we are all dry now. we can see that on storm ranger our mobile doppler radar, the red scan that's what we'll be watching over the next few days as it tracks atmosphereic river that will be moving in starting in the north bay and working its way into the rest of the bay area and this is going to be a system that brings in another two to possibly nine inches of rain so i'll be tracking all of that and we'll talk about exactly where, coming up in a few minutes. mike it's already busy at the bay bridge. >> it is. the last couple of minutes i was watching a red truck drive across all the lanes in toward the fast track lane so folks are jogging around. not all the cash lanes are open. this is still closed but this is pretty early for this much backup at the toll plaza. on the other live cameras no problems as far as the sensors go. kirker pass road reports of hay and debris maybe dropped off of a truck. kirker pass is popular out of pittsburg and headed down toward

"today in the bay's" susan maginnis joins usma ginbegin mcginn us joins us live from capitol hill. >> good morning, laura, at the top of the list for a busy week in washington the president heads to vietnam leaving early this afternoon for the second high stakes summit with north korea's leader. president trump leaving today for hanoi, vietnam, for round two of meetings with north korean leader kim jong-un. >> we have a chance for the total denuclearization of an area of the world that was very dangerous. >> he promised he'd denuclearize, we hope he'll make a big step towards that in the week ahead. >> reporter: optimism despite no progress in denuclearization since the first summit last june. >> nothing is clear, and i think

as a result, we could run the risk that kim is given concessions. >> reporter: intelligence officials have said they don't believe north korea will surrender its nuclear arsenal, seen as key to its survival. the president's trip comes a day before his former attorney michael cohen, begins testimony before several congressional committees with lawmakers anxious for him to clear up many questions. >> why the false statements before our committee, when he first appeared. what other light can he shed now that he's cooperating on issues of obstruction of justice or collusion. we think he has a lot to offer. >> it's serious well beyond whatever cohen might have said in that you misdirect the investigation. that's why it's so important that those kinds of charges be taken very seriously. >> reporter: cohen's testimony wednesday will be public. meanwhile, washington is fixated on special counsel robert mueller's russia report expected out in coming days.

democrats are pushing to make that report public. now, as for the north korea summit senior u.s. officials are said to be worried the president could end up giving away more than he gets. anything laura, from troop withdrawals to lowering economic sanctions. >> big concerns there. susan, thank you very much. 5:04 right now. as president trump travels to that summit vice president mike pence is on his way to colombia this morning. new video of him leaving joint base andrews. pence plans to have his first meeting with a u.s.-backed leader of venezuela, it comes when troops backing nicolas maduro blocked convoys of humanitarian aid from the u.s. the violence could lead to the u.s. imposes new sanctions. on to the latest in the suspicious death investigation of san francisco public defender jeff adachi. our investigative unit learned that early yesterday morning, detectives armed with a search warrant went back to the home

where he was found unresponsive. sources say police are trying to talk with a second woman who is from colombia in connection with his death. we've also learned adachi's cell phone is missing. the police report we obtained indicates a woman named catarina told them she and the public defender went to dinner he had a stomach ache and then took a pill. he became unresponsive and that's when she called 911. an autopsy was performed yesterday. a neighbor tells us she was stunned to learn what happened and she doesn't know anyone was in the home. >> people are not here at all. like i haven't seen people in that apartment, only if there's like handy work or something in the garage or backyard i see people like one person that's working there but i haven't seen anyone else in that apartment for the time i've been here. >> a picture of jeff adachi has been set up at the public defender's office. he's being remembered as a fierce advocate for the underserved and in the name of

police reform. this morning, contra costa county court judge accused of sexually harassing a dozen women and improperly treating multiple defendants. ss will have his day in court, john leitener faces nine charges. today's hearing is conducted by several masters appointed by the supreme court and the panel will report its findings on the commission for judicial performance. the judicial performance council will decide whether or not leitner should be disciplined. crews have not announced whether they found the body of a woman buried under a landslide at ft. fundston. the woman was walking with a friend when the cliff collapsed fry. one managed to get out but the other sadly remains buried. rooftop decks rules relaxed. tonight's council hearing applies to one building in

