the heater inside the car. upper 30s tri-valley. making your way out the door pleasant hill b.a.r.t. station, sunshine and 40 to 50. microclimate coming up in a few minutes. mike, you're tracking a crash in palo alto. >> we have our camera pointed north. here is willow, the off-ramp here. north of there is march. right in the stretch there was a crash reported. i do see brake lights in the area. i don't see lanes blocked. chp will watch for activity. you do see slowing. volume starts to build in the peninsula, 101, 280, south bay very light. going over here toward contra costa county. southbound 680, kari showed you the live camera in walnut creek. it was moving well. before you get there, one lane blocked by a crash, taking a while to clear the last of the lanes toward olympic there. the bay bridge toll plaza with metering lights on and you expect that. back to you.

>> thanks, mike. happening today, 3,000 oakland teachers are going on strike. we expect picketers to start in half an hour at 6:30. we have team coverage for you of those protests and impact on families. pete suratos at manzania elementary school but first start with bob redell at oakland tech high school. bob. >> behind me you see some of the teachers are showing up. they are setting up, getting ready to demonstrate, to go on strike. they plan to picket in about 30 minutes outside oakland technical high school and all the other high schools here in the oakland unified school district. we're talking about 3,000 teachers are walking out today. what they are trying to do is they are trying to impress upon the district, hey, we want you to meet us on three of our main demands. take a look on the tv screen. teachers asking for a 12% raise over 3 years, smaller class sizes, more support staff like

nurses, counselors. they did offer a 5% raise to 7% over three years plus 1.5% one-time bonus. the offer did go higher than the recommendation of an independent fact-finding report that suggested that both sides agree to a compromise 6% retro active raise. the teachers union says it's not enough, it does not address high cost of living driving educators out of oakland. the next talks scheduled for tomorrow. picketing today will be 6:30 to 10:30, 11:30 to 1:30, a rally in march at city hall and the teachers will end between 2:30 and 4:00 with more picketing at the schools including oakland technical high behind me at oakland unified school district. reporting live, bob redell, "today in the bay." >> thanks so much for that update. the strike is really going to affect students and parents who attend oakland schools. >> "today in the bay" pete suratos at manzania elementary

school. pete, parents had to adjust when they found out about that strike. >> yeah, good morning to you guys. parents will definitely have to adjust to all of this. we know all schools will remany open in the oakland unified school district. as i mentioned all morning long, it will definitely not be school as usual for students who do come to school during this teacher strike. i want to get to important information that parents need to know. as i mentioned all schools will remain open. strikers will not enter few with students. substitutes, current administrators and retired staff stepping in during the strike. normal attendance policies will be in place. if the kid misses school, the parent makes that decision, it will be an unexcused absence. alternative sites will be available for parents who don't want to cross the picket line. one parent we into to has made the decision not to cross the picket line. here is what she had to say.

making a false police report. "today in the bay" kris sanchez joins us now with what happens next. >> he turned himself in to chicago police overnight. yesterday he was also charged with felony disorderly conduct for making that same report. i want to show you a tweet that chicago police put out just a few hours ago confirming smollett's arrest and promising more information at 7:00 our time. the santa rosa native is due in a chicago courtroom this morning. just in case you haven't been following this story, the "empire" actor claimed in january he was attacked by two masked men who called him racist and homophobic slurs, poured bleach on him and put a noose around his neck. the investigation led chicago police to two brothers seen on camera purchasing those masks and used in the crime. they told police smollett paid them for the attack. they promised an aggressive defense with a statement, like

any other citizen mr. smollett enjoys the presumption of innocence particularly where there has been an investigation like this one where information, both true and false, has been repeatedly leaked. again, more information coming from chicago police in about an hour's time. we will put that new information up on nbcbayarea.com, also on facebook and twitter and of course the "today" show will continue to follow that as well. marcus and laura. >> an actor's name that so many know but not for a great reason. thanks, kris. 6:07, a major divide reported this morning in san francisco on the planned rollout of police tasers. as it stands, the city has money set aside to equip officers with tasers during the next fiscal year. the examiner reports police commissioners yesterday deadlocked on a plan to retake that vote that approved tasers. yesterday's vote was evenly split with one commissioner absent. the revote called after the first vote taken in 2017. several commissioners have since

