eastbound 580 approaching 98, the zoo exit right here, slow from the freeway down to that scene. mcarthur boulevard if you it stay on mcarthur below surface streets that's south of the deadly crash. this investigation, the county coroner called to the first crash near the berkeley curve. kris is handling both of those. she's at the scene now. kris, you still have two layups blocked over there, right? >> reporter: hi there, mike. they are waiting for the coroner. here we're on eastbound 580 at 98th avenue off-ramp. we know that the roadway is going to be closed for at least another hour though chp is hoping to reopen 580 sooner than that. here is what's left of that suv that the chp tells us crashed into the embankment and into a tree before then bursting into flames. chp tells us the young woman in the passenger seat died and the young man behind the wheel is now at the hospital with major injuries. the suv will be towed as

evidence as the chp tries to figure out what happened here. now, earlier this morning in emeryville, three people died when the suv they were in slammed into a big rig parked on the shoulder of i-80 approaching bay bridge toll plaza. another person is at the hospital with major injuries in that crash. the big rig driver told chp that he was pulled over on the right-hand shoulder sleeping in his rig when he felt the impact and saw the suv stuck underneath the rig. the big rig driver was not injured. it is too soon to tell whether or not alcohol or drugs were a factor in either of these crashes, according to chp. however, we did ask the sergeant out here and he said it's possible that the rain was a factor because even though it wasn't a really soggy wet morning as we've had over the last couple of days, the roadways were wet at the time this vehicle went off the roadway and crashed into that tree. this vehicle will be towed as evidence again as chp tries to figure out what happened. do be careful out there, folks.

it's really dark and you never know what's on the roadway ahead of you. in oakland, kris sanchez, "today in the bay." we are getting a little relief from rain but spotty showers this morning led to wet roadways. kari. >> roads are wet after all that heavy rain fell across the bay area. now as the storm moves away, we still have light rain that's been falling in a few spots. overall things are starting to clear out. even as that storm moves away, we do still have flooding that's reported around russian river and geurneville and most of that area still not able to go back home. we may not see these river levels and water levels dropping until about tomorrow morning, so still very high today. as you get out the door in the south bay maybe going to diridon station, it's going to be in the upper 40s. we are going to have dry weather and mostly cloudy skies, temperatures reaching into the mid-50s. we'll talk about the next storm set to move into the bay area,

the time line, and where we'll see the heaviest rain coming up in just a few minutes. >> thanks, kari. i want to get you up on the latest numbers when it comes to flooding impacting parts of the bay area. many new developments happening while you were asleep. russian river finally cresting between 10:00 and 10:30 at over 46'. this surpasses the river cresting in 1997. more than 3500 people are under mandatory evacuation orders this morning. thirteen school districts in sonoma county have canceled classes today. >> this is why. take a look at the areas surrounding forestville and geurneville, a ghost town. people can't get to their homes. many parts of the city are like this, under water. this is video we shot once the sun came up yesterday. can you imagine going back to your home? a lot of people don't even know what will be left of the damage there. pete suratos joins us. he's back now live with a look

at the floodwaters there in forestville and how people are doing. >> good morning to you, laura. the sheriff's department confirming in a tweet what we're seeing firsthand, that is the water is receding here apparently in geurneville and also here in forestville. behind me you can see the structure showing you along river road where you can see that water dropping. you see that high point up top, that's where the water hit the highest mark at some point yesterday. also we know they are saying there were no rescues -- additional rescues overnight. also a number of rescues yesterday as a result of the flooding that we saw from the russian river. now, i want to take our viewers to footage from nbc sky ranger. video of geurneville. obviously we can't get into geurneville, still here in forestville. you can see this the town under water. now, remember, the town of geurneville was landlocked yesterday just before 5:00 a.m. so you couldn't go in and out of

