soaking the bay area. here )s a live look at the radar which is lit up this morning- as parts of the north bay are still under evacuation as the russian river overflows. plus - in contra costa county downed power lines are shutting down a major thoroughfare. in contra costa county, downed power lines shutting down a major thorough fare. a downed tree you see there as well. nbc bay area's kris sanchez will join us with a live report. and a second face-to-face meeting. president trump meets with north korean leader in vietnam, all that as mr. trump's former personal lawyer, michael cohen testifies publicly on capitol hill today. and a good morning to you. thanks for joining us here on "todn nd i laura garcia. let's check in with kari right now. you've really been keeping your eye on this storm. >> it's been a big storm for parts of the bay area, not all of us have had the type of impact that we've seen in the north bay, and now that rain has shifted a little bit farther to the south, so we're seeing some scattered showers on the

peninsula, as well as the east bay and now into the south bay. as we get a closer look, we can see the rain has now moved out of san francisco, still raining in burlingame, san mateo, as well as foster city and down to palo alto and also for the east bay, we're seeing some off and on rain as you get ready to head out the door, so be prepared for that. not only do we have the waves of rain, but we do still have the gusty winds and still more rain to go over the next few hours. our hour-by-hour outlook shows rain his or miss. to rain chances continue into late morning into early afternoon, as some of the waves of rain may still produce some brief heavy rain. now, we're talking about all of the impacts this rain has had on the roads as well. mike, now you have a new crash on the peninsula? >> i do. i want to say one crash marking two because chp marked one at cerramonte, one at hickey. all lanes were closed for a

short period of time, daly city headed into san francisco. the rest of the peninsula moves smoothly but rain-soaked roadways. we've had minor flooding here and there. we have one lane northbound 880 at hacienda flooded your fast lane over there. zooming toward contra costa county and walnut creek, where you're going to want to know treat boulevard if you typical take ignatio valley road. we have this closure ygnatio valley road at civic drive, a huge tree is down. kris sanchez, this is a problem more for more than just a couple hours. >> reporter: pg&e is telling us they expect this issi ingoing t a problem for at least 15 hours, going forward. the good news is that we chippe they are able to chop up the tree and get it out of the way. power lines came down with that tree this morning, where egnacio valley road is closed.

video after the tree came down, because it is dark the power lines came down and now this part of the neighborhood is in the dark. the ground was electrified so it was a major hazard for drivers and first responder. a pg&e substation is not too far from here. as we look at pg&e's outage map, you can see that area in orange that indicates that anywhere between 499 people and 4,999 people, almost 5,000 people could be affected by this power outage, but we did talk with pg&e, they say they do have crews out here, and they are already working to restore the power here in walnut creek, but it is a pemth mike to get your around. in walnut creek, kris sanchez,ed it "today in the bay." mandatory evacuations are in place for people living near the russian river. it is expected to reach its highest level in more than two decades. >> moments ago the sonoma county sheriff's department tweeting

out this, "guerneville is landlocked. you cannot get into or out of town. all roads leaded to the community are flooded." >> so much rain there. "today in the bay's" pete suratos joins us live this morning in forestville. i know you're usually our main reporter up there in that area. this is so much rain, so much flooding. >> reporter: yes, much different situation, good morning to you, guys. we're kept in forestville, several miles away from guerneville, we're just off of river road because we're dealing with the. where we're standing in wers just see the top of two suvs over tuning in, you could at least here at 4:00 a.m., it is completely submerged in water, in fact, the water is starting to rise here so who knows how long we can stay in this place for this live report. as you guys mentioned, there have been mandatory evacuations in guerneville. that started yesterday. i want to show you a map, kind of a sight to see here on this

map, evacuations there, more than a dozen cities have been evacuated that are right along that russian river. we know the school districts in the area have closed today. who knows if that happens tomorrow as well, when the russian river crests tonight. i want to show you guys some new video, this is the road closure down the street from us, at mirabel and river. they closed that road down, i'd say at about 4:30-ish, around that time. that was actually after we got here. we'll see if they continue to close down the roads further and further down into forestville as they deal with the situation in guerneville. parts of downtown guerneville could flood if or when that russian river hits nearly 46 feet. here is where the sonoma county sheriff's department is saying about is that wags. >> people are resilient. we flood out here all the time. once a year, once every other year it floods. 36 to 38 is not a big deal. it starts getting a big teal at

