investigation and the impact oppose your commute. a downed power line, tracking power outages. historic flooding in the east bay. thousands of homes evacuated near russian river leaving many cram bling for a place to go. a microclimate weather continues right now. a very good thursday morning. we came on air to bring you the latest, a busy week. i'm laura garcia. >> i'm marcus washington. a lot going on, including that traffic. first let's start with kari hall. the good news, rain moving out. >> finally moving out, a few left over sprinkles in parts of the tri-valley. overall the radar showing no measurable rain. as that storm system moves away, we will be left with the clouds today and going tooz couple of days of dry conditions. but those clouds kind of sticking around as we get ready for the next storm system moving

in early saturday morning. this will bring in more wet weather for the weekend. i'll tell you where the heaviest rain will be focused and what else we'll be expecting farther down the line. that's coming up in the full microclimate forecast. mike getting out the door this morning, so many traffic alerts. >> this is our third for the morning. even though the roadways are dryer, we've had more serious crashes this morning. this sometimes is the case. looking at the bay bridge, mild back-up for the cash lanes. that's not the big alert. this is. eastbound 880, slow traffic, basically rolling traffic break heading away from the bridge and highway 13 and seminary down 98 where you have the left lanes blocked by a deadly crash there. car off the roadway on fire, one person has died. we're still waiting on the status of the second person taken to the hospital. that will be an issue getting away from the bay bridge. watch those slick roadways there as well as around the bay, guys, back to you. >> thanks, mike. breaking news while you were sleeping.

a lot of emergency crews right now on the scene of a deadly crash involving an suv and a big rig parked on the shoulder of interstate 880. right now chp telling us three people are dead, all of them in that suv. it happened a little after 1:00 a.m. on westbound 80 where it meets 580 and emeryville. this is near the maze. a truckdriver told chp he was getting sleep in his cab when an suv hit the back of his truck. the fourth person is said to be in extremely critical condition. that investigation still under way. another alert for you. mike was just mentioning these in his traffic report. right now el camino real i-95 and sunnyvale. a power line down, thousands still without power. more than 6,000 customers impacted. this is a look at the outage map. crews are on the scene working to restore power. it's not yet clear how long that could take. we also want to get you the

very latest this morning when it comes to the flooding impact. parts of the bay area this morning. >> many of those developments for you happening while you were asleep. the russian river finally cresting between 10:00 and 10:30 over 46 feet. this is when the river crested in 1997. more than 3500 people under a mandatory evacuation orders this morning. thirteen school districts and schools in sonoma county have canceled classes today. >> want to take you here, take a look at this drone video really showing that area near the russian river. completely under water. you can't drive a car you need a boat. this was shot before the russian river crested. "today in the bay" pete suratos joins us live in forestville this morning. that's as close as you can get to geurneville and you're saying the water is dropping out there? >> definitely dropping. we need that boat to get into geurneville. obviously where we're standing in forestville, it was affected

by the russian river hitting that number, i think you mentioned around 46' or near 46'. where we're standing, there's definitely water along the road because you see at the structure there, it's still under water or halfway under water at least. you see that watermark way up there. that meant at some point the water was definitely up there. so you can see it's starting to recede as those levels at the russian river begin to drop. some of this video, this is from our nbc bay area sky ranger giving you that look. the devastating look there, guys, geurneville where you can see the town is under water in some of those popular parts. i remember yesterday morning we actually announced it during the 5:00 a.m. hour when people were landlocked meaning you couldn't do in and out of the area so you need add boat or helicopter to get in and out of the area. folks who wanted to evacuate,

north korean leader kim jong-un wrapping up their second historic summit with no agreement on denuclearization. "today in the bay" susan mcginnis reports on what the two leaders discussed. >> reporter: the second summit between president trump and north korean leader can this ends early. >> it was a very productive two days. sometimes you have to walk. this was just one of those times. >> reporter: a planned signing ceremony canceled and no agreement on denuclearization. >> i could have 100% signed something today. we actually had papers ready to be signed but it just wasn't appropriate. i want to do it right. i'd much rather do it right than do it fast. >> reporter: during the summit the north korean dictator stated a willingness to dismantle the nuclear program. [ speaking foreign language] >> translator: if i'm not willing to do that i won't be here right now. >> reporter: the deal breaker, the president unwilling to lift economic sanctions in exchange