the area. you had to use a boat or helicopter to get in. that's how they had to get in if they need to rescue anyone. folks had waited too long to evacuate unfortunately stuck right here in forestville. >> they are lucky. up a hill, power hasn't gone out. we're kind of hunkered down. got the tv, fireplace. >> right now i'm smiling because i'm up on the hill. i wasn't smiling yesterday. >> i'm trying to get in and it doesn't look like it's going to happen. >> take you back out here live to river road. you can see the water coming down on this structure as the russian river begins to recede. we know there are about 40 boat rescues yesterday, so we'll see if there's more. sheriff's department saying no additional rescues. in fact, they were saying it was a slow night. images from geurneville, before and after images in the next half hour. live in forestville, pete suratos, "today in the bay." >> thanks very much, pete. a live look, serious

sierra and squaw valley looking great. still a little tough getting there as they are trying to clear some of the roads. roads may be improving tomorrow but more snow moving in by late tomorrow evening. we've got at the base 217" of snow with a season total of 557". we'll talk about the next storm coming in with bay area rain and sierra snow coming up in less than five minutes. right now looking at san mateo bridge, coming out of the east bay. in the east bay we have two crashes i'm tracking, both potentially a big impact to your commute. and a very good morning, happy thursday to you. we get fourth quarter gdp numbers this morning. we'll look at how the economy is doing. stocks under pressure after no deal with north korea. trade negotiations with china as well. southwest cleared to fly from hawaii from san jose and oakland. lyft and uber getting closer to filing to go public.

the blog, the information, says lyft could come any moment. uber and lyft discounting rides to try to increase market share. the report says price cuts have been particularly good for lyft which is taking riders away from uber. hard to imagine because lyft and uber have become such a part of our lives. if you don't count limos and regular cars, they have only been around about seven years. apple has confirmed it's going to lay offer staff working on self-driving cars. we determined this last month, estimating 200 people. am filed paperwork. actual number 190. tomorrow march 1st in the deadline for canada to decide what to do with that huawei executive arrested in vancouver of she was arrested at the request of the united states. the u.s. accuses her of violating trade sanctions against iran but canada hasn't decided whether to expedite her.

sunshine. overall mostly cloudy today. here we go through the time line tomorrow. still cloudy and no rain. look what happens early saturday morning by 3:00 to 6:00 in the morning, the next wave of rain comes in. this will give us scattered showers throughout the day saturday as well as sunday. but it looks like this time the heavier rain will be focused mainly across the peninsula and the south bay. some of the areas that didn't get that much rain with the last round, look farther to the north with santa rosa, ukiah getting a quarter inch of rain. then for the sierra, still some light snow showers today tapering off tomorrow. we should see conditions improving. then the next storm system once again starts to bring in some more snow. early on saturday morning. we could see another foot of snow for some of our resorts this weekend. if you will be going, go there for tomorrow and stay until about monday when the road conditions will be better. we will see also the rain tapering off for the bay area for our inland areas on sunday. you may have a break by sunday

afternoon if you want to get outside. monday is looking good and potentially another atmospheric river headed our way from tuesday into wednesday. highs in the low 60s. we'll have more updates on that. san francisco this weekend staying in the 50s with some rain mostly on saturday. mike, you're tracking two important spots. >> that's right. for your commute we had two main areas where there are crashes. overall the speed sensors, colors in the south bay mostly green, just starting to see slowing in the northbound direction. over here 680 for tri-valley 880 hayward, union city, typical spots with lighter build, a little easier time there. 580 through oakland critical here starting past the warren freeway split down to 98 we have this growing slowdown as you're heading to the scene. investigation for the deadly crash over there at 98. the car went off the roadway. car fire. kris sanchez on the scene. the coroner has not yet arrived

to complete the investigation. that is likely because the coroner was held up by the first deadly crash over there at the berkeley curve. that cleared early in the show, happened overnight at 1:16. looking here at the closure that continues through westbound highway 87. westbound direction but not eastbound direction. westbound is the commute. some folks heading to richmond san rafael bridge held on the crash on the upper east shore freeway. no information chp not on the scene. they have been quick to get to crashes, the concentration in oakland, the area over there off i-80 and highway 4. bay bridge toll plaza does have a back-up, talked about richmond san rafael bridge as one alternate to westbound 37. 37 not bad, atherton to 101 so looks like folks are holding off here and also held up in hercules by that crash. back to you. >> busy morning, mike. thanks. next, 100 artists, 100 blank

