good sunday morning! it is - - - - - here is a live look outside -- bridge good sunday morning. it is february 24th, if you can believe it. here is a live look outside at the bay bridge not quite as sunny as we were seeing at this time yesterday morning, but a beautiful start to the day, nonetheless. i'm kira klapper. vianey arana has a look at our microclimate forecast and the good news we have another dry day. >> for the most part. >> are to the most part yeah. >> the thing that we'll notice the most today is the increase in cloud cover, kira. >> yes, we could see it. >> you could see it and also feel it. the temperatures are running in the 40s versus yesterday, when we were in the 30s. because of the lack of cloud cover, that increase in cloud cover is warming up our early morning highs but it will also keep our afternoon highs rather cool so we're not going to see

a big change in afternoon highs. satellite radar shows a storm forming and we have a plume of subtropical moisture. the majority of the moisture is far off to the north near the oregon area. however, we are expecting for this to start to move in as early as the overnight hours, especially for the north bay, actually mainly for the north bay. anything south of the golden gate bridge will not expect to see any rain but it will be very late when this rain starts to move in so don't worry, you'll be able to enjoy your sunday. our daytime high also climb into the 50s, but i also want to break down the time line for you, so coming up i'll break down who is going to be affected the most how much rain we're expecting, flood risk all of the things associated with any atmospheric event. >> the dry weather never lasts, does it? vianey see new about 15 minutes, thanks. while san francisco remembers public defender jeff adachi following his sudden passing, new details have surfaced about his final hours. our investigative unit was the first to report that a suspicious death investigation is now under way.

these are police photos from inside the apartment, where he was found unresponsive. a police report indicates a woman named catarina told them she and adachi went to dinner early friday evening, when adachi complained about a stomach ache. the two then went to a nearby apartment on telegraph place, which reportedly belongs to a friend of adachi. the woman told police he had two glasses of wine, took a pill and then fell unresponsive. that's when she used his phone to call 911. a neighbor we spoke with saw first responders arrive. >> i looked out the window at about, i could see there were some flashing lights. i'm really shocked to learn that you know, they found jeff's body there. >> the police report says paramedics took adachi to the california pacific medical center daveysies campus where he was pronounced dead. san francisco mayor london breed spoke to us about adachi's death and the loss felt in san

francisco. she said adachi leaves a huge legacy in the community, where he devoted hadis career. >> we are really focused on criminal justice reform. he was my real partner in those efforts. >> mayor breed said adachi who started working as a deputy public defender back in 1987 helped give a voice to the underserved. jeff adachi had a long and impactful career three decades in the public defender's office. for a look back at his work and the tributes to him, go to our website, nbcbayarea.com. it was another day of searching at ft. fundston after that cliff collapse buried two women walking a dog on the beach. one woman made it out. the other remains missing. she's described as a woman in her 20s. crews have now expanded their search for the woman's body into the ocean. the coast guard has been added to the search and they launch one of their helicopters to scan the beach and surf yesterday. authorities say they're

concerned the victim's body may have been swept away after high tides came in friday and washed a lot of the collapsed sand into the ocean. >> especially since the currents are so unpredictable, and the search area is virtually unlimited in the bay area after the high tide currents. >> crews also brought in heavier equipment to continue their search on the land. authorities have not released the identities of the women who were caught in the landslide. we are told the woman who was rescued by witnesses is recovering from minor injuries. the dog also survived. now to an emotional moment between a hayward woman and her beloved dog, after the dog was held for ransom. according to police cocoa the yorkie was stolen from his hayward home during a burglary earlier this month. one of the robbers held the dog for ransom demanding $20,000. cocoa's owner refused to pay, and instead contacted police.