been replaced. >> a professor is now suspended without pay for a full year at uc berkeley. according to the "east bay times," the university found that the professor there sexually harassed a student. the school says he repeatedly property up sex in conversations between 2007 and 2009. following his spepuspension, he will spend a year on a previously scheduled sabbatical. during that time he'll only have limited access to the university. the professor repeatedly denied any wrongdoing. right now insect traps in places in san mateo county. a dangerous bug detected in foster city last month and redwood city this month. they can spread a deadly plant disease that can impact citrus trees. food and agriculture have established quarantine in the area telling home owners not to remove those type of trees. san francisco was under a similar quarantine last month. we're having to watch our

plants that are outside right now. we have some freezing temperatures in some of our inland valleys. as we wake up, we're starting to see sunshine and still some clouds left over from the system that moved through yesterday. all those clouds will be clearing throughout the day with sunny vale at 45. all of us seeing temperatures in the 50s today and some mostly sunny skies with breezy winds. more sunshine tomorrow and clouds roll in saturday. i'll have a look at that forecast in a few minutes. mike, things cleared up in palo alto. >> it was a crash, a hit-and-run. we showed you the area north of the camera at university. traffic flows smoothly and looking at traffic going on through walnut creek approaching the interchange. of course bay bridge metering lights on. looking at slowing, a little build through san jose, south 280.

but clear over novato. 37 open yesterday but still see traffic at richmond san rafael bridge although it's not a needed alternate. >> good morning, i'm frank holland, cnbc global headquarters. wall street expected to open with optimism towards trade talks. modestly for the eighth straight day and dow up for a third straight session. on today's watch list reports on unemployment, durable goods and existing home sales. johnson & johnson has received subpoenas from the justice department and s.e.c. for information related to the safety of its baby powder and other products that contain talc. johnson & johnson said this stems from thousands of liability lawsuits which claim baby powder causes cancer and mesothelioma. johnson & johnson said decades of testing show its baby powder

is safe. sales are relatively small. because baby powder is one of the few products with the company's name on it, it plays a role in shaping johnson & johnson's reputation. ride share news, lyft reportingly filing for an ipo next week and could list shares on nasdaq by the end of march. uber filed for ipo but lyft will provide first test about how investors feel about the ride sharing industry. lyft is expected to pitch itself to investors as a comprehensive service offering access to cars, bikes, scooters mainly here in the u.s. and is a company that isn't saddled with losses from competing globally like uber does. marcus and laura, over to you. >> i'm sure a lot of people hoping to ride lyft to the top. happening today, preorders begin for what some call the most buzzed about smartphone in a long time. it is the new foldable samsung smartphone. the company showed off the

here is a live look outside. we are also dealing with very busy conditions. it's been so busy over the past few days, it's nice to see our weather calming down. we do have low 40s for you stepping out the door. heading into the low 50s today, it will still be cool. as you're getting ready to head to school in the east bay, oakland will see temperatures at 41 degrees. nice and sunny throughout the day. we can leave the umbrellas at home. we're heading into the mid-50s for early afternoon as that last school bell rings. the high in oakland up to 57 and 56 in livermore. also 56 in san jose. san francisco 54 degrees and still some breezy winds. storm ranger showing all the way yesterday in parts of the bay did clear and now we are waking up to mostly clear skies. as the system pushes farther south, a couple of days of dry weather before this storm system moves in. it looks like it will be tapping into deep moisture. the focus of where that rain will be may be just north of the