40. when they hear 46, people take it serious and we are, too, and we really hope that people, like i said, heed our advice, take precaution and get out of town. it's a smart thing to do right now. >> reporter: definitely something you should take serious. taking you out here live to forestville, off of miarabel road. it's continuing to rise. sonoma county staffed up, national guard is on standby. we'll continue to here and bring you another update in half an hour. live in forestville, pete suratos for "today in the bay." >> guerneville no stranger to flooding, this is from 2006 when boats were the main form of transportation, after cars and trucks submerged in water. after previous floods in the mid-90s, fema offered grants to help elevate or raise homes above flood level, some 200 homes so far have been raised with another 200 yet to go. the russian river is not the only place we're watching in the

north bay. the napa river already flooding as well. here is a live look at the napa river, we want to show you there, where you can just see all of that water streaming there, and just not a great thing, that's set to crest at 11:00 this morning. bob redell is there, and he will actually join us in the next half hour to give us an update of all of that rain and flooding in that area. >> >> a live look at favorfax creek in marin close to city hall with the deluge of rain people are keeping a close eye on the waters are there. levels are well below the food stage, about three feet acco according to the ross valley fire department. flood state is nearly three times that. kari, you're saying the storm is moving out of the north bay, too? >> yes, but it does take a while for all of that rain that we had to drain to those low-lying areas, so we watch the water levels rise even after the heaviest rain has moved on, so here is a recap once again. the napa river downtown napa expected to crest today at about

10:00 or 11:00 at 27.4 feet, and that means that there will be a low-lying areas, agricultural land and napa valley flooding, as well as some riverbank erosion. then we look at russian river and guerneville, and we've already said those evacuation orders are in place, shelter in place atsebastopol center for the arts cresting around 10:00. this is the sixth time we've had water levels this high in history. we haven't seen levels on the russian river this high at guerneville since 1995, and then it was at 48.1, so we know that the residents there are used to the flooding, but this is also very historical and we do have more rain in the forecast, so i'm tracking this storm on my social media platforms. i'll be tweeting when the heaviest rains will start. you want to make sure you're following me @karihallweather and online at nbcbayarea.com. >> thanks so much, kari.

it's 5:08 right now. in other news this morning, right now, president trump and north korean leader kim jong-un are starting their second summit in vietnam, aimed at denuclearizing north korea. we have video in to our newsroom of the two leaders shaking hands in front of cameras, also taking a few questions. president trump is likely to ask for north korea to return more remains of u.s. soldiers and also an official declaration ending the korean war. tomorrow, we expect a statement or a signing at the summit's conclusion. 5:09. developing on capitol hill, the president's former personal lawyer, micha cohen, will testify in a public session. he is appearing before the house oversight and reform committee this morning. cohen is also expected to present evidence to the panel that could potentially incriminate the president. the president has called his former lawyer a liar, who cannot be trusted. you'll be able to watch that hearing right here on nbc bay

area, the nbc news special report starts right after "today baking news, tensions overseas, between india and pakistan escalating this morning. this, after pakistani forces shot down two indian military planes over the disputed kashmir region. both pilots are detained, one injured. pakistan's military says the planes were flying over a long-established boundary line in the himalayas. the latest incidents following recent shelling by indian troops over the same border, killing six people. these are the first kashmir related military strikes since 1971. right now at 5:10, i just want to get you out the door with a look at storm ranger, where it's raining and where we are seeing a break in the north bay, not as much rain but south of san francisco, a lot of the peninsula right now seeing some light rain moving through, kind of coming through in waves, and for the east bay, some off and on showers that have been moving through the richmond area, now pushing off to the east near concord and seeing the rain