nbc bay area issuing microclimate weather alert. >> kari hall tracking the systems moving through the bay area. >> the reason we're in a microclimate weather alert because we have widespread flooding in parts of the north bay even as the storm moves away and we're not seeing any more rain. as you head out the door, low clouds and wet roads as we take a look in san jose. temperatures in the upper 40s. we'll see at times a few peeks of sunshine. overall a cloudy day as we dry out from massive amounts of rain in the north bay. as we head to mike, tracking spots in the east bay. >> overall light volume that's good news. flooding in the north bay so stand by for those reports. south bay shows a little build, nothing major. san mateo, dumbarton bridge, a new crash web 80 at hercules. looks like everything is off to the right shoulder.

it will be a distraction but not a problem off carquinez, a build near berkeley and back-up toll plaza. here we have a traffic alert for eastbound 580 toward 98. two lanes blocked. you see slowing, kind of calmed down past the freeway. a deadly crash there. this is one of the deadly crashes we're talking about on breaking news this morning. >> breaking news, four people dead in two crashes five miles apart. a live look at one of the scenes. one person died when a car crashed and burst into flames. it happened around 4:30, eastbound 580 and 98. not too far from the oakland zoo. this was the second of two deadly crashes. the first happened about three hours earlier on i-80 in emeryville near the maze. three people died when their suv slammed into the back of a parked big rig there on web

shoulder. the fourth person is said to be in extremely critical condition. the truckdriver told chp he was getting sleep in his cab when the suv hit the back of his truck. crews have now cleared that crash. now to the latest developments as part of the bay area waking up to the impact of ongoing flooding. the russian river crested late last night. last check it was over 45 feet. 911 operators have said it's pretty quiet after dozens of rescues over the past 24 hours. no one has been reported injured. that's the good news. at least 2,000 buildings are flooded. our report this morning that prosecutors in sonoma county are vowing to go after anyone caught looting during the flooding. the looters face one year in jail and a $10,000 fine. we've got team coverage of historic flooding affecting thousands. >> we begin with "today in the bay" pete suratos. he's live in forestville. pete, how are things looking out there now for you?

>> marcus, we know that the russian river is definitely receding because while we're standing on river road in forestville, there's no water at least at my feet. you can see the structure we've been showing you all morning long, that high watermark. that's when the water hit when it was around 40 feet range when it crested. at 10:00 p.m. that's bhwhen it crested. that's the high watermark. you can see since we've been here, it is definitely receding. we're standing here in forestville several miles away from geurneville where we're seeing a lot of water damage from the flooding, from the russian river. i want to show viewers before and after pics to give you context of where things stand. you can see the first picture in the safe way, popular location on highway 116 and downtown geurneville. on the left you see where there's no flooding. you see the flooding on the right. show you another picture on 4th street. another issue with flooding because of the rising water from

the russian river. there's timberline restaurant. the last picture you want to go to, rio cafe on bohemian highway in the area. those issues getting worse with the russian river rising to that point where it hit nearly 46' overnight. i want to show videos from farmhouse inn in forestville. we were there when the river was rising. we into with the owner. she did her best job, guys, to try to evacuate when it was taking mayes place. she said she's been there for a while and has never seen anything like this. >> we're sixth generation russian river valley so we've seen flooding. we flood. things happen, but not this. we didn't think this was going to happen. we thought the other parking lot was going to flood. >> take you back out here live

compared to when we got here several hours ago. this is video last night. the california national guard still out performing rescues in the area around sebastopol. you see they rescued a family. the family said they lost everything in their home. they are very thankful that the national guard arrived when they did. >> the house all the way to 4'. we just needed to get out of there. it was terrible. >> dangerous. >> yeah. all that stuff is ruined. back out here live in sebastopol, you're looking down mckinley street. that's the road we're standing on right now in the barlow. according to the national weather service laguna de santa rosa that flooded the area crested yesterday around 75'. that's about 6' above flood stage. we know it is receding. we were out here at 4:00 this morning. pull out and look at this shot. the water was up to the second

