thank you very much for joining us on this first saturday of march. i'm kira klapper. we have team coverage, vianey arana starts us off. >> we're seeing a lot of rain but also lightning strikes off the coast and in through the livermore and tracy area. this is a look outside at walnut creek. a lot of activity going on. rain from northern california down through southern california. there go those lightning strikes. let's zoom this in closer. you can see it looks like we have lightning strikes just over half moon day. we just saw a couple strikes push through livermore. so if you are seeing those, remember to play it safe, remain inside. this is the heaviest of the rain pushing through. the heavy rain will continue for another hour. then what will happen, we'll continue to see on and off again showers through the afternoon. your microclimate highs will be in the 50s. as far as the storm factor goes, rainfall is expected to be from a quarter to about an inch and a

half for mainly the mountain top areas. we've already seen rain overnight. flood risk expected to be isolated. as far as wind speeds go, we saw the gustiest conditions overnight. right now we're seeing 20-mile-per-hour gusts in the north bay, but winds will get light. i'll talk about that sierra winter storm warning and our next big storm that is expected to move in on tuesday. that's in about 15 minutes. >> we'll see new 15. thanks. the floodwaters receded but the cleanup is just beginning in sonoma county. this weekend evacuation orders are lifted and people will be back in their communities to begin tackling the mud and debris left behind after the massive russian river flood. >> i don't want you to stay away from guerneville. you know, we haven't lost our charm. we just had a little high water. >> i gave myself a minute to mourn the loss of it and i started tearing up the floors,

figuring out what to do to get the water and sludge out. sonoma county officials will spend this weekend and next week inspecting buildings to make sure they're structurally sound. our team coverage continues with "today in the bay's" tom j jenson. you saw messy roads, car crashes, and you even turned around to shoot video of a massive tree down, is that right? >> it was a crazy morning out on the roads. this is the lightest rain i've seen so far. right now we're on waterfront drive, outside of martinez. a road that you can see was flooded. it is not flooded, but they're preparing possibly for these waters to come back up and flood this road as well as many others as the rain continues through this weekend. i did see at least one wreck this morning on i-80 just not far from here. it looked like it was probably weather related. i could not stop and ask

questions. it wasn't safe. but this is what else i ran into as i was snooping around investigating some of those trouble spots that we know about. a massive tree mrobleen blown de heavy winds. this went across the two eastbound lanes on highway 12 southeast of napa. a little bit north and east of american canyons. just minutes before i arrived. traffic was beginning to back up to a dead stop shortly before 3:00 when i got on the scene. there was nowhere for drivers to go until help arrived. the first drivers to arrive were feeling lucky to stop in time before crashing into what appeared to be a massive eucalyptus tree. >> that's a gnarly one. this guy here came up on it. was real lucky he didn't get hurt or anything like that. we're grateful.

>> reporter: after about a half hour to 45 minutes, chp officers were able to turn around all of those drivers, myself included, and guide us back out the opposite direction heading westbound in the eastbound lanes until we got to the next intersection and drivers were able to scircle back towards valle vallejo. nobody was injured. at least one lane was back open by 6:00 this morning. expect more of this. if you are going out on the roads, i can tell you from my experiences on the highways with all this rain, stay up on the high side of the roads. i did hit a lot of standing water when it was dark out this morning. stuff i couldn't see until i hit it. it can be dangerous out there still even though the rains might be down a little bit right now. as vianey was saying, they could be strong in places. again, the wind out there. i think maybe you could hear it in that video. the wind up in that area was

bear and his wife pam went viral. the couple started arguing around 11:00 in a hayes valley park. >> every time he would get up to walk away she would call him back to sit down. larry come back, come back, sit down. she wanted to talk it out. >> reporter: then witnesses say the pair struggled over larry's cell phone. saw him grab it out of her hand and come towards her. and she fell off the chair. seemed like because he was grabbing at her and she was screaming oh, my god help me. that's when me and another gentleman pulled him off of her. >> reporter: he says they both went separate ways. we have not seen unedited video of the entire incident. baer issued a series of statements. the latest reads i am truly sorry for the pain i have brought to my wife, children and the organization. it's not reflective of the kind of person i aspire be to. but it happened. and i will do whatever it takes to make sure i never behave in such an inappropriate manner again.

major league baseball says it is investigating. so is the san francisco police department. detectives talked to witnesses. in other news, the strike may finally be over. oakland teachers could be returning to the classrooms as early as monday, but it depends on a key vote set to happen today. it took seven days of teachers out of their classrooms. yesterday the oakland teachers union reached a tentative agreement with the district over a new contract. it includes a pay hike and signing bonus. starting next school year, in schools considered high needs, each class size will be cut by one student to help the student to teacher ratio. beginning in 2021 all class sizes in every school will be reduced by every student. the district has agreed to hire more counselors, psychologists and better pay to hire more nurses.