for north korea's denuclearization. the president appeared satisfied north korea had stopped testing nuclear weapon. >> he said he's not going to do testing of rockets or missiles or anything having to do with nuclear. >> reporter: as for the biggest area of progress since the first summit, the president said it's their relationship. >> he's quite a guy and quite a character. i think our relationship is very strong. >> reporter: now with only warm words. susan mcginnis, nbc news, washington. >> the president now returning to the u.s. admits the fallout from yesterday's explosive accusations by his former personal attorney michael cohen. cohen testified president trump broke the law during his time in office. that included ordering hush money payments to adult film actress stormy daniels which the president denies. before the president left vietnam, he addressed cohen's testimony. >> having it during this very important summit is sort of incredible. he lied a lot but it was very

interesting because he didn't lie about one thing. he said no conclusion with the russian hoax. i wonder why he didn't just lie about that to like he did about everything else. >> i'm ashamed i chose to take part in concealing mr. trump's illicit acts rather than listening to my own conscious. >> in his opening statement on capitol hill, cohen called the president a racist, a con man and a cheat who repeatedly directed him to lie. he said the president knew in advance about the wikileaks exposures. he's back on capitol hill behind closed doors in front of the house intelligence committee. right now at 5:08, we're still tracking the very high water levels in the north bay and flooding going on around geurneville. now as the storm moves away, we're going to get a chance to dry out and watch those water levels go down today. so looking at san francisco and golden gate bridge, roads may still be wet even though rain

ended. as you're getting ready to head out the door, maybe in pleasant hill, upper 40s, partly to mostly cloudy skies. our temperatures reach into the mid-50s. looking at our high for this afternoon up to 60 degrees in the tri-valley, south bay as well as in parts of the peninsula, north bay in the upper 50s with some breezy winds. now, mike, you've been very busy this morning, still tracking that traffic alert. >> the one in oakland for 580. we step back and look at the entire bay, green sensors. that's great news for most of the freeways. over here byron highway, off the byron highway, we do have a crash. that may affect some of the folks with an early start getting to the 580. the traffic alert continues here for eastbound 580, that traffic break or slow roll, i should say, traveling away from highway 13 still shows a slower drive down to 98. i don't know if this was to clear crews or set up flares. still waiting for chp.

all right. it's time for squaw valley alpine meadows report. if you are going on 880, just got word they opened in both directions. still no big rig. very tricky travel conditions today with light snow continuing. it will be better tomorrow if you're going there and for saturday more snow coming down. we've got 217" of snow at the base. we only have about 45 runs open today. it's still snowing as we get a look at the radar. the storm winding down for the bay area. we'll talk important about this in five minutes a. looking at san mateo traffic across the bay is fine. east tracking the second of our two deadly crashes this morning.

and a very good morning, a very happy thursday as well. we get fourth quarter gdp numbers this morning. that will tell us how the economy is doing. stocks under pressure after no deal with north korea and trade negotiations with china. southwest cleared to fly to hawaii. i'll tell you about that in a moment. lyft and uber getting closer to filing to go public. the information says lyft filing could come at any moment now. turns out uber and lyft discounting rides to try to increase market share. the report says price cuts have been particularly good for lyft which is taking riders away from uber. hard to imagine because lyft and uber such a part of our lives. if you don't count limos and regular cars, they have only been around about seven years. apple has determined it will lay off much of the staff. we reported this late last month estimating 200 people, apple filed paperwork.

actual number 190. tomorrow march 1st in the deadline for canada to decide what to do with that huawei executive. the u.s. p accuses her of violating trade sanctions against iran but canada hasn't decided whether to expedite her. here in the u.s.o huawei, u.s. intelligence suspects it may be connected to chinese government as well. >> scott you mentioned a moment ago what i would talk about, here we go. frequent flyers to hawaii no doubt saying aloha to an announcement that may spark a fare war. signing off on service from the mainland. southwest conducted numerous test flights to receive that approval. we've been watching them. it's promised within days. they believe west coast fares