right there on 580, as you get ready to head out, moving around dublin, over toward castro valley, and hayward. we will see the off and on rain throughout the day, mostly some lighter showers for the south bay. we'll take an hour-by-hour outlook in a few minutes and mike out on the roads with a lot of crashes. >> the less rain but water reported in patches, calm for the speed sensors, we call out the peninsula, ound one lane open past hickey, a slow drive. crews are on scene, watch for flashing lights. if they have lanes closed give them extra if you can. westbound 80 your commute direction toward berkeley right around carlsson we have one of three crashes reported for the area. this one may have a few lanes blocked for a couple minutes. we'll track that. still ahead on "today in the bay," oakland too muchers will be out of the classroom for a fifth day. how much that strike is costing the already strapped school

reaching into the low 60s. there will be a few more breaks in the rain today, compared to yesterday. storm ranger showing some of the heavier rain now shifting farther off towards the south. we'll be tracking this, with a look at the rainfall totals coming up in less than five minutes. >> we're looking at palo alto on the peninsula, rain drops keep falling on the lens. i'll show you where we have the problem. good morning, stocks lower tuesday on slowing sales from stores like home depot. home depot is a dow component. tesla lower as well. elon musk faces new accusations from the securities and exchange commission. a federal judge has given musk until march 11th to explain this tweet he made that may have misled people about how many cars tesla is making. musk had not gotten approval from tesla lawyers before he sent this out, and the sec says that violates an earlier agreement he made with the government. musk could be found in contempt.

facebook says it will let you start deleting information it gathers about you when you surf the web. the company says a clear history function will roll out sometime later this year. a good reminder, facebook often tracks you when you're not using facebook. president trump of course in vietnam, talking to north korea's leader kim. we'll talk more about that throughout the morning. meanwhile, back in washington, his trade representative, robert heig chair jerome powell will talk to congress today about the economy, the second day in a row. yesterday chairman powell said the american economy continues to grow, but warns about headwinds specifically with the trade war in china, and the danger of brexit. it's a good reminder, you may not think issues like brexit affect you and the interest rates, but the man who is in charge of keeping the american

economy running says it very much does, marcus. >> thanks, scott. taking a look at the radar. that storm is still lingering over the bay area. some good news, there is some relief in the north bay, as that storm is moving out of that area, but as you can see, it still lingers over the south bay right now. kari has been following this storm for us, and monitoring every movement of it, and kari, that's a good thing that a storm is moving out. >> yes becausesreashat could use the rain like the south bay and the tri-valley. we're seeing that peninsula, and it's been a are startto atmospheric river shifting a little bit to the south, and also in training a little bit more of some drier air, giving us some breaks in that rain. looking at storm ranger, you can see the rain as you're moving through the burlingame area, san mateo, and then also down to palo alto, stanford, los altos hill seeing some light rain at

this point moving through sunny veil. for parts of contra costa county, the rain has been a little bit more scattered, but still when it comes through, we have the gusty winds, and creating some slick road conditions as well. light showers moving through the south bay, so we're seeing it moving over los gatos toward cambrian park and approaching downtown san jose. so this is what we can expect throughout the morning, off and on lighter showers moving through, but we do still have north, so as this system winds up kind of kicks into gear and pushes to the south a bit, we will still have some spotty showers today. we've seen some unreal a tsvena. there is a rain sensor there, known for its enhanced rainfall, but many people can't find it on the map. it's in northern sonoma county and they, we've measured over 21 inches of rain there. mt. veede r in the north bay 125 inches of rain, san anselmo, ten inches there, mark west creek near santa rosa over nine inches

of rain, yount veilville 7.75 i. in the santa cruz mountains over three inches of rain and richmond close to 3 inches there. san francisco close to an inch of rain, with san ramon measuring 0.75 of an inch. palo alto almost a half of an inch and check out san jose, a good 0.1 of an inch of rain. here we go, still with some breezy winds. our wind advisory for the coast and the hills continues until about 6:00 a.m. and we should start to see winds calming down, going throughout the day. 1dditional a break going into there will be a new storm syste. moving out by nd and then a new storm approaching late monday into tuesday. it could be another atmospheric river, and that's something we have to monitor the next few days. the storm coming through this weekend doesn't look to be that strong, maybe a half to a quarter of an inch of rain. and mike, we'll be tracking that, and mike, you're talking about a little bit of a break.