a detective worked to track down and arrest the suspects and as you just saw there, reunite the dog with his owner. happening today, another round of negotiations to try to settle the oakland teacher's strike. both sides will be back at the bargaining table after they took a break yesterday. teachers walked off the job on thursday. they want better pay, smaller classes, and more resources for their children. the district has repeatedly said it doesn't have the money to make all of that happen. last week at the start of the strike administrators acted as teachers but most students did not cross the picket line and go to school. there is a growing concern in san ramon, police are looking for a man who may have tried to kidnap a teenage girl friday night. investigators tell us it happened on fallen leaf circle around 6:00. the 13-year-old girl told police that a man driving a white car pulled over opened the passenger door and said "your dad asked me to pick you up and drop you off at your house."

the man then tried to grab her. she managed to run away. the suspect she described is an indian man between 35 and 50 years old with shaggy hair and a mustache. the girl remembers he was wearing a ring with two overlapping snakes. he was driving a white four-door car, possibly a nissan rogue or a versa. the license plate started with 7hm. traffic is flowing again after a messy situation in fairfield, the hazardous spill shut down roads. these pictures show a yellow substance believed to be a pesticide spilling from a truck, after it was involved in a traffic accident. it happened yesterday morning around 10:00 at the corner of chadbourne road and highway 12. the roads were blocked off for about eight hours but once again open. a plan to rebuild the dumbarton rail bridge is gaining momentum. the bridge would link redwood city and newark and provide commute relief for thousands of

drivers. yesterday, the first community meeting was held about that plan. the goal is to fix the bridge which was built way back in 1910 so that trains can cross between the east bay and the peninsula. it's estimated to cost $1 billion and the project could break ground in 2022. three more public meetings will be held. at 7:07 we have much more ahead on "today in the bay," after years of allegations, r. kelly has his day in court. what a judge decided yesterday and what's next for that embattled singer. also, bringing the fight to dianne feinstein, a group of kids calling on feinstein to listen and support the green new deal. her response that's going viral.

we are going to see an increase in cloud cover today, so not quite as sunny as yesterday. upper 50s still to enjoy, before rain makes its way in. vianey arana will track the forecast in just a few minutes. we turn now to the r. kelly investigation. the grammy-award winning singer had his first court appearance this weekend. nbc's chris pallone has the newest developments. >> reporter: the attorney for k. kelly expects him to leave the chicago jail after he gets money to release bond. a cook county grand jury indicted kelly on ten counts of aggravated criminal sexual abuse regarding four victims, three minors and the alleged crimes happened between 1998 and 2010. in court saturday, prosecutors describe the accusations against kelly and video of a sexual encount per >> in the video, the victim repeatedly repeatedly says she is 14 years old. >> reporter: kelly, whose first

welcome back. it's 7:14 on your sunday morning. no sunshine as we look at the cupid span and the ferry in san francisco, complete cloud cover there. expect a lot of that across the bay today. temperatures though in the upper 50s, so that will be nice. senator dianne feinstein is getting social media attention for the way she responded to a group of children urging her to support the green new deal. the group of kids ranging in age from 7 to 16 went to dianne's san francisco office on friday. the children were supposed to be sponsored by the sunrise movement a climate change activist group, and this is

their video, their message is what they would be doing if they were the ones dealing with the consequences of drastic measures if those drastic measures aren't taken now to combat climate change. feinstein told the children she supported a different version of the green new deal one that could be approved by congress. >> the government is supposed to be for the people and by the people and all for the people. >> you know what's interesting about this group is i've been doing this for 30 years. i know what i'm doing. you come in here and you say it has to be my way or the highway. i don't respond to that. >> that exchange has gone viral. it should be noted the video was edited and the clip doesn't capture the entire exchange which lasted close to 15 minutes, we're told. feinstein is calling friday's exchange a "spirited discussion" and wants the children to know they were heard loud and clear. now to pushback from pinterest. the company is cracking down on