downtown palo alto under construction on hamilton avenue steps from city hall. current zones codes won't allow to it and councilmembers may be ready to loosen restrictions across the board for the tallest downtown commercial structures. are you being watched when you doze off on an airplane? a new associated press report says major airline carriers like united and american have cameras right in the back seat. "today in the bay's" sharon katsuda is live at mineta san jose international report with more on why the cameras could be on your flight and why we didn't know sooner. sharon? >> reporter: kris some passengers are just learning about this this morning, and some airlines are saying that the manufacturer installed these cameras. ap reports a passenger on singapore airlines spotted the camera on the back seat entertainment system and posted it on social media, questioning privacy issues. that prompted much media attention and airlines are now explaining that so far, they have not activated the cameras

late morning/early afternoon for approaching santa rosa and northward, and then the rest of the bay area, starting to see some light showers into early afternoon, maybe in time for the evening commute over toward san francisco, as well as the east bay, and then into tonight, still seeing some heavy rounds of rain moving through the north bay, especially. so that's where we'll be watching mike as you head out, you're seeing some things going on around the bay. >> a few things in the east bay, the peninsula and the south bay, they're clear of any issues blocking any lanes. we look over here oakland 808 on-ramp to southbound the southbound direction at oak street looks like that truck might have cleared because chp just cleared the scene, so we'll track that. i'll let you know if there's any problems. the nimitz was moving smoothly. just off 580 and the castro valley ystrbridge we have a crash there on city streets still in the intersection. westbound 580 north livermore, we do have a crash there, in the center divide. traffic flows nicely past the scene but i hear there are three

good monday morning. right now at 5:15 we wake up and walk out the door to some dry weather, but the day won't end that way. here is a live look outside in walnut creek, so make sure you grab the umbrella if you'll be out for most of the day. we can start to see that rain moving into walnut creek as early as noon and getting heavier going into the evening. so i'll be tracking that for you. we'll talk about all of what to expect this week coming up in less than five minutes. and just spotted this on our live camera look at that the bottom of the screen the disabled box truck as you head west in your commute direction across that san mateo bridge. we'll track that. chp doesn't have any details but we'll let you know what we see, we'll show that to you coming up. good morning, i'm frank holland at cnbc global headquarters.

here are today's top business headlines. wall street is set to open up higher this morning, dow futures up 130 points, following a positive lead from asia and europe. china's markets had their best day in more than three years, after president trump decided to delay a deadline this friday to raise tariffs on chinese-made goods, citing progress in the talks this weekend. stocks are coming off another positive week, the ninth straight for the dow and the nasdaq. prices at the pump, they are jumping. the average price of regular unleaded rising ten cents over the past two weeks, it is now $2.44 a gallon. analysts are citing an increase in crude oil costs. in the bay area, gas is higher at $3.50 a gallon. prices are still about 15 cents lower now than they were this this time last year. and the cost of dining out is going up, too. prices at full service restaurants rose more than 2.5% in january, well above the 1.6% rise in inflation overall. experts say higher expenses for rent, insurance and labor are being passed on to laborers. staff pay could be the biggest contributor to those rising

restaurant prices, as some states have raised their minimum wage. those are your cnbc business headlines. back over to you. >> thank you, frank. it is 5:16 right now. air fare prices however, hitting new lows. the average fare for domestic air travel was $343 last year. that's actually the lowest since the government started keeping track back in 1995. however, baggage check fees weren't included. experts say airlines are getting a larger share of their revenue from those fees and from deals with credit card providers helping them remain profitable. we're talking about rain but this morning, this is what a southwestern idaho family is working to dig out of. more than four feet of snow in the last two weeks, completely buried their home. the family says they have never seen a winter this bad. they say it is now a race against mother nature to clear the roof before the weight of that snow causes the roof to give way. >> wow. and that's why i would never live there. >> we know a family that just moved to idaho.

>> really? must be beautiful but i think i'd be a hermit. >> like living in the sierra tahoe all year round, they are looking at over the next few days another five to eight feet. >> but that i can take because i can come and go. >> you can come and go but would you live there? that's what the big deal is. so we've got a lot of rain moving our way, as we go throughout the weekend. another atmospheric river targeting the bay area. we're starting to see some of those showers moving in to ukiah right now but it's really farther to the north, with some heavy rain and even some gusty winds. so we have a lot to expect as we go into the next several days with this rain. we can see how far out into the pacific how long this line is that is going to bring us some more and more moisture so it's going to train over some of those same areas with some heavy rain as the storm system moves closer. so here we are at 10:00, going