>> that's right, a traffic break is what we're looking at. the break for the peninsula and the south bay as the rain is lighter here but it is coming down, slick roadways all around the bay. we've been tracking this daly city one crash but we have three on the chp report. we're talking about the area headed up toward hickey boulevard. the slowing we saw for the last couple of minutes has just turned to green, though. i think that traffic break may be over.carsrom the roadway. we'll track daly city. meanwhile, over on the other side the east bay looking at a better speed flow westbound 80 getted toward carlson boulevard and central, crashes golden gate field. things are moving better, at least one more lane has cleared for that area as well. overall things move nicely off the upper east shore freeway. highway 37 is closed from atherton to 101. still ahead on "today in the bay," no deal yet. the negotiations happening today, as the oakland teacher's

today m we're tracking the storm as it hovers and moves out of the bay area and but still lingering, creating some flood concerns and issues on the roads for us this morning. today marks the oakland teacher's strike. still no deal in sight. now oakland superintendent claims the strike is costing the cash-strapped district $1 million a day. oakland unified school district

says only 6% of students have been showing up to class during the strike. tonight the oakland school district's board of education will discuss the ongoing strike during its meeting. teachers walked off the job last thursday, demanding better pay, smaller class sizes and more resources for students. the district says it is facing a budget crisis. 5:24, and new this morning, it's another looming problem for the dmv. an account used to fund 95. of the agency's expenses may soon become bankrupt. a nonpartisan group predicts the nearly $4 billion account will collapse in a few years. a deputy legislative analyst says the state will be unable to pay down its debts, maybe as soon as 2021. the department is now dipping into its reserves. he says if lawmakers do not take immediate action, it could translate to longer wait times or higher fees. now to a live look there at the golden gate bridge, and you think you've seen the end of the golden gate bridge toll hikes. well, you need to think again because the bridge district is now less than one year away from

the end of the staggered five-year toll increase. on july 1st, the last hike to $8 takes effect for the nontrast track users. bridge board members are debating how soon more hikes will be immedianeeded. tolls could rise to nearly $10 by the year 2023. the district is holding a public meeting on that issue at 7:00 tonight in san rafael. and it's almost time for kids to head to school, and in los gatos, some of them getting there via a new bus service. the town of los gatos launched a pilot program for paid bus service with the intention of reducing congestion around four school campuses. the families have to pay $180 per student per semester. the pilot will continue through next school year. parents are sold so far, saying it's a huge benefit. >> this is great, it's helpful, parents to be able to drop their kids to school and they can go together with their friends.

we check in meteorologist kari hall, talking the system for some time now. >> this is mainly a huge storm for the north bay. the rest of the bay area getting in on scattered showers as you get ready to head out for your drive this morning. the rain shifted down to the peninsula, as well as the south bay, and parts of the east bay, with some scattered rain, but it is a little bit lighter than we've seen and so as you drive, it is goingn t some that. we're going to see the rain moving closer to concord, and also through san ramon within the next few minutes. but the nature of the rain has become a lot lighter, as it has moved into the rest of the bay area, giving the north bay a break. going throughout the rest of the day, the rain will become more scattered but we'll have rain chances in the north bay as well as breezy winds and the system will produce at least some more breaks in the rain, going into the day, and then tapering off later on tonight. and mike, you've been tracking a lot going on around the bay area, the traffic alert. >> that's right, right here for walnut creek flashing lights. you might not clearly be able to make out the tree down.