>> i don't think everything asked for was gotten but there has to be compromise. >> the seven-day long strike was difficult for all of us in this community and it threw much of the city into uncertain waters and disrupted many lives. >> the teachers will vote today on whether to approve that contract. if the majority vote yes, teachers will be back in class on monday. in san ramon, a possible teachers strike is on the brink. 98% of public school teachers there voted to authorize a strike, that's if an agreement with the school district is not reached soon. a community meeting is planned for this coming wednesday, march 6th. teachers will update parents on what to expect if a strike date is set. it is 7:08. much more ahead on "today in the bay." coming up, no charges. the five officers voefed invol man's tasing death are cleared. and hackers blackmailing people in a scam called

check . welcome back. it's just shy of 7:11 on your saturday morning. we're checking our radar powered by stormranger. rain, wind and lightning strikes this morning making their way through the bay area. vianey is tracking how it will impact your weekend in just about four minutes. to a controversial decision on the peninsula. the san mateo county district attorney choosing not to file criminal charges against several deputies who tased a man to death. that man was jaywalking when he was pulled over. >> reporter: a few dozen protesters packed on to the sidewalk calling for justice. they do not like the decision by the district attorneyment >> multiple officers used multiple tasers multiple times.

that should not stand. that should not be deemed lawful. >> in this case, i have found that the four deputy sheriffs and the sheriff sergeant did not violate any california penal code law. >> reporter: before his announcement the d.a. released a half hour edited video documenting the incident. it shows one officer following the man because he was jaywalking. he called for backup when the 36-year-old began weaving into traffic. several officers responded to the request. they fired taser weapons. he was immobilized and rushed to a hospital where he died. a civil rights attorney is representing the man's family. he says deputies went overboard and wants more information. >> tell us how many times that taser was used. because if you use a taser too much, you can trigger a cardiac arythmia. much more ahead on "today in

they're so-called sextor shun ha hackers. they track down people threatening to make embarrassing photos public unless they pay a ransom. the photos are being stolen from mobile devices, personal devices and the cloud. thousands are targeted each year. >> they want money for it? >> absolutely. untraceable money, bit coin or crypto currency. >> the best way to protect yourself we are told is don't store intimate photos in the cloud. if you see a suspicious e-mail or link don't click on it. ignition liftoff. >> if you can believe it, it happened. early this morning a new spacex capsule launched its historic test flight to the international space station. the crew dragon mission launched before mid night.

this will test the capsule's safety and ability to self-dock at the space station. the ship will dock with the iss tomorrow at 3:00 a.m. our time. if the flight goes well, spacex will launch astronauts into space for a short demonstration flight this summer, possibly in june. all right. now let's check in with vianey arana and our weekend forecast. we both saw a lot of rain coming in this morning. you said maybe when everyone else was asleep, that was the worst of it. >> we had the heavy pockets that moved in overnight. still right now we have light to moderate in some areas, but heavy in others. this is palo alto. limited visibility for folks out there. remember that ponding walte ini slow it down. be careful out there. look how much moeisture we have from northern california down to southern california. yes, those are lightning

strikes. lightning strikes over half moon bay. pleasanton as well. earlier i saw strikes over the livermore area. safety first. if you see a lightning strike, i know it will be tempting to take photos, head inside. it's better to be safe. we will keep the chance of possible isolated thunderstorms into the mid afternoon. as far as how the stormranger is capturing our storm, we saw the heaviest of the rain move in a lot of those pockets are in the east. it is moving quickly in through the east bay. seeing good pockets through concord. oakland looking at a good downpour. san jose, palo alto, fremont area, a pocket through san jose. the santa cruz mountains seeing some moderate to heavy rain at times. where you see stormranger capturing that red color, that's where we are seeing heavier downpours. the highest rain totals over the

st. lucia mountain areas. so mining ridge, a little under an inch and a half. anderson peak, a little over an inch. big sur, under an inch. the reason why i'm showing you this, people are concerned about the river levels. those rain totals that we're expecting today are not expected to drastically change the river levels. we will see those recede. your microclimate highs for today will be in the upper 50s, low 60s. 58 for oakland. this rain will turn into showers by mid afternoon. rain totals in through 11:00, not really too large. even the mountain areas, we'll see some higher totals in some higher elevations. san francisco, under a quarter inch. sunnyvale and san jose, just under a tenth. things will calm down by mid afternoon. winter storm warning in place for the sierras in through