will have to sign up well in advance, apparently there's already a wait list. the makeover is complete. balboa pool reopened yesterday in san francisco. mayor london breed was there to lead the celebration, redesigned to accommodate swimmers of all ages. balboa is one of nine public pools in the city of san francisco. the next pool to be renovated is garfield pool in the mission district. let's check in with vianey arana with a look at our weekend forecast. lots of cloud cover so may be a good day to swim indoors. >> good thing it's an indoor pool but we are going to see some changes, but don't worry, today you'll be -- >> it's like every time we talk. >> it's the rainy season. we're still in winter still fair became. we have cloud cover out there as you are getting ready to head on out, do your daily activities. you need a coat but as far as the umbrella goes i think you'll be okay living at home. our temperatures are running a couple of degrees warmer 10 12 in some spots because of the

increase in cloud cover. yesterday morning we woke up to 30s. this morning we're waking up to some 40s. 47 in hayward, 44 degrees in san jose. now, we've been monitoring kind of the storm probably more the last i would say maybe week or so. we've been talking about it with you and now we could see it developing just off the coast. we have a lot of moisture but a lot of that is far off to the north. however, we'll see this begin to spread southward within the next couple of days and that's going to start as early as tonight, with mainly the showers creeping into the north bay, and we're talking very late tonight so for most of the day, you can expect cloudy skies, with temperatures in the 50s, again because it's so cloudy we're not going to see a huge change in our daytime highs compared to yesterday. 56 degrees in napa 56 in santa rosa down through san jose 59. 58 for palo alto. not a pleasant day to be outside. it's not necessarily hot but not going to be too cold. let's break down the timing of this storm, because i know everybody's wondering what am i going to expect into monday?

your hour by hour outlook, remember i said gfsit was going to creep in overnight, the moisture stays far north, sonoma county through oregon. by 8:00 a.m. the majority of the rain stays north of san francisco. then as we head into monday afternoon we'll have a rainy north bay, but it begins to move south into the afternoon, right around 1:00/2:00, we start to get some heavier pockets of rain and as we fast forward the time line into the 6:00/7:00 hour, we see a greater intensity in the rain through san francisco, oakland, through palo alto and the south bay. there will be more of an elevated risk of seeing concerns for possible flooding areas north of the golden gate bridge but monday is going to be just the beginning of the storm. let's take a look at the long range outlook, so you can really prepare. as we head in toward tuesday the heavier rain will likely stay to the north but it will see locally gusty conditions tuesday night into wednesday morning is

when we expect to see the heaviest of the rain begin to move completely south, becoming more widespread and then we're going to get some clearing into thursday with the faster moving system potentially moving in friday into saturday, so this plume of subtropical moisture will make its arrival as early as overnight hours, intensifying with heavy rain into tuesday night and areas north of the golden gate bridge will see the higher rainfall totals between three to five inches potentially in the north bay areas south of the golden gate bridge will be much lower with a lower chance of seeing flooding risk but we'll keep that in mind. wednesday, rainy start, evening showers and as we head toward thursday we catch a break, and then unfortunate we get another system that moves in just in time for next weekend. i'll have another update on those rain totals we're expecting because of this storm coming up in a bit. kira? >> we'll stay tuned for that thanks. it is 7:20. still ahead on "today in the bay" -- >> my resume consisted of you know a ged and driving experience. >> from high school dropout to

good morning it is sunday - - - - - take a live look outside -- good morning. as we wake up for this last weekend of february if you can believe it the sun breaking through the clouds as we look under the bay bridge this morning. thanks so much for joining us. i'm kira klapper. vianey arana has a look at our forecast. we can't complain the rest of the country is dealing with snow and all sorts of things but i heard rumors from you the dry weather won't be around much longer. >> felt like we got all the rain we needed the reservoirs are at capacity the river levels are high. we're monitoring an additional system already forming off the