that area. >> reporter: yes, marcus. there was no way getting to guerneville because they closed this off in forestville, and as i mentioned at the bottom of our last report, we were moved along across the road, but that area is starting to flood and behind me it says river road closed because all roads headed to guerneville have been affected because they're already dealing crest tonight, when it's going to hit nearly that 46 foot mark. i want to take to you a tweet confirming exactly why we can't get into guerneville. it says "guerneville is landlocked. you cannot get into or out of town" which is what we experienced firsthand when we showed up here when the show started at about 4:00 a.m. as we expect when the russian river hits nearly that 46-foot mark, the highest it has been in the past quarter century, we could see parts of downtown

guerneville flooding, exactly where a lot of folks in the area there's a mandatory evacuation in place, why folks are trying to evacuate as fast as possible. >> at 42 feet it comes in our downstairs and we think this flood we've been given so far will go to about the doorjamb. >> feeling powerless over it. it's not much you can do. >> reporter: takeou back out here live, forestville off river road, guerneville is landlocked, sonoma county sheriffs are staffing up and the national guard is on standby, but water is rising and really it's going to be a busy day ahead for crews in this area. we're live in forestville, pete suratos for "today in the bay." >> and a lot of concerned people who live there, thank you, pete. 5:33 right now. now let's go to "today in the bay's" bob redell, he's live in downtown napa. >> napa river is expected to crest soon. >> reporter: it is, around 10:00 or 11:00 this morning, marcus

and laura. the national weather service thinking it will peak around 27 1/2 feet. i checked their website, they're now saying it will be a foot lower, around 26 1/2 feet. you can see behind me the river is running fast here. we're right behind the hog island oyster company, and it's running deep. you can't tell you about a that's about 26 feet and that is about a foot above flood stage. i did speak with a napa police officer this morning, out and about, checking for flooding in the surrounding areas. they're concerned about what the river will do when it peaks, worried it could overflow and flood some of the main streets in town. lake park is already flooded, that's north of here, another park along the riverbanks we're at, it's shut down and at least one road is shut down, but so far, that's about it. the napa river flood protection district upgraded protections along this waterway several years ago, it was a big project. this latest storm is putting it to the test. >> great to see that it's functioning as hich is a big plus, and everyone seems really excited just to see it doing what it's supposed to

be doing, which is providing flood protections for downtown napa, as well as it's a recreation area, 99% of the time of the year in the summer, we have concerts here, jazz concerts, we host earth day, but this time of the year in the winter, it's a flood control channel. >> reporter: we did nspeak with the in a fa pa finapa fire depa the latest information checking on the hydrograph from the national weather service, initially they are expecting this to crest at 27 1/2 feet. latest information about a foot lower and peak time sometime between 10:00 and 11:00 this morning. reporting along the napa river in napa, bob redell, "today in the bay." >> thanks a lot, bob. right now, we want to take a live look at marin county. take a look here. this is one of the intersections in novato. it's causing a big problem, we're seeing this throughout the

north bay and many parts of the bay area this morning, as the rain conditions to fall. there is simply more water than the waterways can handle. a viewer sent this video in downtown sonoma from last night, this is the nathanson creek there, as you can see, causing a lot of trouble and concerns for a lot of people in those areas. >> the storm knocking out power to thousands across the bay area, this is a look at the pg&e outage map, as you can see, most of the outages are in the east and north bay. last check over 11,000 customers were in the dark. pg&e says it's working to try to restore power. if you are flying out of town today, you want to check ahead to make sure your flight is on schedule. here is a live look at sfo this morning, wet and windy conditions there caused some flights to be delayed yesterday. on the faa website, looks so far like delays are minimal. a live look for you right now at interstate 80, as you can see here, this section as we want to show you there, not great conditions there. if you are think being driving

up that way, you should think twice about that, because there are no signs of cars there on the roads because both directions of 80 closed because of all the snow in that area. this is from our caltrans camera in king valley. the sierra under blizzard conditions. late last night caltrans posted this video to social media. people who live up there agree it is best to think twice before getting in your car headed that way. >> it's not fun if you don't have a vehicle that can get through it, i recommend staying at home because it's not a good time. >> snuggle up at home. right now, still no idea when interstate 80 will reopen. it's closed from the colfax to nevada state line there. we saw from the video in a where for that snow to go. they're trying to get the snow over what's already lining the snow tunnel there. that is a problem for i-80 and the sierra. i-80 has seen a number of crashes. we'll talk about them. i want to get to you the