hour by hour. i wanted to time out your day for you. we could see light rain in parts of the east bay by 10:00 to 11:00, but still the heavy rain to the north and then we look at what's going on in the north bay, marin county, over toward solano county. at 1:00 some waves of rain but the bulk of it to the north. going into 3:00 to 4:00 we start to see more of it filling in on the radar, still missing out on the rain for the most part in san jose and areas farther to the south, so san francisco, oakland, and over toward the tri-valley starting to see some of that heavy rain continuing through tonight, continuing through the day tomorrow but it slowly starts to sag its way to the south, still not seeing a lot of that rain in san jose. we may not get a lot of this until about tomorrow afternoon into the evening, while everyone else is just being poured on over the last 12 or 24 hours. looking at how much rain we could see out of this system for the south bay, a little over an

inch while you head up to san anselmo, could you get over five inches, maybe closer to six inches of rain and over six inches of rain in santa rosa. this will cause river levels to rise so russian river at guerneville expected to crest over flood stage, quite a bit over flood stage between wednesday and thursday and looking at the napa river cresting going into late tuesday into early wednesday. that will also be over flood stage. a lot of concerns here as we will have some warmer temperatures off and on rain and unfortunately, there will be several storm systems moving through this week that could cause more flooding and also some wind damage as well. i'll be tracking that for you, helded over to mike. you're tracking the san mateo bridge. >> that's right, kari. looking over here i'm looking as well behind me that box truck has cleared. westbound 92 now cleared. excuse me now my throat's cleared. no problems headed across the

honking) searching for the black boxes a cargo jet operated by amazon that crashed over crews this morning are still searching for the black backs of a cargo jet operated by amazon that crashed over the weekend in texas. all three people who were on board that jet died. it crashed in a marsh east of houston on saturday and investigators say there was no distress call. right now the ntsb is still calling the crash a complete mystery. it is 5:24 and happening today, r&b singer r. kelly is back in court in connection to new criminal charges, including sex abuse against minors.

prosecutors in chicago charged kelly on friday with ten counts of sex abuse, nine of those counts linked to minors. today a trial judge is expected to be assigned. some of the accusations date back years. kelly's attorney says he can prove his client did nothing wrong. >> he kept records. he made people show them i.d.s. he made people sign statements. he didn't ever knowingly certainly have sex with someone who was underaged. if they've shown him a fake i.d. if they filled out a form and lied on it that certainly isn't his fault. >> in 2008, kelly was acquitted of child pornography charges. so far, he has not made bail and last night spent his second straight night behind bars. from a feminist icon to a world famous athlete, there was no shortage of star power at the marquee silicon valley women's conference. >> gloria steinem and is he rhea williams spoke friday at the watermark conference for women in san jose. nbc bay area of course a proud

good morning to you and thanks for joining us. i'm laura garcia. >> and i'm kris sanchez. marcus washington is off today. nbc bay area issuing a microclimate weather alert to warn you the powerful storm packing lots of rain and gusty winds is on its way. >> we already have saturated grounds so let's check in with "today in the bay's" meteorologist kari hall. you've been tracking this one for a while. >> we've seen since last week this will have a heavier focus, a main focus on the north bay, while the rest of the bay area will be kind of on the outer fringes of this until it works its way southward. that's what we're seeing right now, starting out with some of the rain around ukiah, and then starting to make its way into northern sonoma county. as we go into the rest of the day, this will make its progress southward into the bay area and that's when we will start to see some rain moving in but at least we do have a few more hours of some dry weather. we can see that as you head out around pleasant hill but make sure you have the umbrella ready for this afternoon, as that rain starts to pick up. i'll have more on this coming up in a few minutes, and mike you're tracking what's going on in oakland. >> the backup started earlier --

>> can't hear you, mike. >> you know what bay area -- >> now we can. >> the bay area metering lights are on. let me get this back over here. >> oh, we cannot pea >>.we can't. >> let's get back to the microclimate weather alert we were talking about, the strong storm with heavy rains and winds taking aim at the bay cair. we want to make sure you're ready for that so we sent "today in the bay's" pete suratos live to san anselmo, where we expect there could be flooding there. good morning, pete. >> reporter: good morning, guys. throughout the north bay, we saw a combination of flooding and landslides throughout the area and we're standing here at san anselmo. behind me is san anselmo creek. this is an area folks in this specific area in downtown san anselmo to keep a close eye on if it hits a certain flooding stage that could lead to flooding in the area. it is at low levels right now, it would have to reach a high level in order for that flooding

