other areas were not seeing it. we're all going to get it at some point. >> we're seeing a couple cells move through, then it clears out, it pauses. look at this shot of walnut creek. this weather made it extremely difficult to be productive the last couple of days. nobody wants to be out on the roads driving. the roads are terrible and it's cold. 38 in santa rosa. we had that cold front come through that brought mountain snow, hail, a wintry mix to the bay area. i kept hearing people on the streets talking about what's going on in california? this is satellite radar now. that atmospheric river event that swept through wednesday and thursday is out of the area. the thing is we still have a lot of instability out there. what's going to happen is we'll continue to see that shower activity at least through midmorning. things will taper off this afternoon. there are no active flood watches or warnings. no wind advisories in place. i'll go over the possibility of changes coming up ahead in about 15 minutes.

you'll want to tune in to that. i also have the sierra forecast. >> we'll see you in 15. thanks. it was a chaotic ending to last night's performance of "hamilton" the musical in san francisco. hundreds of people rushed out of the orpheum theater thinking there was an active shooter inside. we have brand-new video this morning from someone in the audience. hundreds of people evacuated into market street standing in the wet, cold weather. another twitter user posted this video of all the fans applauding the "hamilton" actors as they filed back into the theater once it was deemed safe. what happened was the wildly popular musical was playing to a packed house when people say they heard there was someone with a gun inside the theater. screaming led to panic and running. the "hamilton" cast escaped back stage. officials say what the audience thought was an active shooter was a medical emergency. a boy had a seizure at the same time there was a gunshot sound coming from the stage.

that confused the crowd. >> people in the crowd got scared. thaw thought someone had a gun so everybody started to run out of the theater and there was no one with a gun, no shots fired it was just a medical emergency. further confusing the crowd, someone else had a heart attack during the show. emergency responders had to use an external defribrillator which triggered an alarm in the building confusing people who were already exiting the theater. two other people had to be transported to the hospital with injuries to their head and leg. both are expected to be okay. more traffic headaches for people in the north bay. this weekend a major artery will be closed as crews repair a highway flooded after a levee breach. this is happening on highway 37 in novato where the river

overflowed and flooded the roadway on thursday. drivers tell us side streets are now jammed with traffic. >> it took me twice as long to get to work and to school because i drop off my brother. >> crews started working on the fix last night closing one lane of 37 eastbound. they had tow truck in boulders in order to build a temporary road in the flooded area so they could access and repair the levee. work is expected to continue for several days. caltrans can't reopen the flooded lanes until the levee breach is fixed and water can be pumped off the highway. in sals lito it's still not safe for people to return to their homes after a mudslide.

>> one homer escaped from a back window. >> trying to get her squared away with medications, we have nothing. everything is still in our house. >> at least five homes remain red tagged. the city is trying to determine if the foundations of those homes are safe. pg&e is still working to restore power and gas. on the peninsula more downed trees including one that fell on to this home in wood side. fortunately no one was home at the time. the repair job will be costly. it was a treacherous 48 hours on highway 17 yesterday. the chp conducted traffic breaks to help drivers navigate downed trees and mud slides. an 84-year-old man from los altos was killed when a tree came crashing down on to his suv and fell across all lanes of the summit. >> now the trees falling, we can't control that.

more chilling details about the armed standoff that played out live on nbc bay area on thursday. we now know what happened inside this u.p.s. truck and the bold actions taken by the hostage. while everyone watched it unfold on tv, police are now connecting the dots. >> reporter: 24 hours ago he was a hostage behind the wheel. the u.p.s. driver hailed as a hero for his calm and quick action. >> he purposely drove over the spike strips. they wanted him to drive faster. he lied and told them the u.p.s. truck had a governor, it could go over 50 miles per hour. he didn't want police to lose the truck. i mean the things this guy did, pretty amazing stuff. >> reporter: the truck came to a stop. a two-hour armed stand off ensued. the woman was let out first.