will drop. maybe a coincidence but yesterday alaskan air offered flights $129 each way, which is pretty unheard of. so we've kind of been waiting for this fare war. >> but you know southwest still let you fly two bags free. other airlines are not offering that. >> exactly. you've always got to read that good deal on frontier or alaska but the baggage fees. >> add up. >> you can drive -- no, no, no. >> maybe a boat. >> you need a boat up in the north bay. >> yeah. that's been the main concern for us this morning. the reason why we're still in a microclimate weather alert tracking all the flooding in the north bay, even as the storm moves away, we are going to gradually see those water levels aside today. then also it's still snowing in the sierra. if you're going there, a heads up that it will be another day of dangerous travel in those areas. looking live outside in san

jose, the roads are still wet. it's kind of just sprinkling in some spots this morning as our weather improves we will see those temperatures mostly staying in the 50s throughout the morning after a start at about 48 degrees going throughout today. partly to mostly cloudy skies. you may have a couple of breaks in the clouds but overall it's good to get a break from the rain. look what's coming back on saturday morning, another wave of rain that starts very early in the morning and will be off and on all throughout the day into sunday as well. but this time it looks like some of the heavier rain will be more focused on the south bay as well as the peninsula. we know that the north bay needs a break. we may see another quarter inch of rain there while you head south of san anselmo, you may get a quarter to a half inch of rain as the storm system comes in. the concern turns to another atmospheric river that's possibly going to move in from tuesday into wednesday and

continue into thursday. that could bring in some more heavy rain. we'll, of course, keep you up to date on exactly where that heaviest rain will be focused. but the concern today still the very high water levels around the geurneville area. san francisco will be clearing out with highs today reaching the lower 50s. mike, you're taking us on that drive through oakland. >> that's right. where we have this video just came in. kris sanchez arrived on scene and we have this. there's a car on fire earlier. the deadly car crash and fire now, lanes blocked for the investigation. kris gathering more detail. that's the reason you find the slowing on the map. eastbound 580 on the map system as we travel through the area. you see a slower drive. what happened was there was a traffic break coming away from the bay bridge and highway 13, down from seminary to 98. we saw pretty much all red, sorted itself out to slowing. again, down to half the freeway.

we're going to stick with these maps and show you the slower drive away from the bridge. the counter-commute, everything fine. watch the slick roadways, rain may not be falling, trees and branchs down. saw the transmission down in the mountains, still addressing that. the roadway, el camino reopened. this is not reopened, highway 37 getting over from vallejo to novato. westbound direction continues to be closed. eastbound opened yesterday afternoon but westbound those lanes are still flooded. bay bridge toll plaza we're getting more traffic building, those metering lights turning on the next 60 to 90 seconds. >> just like that. thanks, mike. >> still on strike ahead on "today in the bay," the demands oakland teachers are making. what they say they are being deprived of.

and a good thursday morning to you, taking a live look out on san jose right there. nice and clear. checking the weather in our area. mike will have a look at that commute coming up all in a bit. 5:22 for you right now. >> still no deal in sight and we're entering day six of the oakland teachers strike. teachers walked off the job last thursday demanding pay and smaller class sizes and more resources for students. the district says it is facing a budget crisis. a school board meeting took place yesterday to talk about district cuts but it was abruptly canceled because of the teachers protesting outside. >> meantime another teachers strike in the east bay. members of the san ramon valley teeshls association plan to hold a town hall meeting tonight. the group is taking steps to

authorize a strike if they can't reach a settlement with san ramon school district. it's start tonight at san ramon high school. a judge will hear reports of complaints of deprivation in the jail. they claim they are systematically prevented from sleeping more than six hours a night. they say it causes health problems because they are constantly being woken up during the night. they are looking for relief. >> that's a lot of sleep. >> tonight the hit comedy "brooklyn nine-nine" takes on #metoo. >> we got to talk to two of the stars. beatrice directed the first episode titled "he said, she said." as beatrice explains it deals with a sexual assault investigation. >> jake and amy are investigating this case. while they are investigating

north bay are prompting thousands to flee their homes. the russian river fsetting floo bay prompting thousands to flee their homes. the russian river finally crested overnight just over 46 feet. this morning we have a live microclimate weather coverage for you. first, good morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. >> we're going to get to meteorologist kari hall. but first the east bay, mike, two deadly crashes. >> we're going to show this to you on the map. despite normal traffic alert, getting there is okay for west 80 and 580. the one problem we have is over here getting away from the bay bridge. it's eastbound 580 approaching 98 with two lanes blocking. see this flow from seminary, because it's counter-commute it's holding off right now.

