afternoon, concord, 54, mostly sunny skies. we'll track what else is in the forecast and mike is tracking two new crashes. >> they are far out for many commuters. we're looking toward tri-valley. arrow shows you west 580. as you're approaching the road, getting off to the shoulder. the top of the screen, you see another crash in the area. you notice green, blue, some mist and drizzle and light rain through the area overnight. so there's a little bit of wet roadway throughout livermore. just a touch. the rest of the bay showing a smooth drive. back to you. >> happening today, oakland teachers are going on strike. we expect picketers to start at 6:30. we have team coverage of the protest and impact on families. frank suratos is at the school, the largest in the district. we'll start with bob redell at oakland tech high school. >> marcus, in about 90 minutes,

oakland unified district plans to picket outside oakland technical high and all the other schools in the unified school district. this could, if not definitely will, impact the 50,000 students who attend what is the 11th largest public school district in the state of california. now, the teachers union, which has been working is striking. you can see the demands on the tv screen. a 12% increase over three years, smaller class size and hoping district will hire more support staff like nurses, counselors, other specialists. this week the district raised its initial offer of a 5% pay increase over 3 years to 7% over 3 years plus a 1.5 one-time bonus. the offer did go higher than recommendation of independent fact-finding report. that suggested two sides agreed to a compromise 6% retro active

raise. the teachers union says the counter is not enough. the latest offer does not address the cost of living driving teachers out of oakland. the next talk for both sides is scheduled for tomorrow. that strike will go on today between 6:30 and 10:30, the teachers will be picketing at all the schools. 11:30 to 1:30 a rally, then brach to picketing. the picketing starts at oakland schools at 6:30. reporting live in oakland, bob redell, "today in the bay." >> busy morning. thanks, bob. >> "today in the bay" team coverage continues. pete suratos with us in oakland. pete, what do parents and students need to know. >> good morning to you marcus and laura, all the schools will stay open. the district points out clearly

this will not be school as usual. let's talk about important information parents need to know heading into the teachers strike today. all schools will remain open throughout the unified school district but don't expect strikers to interfere with students getting to school. the district will replace teachers with a combination of substitutes. current administrators and even retired staff coming back to help out during this time. now, normal attendance policies will be in place. so if your kid misses school, it will be an unexcused absence. want to point out alternative sites for students will be available for parents who don't want to cross the picket line. one of those site will be salvation army in oakland over en garden street. that will open at 8:30 a.m. also taylor memorial united methodist church is another location used as a site. that can fit 250 students if they decide to go there and 15 recreation centers throughout oakland will also be available. we'll continue to keep an eye on things and bring you updates throughout the morning. we're live here in oakland, pete

at a city taco bell more than a year ago. investigators say they found willie mccoy asleep with a gun in his lap. lawyers for his family say he was hit 25 times after officers say they feared for their safety. mccoy was pronounced dead at the scene. in a major divide being reported this morning in san francisco on the planned rollout of police tasers. as it stands, the city has money set aside to equip officers with tasers during the next fiscal year. the examiner reports police commissioners yesterday deadlocked on a plan to retake the vote that first approved those tasers. yesterday's vote was evenly split with one commissioner absent. the revote motion was called after questions arose over the first vote taken in 2017. several commissioners have since been replaced. 5:06 right now. breaking news in the hate crime alleged by actor jussie smoll t smollett.

he's now in custody charged with making a false police report. kris sanchez joins us with what happens next. >> jussie smollett turned himself in overpass and is now in custody facing that felony charge of making a false police report. you might remember just yesterday he was also charged with felony disorderly conduct for making that same report. i want to show you a tweet that chicago police put out just a few hours ago confirming smollett's arrest and promising more information at 7:00 our time. the santa rosa native is due in a chicago courtroom this morning. just in case you haven't been following this story, the "empire" actor claimed in january he was attacked by two masked men who called him racist and homophobic slurs, poured bleach on him and put a noose around his neck. the investigation led chicago police to two broerls seen purchasing the masks used in the crime. they say 134089 paid them for the attack. they promised an aggressive

front continues to move to the south. we're also going to have a couple of days of dry weather and then starting to see our next storm system arriving by the end of the weekend. so as we make weekend plans, we are going to start to see more clouds moving in on saturday, but it will be dry. then we'll see the rain coming in by sunday morning. it looks like right now this will be a heavy rainmaker for far northern california as well as north bay, but the rest of the bay area will only see spotty showers moving in on sunday, into early next week. we can see how it's starting eureka area and parts of northern sierra. so we'll be watching that over the next few days. here is a live look outside in squaw creek, another cold morning there. we have snow in the forecast heading to the end of the weekend but great travel conditions to get to squaw valley and alpine meadows. and we have 109 inches of snow at the base of the mountain. check out the season total,

507". really a great season. we do have more snow in the forecast. while the bay area has rain, we're going to keep temperatures warm before the afternoon highs but still chilly during the next several mornings. heading over to mike, you're checking out the traffic on the road. >> exactly. i'm counting not the cars but the lanes. start on the left. one, two, three, four, five, six. notice that lane six right there is empty. from time to time you'll see folks try to sort of desperately get out of that lane as you get toward the toll plaza. that cash lane is not yet open. that's causing quite a bit of shuffle and actually making the back-up form a little more quickly than we typically see. we're almost at 5:20 when we expect the back-up and metering lights to be there anyway. it started about five minutes early. no problem on the span and smooth drive through the maze. slowing eastbound 580 getting away from the bridge. overnight crew in the area, may be picking up and may be a distraction. it is open. so are the rest of the freeways.

