing we had happen out here today. >> reporter: cheryl hurd, "today in the bay." >> make sure you download our nbc bay area app, it's really handy, breaking weather alerts can come straight to your phone. you can track the weather in your neighborhood. developing this morning, we're hearing new audio from police during a deadly standoff

in san jose, at a business park. it was a hostage situation involving a u.p.s. truck. we cover that story for hours last night, this is right near big companies like ebay and paypal, also only a couple of blocks from our tv station. nbc bay area's janelle wang was right there, as that suspect ran from the truck, right toward her. take a listen. >> he's pointing the shotgun, he's getting down. oh no. get down! get down! get down! he's pointing the shot gun. okay, you're fine. he's opened the door. oh my god, he's running! he's running! he's running! >> janelle a andnd thehey are okay. police shot and killed that suspect. nbc bay area's kris sanchez is live at first and trimble in san jose this morning. there she is. kris, i know you were able to listen to that recording overnight. tell us about what you were able to find out. >> reporter: well, this

dispatcher recording seems to reveal what the suspect's friends, who gathered here last night, told nbc bay area. they said that the suspect told them he didn't expect to live through this hostage situation. we now know that suspect is mark moasski. he was shot when he ran from the u.p.s. truck with the shot gun. it sta las night, santa clara county sheriff's deputies tried to stop a stolen suv, the driver took off and someone in the suv fired at officers and even hit a patrol car. the driver and an accomplice ditched the suv, somehow hijacked the u.p.s. truck, holding the driver hostage.

that only ended on north first street when the u.p.s. truck hit a spike strip and could not go any farther. a female accomplice was released and taken no custody but hours before mark moraski released the u.u.p.s. driver. some of his friends who gathered nearby said he was telling them good-bye. >> he was scared, he said "i love you, i'm in a standoff" and he was saying bye and i was like no, don't say that. don't say that. >> reporter: the suspect died here at the scene. he was the only person injured in this ordeal. we do know that the shooting is under investigation, and as any officer-involved shooting, it will be also reviewed by the santa clara county district attorney's office. there is another press conference that will be held at noon today. we will be there. in san jose, kris sanchez, "today in the bay." >> just a frightening situation there, kris, thank you for that update. we've tweeted several videos of the chase, the standoff and the

good morning. i'm bertha coombs at cnbc global headquarters. here are today's top business headlines. wall street set to open a bit higher this morning. stocks were mostly lower yesterday. the dow falling more than 100 points, following weaker than expected data on retail sales. investors are also focused on trade talks between the u.s. and china, which wrapped up today in beijing. we've got two weeks to go, before that deadline, when tariffs would take effect. china's president meeting with the u.s. secretary of treasur>> reports on import prices, factory output, and consumer sentiment. facebook and the federal trade comission are in talks over a multibillion-dollar fine for the social network's data privacy issues. "the washington post" says the fine would be the largest ever imposed on a tech company, but

bed, right? >> now we know. >> all right, you know what? for a lot of people, it's almost time to get up out of bed, so let's get you up to date with our weather forecast. our radar showing waves of rain still coming through. we've seen a lot more breaks in the rain, is not as heavy as we look at what's happening in the north bay, some snow coming down around clear lake. most of our elevations above 3,000 feet, will possibly see some snow as we go throughout the day but then looking at san francisco, it's all rain once again, as we get more scattered showers moving through, and this cold front continues to dip across the bay area. we will still have a chance of f isolated storms, we'll also see the snow coming down on mt. hamilton. as you get ready to head out going to the fruitvale b.a.r.t. station upper 40s, low 50s. that is the best we'll do all day, so grab the umbrella and the coat, as you're getting dressed this morning. you also need the layers because it's going to be cooler today, compared to yesterday.

it's already about 15 degrees cooler now, compared to yesterday at this time. so maybe a coat that wind won't really cut through. and we are going to see at 6:30, still some showers passing by the north bay, and then the rest of the bay area seeing it in time for the morning commute, and its o's off and on, rainbow breaking out in between the sunshine but very much like yesterday where we still have heavy waves of rain coming through today, tonight and also early tomorrow, before it starts to kind of wind down just a bit. but we will still have those itiol ryines out by sunday. half inch to maybe even an inch of rain, some of the higher rainfall totals will be again over the n breezy winds ugday, even though the wind advisory and the high wind warning has expired. our winds will come in from the west at about 20 to 25 miles per hour throughout the morning, and then start to calm down throughout the day, with wind

speeds at about 15 to 20 miles per hour for the most part. still breezy and also very wet, and sierra snow pretty significant, going into the next several days, and keep that in mind, if you're headed there for the long holiday weekend, and also next week, but we are still going to keep those rain chances in there through early sunday. and mike, you're checking out >> some folks are already on their holiday, this crew that was blocking two lanes as you approach thatichmond side of the richmond-san rafael bridge. they've just cleared over the last 20 minutes roadways and ea of traffic. note that richmond-san rafael bridge, even though it's friday, we might see a good volume of traffic. some folks may be avoiding highway 37 instead of going north into vallejo. folks out of san pablo maybe head south record the richmond to san rafael bridge. highway 37 will remain closed all day in the westbound direction at atherton avenue, where folks can cut over to 101,

novato levee broke, and we're looking at the rest of the bay, a smooth flow. couple incidents cleared to the shoulder near dumbarton bridge and davis in san leandro. over here, snow and ice at the mountain peaks. don't go there, folks, stay on your commute and you're doing fine into the south bay. and even though b doesn't t5:00, we already have two of four trains getting onto the lines and no delays reported. back to you. >> thanks, mike. it is 4:51. new this moin illegal how insiders are describing efforts to clean up city streets. bigad shaban. >> reporter: good morning. you know, we first started looking into potential safety violations late last year and we learned the state has launched its own investigation. san francisco's public works department is being acued of

mudslide, damage to your home probably will not be covered. the insurance information institute is blunt about homeowners and renters insurance. it says "mud slooides are not covered by any policy." here is an interesting caveat. you might have a shot of being covered if it's ruled to be a mudflow, meaning the force behind it, the driving force was water, not just gravity. flood insurance can cover mudflow damage but here answer the problem, almost no one buys flood insurance. it's sold separately by the federal government. fema says only 229,000 homes in the entire state of california are covered by flood insurance. that number is actually down by more than 13,000 homes since we last checked during last summer's major mud flow in southern california. bottom line here, very few families are covered for a mudflow or a mudslide or flood, for that matter, so odds are, you'd be on the hook to pay for repairs yourself. if there's any response a flood