the commute will build obviously. it's a very serious situation. kris sanchez is out there. kris, half the freeway eastbound 580 is blocked. what do you have out there? >> well, hi there, mike. as you mentioned two lanes are blocked here at 580 eastbound. we're just under 98 avenue off-ramp. this is a vehicle still on the roadway right now. they are waiting for the coroner to show up because this is, in fact, a deadly crash. one woman who was a passenger in this car died in this crash. another young man who was at the wheel is at the hospital with major injuries including burns. that's because when the suv went off the embankment and slammed into a tree, it burst into flames. again, one person died and one person was transported to the hospital. the suv is going to be towed as evidence because chp is trying to figure out what happened here. now, earlier this morning in emeryville, three people died when the suv they were in slammed into the big rig parked on the shoulder. i-80 approaching bay bridge toll plaza at the curb.

another person at the hospital with major injuries in that crash. the big rig driver told chp that he was pulled over on the right-hand shoulder sleeping in his rig when he felt that impact and then he saw the suv stuck underneath the rig. the big rig driver was not injured. we did ask chp what the factors were in these crashes. we asked if alcohol or drugs. they said too early to tell. we asked roadway, weather condition might be a factor. especially in this particular situation, it's possible that it was because the roadways were wet. we're not seeing the kind of ponding we've seen over the last few days but definitely the roadways are wet and chp will be looking into that. they are hoping to reopen 580 here at 98 within the next hour, hour and a half. so they are aiming for 7:00 for the chp officer on duty says they are really hoping to reopen this earlier because they don't like having people stopped on the freeway and have the possibility of a chain reaction. in oakland kris sanchez, "today in the bay." >> it's been really busy

overnight. thank you very massachusetts. >> right now we're going top meteorologist kari hall. she's been tracking it out of here but still leaving wet roads. >> yes, still have light mist and drizzle keeping things damp. low clouds will hover. start in the 40s where we reach 55 degrees. looking at storm ranger, though, the storm moving away from the bay area and we will have a chance to dry out. also watching those water levels from the massive flooding in parts of the north bay that will gradually go down today. that's what we're tracking and also the next storm. i'll have more on that and a look at the weekend forecast in about six minutes. >> sounds good. thanks so much, kari. 5:31. another alert for you. camino real in sunnyvale back open. it was shut down for two hours after a downed power line was

found. thousands without power. at least check sdg&e told us 6,000 impacted. it's not clear how long it will take. developments in parts of the bay area waking up to impacts of ongoing flooding. >> russian river crested late last night. at last check just over 45 feet. national guard members and local fire crews working around the clock to make sure everyone in that area is safe. so far no injuries have been reported. at least 2,000 buildings are flooded, and there are reports this morning that prosecutors in sonoma county are vowing to go after anyone caught looting during the flooding. those looters face one year in jail and a $10,000 fine. we have team coverage of the historic flooding. bob redell in the town of sebastopol. >> start out with pete suratos. he's live in forestville where we see water out there.

>> reporter: yeah, good morning to you, laura and marcus. here in forestville not quite the flooding we saw in the images of geurneville. we saw the russian river hit 46 foot mark yesterday. i want to show you where we're standing. not much on the shoe level. take a look at that water level, clearly it was at that level at some point yesterday. it has dropped some. the water receding here when it comes to the russian river. i want to show you some before and after pictures of the geurneville area. you see the safe way, we've been to the safe way covering things in geurneville. also on the timberline restaurant, another situation with flooding as a result of what we saw at the russian river. the rio cafe on bohemian

highway, all those areas seeing big time flooding as a result of the russian river cresting at 46 feet. over at the farmhouse in forestville, we were there yesterday when the water was rising and there was big-time issues there. the ownersh said she did her be to evacuate. it was a difficult time trying to evacuate as the water continued to rise on river road. she said she's been here quite some time, guys. she said she's never seen anything like this. >> we're sixth generation russian river valley so we've seen flooding. we flood. things happen, but not this. we didn't think this was going to happen. we thought the other parking lot was going to flood. >> take you back out here live to forestville. an example of the flooding here at one of the structures, you can see the water is dropping a little bit. we know there are about 40 rescues all together yesterday but really have to wait until the water recedes to see how much damage was done to the area. we're live here in forestville, pete suratos for "today in the bay.." >> thanks for the latest there,