24-year-old joanna missy rogers is facing multiple charges. later the driver was let go. once armored vehicles moved in, the suspect took off running, a shotgun in hand. he was shot and killed seconds latter. police released this picture of the weapon he was carrying, and they found something else in the truck. >> there's additional shot gun shells and machete and zip ties. >> reporter: detectives are questioning the surviving suspect about their plans before any of this started. we are getting new information this morning about the mass shooting near chicago yesterday. investigators say the gunman who killed five people at a manufacturing plant was going to be fired. this happened in aurora, about 40 miles west of chicago. six people are dead including that shooter identified as 45-year-old gary martin. five officers also were shot.

welcome back. it's 7:09 on your saturday morning. even though it's gloomy, it's a beautiful look at the golden gate bridge this morning. february 16th. we're seeing rain off and on today. temperatures in the low 50s. vianey arana will detail changes in the forecast coming up. this morning we go inside the agency in charge of cleaning up san francisco. employees tell us the attempts to clear away garbage are flawed and even dangerous. we have this exclusive report. >> for weeks we were under coffer in san francisco trailing the street city crews. we have been investigating allegations that city employees are dangerously overloading pickup trucks that the department of public works uses as garbage trucks.

we followed workers as they hauled trash across town to the dump without ever tying anything down. so nothing was stopping all that trash was spilling on to the streets. over the course of three weeks we watched more than 100 public works pickup trucks enter the dump. but not a single one used a tarp, rope or chain to secure its trash. >> do you now plan on changing your department's policies? >> since you started this story, we've been looking at it closely. we do not want to break any laws. and we want to make sure things are done better, so we're starting to look at that. >> reporter: cal osha believes it does believe there are potential hazards inside public works that need to be addressed and days ago launched an investigation that could take up to several months to complete.

government sources tell nbc southwest airlines is taking 22 planes offline because of a maintenance issue. they believe the wrong "o" rings were installed. they only fly 737s. an aviation effort says it most likely keeps oil from bleeding out of the engine. a trip to paradise turned into a nightmare for some hollywood celebrities. a private plane carrying jennifer aniston and courteney cox had to make an emergency landing. the two were on their way to cabo san lucas from san francisco when their plane blew a tire or wheel upon takeoff. a healthcare at the hayward mall. a bat made its way into the southland mall. it was first noticed last week. we learned it tested positive for rabies.

oe health officials are encouraging anyone who came in contact with the bat or was at the southland mall to call the health department or their doctor. it seem like a little thing but it could make a big difference for thousands of children. schools around the bay and the country celebrated no one eats alone day. 49er deforest buckner was on hand at lava middle school in san jose yesterday to mark the occasion. the idea is to ensure every student has someone to talk to at lunch. >> this is important because everybody needs a friend. they need at least one person to hang out with and someone to give them a hug. have a smile when they are walking up to them and i just think this is really powerful. >> the day was created to combat bullying and isolation. more than 470 california schools participated in no one eats alone day. beautiful. this morning it's a slow and

dangerous journey to lake tahoe. this is video from last night. the roads are open, but at one point yesterday both 80 and highway 50 were shut down. people were stuck for hours. kim cabot is traveling with her husband and 3-year-old son. this is their second attempt at getting to tahoe. >> i called immediately to cancel. they were like well, there's no refunds. >> caltrans says if you are headed to the sierra, bring your chains. i'm sitting next to a lady who is nodding her head no. let's check in with vianey arana with the weekend forecast. you saw just don't go. >> there's still a winter storm warning in place, an avalanche warning in place through tomorrow. i was at a dentist appointment earlier this week, he said the same thing, he called to cancel but he said you're not getting that money back. he was weighing his options. i would say don't go.

you don't want to get there stuck for hours. >> not worth it. >> though the amount of money he told me he spent, i can see why folks are making an attempt. >> yeah. >> let's look at this camera. we have a break from the rain. we have some clearing which looks nice, especially considering all of the rain we've had. we had that atmospheric river event that came in on wednesday and thursday, mainly hitting southern california. we got the brunt of it. santa rosa, 38 degrees. napa, 43. oakland, 47. hayward, 46. one of the things you noticed the most yesterday is how cold our daytime temperatures were. we'll be very similar to that today. only topping out in the 40s and low 50s. look at satellite radar. we have plenty of showers. a lot of instability out there. this sierra, this is why i'm suggesting not to attempt that travel. we'll have a window, but it's going to come after the holidays. presidents' day is on monday. stormranger right now, this has been working very hard. i will zoom in so we can see.