america's opioid epidemic and surging number of victims. usc researchers are calling it the most comprehensive study of its kind. they found overdoses in the u.s. on average are 3.5 times higher than other high income nations. the highest of any wealthy nation. the next highest numbers in finland and sweden, which have less than half the rate of overdose deaths. more than 70,000 americans died from overdose in 2017. in the wake of claims youtube may be a hotbed of pedophiles, disney and nestle suspended advertising on the site. in the past youtube answered to claims it does not do enough to monitor questionable activities tied to videos containing young children. this week youtuber matt watson showed a video showing how quickly users can connect to those ads simply from algorithms pushing from one video to the next. comment sections may be allowing

into a verbal fight. things got physical when the victim started recording it with his phone. police say the suspect ultimately punched the victim several times. he has injuries to his eye and nose. a 6-year-old boy is safe this morning after a dramatic rescue. he fell about 20 pete down a rocky ledge at sea ranch along sonoma county coast. he was hiking with his 9-year-old sister at the time. a deputy climbed down, carried the boy out of the ledge. he is expected to be okay but he did have a broken arm. the parents were visiting the area and didn't realize they had gone so far away from where they were staying. >> new this morning a former south bay priest and convicted sex offender reportedly facing new accusations from a minor who claims she was a recent victim. a santa clara filed a new complaint against him. he served as a priest in san jose and was allowed to return to the church after being charged with sex crimes in the

1980s. he retired in 1990s. he's accused of molesting a girl between 2011 and 2016. the family claims they did not know he was a convicted sex offender. for the first time in the history of the catholic church, the pope is calling leaders around the world in rome to deal with ongoing sex abuse scandal. the four-day summit started at the vatican. jay gray joins us there live. jay. >> good morning, laura, advocates making the trip to rome, demanding transparency, full public accounting and big changes moving forward. as leaders of the catholic faith gather inside the vatican, their church is in turmoil. >> this the most serious crisis in the last few centuries. >> a crisis of credibility and trust after allegations of abuse and cover-ups by clergy for

actress killed by pasadena police have filed a lawsuit. they are asking for $20 million after vanessa marquez was gunned down in august. officers say they shot her when they went to her home and she pulled out a bb gun. the family said they used, quote, poor tactics and didn't have to resort to killing her. family and friends are campaigning for marquez to be included in a memorial segment at this sunday's oscars. this afternoon we're expected to get a closer look at a proposal aimed at protecting you from hackers. attorney general xavier becerra will unveil a proposal that will allow businesses to notify you of compromised passport numbers and biometric information. the news conference planned at 2:00 this afternoon in san francisco. 5:46, happening today legal experts believe there's some chance longtime trump associate roger stone will be headed to jail. the judge ordered stone back to court to consider having his bail revoked.

the judge is presiding over stone's criminal case tied to the mueller probe. she wants to discuss an image stone posted monday to social media showing her next to a rifle scope's cross-hairs. stone may have violated a gag order. stone claims a volunteer posted the image, and it was not meant to be threatening. also developing on capitol hill, the investigation of russia interfering in the 2016 election may be nearing an end. president trump says he'll be hands off whether the public sees that report. special counsel robert mueller leading that investigation which includes possible collusion by the president's campaign. he's been silent on the evidence but in court he disputed president trump's claim that he and top aides never met with russians. even some republicans want the public to get the details. >> the only way i know for the taxpayers to hold anybody that spends the taxpayers' money responsibly is through transparency because that brings

temperatures in the mid-50s today. getting dressed as you take a look at the windows, see the skies are clear and need to layer up with a hat, maybe some boots as well. our temperatures today will reach into the mid to upper 50s, which is cooler than where we should be this time of year. storm ranger showing the rain has moved out as the cold front pushes that rain to the south. a couple of days of dry weather before we track this storm system that will be moving into the weekend, end of next week. our hour by hour forecast today and tomorrow, saturday it will be mostly cloudy even though we're not seeing rain move in. then rain pours across farther northern california. this is where it looks to stay for the most part north bay getting in on showers the rest of the bay area. scattered rain into the start of next week. that's something over the next few days. enjoy nice weather.

we sure need a break from the rain because we could see a lot more of that going into early next week. as we head over to mike, you've been tracking two specific jams. >> look at all this green, loving it. two specific problems. the first south 680, a little slowing off 242, south 680 around main, a crash to the shoulder. reported in both directions but we saw the sensors and they don't lie. a nice drive once you pass by the crash. it cleared without incident. the other over at the bay bridge. you know slowing at the berkeley curve. smooth traffic as well for the approach coming off highway 4. the good news is that all of those cash lanes have opened now. off to the left we had about a half hour of folks backing up and shifting around. over here on the peninsula, very lite traffic flow but you do have company. back to you. >> thanks, mike. this next story, my friends who live in las vegas tweeted me

measles outbreak in the northwest. health officials say the number of confirmed cases in clark county washington is now 63. that's just since the start of this year. of those cases nearly all infected were not vaccinated. most of the children are teenagers. officials have said they blame parents who chose not to vaccinate their children. 5:58 right now. sober homes ar growing industry in california. anyone can open a sober home almost anywhere in the bay area. >> they are supposed to provide clean living environment for sober addicts. but no one is actually checking to see what's happening inside. >> good morning. this store story came from the community. a man tipped us off about a sober home that requires residents to go door to door to ask for donations. this man went to the united states mission in san jose who says the goal is to provide a