to take place but as i nextmentioned landslide issues in sausalito. remember that's where we saw the massive landslide as long sausalito boulevard, where a woman was miraculously saved after her home slid down a hill. now there's plenty of debris cleanup ahead in that area with homes and buildings being damaged as a result of the landslides in fact we were there when the city council voted for a local state of emergency due to the damage in cleanup that they have ahead. we'll keep a close eye on that. we also saw flooding in santa rosa, this is video from the previous storm system where a portion of the road we were right there was flooded by the nearby mark west creek. you see cars driving through that of course that is never a good idea because you don't know how deep that water is. we want to go up north to show you footage in the guerneville area along the russian river, we talked a lot b the river hits the flood stage, which it did a couple of weeks ago and most folks, i want to point out, are

we talked with a neighbor, whose car is also in that lot. >> there's probably a bunch of cars that just sit there. i know that they store some cars, it's probably a bunch of work trucks, probably just one of the work truck trailers, probably somewhere, where no one could see anything and you know, did whatever they were doing back there. >> police have not released details about the victim nor a suspect description. happening today, teacher also strike for the third day in a row in oakland, after talks with the school district broke down over the weekend. "today in the bay's" bob redell is live outside oakland tech high school. bob, both sides, are they going to talk again today? >> reporter: kris the union that represents the oakland unified school teachers says that talks are supposed to resume today but we have no confirmation of that from the oakland unified school district. if they do resume the teachers do plan to bring an ally to the barringgaining table, the state superintendent of public instruction. the oakland education association posted on facebook that tony thurmond would join

them in talks with the district. both sides did meet friday. the district says the union canceled scheduled talks for saturday and the union walked out yesterday after an hour of talks. the union, which has been without a contract since 2017 is demanding smaller class sizes, the hiring of more support staff, and a 12% pay hike over three years. the district has offered a 7% pay hike over three years, plus a one-time 1.5% bonus. the district tells the "east bay times" the 12% raise the teacher, demanding would cost the district around $60 million which is unaffordable given the district is expected to race a $56 million budget short qwan fall in the coming years. >> our families are counting on us. know that i speak for all of us when i say that we love and value our teachers and we want to give them everything they are asking for, however, we cannot afford to do so. >> reporter: the fiscal

oversight trustee, oversees the unified school district and has the power to veto any agreement with the union that would put the district in financial distress. he issued a statement saying the 12% raise demanded by teachers would do just that and he would rescind any deal. we expect the teachers picketing out here at oakland technical high behind me starting around 6:30 this morning. reporting live in oakland, bob redell "today in the bay." >> thank you very much bob. a mass led by pope francis marks the end of a summit for catholic leaders to deal with the church's sex abuse scandal. the catholic clergy are "tools of satan." nearly 200 leaders from around the world spent the last four days addressing the scandal that has seen the church pay billions in settlements over the years. the vatican says it will formulate follow-up measures to

ensure all bishops return home knowing how to put anti-abuse procedures in place. >> the attitude from the beginning was different, and certainly has been at the end very different. i've heard from many working groups you've heard from many people individually that they have transformed. >> pope francis also vowed that the church will spare no effort to bring accusers to justice, and will not cover up abuse. the latest development in the jussie smollett case involves a check and text he sent to two brothers authorities believe assisted in that staged attack. tmz obtained a copy of the check, the actor paid $5,500 to the payer. smollett says the money was for fitness related help. the memo on the line of the check seems to back that up. chicago police previously said the actor paid that amount to stage the attack. nbc has not reviewed the

material but a source confirms it is authentic. opening statements began in the trial of a second man accusing monsanto of giving him cancer. 70-year-old edwin hardiman started using monsanto's weed killer roundup back in the 1980s and in 2015 he was diagnosed with nonhodgkins lymphoma just a month before a key ingredient in roundup was listed as a carcinogen. hardiman's case is one of more than 1600 filed by people who believe roundup caused their cancer. the trial is expected to last a month. in the first trial against monsanto monsanto, a jury found roundup caused cancer in an east bay pest control manager and awarded him $289 million. a judge slashed that to $78 million. it is 5:38 right now. about 200 skiers stuck at a tahoe ski resort after the chair lift broke are finally back on the ground this morning. it happened at the promiseland express lift at north star. the chair lift stopped working yesterday and a few skiers had to be helped down with ropes.

