ukiah area over the couple of hours. so this is the way it shapes up today. we start to see that rain making it into parts of the bay area, mostly the north bay, seeing the rain before noon, and then by the evening commute, parts of the peninsula as well as the east bay start to see the leading edge of that rain moving in, and we do have several days of heavy rain coming through, so we'll talk more about that and the problems it may cause, and mike, you're already tracking one problem in oakland. >> yeah, with dry roads, looking over here, green sensors all around but we are looking over toward an on-ramp to southbound 880 at oak street, a disabled big rig has been there for a little while. they need a bigger tow truck than the one that was able to arrive a short time ago. we still have the on-ramp which directions ting, the through oakland and in fact all along that stretch is moving nicely. no backup at the bay bridge toll plaza but we' should see the return to many schools and many

commutes but not in one city. teachers in the east bay striking for a third day, and oakland teachers plan to bring an ally to the bargaining table, the state superintendent of public instruction. the oakland education association posted on facebook tony thurmond would be joining them in their talks with the district. negotiations over the weekend did not make any headway. that means the strike continues. teachers walked off the job last thursday, demanding better pay, smaller class sizes, and more resources for students. the district says it is facing a budget crisis. >> our families are counting on us. know that i speak for all of us when i say that we love and value our teachers and we want toheme everything theaski for, afford to do so. >> we are saying enough is enough. we are making a stand to keep our too much erteachers in oaklt starts by paying us a living wage. >> educators not involved in contract negotiations say they

will be back on the picket lines today, despite the stormy weather. daniel police are pieci together the details of a deadly shooting. officers responded to reports of a gunshot offtoria way less than a block from the danville costco store yesterday afternoon, that's whehe that man was pronounced dead at the scene. we talked with a neighbor, whose car is also in that lot. >> there's probably a bunch of cars that just sit there. i know that they store some cars, it's probably a bunch of work trucks, probably just one of the work truck trailers, probably somewhere, where no one could see anything and you know, did whatever they were doing back there. >> police have not released details about the victim nor a suspect description. a news crew covering a story in oakland became the story when robbers targeted them. a security guard protecting the reporter and photographer opened fire. >> nbc bay area'serher the details of that chaotic scene. >> reporter: the crew from kpix tv was covering the ongoing teacher strike at oakland public schools when a car pulled up next to them.

two men got out and commademand their equipment. at some point their guard exchanged gunfire with them. this is the initial radio call. >> 1,an 81st. >> reporter: the news crew was uninjured, their guard is currently recovering, he's in stable condition at a local hospital. he managed to fire off several shots at those suspects. about 15 minutes later, a man walked in to highland hospital in oakland. he was suffering from multiple gunshots wounds, taken into custody and is being held as a robbery suspect. oakland police canvassed the area and spotted a suspicious week near bancroft and 55th avenue. the driver tried to speed away but crashed. >> suspect 901 and where? copy, bancroft. >> reporter: oakland police say the driver was arrested as were several other suspects. unfortunately, these type of incidents are not unusual. targeting of robberies of news

crews in the bay area have been happening for a while now. sergio quintana, "today in the bay." opening statements begin in the trial of a second man accusing monsanto of giving him cancer. 70-year-old edwin hardelman used it in the 1980s. 2015 he was diagnosed with nonhodgkins lymphoma, a month before it was listed as a c carcinog carcinogen. his case is more than 100600 filed by people who believe roundup caused their cancer. the trial is expected to last a month and the first trial a jury found roundup caused cancer in an east bay pest control manager awarding him $289 million but that was slashed to $78 about 2 skiers were stuck at a tahoe sk broke. the folks are now back on the ground this morning. it happened at the promiseland express lift at north star. the chair lift stopped working

be helped down with ropes. four hours after that malfunction began, everyone was off that lift. no one was hurt, and north star is apologizing to everyone involved. that had to be cold. >> no kidding. a follow-up, balboa pool back open in san francisco. mayor london breed was there to lead that opening. balboa people is one of nine public swimming pools in san francisco. the next pool to be renovated is garfield pool in the mission district. >> that's nice to see. it is a chance to see san francisco like you've never seen it before, from the tallest building in the city. this is the amazing view of the city and the bay from that window, this weekend salesforce began its first public tours from the tippit top floor of its tower. ceo mark benioff tweeted out this video from the ohana floor, open one saturday a month to four 50-person public tours.