pete. >> that flooding appears to have reached its max in sebastopol. >> that's where we find bob redell this morning. bob, the national guard had to come in and perform some rescues there. >> reporter: correct, laura and marcus, and you can see why. behind me this is the barlow. this is a shopping district on the edge of sebastopol. on the other side of this is laguna de santa rosa. that's the waterway that spilled over and flooded this area. fortunately we are seeing this area start to recede. this is video from last night. see california army national guard still out performing rescues in the areas surrounding and in sebastopol. you can see they rescued the family. the family said they lost everything in their home but they are thankful the national guard arrived when they did. >> the house got filled up all the way to 4' and we just needed to get out of there. it was terrible.

all the stuff is ruined. >> back out here in downtown sebastopol, the national weather service indicates laguna de santa rosa that is flooded this area of town flooded yesterday. that's 6' above flood stage. the positive is it is receding. it's just a question of how fast. we've been here since 4:00. within the past 90 minutes, the water used to be on the second line, the one behind the yellow orange cone. it's about 7' out now. it is receding. it's just a question of how long before the water is gone. reporting live in sebastopol bob redell, "today in the bay." >> all right, bob. thank you so much for that. so if you're planning to head to north lake tahoe, the drive now possible. but you can see from these live pictures from the caltrans cameras pretty treacherous out there. chains required on 80. at least it's open. 50 open in both directions.

proceed with caution, though, mike? >> be careful. we're looking over here and our roadways are looking just a little more crowded than we should on that live caltrans camera for i-80. all of our freeways, moves nicely toward toll plaza. 580 where kris was giving the live report, deadly crash and car fire blocks two left lanes, counter-commute slowing from highway 13 all the way past 98, the zoo exit for folks nam with the area. the rest is a smooth drive. highway 37 half still closed. westbound commute still closed because of the flooding. eastbound opened up yesterday afternoon. >> all right. so the rain is moving out clearing up for us. we're going to see that continue throughout the weekend. >> no. there's a new storm coming in for the weekend. >> i need to find a beach. >> we have a little window to try to get things done and get out there and enjoy the weather. here is a look at what the storm

system is doing. it's still snowing in the sierra. as you make saturday plans for the coast, bay, inland area another wave of rain coming in. it's going to be off and on so you may be able to get out there between the breaks. by saturday morning still seeing showers but may be tapering off going into sunday afternoon. now, if you are heading out to the little league baseball parade in martinez, we're kicking off the little league season. i know a lot of kids are going to be celebrating starting on saturday around the bay area and for the martinez area we are still going to see showers and temperatures reaching only into the mid-50s around parade time. we also have millbrae lunar new year festival saturday 10:00 to 4:00, civic center plaza. you also do want to make sure you're prepared for showers moving through. if you have sierra plans, maybe squaw valley, it's going to be snowing. you have a window to get there on friday as the snow kind of

mike traffic tease right now at 5:42 in the south bay still cloudy, drizzling and everything still soggy. as we go throughout the day a chance to dry out. evergreen mostly cloudy skies upper 40s, reaching into the mid-50s today. we're still not where we should be in terms of temperatures. but a bit of a warm-up in the forecast for some. we'll talk about that. also the next incoming storm in less than five minutes. >> 880 to oakland, nimitz moving smoothly without problems. looking at 580 nearby. eastbound direction has that deadly crash and car fire following the investigation on the scene and of course on the sensors.