coast and far off northern california. the temperatures because there is so much more cloud cover this morning our temperatures are running about ten degrees warmer in some spots than yesterday. no 30s on the map with the exception of santa cruz at 39 degrees, san jose at 44 and daytime highs will not be warming up by much. i want to show you a look at radar, could you see the cloud cover rolling in could you see a lot of moisture off to the north. we have our storm ranger up and scanning because as the system begins to move in it's got a bit of an atmospheric push to it. may know this as the pineapple express, the north bay will begin o-to-see showers as early as tonight into overnight hours. the rest of the bay area we should be okay mostly dry conditions a little cloudy with temperatures in the 50s. i'll break down how this is going to affect in terms of flood risk, wind speeds, thunder and who will see the heaviest of it coming up in 15 minutes. you want to stick around. >> we'll stick around for that see you soon thanks. while san francisco continues to mourn the death of its public defender new details

have surfaced about jeff adachis final hours. our investigative unit was the first to report a suspicious death investigation is under way. marianne favro files this report. >> reporter: we are learning more about the hours leading up to san francisco public defender jeff adachi's death. police took these photos inside the apartment where he was found unresponsive. a police report indicates a woman in the apartment named catarina told them she and adachi went to dinner at a restaurant early yesterday evening when adachi complained about a stomach ache. the two went to this apartment on telegraph place, which one of his friends says she lets him stay at from time to time. according to police catarina reported adachi had two glasses of wine took a pill then became unresponsive. that's when she used his phone to call 911. neighbor tom mccall saw first responders arife.

>> i looked out the window and i could see there were some flashing lights so i looked out, and i kind of leaned out the window and i could see there was a big fire truck here. >> reporter: adachi was taken to cpmc where he was pronounced dead. >> i'm really shocked to learn that you know they found jeff's body there. >> reporter: a police summary also reveals officers were on their way to the apartment shortly after the 911 call came in to meet the medical examiner when the m.e. called dispatch to cancel but officers thought that was odd and kept going, taking these photos inside the apartment at some point after they arrived. the pictures show the living room and a small round table set for two. the bedroom, where the report says paramedics tried to revive adachi before taking him to the hospital and this one, chronicling various pieces of potential evidence as part of what sources tell us is now a suspicious death investigation.

fact that it is built on landfill also means it is sinking, and at different rates, depending on where you're located. several sources both within the commercial airline industry and the federal safety oversight tell me they're worried this sinking is creating more and more problems. you're seeing firsthand what it looks like to make a final approach to land on runway 2-8 right at san francisco international airport after a recent rainstorm. notice the puddles of water along the runways and as these photos taken that same day show repair patches everywhere. >> cleared for takeoff. >> reporter: notice the ponding of water on the taxiways and the apron outside the normal wear line where airplanes tires roll. there's extensive linear cracking called alligator cracking clear sign structural engineers say, that the ground beneath sfo's runways and taxiways is settling at different rates and creating

problems. >> when you have heavy rain those areas accumulate matter. >> this doctor is an assistant professor at arizona state university's school of earth and space exploration. >> sfo is chinking. >> reporter: he led a team conducting a study for nasa which measured minute movement of the land around san francisco bay using satellite data he found the land under sfo is sinking at more than five millimeters a year a significant drop geologically speaking so significant that more than the half the runways could be underwater in a life time if something isn't done. >> a large part of the runways result into horizontal stresses which create cracks. >> reporter: records showed several different instances of alligator cracking including an emergency repair last june and another one in october. the records show seven more repeated repairs in places that had already been fixed once before indications are, experts

say, the ground continues to shift and sink. >> that means the sub base is starting to fall a little bit and that is a little more extensive repair. >> reporter: nbc bay area's consult mike mccarron is a former operations supervisor with more than 2 years of experience at sfo. >> probably because the runways are built on fill they extend out on the bay. you have the subsidence and the differential settling. >> reporter: from your experience does this impact pligts? >> eventually it does you take a runway out of service and repave it. sfo, because they are on fill is more problematic. >> reporter: several sources both with commercial airlines and with federal safety oversight say the sinking has become a bigger concern in the last two years or so. we discovered that last year there were 23 different work orders and 19 different runway closures for repairs. there's already been another closure to fix cracked seals and asphalt on runway 2-8 left this january.

