where at least three people have died in the crash, they rammed into the back of the big rig that was over on the shoulder. there was another person with major medical injuries. continuing to follow this investigation, but the scene cleared moments ago. in the south bay camino real, sdg&e, mountain view and sunnyvale, you see those transmission lines. one of those came down overnight. there it is. it was fully energized. pg&e had to get permission to close it down. el camino shut down. back to the maps el camino our photographer told us they reopened that roadway, clear transmission line from the roadway but they haven't, of course, fixed the transmission line so there's still a major power outage in the area and we're tracking that in the newsroom. with camino real reopened, the red clearedof t green in the south bay. the rest of the bay remember

those damp roads continue. >> we'll toss it right over to kari. we've been talking about all these storms hitting the bay area. >> all of those storms are now starting to move out. we are dealing with the after effects of the rain that moved through the past couple of days and rivers slowly falling going into today. as we look at storm ranger, the rain moving out may be spring ling in a few spots. rahing south of the bay area today. of course the main concern will be around the russian river and geurneville area where we saw that river left crest at 45 feet yesterday at 10:30. so we're going to continue to see this, a main focus of what we'll have to watch for today. we'll talk about our next storm moving in. that's coming up in the full microclimate forecast. >> thanks, kari. we'll check back with you. >> we'll get you up on the latest developments as many parts of the bay area waking up and impacted by the flooding. >> russian river crusted late

last night. last check just over 45 feet. national guard has been working around the clock to make sure everyone in the area is safe. so far no injuries reported. >> at least 2,000 buildings flooded. there are reports this morning that prosecutors there are vowing to go after another one caught looting during the flooding. those looters face one year in jail and $10,000 in fines. we have team coverage of this historic flooding. bob redell is in the town of sebastopol. >> let's start with peer suratos in forestville. that's as close as you can get to geurneville. >> good morning, guys. this is the closest we can get, 8 miles away from geurneville. that's why we're here in forest villas those waters are rising. you can see behind me we've got

a structure where you're seeing the result of the flooding from the russian river. you see that watermarkpas at some point yesterday. as kari mentioned as the water begins to recede at the russian river, as it goes below, you're going to see that drop some more. i want to show you video from geurneville, before and after from geurneville. obviously we can't get to that area. you see there first the safe way, i've been to that area. see on highway 116 where it was flooded. here is another picture from timberline restaurant, that's on 4th street downtown geurneville obviously flooded as a result of the flooding from the russian river. this third picture i want to get to this is the cafe on bohemian when that river rose yesterday, you saw the flooding make its way into those parts ofwn. yesterday when the water was rising. of course it got worse as the day went got a chance to speak

this is a shopping district, laura, on the edge of sebastopol. it's on the other side of laguna de santa rosa, a. that's a waterway that spilled over. it does appear to be receding, which is good news. this is last night. you can see army national guard was out performing around sebastopol. you see this family. they lost everything in their home but they are thankful the national guard arrived when they did. >> the house,ll to 4'. we needed to get out of there. it was terrible. all the stuff is ruined. >> back out here in downtown sebastopol, the national weather serv i laguna desa santa rosa that caused the flooding, 6' above flood stage,

they are positive it's going down. we can tell it does appear to be receding. reporting live in sebastopol, bob redell, "today in the bay." 4:37, marine county eastbound lanes of highway 37 near novato back open this morning for commuters but the westbound lanes are still under water and shut down. from nbc bay area sky ranger, you can see the big rig caught in the floodwater. anyone heading from marin to solana will have to get off at atherton. if you're heading to tahoe, the drive is possible but considered treacherous. caltrans, chains required on 80 but they opened it up. a live look. 50 back open in both proceed with cauon headed to the slopes. later back in the sierra measuring winter taken early this year levels at or below normal.

this rain. as you get ready, it must be sprinkling in a few spots. roads are wet. cars in front of you kicking up that water as you drive. you may still need those wind shield wipers. overall heavier rain moving away from the bay area. if you will be driving towards sacramento valley or parts of the central valley, you're still seeing snow as you do up in elevation going to the sierra. they are saying it's really tough on i-80. eabe upper 40s. kind of peaking out. we will see at times the sun overall mostly cloudy. as you're getting dressed you need a nice, warm jacket. it'sbofort andilke be a good ch for you. looking at mostly cloudy skies today as well as tomorrow as we are not going to see any rain. this is our chance to let that water-soak into the ground. then look at saturday. our next storm starts to move in from the south. it kind of rolls over the bay area starting to roll out and

off and on throughout the day. it looks like the next storm will have a focus on the south bay which is great news. in the north bay we're going to get a quarter inch of rain out of this between saturday and sunday. then you go south of the golden gate bridge, you're looking at more of a half to maybe even 3/4" of rain as we go into saturday and sunday. a break on monday but then potentiallno our way between tuesday and wednesday that could bring in some heavy rain and some high winds in san 50s going throughout the weekend. mike, now you have another deadly crash. >> we do,kari. ev rn eased off, we still have slick roadways. folks you need basic speed laws. only go as fast as is safe for conditions. looking for the most part around the bay as we do take a look at this area right there for 580. it's eastbound 580 getting away from the bay bridge, our second deadly crash for the east bay

happened a few minutes ago. we got the update two left lanes are closed by emergency crews. what happens, it sounds like a vehicle went off the roadway. that vehicle caught fire as a result of the crash or that was the cause of the crash. i'm not sure which is the ca tracking those details. kris sanchez tracking this scene as well. two left lanes blocked east of 80 right there at 98. that will be a factor. we'll stay with the maps as we see the slowing build up over the next few minutes. again, that back-up at th bridge toll plaza. remember, that earlier deadly crash at the berkeley roadway after we started our show after 4:00. looking over here for the continued closure for highway 37. marcus and laura, i've been tell you about westbound, still closed. eastbound reopened yesterday afternoon so the counter-commute. getting towards the closure, fender-bender.