peninsula, look at what is surprisingly mostly green sensors around the bay. southbound 280 shows a little more recovery but slow headed down past hickey boulevard. earlier crashes on the northbound side looked like there was a traffic break. southbound may have a lane blocked by a crash there, watching that. as the rain traveled through we saw a couple crashes there and on the east shore freeway a number of crashes around golden gate field have clstraion, circg rain. all this rain it would be because of flooding from the nice to get a little relief. how are we looking for the weekend? >> the weekend we will have a new storm coming in, so that brings us some scattered showers, not a huge storm like what we were seeing right now. but even as you get out the door this morning, we're dealing with the aftereffects of all that rain in the north bay, and some scattered showers elsewhere. then as this system tapers off later on today, we'll have a little bit of a break on thursday and friday, with some more showers moving in on saturday. so it will be mostly cloudy, our highs only reaching into the mid-50s throughout the day, and around the bay area on saturday,

and more of the same on sunday. it won't be raining the whole weekend. there will be breaks in between. if you are planning to head to the sierra, it's going to be tough still getting there as the snow showers continue off and on, but friday may be your best opportunity to drive in or through the sierra, with our snow showers kind of taking a break here and there. for santa cruz, it will be mostly cloudy, up to 59 degrees, and some showers for saturday and sunday, and looking at yosemite, we will still see the snow showers continuing there, still some very tough travel conditions and then on sunday, looks to be a little bit of a break, with still some mostly cloudy skies, highs in the low 40s, for l.a. this weekend also some showers moving through, with highs up to 60 degrees on saturday. l today'srm ranger coming up in about three minutes. >> all right, kari. coming up on "today in the bay," all the rain the north bay is seeing leading to a unique sight, where you can see this

our temperatures reaching into the low 60s, and we will see some peaks of sunshine but also some off and on showers. a look at storm ranger shows that storm shifted farther south today, giving the north bay a bit of a break, and still some scattered showers moving through right now. we'll be tracking this, and we'll talk about rainfall totals coming up in less than five minutes. and water on the lens, water on the here a live look at high 101 in palo alto. moving smoothly. some crashes in daly city and we're tracking the build and what's going on for the north bay as well. >> today may very well be the most important day in donald trump's presidency so far, anyway. good morning. the president in vietnam, his former lawyer in congress plans to say trump committed crimes, and congress is voting to end trump's self-declared state of emergency. it is a busy day. we'll start in vietnam, that's where the president is meeting with north korean dictator kim

jong-un. this is the second meeting between the two. at the first meeting president trump said north korea had agreed to disarm its nuclear weapons. north korea did not. we are waiting to hear the results of this second summit, and have reporters giving us information all the time. if something develops we'll bring it to you immediately. we will also have a special report at 7:00 a.m. to bring you testimony from trump's former personal lawyer michael cohen. we have the draft copy of mr. cohen's opening statement, full of things that will end up in u.s. history books. cohen plans to say about trump he is a racist, he is a conman. he is a treacheat, a direct, pre coat. he used this spelling of conman write it when we he also plans to tell congress "mr. trump had made clear to me, through his personal statements to me that we both knew were false and through his lies to the country that he wanted me to lie." this is crucial cohen talking about the moscow deal.

cohen lied to congress when he said there was no deal to build in russia during the presidential election. we now know this is not the case. the big question is, did trump instruct cohen to lie. cohen, in his testimony, will say he did indirectly. trump said over and over there was no deal. cohen says he interprets that as an instruction to say the same thing. >> i have no deals in russia. i have no deals that could happen in russia, because we've stayed away. we could make deals in russia very easily, if we wanted to. i just don't want to because i think that would be a conflict. >> there will be a lot of talk about alleged racist statements by the president, those will hurt all of us to hear, no doubt, but keep your eye on the criminal allegations. russia and a possible connection to wikileaks. cohen will say trump knew wikileaks would publish the democrats' hacked emails ahead of time. a republican congressman deleted

a tweet threatening to reveal information about cohen's personal life and offering to chat about it before the testimony. congressman matt gaetz from florida said he did not mean this as a threat. the man who knows so many of trump secrets, admits he's lied under oath in the past will go before the congress and tv cameras 7:00 a.m. our time. i'll tweet about it, follow me oner @scottmac grcgrew. and all of that rain in the north bay has been getting a lot of flooding in that area. lake berryessa glory hole now open. this is video from the capell valley volunteer station. after the rain the reservoir fills up and the water fills into the hole there, as you can see. that's a big hole to fill. >> we've had a lot of rain in the north bay, especially with this storm that's been moving through, and now we are seeing a bit of a break on storm ranger, showing some lighter showers moving farther to the south, and