good morning. i'm frank holland at cnbc global headquarters. here are today's top business headlines. wall street is set to open up higher this morning, dow futures up 130 points, following a positive lead from asia and europe. china's markets had their best day in more than three years, after president trump decided to delay a deadline this friday to raise tariffs on chinese-made goods, citing progress in the talks this weekend. stocks are coming off another positive week, the ninth straight for the dow and the nasdaq. prices at the pump, they are jumping. the average price of regular unleaded rising ten cents over the past two weeks, it is now $2.44 a gallon. analysts citing an increase il costs in the is higher at $3 gallon. prices are still about 15 cents lower now than they were this time last year, and the cost of dining out is going up, too. prices at full service restaurants rose more than 2.5% in january, well above a 1.6% rise in inflation overall.

he has started a scholarship fund for students at st. mary's so it's really nice he continues to give back. very appreciative. >> we'll see what mr. ottman does for northington avenue. >> bay area represented last night. all right, so i'm in studio today, but i'm going to be out the rest of the week and i think i'm going to be rain geared up. >> yeah, we are going to have some heavy rain, that's the main story as we go into the next several days. at least we have a little bit of time to get ready for the storm right now. here is a look at our temperature s as you get ready o head out the door in 40s and 50s and brentwood you want to make sure you're out early making sure the windshield wipe he weres wipers are working. dry conditions continuing through 11:00. storm ranger is our mobile doppler radar and it's right here in san jose. as we get a look at where the rain is approaching the north bay, it's raining in ukiah, the rain moving through eureka and

approaching reading, this is where the rain has been focused in the last several hours but then it will start to shift to the south. i want to widen out this view to show you all that's happening. we have this long stream of moisture and this is that subtropical moisture that len hans the rainfall, and then we have this area of low pressure that will be moving through. so this is basically drawing up all of that heavy rain, and it will be with us forukiah. here we are at 9:30, light showers moving through santa rosa and elsewhere, we are dry. as we go through 4:00 to 5:00, we start to see more of the bay area getting in on some of that rain, may even start to approach the south bay in time for the evening commute, but it looks pretty much focused anywhere from san rafael over toward napa to fairfield and also in oakland as we go into tonight, and still light rain for the south bay. so where we see the heaviest rain setting up, it will continue to rain in those areas for not only tomorrow, but wednesday as well, and this will gradually taper off on thursday.

so during this time frame, for the north bay, we're looking at the potential of anywhere from two to five inches of rain for the hills. there will be up to nine inches of rain, so that's going to raise a lot of concerns with flooding especially on the rivers. for the central part of the bay area, anywhere from two to three and a half inches of rain and for the south bay, we're looking at one to five inches of rain with the highest amount over the mountains. ded through the north f thihe nh bay. >> that's right, into the north bay from the east bay, the richmond-san rafael bridge a couple of cars going across, it's calm, and no closures overnight or no closures right now, both decks are moving nicely into and out of the north bay, a great shot right there. remember, they're going to continue overnight closures but for the next few weeks as they work on the repair works for the expansion joints. looking at the rest of the approach, contra costa county a great drive through the maze. we have this one incident in oakland, southbound 880 at oak street. we still have that big rig, the

disabled big rig, 82,000 pounds of rig that have to be towed from the area. i believe the tow truck is arriving on scene shortly. just off the freeway, castro valley boulevard we have a crash reported. i know those are surface streets but chp handling part of the issue because it's just off the freeway. it's about a block away so that is why they are there right off the fre vehicle west 580 around north livermore, no big for 580 coming out of the altamont. thelo tracking that as well. no delays for transit either. b.a.r.t. doesn't officially start until 5:00 a.m. but out of the 12th street station they have three trains that are departed already on time so no delays. back to you. >> all right, thanks so much, mike. 4:50 right now. they survived combat only to wage a new war back at home. >> these are military veterans exposed to toxic chemicals on their war zone bases. senior investigative reporter bigad shaban will have that story for us tonight at 11:00 but a preview for us this

left them high and dry. 4:55 now. nbc bay area responds to an orinda couple after a plumber left them high and dry. >> and not in a good way. consumer investigator chris chmura and his team stepped in to help. >> good morning. sandy and dorothy ching called ars rooter rescue to fix a leaky shower and faucet in their bathroom. they say they paid $525 for the fix, but ended up with this, right here, the chins say what you're seeing is unfinished work and that right there, i can zoom in, is a plumber's tool stuck in the shower valve. the chins say the tool broke and