bay area, which is great news. we still need this break. we're going to start to see clouds moving in but no rain. on sunday showers in the north bay and farther to the north up around eureka. you can see that is where the atmospheric river will be targeting while we'll be on the outer refrigerators of that. if the forecast holds we'll only see light rain next week. if you're in the north bay and heading up around ukiah, that rain will be much heavier. this will be something we'll be watching going into next week. meantime, we'll enjoy a nice and dry weekend. it will be cool with highs in the in the mid to upper 50s. for san francisco, mid-50s today, still windy this morning. the winds will start to relax going into the afternoon. tomorrow more sunshine. we'll see a mix of sun and clouds on saturday. mike, you've been tracking the drive through walnut creek. >> that's right, kari.

we had the crash that happened earlier this morning. we had all but one lane open now. some slowing, this starting to move more smoothly. what i'm showing you is this set of lights, south 680. this other set of lights it's separated there. move toward 24 towards lafayette. things look like they are moving nicely past that b.a.r.t. station in walnut creek. by the way, no delay for b.a.r.t. lanes or transit agencies like ace train 1 left a few minutes late. that's the latest update. from concord toward 24, pretty typical for contra costa county. an easy drive, slowing for east shore. the bay bridge, reports of a disabled vehicle there. a little build for the san mateo and dumbarton bridge but no major problems. starting to show the build. over to the bay bridge, disabled

america )s opioid epidemic and the 6:23 and new this morning, stunning new numbers on america's opioid epidemic and the surging number of victims. usc researchers calling it the most comprehensive study of its kind. they found overdoses on average are 3.5 times higher than other high income nations and the

highest of any wealthy nation. the next highest numbers in finland and sweden each have less than half the rates of overdose deaths. more than 70,000 americans died of overdoses in 2017. nbc bay area responds to a concord woman's month long dishwasher dispute. >> consumer investigators chris com la resolved it. >> let's talk about susie, she paid for a dishwasher at airport appliance in concord. looks pretty good. she discovered the top rack doesn't fully pull out. you can see it compared to the bottom rack. that complication makes it tough to load the rack. the dishwasher isn't broken, it's designed that way. susie asked to exchange it for a different model. one month and several calls later, she said she had gotten nowhere. that's when susie turned to us. we didn't find an exchange policy on the airport website,

time. smooth flow through the maze. the rest of the bay shows a smooth flow of traffic. 880 slows a bit more, san leandro toward union city, add speed through oakland but much bigger news for oakland. back to you. >> here we go. happening today, 3,000 oeblgd teachers going on strike. in fact, we expect picketers to come out now. the protest and impact on families. let's start with bob redell, he's at oak tech high school. bob. >> reporter: one of the several schools that the teachers will be picketing outside. you can see they are setting up out here bringing signs out. one sign there. we demand one fulltime nurse in each school. talking about 3,000 teachers going on strike. they have been working without a contract since 2017. they are striking to get the district to give in to three

demands. 12% pay hike over three years, smaller class sizes and hoping the district will hire more support staff like nurses, counselors. this week they did raise the initial offer of 5% pay increase over 3 years to 7% over 3 years plus 1.5% one-time bonus. the offer did go higher than recommendation of independent fact-finding report suggesting both sides agree to a compromise 6% retro active raise. the teachers union said that counter is not enough, that the latest offer does not address the high cost of living that is driving educators out of oakland. the next planned talks between pott sides scheduled for tomorrow. so the schedule for today, they are going to be picketing between 6:30 and 10:30 at most if not all the schools in oakland. between 11:30 and 1:30 they will rally and march at city hall and come back to the schools to do more picketing between 2:30 and 4:00. again, you've got 3,000