white line on the crosswalk beyond the orange cone. you can see it's now receding a good 25 feet. just going to be a question of how long it will take for all this water to go away. reporting live in sebastopol, bob redell, "today in the bay." >> thanks for the latest there. >> in marin county eastbound lanes of highway 37. novato back open for the commute. westbound lanes are still under water and shut down. from the nbc bay area sky ranger, a big rig caught in the floodwaters. anyone heading into marin from solano county will have to get off at atherton avenue. >> another look, el camino real in mountain view, sunnyvale, back open. it was shut down for about two hours this morning after downed power lines found in the area. thousands without power. pg&e updating us that 500 customers now without power this morning. this, in fact, is a live look at the outage map. at one point nearly 6,000 were

necessarily the case when it comes to rain. >> it's not going to be as heavy as the storm we saw moving in. there will be a storm arriving saturday. right now clearing things out as you get ready to head out the door for work this morning. looking at saturday's forecast, highs mid to upper 50s and some more waves of rain. that will gradually taper off on sunday and our temperatures staying about the same with mid to upper 50s. we're kicking off the little league season in martinez. a lot of the little league will have some parades going on around the bay area. as we check out the forecast for martinez, yes, you do need the raingear if you're going to be out there. it starts at city hall, goes down to main street at about 10:00 a.m. just be prepared for the rain. also in millbrae for the lunar new year festival happening at the civic center plaza starting at 10:00 a.m. as well. low 50s. not only will it be raining off and on but chilly and only reaching into the upper 50s. if your weekend plans include heading into the sierra, squaw

with north korean dictator kim jong- jong-un. kim wanted the u.s. to drop all sanctions but would not agree to completely disarm. this obviously will not work for us and president trump walked out of the negotiations. >> you always have to be prepared to walk. i could have signed an agreement today. you people would have said, what a terrible deal, what a terrible thing he did. you have to be prepared to walk. you know, there was a potential we could have signed something. i could have 100% signed something today. we actually had papers ready to be signed but it just wasn't appropriate. >> presidential advisers predicted kim would not give up his nuclear weapons. critics say kim was able to use those negotiations as a way of boosting credibility. but on a positive note, nothing ventured, nothing gained, nothing else worked in the past. what we will wait to see is how trump treats kim from here on out. remember, we've gone from little rocket man and fire and fury to

the president praising kim and at one point saying, quote, we fell in love. michael cohen will testify again, this time to house intelligence committee behind doors. wednesday cohen testified by a house committee naming the president in several crimes including felonies. republicans pushed back saying cohen, who lied to congress before, was trying to curry favor with prosecutors. here is a report from arizona. >> testimony here could help you out getting your sentence lessened, isn't that true? >> i'm not sure how my appearance here today is providing substantial information that the southern district can use for the creation of a case. now, if there is something that this group could do for me, i would gladly welcome it. >> that's important. cohen, who was a lawyer, used a specific phrase, providing specific information. he's saying what i'm doing here is not news to prosecutors in the southern district, so the testimony won't help me evade

jail time. speaking of fdny, during that hearing a congresswoman asked, are there illegal acts by trump we don't know about and cohen said, yes, those are part of the investigation by the southern district. that's news. while the president has his eye on mueller, there may be big trouble out of manhattan. alexandria ocasio-cortez, a frequent target is getting high marks for the questions asking questions that had cohen name names. giving democrats a path to subpoena some financial records including his taxes. we'll watch from any reaction from the president aboard "air force one." can you follow me on twitter, i'm @scottmcgrew. >> another teachers strike could be brewing in the east bay. they plan to hold a town hall meeting today. the group is taking steps to authorize a strike in case they