we have light pockets of rain pushing through, just made their way through san francisco. now through san mateo. down further so the south bay, a pocket of heavy rain pushed through. you may have heard it. our producer heard it as we were getting ready for the show. light showers pushing through for the south bay. let's look at the hour-by-hour outlook. we have on and off showers through the 9:30 hour. then it lingers, sticks around through 2:30. we get a couple pockets of heavy rain. we might see the possibility of that wintry mix-up in the mountaintops, the higher a elevations. between 5:00, 6:00, we get a nice break, things calm down. then overnight into early tomorrow morning around 7:00 p.m., we get another band of showers pushing through and another chance of hail and more wintry mix early tomorrow. mainly overnight. by tomorrow afternoon, things

will calm down significantly. the good news is, even though we got rain, we're expecting lower numbers. so anywhere from a tenth to a half inch from all of that rain we expect today and tomorrow. so the river levels and reservoirs that are already at capacity, we don't have concerns for those flooding through today. a lot of those levels dropped significantly since all of that rain we saw. we still have a coastal flood advisory and a high surf advisory. this will be in effect through 9:00 p.m. for the entire coastline. low-lying areas could see some potential flooding. here it s your snow estimates for saturday and sunday. we have a couple inches left to fall. that's why those avalanche warnings may still be in place. those are in place through tomorrow. just avoid it. monday, this is the final day that we'll see some sunshine. tomorrow we will keep those

the original cable car 49 in a man's front yard. >> they are san francisco's wooding ambassadors. rolling, clattering, for ages they were a delight. though they were always loved, they were not always treasured. back in the '40s and '50s, the city sold off a few dozen surplus cars. six cars went to knott's berry farm where they became parking lot trams. among them, the original car 49. but knott's berry farms sold off the cars in the '70s. three ended up in california. one in a museum, one at senior home, but car 49 disappeared until now. >> there we go. >> eight years ago brett found car 49 in a craigslist ad and took the plunge.

president to go around congress and redirect billions of dollars for the wall. >> i will be signing a national emergency, because we have an invasion of drugs, invasion of gangs, invasion of people. it's unacceptable. >> the announcement was met with resistance from congress and elected officials arguing there's no emergency at the border. president trump acknowledged his actions probably will lead to legal action that may end up before the u.s. supreme court. the trump administration's attempt to add a citizenship question to the 2020 census is headed to the u.s. supreme court. the arguments will take place in late april with the decision expected in june. the activists oppose asking people whether they are u.s. citizens fearing it will intimidate noncitizens into not participating. city and county leaders say when people go unaccounted, they lose federal dollars. governors say their states could

good saturday morning. it's 7:43. it's a little gloomy out there. we're getting some breaks from the rain and a bit of sunshine. beautiful shot of walnut creek. we can expect more rain on and off. temperatures are cold. 38 degrees in santa rosa. napa, 46. san jose at 43. our daytime highs won't warm up by much. topping out in the upper 40s, low 50s for today. stormranger is actively up and scanning. let's see what's going on with radar. we have some showers pushing in through the fremont area. also just moving in to 280, just left san francisco. north bay not getting too much rain. an this is probably our greatest break from the rain so far. look at how the santa cruz area

is doing. some light rain. we're keeping that instability in the area for the next couple of hours. don't be surprised where it stops raining, picks up again, that's how we've been seeing it go on and off since yesterday. that atmospheric river event made its exit, now we just see some rain. by 10:00 a.m. we see the showers. we'll get another round of heavy rain moving through hayward and san jose around 3:00. then we'll catch a break. pockets of light to moderate showers. overnight we see another line of rain move in. along with a wintry mix which will bring more snow to our mountaintops. locally between 2,000 and 3,000 feet a wintry mix. we had several reports of hail in the area. as far as estimated rain totals through tomorrow, you can see it's not really as much in terms of accumulation, but just enough