students -- excuse me, teachers out here right now and officially going on strike. reporting live in oakland, bob redell, "today in the bay." >> bob, thank you. all right, so the strike going to affect 50,000 students and parents who attend those oakland schools. >> "today in the bay" pete suratos is live at manzania elementary school. pete. >> good morning, you guys. we're here in front of manzanita in the thick of it where it's starting. starting to see teachers show up early in the past few minutes. as i mentioned all morning long, all schools in the unified school district will remain open but the class school will be different, not school as usual. schools will remain open and strikers will not interfere with students going into the school. the district will replace the teachers with substitutes, current administrators as well as even retired staff. now, normal attendance policies will be in place, so if your kid

the "today" show starts at 7:00. stay with us during "today" show for continued live updates. reported sex ffder and priest facing new accusations from a minor who claims she was a recent victim. mercury news reports santa clara county filed a new complaint against herman toro. he served as a priest in san jose and was allowed to return to the church after being charged with sex crimes in the '80s. he retired in 1990. now he's accused of molesting a girl multiple times between 2011 and 2016. the family claims they did know he was a convicted sex offender. for the first time in the history of the catholic church, the pope called leaders around the world in rome to deal with ongoing sex abuse scandal. the four-day summit started at the vatican. jay gray joins us there live. jay. >> hey there, laura.

in the first session of the four-day summit continues in rome and at the vatican. we've got close to 200 leaders of the catholic church all here and working through what has been a crisis in their faith, sexual abuse by clergy members. they say that this is a meeting where they expect a big difference moving forward after these four days. but there are survivors and advocates who aren't so sure. >> my hope would be that people see this as a turning point of we're going to do everything possible to make sure people are held responsible, accountable and there's going to be transparen transparency, because those three elements will keep children safe. >> it could be nothing more than a p rchr stunt. if it's all talk and they all sit around and go through the motions. >> now, each day of this summit

start of next week. what are you going to do? how about the splash and dash in san francisco? this happening at aquatic park and benefits special olympics. it will be chilly and you will have to brave to get in the mid-40s and water temperatures in the low 50s. as you make plans also for sunday, maybe you'll be checking out the black joy parade. this will be a great event with mix of sun and clouds. 54 degrees at noon and slight rain chances going into the evening. overall it does look like we'll see make more clouds moving in. if you plan to go to the sierra, it's going to be a great weekend. we'll also see some better travel conditions. tomorrow highs in the upper 20s, sunshine a mix of sun and clouds on saturday but then some light snow showers starting to come down on sunday. if you want to go hiking muir woods this weekend. partly cloudy skies and rain will be holding off there. trails may still be very soggy after we've had a lot of rain recently. then if you're going down to paso robles, temperatures will be reaching into the low 60s by

then after it's going to feel better with ayatollah sun beaming down. we are seeing clouds left over from the system that passed through yesterday and brought parts of the bay area rain. as you get dressed, make sure you're layered up, the hat and nice warm boots to keep you warm today. it still indeed feels like wintertime. as we look storm ranger, that storm system pushed to the south. we are going to turn our attention to the next storm system by the end of the week. we have a couple days to continue on with dry conditions. as we time it out, no rain. that rain olds off to early sunday morning but looks to be mainly focused across far northern california and that can reach into parts of the north bay. this is something we'll have to watch over the next couple of days. if that focus continues to remain farther to the north, we won't see much out of this. but if it shifts a little bit

farther to the south, we could be in with a lot of rain. we could see barely measuring rain for parts of the south bay. maybe a quarter of an inch with higher amounts from santa rosa up through ukiah. then as we check out our forecast, we are going to see saturday numbers reaching into the mid-50s. it will be partly to mostly cloudy. on sunday we'll start to see rain chances going back up. i'll be tracking all of that for you. >> as we head over to mike, talking about the bridge this morning. >> that's right. richmond bridge specifically. you might be able to skip it. yesterday it was an alternate for highway 37 jamming up in novato this morning. this morning, no jam, no problem. skip that bridge and take 37. look at that, we do have a crowd as you exit the area, heading off east shore freeway west. that's the typical commute. 47 out of vallejo past the speed, 37 open for this morning's commute and smooth drive through novato. maybe a little more traffic