can't reach a settlement. tonight's meeting starts at 7:00 at san ramon valley high school. no deal in sight, we're entering day six of the oakland teachers strike. we learned both sides negotiated until 5:00 in the morning to try to hammer out a deal. they walked off demanding better pay, smaller class sizes and more resources. they are facing a budget crisis. the meeting set to take place yesterday but it was abruptly canceled because the teachers protesting. new video this morning. it may be hard to believe but the driver of what's left of this white you see didn't suffer any major injuries from this crash. this happened a little after midnight on southbound 101 near cesar chavez in san francisco. we're getting a look at mightized scooters police

impounded following a ban at the university. officers seized 136 sense the new ordinance started. we told you about this ban on tuesday. police will charge a $25 fee for each device the company wants back. they can ride the scooters to campus but have to leave them in the designated area once they get there. it applies to motorized skateboards and bicycles. cut to finish, last night crazy finish in the warriors game against miami. >> thirteen time all-star dwyane wade. >> wade, blocked, three. >> not so happy there, no one from the restaurant was. >> stunned the warriors who battled all the way back from a 24 deficit there. so this is wade's fairwell season. the warriors have to get over this quickly. they held it orlando to face the

rain the past few days. we're going to be dry today. it does stay mostly cloudy. also clouds. look at saturday, rain returning to the area. very early saturday morning and off and on throughout the day some scattered showers. this time the heavier rain will be focused over the south bay as well as the peninsula. may make it into parts of the north bay but we're looking at another half to three-quarter inches of rain and a quarter inch of rain for the north bay. so this system won't be as strong but look at the drought monitor. much of california has been removed from a drought status. not even abnormally dry here in the bay area. then when take you a look at the sierra, the snowpack is still at 151% of normal and the central sierra around lake tahoe doing the best at 154% of normal. a snow depth of about 5 to 600" of snow for the season.

that's really amazing. then we're looking at another round of rain moving in for your weekend plans. just make sure you have a way to get inside as that rain will be off and on moving out on sunday. a break on monday. but then look at that, more heavy rain. potentially another atmospheric river for the middle of next week. i'll keep you up to date on that. mike, what's happening now in the south bay. >> the most recent change in our sensors, right here northbound 101 approaching capital expressway, that's not unusual but i want to call it out that's the change for silicon valley. over here, this has not changed, not changed in the facts but compressing down towards 98 past seminary where we see slowing 98. left lanes still blocked by deadly crash on the ramp. kris sanchez at the scene. we're waiting for the coroner to arrive for the final report. a slower drive away from the bay

before you head out the door, here are the top stories on today welcome back to "today in the bay." it's 6:55. before you head out the door here, some of the stories we're covering this morning. >> we'll have breaking news this morning, four people dead in two separate crashes 10 miles apart. here is a live look at one of those crashes. this is eastbound interstate 580 and 98 near oakland zoo. you can see pulling the car up

to tow it away. a young woman we're told died when that car she was in was -- she was a passenger in that car. it crashed and burst into flames. the crash happened around 4:30, about three hours earlier three people died on interstate 80 in emeryville. this is near the maze. that's when their suv slammed into a big rig parked on the westbound shoulder there. so a fourth person is said to be in extremely critical condition. that scene is now clear. breaking in the north bay, the russian river is receding. but the danger from flooding is certainly not. pete suratos joins us live in forestville right now. pete. >> good morning to you, laura. we're still going to see widespread flooding in the forestville and geurneville area. at least it subsided on the street level on river road. you can see this building behind me, the water in that area from the russian river dropped a couple feet there. you can see the high watermark there on the top of the

know when she'll get back in there to serve her clients. she's concerned about two things. one, her paycheck. more importantly, her clients. there's clients in crisis and she's trying to figure out a way to meet up with them. she said in the meantime she'll dip into savings. reporting live in sebastopol, "today in the bay." have to face time those appointments. the drive is finally possible as 08 is open. as you see from these pictures, it's treacherous. according to caltrans chains on 80. new video, in fact, to our newsroom from nearby cisco grove. a lot of people had to dig out this morning. all that snow, where do you put it? that winter storm warning in effect in the area. >> all of the flooding has certainly produced some intense images. you can take a look at the pictures of neighborhoods that are literally under water right now. see the full gallery.