to keep the roads wet a little under a half inch. mainly a tenth of an inch for santa rosa, napa, palo alto. a little more rain, but not nearly as much as we've seen. if you have plans to be out and about, let me give you a reminder, the reservoir capacity update, the almaden reservoir is at 103% of storage. it's already full. the uvas reservoir at is at 103%. the lexington reservoir at 101%. the chesbro is at 93%. those river levels and creek levels are now starting to lower since the rain calmed down. but there is a coastal flood advisory in place along with a high surf advisory. this will remain in effect until 9:00 p.m. tonight. we have several avalanche

people who use uber... do you really know who )s drivig you? we investigate... if you're one of the millions of people who use uber, do you really know who is driving you? uber drivers may be creating accounts with stolen information and renting those accounts to anyone who would pay. liz wagner last year first exposed people getting around background checks and getting behind the wheel. >> it started with a lyft account and recently several uber accounts. we didn't drive but found cars on one account wrapped up more than 200 trips in just a few weeks. now uber has taken what we have uncovered straight to law enforcement. here's a look at the two uber accounts rented out to us, no questions asked. the seller created this one from scratch using the personal information of a guy named benjamin. four different cars signed on to

this account which logged hundreds of trips across the bay area. >> did you feel like you were in danger? >> definitely. >> we first showed you in september how dangerous it can be for riders that hop into cars with unvetted drivers secretly using rented accounts. >> i was thinking, i'm not going to die with my lyft driver. >> it was set up using stolen information. lyft told us it has a special team to investigate fraud. uber indicates the creator of the accounts we rented on its platform, also may have engaged in identity fraud. >> ride share renters can be virtually impossible to distinguish from real drivers but there's one way to tell for certain if the driver is a fake. the waybill. it gives a summary of the trip and lists the account hold areas name. but if someone is using an account registered to someone else the name on the waybill and

the name on the driver's license won't match. >> that's how officers at los angeles airport are cracking down on shared or rented accounts. >> cancel the ride. >> take a look at this police body cam video. during a routine inspection lax police found this driver isn't who he claims. >> you're not authorized to drive under this account. >> he admits it's his uncle's account. the officer gives him a misdemeanor citation and impounds his car. >> am i the first driver. >> you're not the first? >> a lot of drivers doing the same? >> it's quite a few. listen to what the officer tells this bystander? >> yeah, this guy is basically a ghost to uber. your phone is telling you one guy is picking you up and he shows up and he's not the driver. >> that could be bad. >> you think? >> you want to verify that your passengers are getting in the vehicle with somebody that has a

background check and that they're safe. there's a lot of strange people out there, people that are out to do harm. >> lax police spokesman says airport police know how to catch violators because they encounter so many uber and lyft drivers every day. citations we reviewed from lax and bay area airports show drivers using other people's accounts again and again and again. some of them didn't even have valid driver's licenses, but not all law enforcement officials are focused on ride share rules. >> the majority of municipal officers don't know what to look for. >> most of the trips we saw on our rented uber account happened in san francisco but sfpd is not aware of any reports involving fraudulent driver accounts. the department doesn't have the authority to check waybills to catch fake drivers. >> when we conduct our traffic stops we try to be as least intrusive as possible. >> san mateo police say they finally caught a ride share

driver -- >> this san mateo police spokesman has watched his department investigate several serious crimes involving ride share drivers. >> hoping that we caught him in time. >> but he says officers could be violating privacy rights by searching through apps outside of airports where ride shares are more heavily regulated. instead it's up to the companies. >> the rideshare company will open an investigation to see whether or not they're going to suspend that driver's account. >> that's what happened after we showed uber the accounts we rented. the company tracked down the seller, linked him to more profiles and deactivated one of them. a spokesperson says law enforcement is now investigating potential fraud. the company says it's security tools should keep anyone that rents an account from actually driving but it's looking into just how many people got taken for a ride. well, at least one of this guy's accounts has been shut down. we have seen plenty of other