our team mapped every repair since 2016 and the evidence backs up our resources, looking our repairs clustered on 2-8 left especially at the intersection of 2-8 right. >> the overall cost what the turn storm turn around on maintenance. >> reporter: with the help of flight aware we tracked delays and cancellations during some of these repairs, according to flight aware data during that one emergency repair of alligator cracking on runway 2-8 left back in june there were 31 canceled flights into and out of sfo and at least 410 delays. in all, some runways or portions of a runway were closed down for repairs for a total of 90 days one out of every four days of the year. during those days flight aware shows 1,100 canceled flights and another 13,000 delayed flights. airport records show a total repair cost last year of $147,000. >> we've always had to close runways for a period of time

and it's kind of the price of doing business. >> reporter: doug is public information officer for san francisco international. >> our ongoing maintenance program addresses the differential settling we may see in the area. the other thing to remember is we periodically repave our runways and every time we do it we're heightening the level of our runways in comparison to the water line. >> reporter: he says the airport is completing environmental permitting and drawing up plans to build new seawalls to mitigate rising sea levels and sinking land. >> our hope is maybe in five years' time to begin physical construction activity such that about ten years from now, that mid century protection is already in place. >> reporter: what's the risk here? >> there's very little risk that the plane would be impacted. the biggest risk is that you have increased delays because you have increased maintenance. >> reporter: when we tracked the work orders for runway repairs back to 2016 we found an average of about two dozen repairs every year at a total

finally this morning. it is 7:53 on this cloudy sunday morning. a live look outside right now. you could see just how much cloud cover we have especially compared to yesterday, which is why our temperatures aren't as cold as yesterday morning. they're remaining in the 40s, 48 degrees in oakland. 47 in hayward. 40 degrees through morgan hill. 42 for livermore. san francisco at 49 and we are monitoring some good amount of moisture and it's going to come in the form of a storm. we have this plume of subtropical moisture. you can see it developing off the coast. look at that forming there. we're still seeing the increase in cloud cover through here. a lot of that rain is still far over far northern california talking up through sonoma county in through the oregon area. a quick look at our storm ranger you could see it's picking up on the cloud cover, you could see we have rain all the way up through redding but

this is expected to make its way further south within the next couple of hours. i will go over that time line for you. let me get you your microclimate highs forecasted for today. 56 degrees expected in santa rosa 57 in oakland, 58 for palo alto and we are expecting some north bay late late evening showers, so areas north of the golden gate bridge might have a shower or two overnight and the rest of the bay area will remain fairly dry so you don't have to worry about the umbrella today but carry a coat because the temperature also remain cool. let's break down your hour by hour outlook. rain chances stay north of san francisco, i fast forwarded this time line through 8:00 a.m. and by monday morning we'll have a rainy start to the north bay, ukiah, santa rosa moving south by the afternoon. i'll fast forward the time line to about 2:00. it begins to move in through napa san francisco, san francisco, oakland and hayward. the south bay remains fairly dry. fast forward the time line to 7:00 8:00 10:00, we get

heavier pockets of rain through oakland, san francisco, but san jose morgan hill gilroy area will still remain fairly light until tuesday. tuesday is when we expect to see the majority of this moisture. let's talk about the long range outlook of this. north bay heavy rain extended for nor cal and this is through about monday 10:00 and if i fast forward through tuesday, the heavy rain is expected tuesday night through wednesday morning with likely locally gusty conditions which could, of course mean flood watches and concerns for areas north of the golden gate bridge. south of the golden gate bridge not as high in terms of rainfall totals. now, looking ahead, we have a clearing thursday rain for friday and then we have a faster moving system expected to make its way in just in time for the weekend. let's talk about what's likely so rainfall between two to five inches again, this is totals monday through wednesday, flood risk will be high especially for the rivers. wind speeds about 45 miles per hour with isolated chance of thunderstorms for the central bay. we expect also isolated chance