gladly welcome it. >> cohen who is a lawyer used that phrase, providing specific information. he's saying what i'm doing here is not news to prosecutors in the southern district, so the testimony won't help me evade jail time. a good reminder president trump faces several investigations, federal case from fdny, mueller, different from investigation by federal prosecutor in washington, d.c., and the one in new york states and several states as well. you've got a lot of investigations. aleksandra ocasio-cortez getting high marks for her questioning in the hearing, asking the sort of questions that had cohen naming names throwing more people into the investigation and giving democrats a path to subpoena trump's financial records including his taxes. we will wait to hear from the president as he's aboard "air force one." if that happens i'll tweet it out. you can follow me at scott

excavators. you may recall it happened earlier this month prompting 100 people to evacuate the neighborhood. the fire destroyed a popular chinese restaurant. luckily no one was hurt. according to a preliminary report, the fire took more than two hours to put out. good reminder by firefighters in anaheim, don't park near a fire hydrant. take a look at that. crews responding to a fire smashed those windows and put the hose through to get to the hydrant. now it is the vehicle's owner responsibility to pay for the smashed windows and, of course, the fine associated with parking so close to a hydrant. >> wow. learn there. we want to take you back out live to forestville, parts of that town complete ly under water. take a look at this. these aren't the only ones. this is geurneville. the town became surrounded by

water during "today in the bay" yesterday. the only way to get into that town was by boat or helicopter. those who waited too long to evacuate, forestville was the furthest they could get. forty rescues made yesterday, all of them by boat. >> the water is slowly receding but those people are going to have so many days ahead of them assessing damage. >> a lot of that video it was surrounded. >> when you think about the cleanup efforts and there's more rain coming in, it really makes that difficult especially as we track the next storms that will be moving in. here is a live look outside in san rafael. it's still kind of wet on the roads but at least the rain has stopped falling. when we talked about how much of that historic flooding came from this amount of rain. we always talk about venado. there's a rain gauge there in north sonoma county and it measured over 21" of rain since the storm started on sunday. in geurneville you had 12.5" of

rain. san anselmo had 10" of rain. anniversary measuring 7.75. we're getting all we normally get in a whole water year. at this point we surpassed that number. as we look at rain totals for the south bay we barely measured anything, about a quarter of an inch. pretty decent in the santa cruz mountains with ben lomond reaching 4.5" of rain. the rain moved on, still light snow in the sierra and still creating tricky travel conditions there. for us we had leftover clouds and wet roads. a live look outside in the south bay once again. as you look out the window you're getting dressed this morning. you do need a jacket. it's all about comfort and trying to stay warm as temperatures stay cool only reaching 50s. mostly cloudy today, not a lot of sunshine. for tomorrow more of the same. still no rain but look what happens on saturday. very early in the morning. our next round of rain will be moving in starting out at about

3:00 to 4:00 in the morning continuing throughout the day. this time it looks like the rain will be more focused on the peninsula and south bay, some of the areas that didn't get that much rain last time may get another half to 3/4" of rain. lighter amounts, a quarter inch of rain where it's still flooding. we do see that storm system moving in early saturday, tapering off on sunday, a break on monday and potentially another atmospheric river moving in tuesday into wednesday as our inland temperatures stay in the lower 60s. heading over to the mike, you're still tracking that crash through oakland. >> that's right. the traffic alert. most of the bay shows a lighter volume of traffic. there may be slick spots. keep in mind, it looks like great driving conditions. we've had two deadly crashes on the freeway this morning, both in the east bay. the second one still active, eastbound 580 approaching 98. slowing from about highway 13, seminary getting over to where

half the freeway is blocked, only two right lanes open. map out the time away from bay bridge and toward castro valley. waze system can do that for you, the partners will help you. if you're getting toward the maze and 580, five minutes, a slower drive. a few minutes ago it was better on 880 southbound but now as the commute starts to build we're seeing not really a big difference. but waze will help you map that out. nbc bay area waze is the name of the team. we're getting help from folks reporting it on the roadway. we're talking about getting away from the bay bridge. getting to the bay bridge, look at the light upper shore freeway, 18 minutes from highway 4 down to the back-up at the bay bridge where the metering lights are on. b.a.r.t., we have trains running on time. no delays there, no delays for any of the other systems. however, the smart train has a problem through the area with

the north bay. . well, this morning we're continuing to cover historic flooding in the north bay. thousands living near russian river are under water. "today in the bay" pete suratos is in the area hardest hit. he tweeted this video of a barn under water. follow him @pete suratos tv. it is happening, a warning for families about an online challenge. it is aimed at children and parents should be very concerned. it could encourage violent behavior in their kids.