for the peninsula, parts of the east bay, south bay, tri-valley, you're seeing some of the rain we've seen in the north bay for at least since sunday. this system is starting to push to the south, as we were seeing some of those clouds, now moving into the bay area, and it's still cloudy and wet in the north bay, that's a live look at san rafael at the s curve at 101. let's get a look at these rainfall totals. we talk about venado, a rain sensor known for enhanced rainfall in northern sonoma county. over 21 inches of rain, just unreal to see that, and all of that rain has to go somewhere. we look at mt. veeder, 12.5 inches of rain. san anselmo almost ten inches and mark west creek nine inches of rain, yountville 7:75 and santa rosa.75 inches of rain. we have new video of flooding that shows what all of that rain can do. we can see the flooded roads

around novato and it's still been raining off and on, so when you come to a scene like this, you do want to make sure that you to not drive into that water. it doesn't take much of that rain to actually carry your vehicle away or damage your car. you don't want to get stuck in that and have someone to rescue you. this is especially true at night, when you can't really see how deep that water is. so if you see one of the signs rainfall totals that we've had since monday, in the south bay, we've only measured about 0.1 of an inch of rain but it's been more for the santa cruz mountains around ben lomond over 3 inches of rain and itch richmond in the east bay did well, almost three inches of rain there, with san francisco almost an inch of rain. we still may add a little bit more to that with scattered showers moving through but expect more breaks in the rain, especially for the north bay, but still some chances going into the afternoon, even into this evening, but it won't be as widespread. so the good news is that this

system is winding down. we still may get some off and on showers today, but by tomorrow morning, all of this is out of here, we may measure another 0.1 inch to 0.25 inch of rain on top of what we measured. there will be a break from showers thursday to friday. saturday a new storm system comes n doesn't look strong but does bring in some off and on showers into early sunday. by monday, a break in the morning, and then a new storm system possibly another atmospheric river moving in late monday into tuavey, multiple crashes on the roads. >> i do. peninsula, daly in tracks here. city and also on the east shore freeway. sounds like in reality, it looks like four or five in an area, it's one or two and a number of people are calling in vigilant on the roadways right now. southbound 280 headed toward highway 17, multiple reports of a crash, sounds like lanes are clear now, but we'll track that.

northbound is your commute direction, the crash southbound and things are moving smoothly right now. notice all around the bay we have green speed sensors. wet roadway also be the key so be careful. crash for 280 around hickey, still slowing in the southbound direction. we tend to see both directions out of daly city start to build about now. a number much crashes we talked ldert arouoles a clear. it's a distraction causing a little more slowing. it's not bad, coming down off of highwaytollndplaza. looking overe toward highway 37, continued closures there. we're hoping it will open in the morning commute but it's almost qualify, and still no word on when they hope that flooding will clear or when the flooded is expected to clear. some folks might use 580 or other areas as alternates. the bay bridge say half hour passing 580 across the richmond-san rafael bridge but a note for folks traveling across, there's a restriction, no big rigs, tractor trailer trucks.

supervisors call for an investigation into safety practices. >> investigative unit went undercover to learn more, by gad shaban has the update from city hall. >> reporter: a recent reporting revealed san francisco's fleet of street cleaning vehicles is often overloaded with trash that's not secured. that's despite state safety laws that require some type of tarp or cover to ensure all that junk doesn't fall onto the roadway. now the president of san francisco's board of supervisors is calling for a government hearing to investigate. >> which is an opportunity for the department to present their safety improvement plans in response to the nbc investigative report which aired last week. >> reporter: following our reporting, state investigators launched a probe of their own and also found that san francisco has been overloading its trash trucks. cal osha cited san francisco for other safety violations, too, including clogged drains near the city's truck cleaning area that forced some workers to wade