four hours after that malfunction started, everyone was off that lift. no one was hurt, and north star is apologizing to everyone involved. i've been on that lift several times enaand i got to say, what if this things just stopped, and it did. obviously who i go with but if not, you meet fun people. >> four hours spent with someone on a chair lift, you get to know them. not this long of a wait but we have a wait at the bay bridge toll plaza, and the metering lights were turned on i'm told at 5:24 that's according to chp log but we saw the backup actually forming earlier about ten after 5:00 so it started a little earlier, but we didn't have those lights on for management until just a few minutes ago. it is a smooth drive on the approach throughout the maze and through contra costa county. all the other incidents we were tracking on the map have cleared, including the hay and debris on kirker pass as folks are making their way out of pittsburg.

the rest of the bay we're just getting started with that commute, a little slowing through san jose and a little bit out of the altamont pass. nothing big. >> nothing big. all right, coming off a really nice weekend, got a little chance to dry out. what about next weekend? >> it's still going to be raining off and on. >> is it? >> we know how it is. when we get rain it doesn't rain the whole time. there's breaks in between so that's what we're going to see as well. i want to get you out the door with a look at what to expect this morning, starting to see that rain to the north, and we're going to see a lot more where that came from. as we check out the seven-day forecast the potential of some flooding midweek, and there will be some scattered showers by friday saturday and sunday also some off and on rain with some slightly cooler temperatures compared to what we'll see throughout the week. also the same in san francisco, with scattered showers continuing through the end of the week. if your weekend plans include going to the tri-valley still cloudy chance of rain on friday. we'll have some more scattered showers on saturday. sunday may be the day where we get the most breaks from the

roads through walnut creek, 680 and the middle there, and 24 at the top of the screen both moving in your commute direction. we'll talk about the rest of your views. we have slower drives coming up. >> thanks so much kari and mike. developing right now, central valley community heartbroken over the shooting deaths of two young teenager. someone shot and killed the 14 and 15-year-old boys around midnight saturday night in stockton. about 100 friends and family members gathered last night to grieve together at the site of the shooting. police do not have any leads at this point, and no clue about a possible motive. the mothers of both victims understandably are heartbroken. >> justice will be served. i hope they find them. >> i just hope that the cops will find the person that did this to these two innocent teenagers. they bring them to justice, because they're just kids. they don't know anything.

>> both boys were freshmen in high school. one went to school in stockton the other in elk grove, just outside sacramento. governor gavin newsom ordering additional dna testing a man on death row says will prove his innocence. kevin cooper was convicted of killing four people with a hatchet and a knife in 1983 in chino hills. two of those victims were children. cooper says he was framed for the murders. the governor says dna from a green button, hair, blood and fingernail scrapings from the victim will be tested. he says he's taking no position on cooper's guilt or innocence at this point. stools in southern california are set to be improving when it comes to accommodating new mothers. a new report from the california women's law center shows that 95% of school districts in the south end are doing better at providing staff and students with accommodations for breast feeding. four years ago, the state passed a law saying students who need to breast feed were entitled to private lactation rooms. happening today, students in

rain moving in and right now, it's still well to the north of us and ukiah, you're seeing that rain pouring down right now, while the rest of the bay area is all dry. and then we see this rain that is covering much of the northern part of the state, and moving closer to us as it taps into some very deep subtropical moisture, we call that the pineapple express. what does it do? it enhances the rainfall. we're looking at another heavy rainmaker as this area of low pressure kind of kicks all of this into high gear and starts to make it move farther south into our area. so as we time it out, here we go hour by hour we start to see at 10:30 the rain approaching santa rosa light showers elsewhere. we may not see much of this rain in san jose down in morgan hill until about tomorrow so today, it is just mostly some light showers, while it is pouring for areas from hayward on northward, and continuing into tonight, as well as tomorrow. more rounds of rain moving through, and then there is this sharp cutoff where you have

heavy rain to where there's no rain at all, and then going into tomorrow still some waves of showers passing by notice that san jose's just starting to get in on this rain by tomorrow morning, and for the north bay that's where we have the highest risk of some flooding a flash flood watch in effect that goes starts at noon continues to wednesday night. we're looking at anywhere from two to five possibly up to nine inches of rain in some of the mountains, higher elevations getting some higher amounts of rain for the central parts of the bay area anywhere from two to three and a half inches of rain between now and wednesday, and also some gusty winds. for the south bay, the highest rain will be over the santa cruz mountains, and about an inch and a half for areas like san jose and morgan hill. it's going to be a wet week and the potential of flooding continues, more downed trees and power lines, also some trees that may be brought down once again as the flooding continues off and on all throughout the week. i'll have more updates on that. mike the commute starting