homeless encampments, with them acres of trash. >> we started to engage the homeless. >> reporter: brocade engaged the homeless to clean the crash, dropping off orange bags which he drops off every thursday. in one of those, he met dawn anderson. >> i was homeless for 20 years up to that point. bags and bags of garbage. no judgment. he just wanted to help us improve our living situation. >> reporter: with brocade's help, she now plucks away trash. anderson is part of a newly

launched dre ed green team wher people in guerneville doing the cleans are homeless. >> they are looking for something to do. >> reporter: the teams get a small wage, but des'ree says the biggest payoff is in perception. >> there's a lot of negative titles in being homeless. this combats that. if we can do this here, we can be a model for other places. >> reporter: since the cleanups began several years ago, they have hauled away tons of trash, clearing away evidence of many of the camps. >> this is a camp somebody was staying out, they didn't have help cleaning it up. >> reporter: just north of guerneville on the banks of the russian river -- >> man. >> reporter: the site of an abandoned camp that stuns even brocade. >> this is as bad as it gets. >> reporter: propane tanks,

we are under a microclimate weather alert. rain and wind, even lightning strikes across the bay area. we're tracking it all with our nbc bay area stormranger. a live look at the golden gate bridge on the left. our doppler radar on the right. thank you very much for joining us. i'm kira klapper. we have team coverage. vianey arana starts us off with what you say actually is not the worst of it, right? we saw some bad stuff this morning. but the bigger storm is coming this work week. >> we have another storm, yeah. >> my gosh. >> into tuesday. as far as this one goes, we saw heavy rain move in overnight. we are still seeing heavy rain pushing through now. majority of those red and yellow pockets are trekking off to the east. this is a fast moving storm. notice the lightning strikes over pleasanton, half moon bay. if you see lightning strikes and are outside, head indoors. want to make sure everybody is safe out there. santa rosa, we're seeing more

light and scattered showers. as far as 24-hour storm totals, the highest over the mountains. mining ridge, a little under an inch and a half. santa cruz saw under an inch. we expect the rain totals to kind of begin to diminish into the afternoon. isolated flood risks. wind speeds were gustier overnight. by mid afternoon they'll turn more breezy. because we have already seen so much rain the past couple of weeks, there's an elevated risk of mud and rock slides. there is also a sierra winter storm warning in place. i'll break down the timing of this storm and the incoming storm on tuesday. >> i guess i shouldn't have jumped the gun like that. everybody needs to deal with what we're dealing with today before we get to the next one. >> keep that umbrella handy. >> thanks for the warning. we'll see you in 15. our team coverage continues with tom jensen who is out there and drove across a wide swath of the bay area this morning.

tom is here to tell us what he saw and what you can expect. hi, tom. >> white knuckle driving. you can tell folks here outside martinez have the signs out ready just in case this road floods again. i looked up on highway 12 in napa, we see a lot of trees come down. sure enough driving up towards nap ta, napa, a massive tree blown down by heavy winds. the tree went down across both eastbound lanes of highway 12. this is just southeast of napa, between napa and american canyon. it went down minutes before i arrived. traffic was beginning to back up already. shortly before 3:30 this morning. drivers literally had nowhere to go. they had to stop for this tree.

>> we know you will. thom, thanks. now to big questions from business owners at a high-end sonoma shopping district. dozens of merchants at the barlow are drying out after more than a day under water. this shopping area opened in 2013. businesses tell us the flooding could have been prevented and a city approved flooding plan was not properly carried out by the barlow's management. steel barriers meant to keep water out were not set up as they should have been. >> there was a plan, but you can only go so far with what is on paper. you need to employ a plan with time and resources. >> all of my equipment was five-feet deep in water. it was floating. my large fridge was on its side floating in the water. it was -- everything was under water. >> merchants say they poured their life savings into opening

department. detectives talked to witnesses. to sad news. the search has been called off for the body of a young woman buried in a landslide at fort funston one week ago. kyr ashga scarlet was walking bn the cliffside gave way. firefighters were shovels and crews were bulldozers worked for days to clear the slide but no sign of scarlet. search crews believe she was likely taken out to sea by the high tide. san jose police went door to door again yesterday looking for answers in a mysterious homicide. officers canvassed the area asking if anyone saw anything suspicious around the home where a body was discovered yesterday afternoon. the victim identified as 59-year-old bambi larsen. investigators are scouring hours

good morning. at 7:45 we are under a microclimate weather alert. we had some downpours move in overnight. we're still seeing wet roads, ponding water and low visibility. slow it down. even though the heaviest of the rain moved in overnight, we still expect periods of heavy rain this afternoon. we have moers tur ahave moistur northern california down to southern california. within the past hour we have seen some lightning strikes near the half moon bay area and even in through tri valley parts of pleasanton. head inside if you see some lightning strikes. the heavier pockets of the rain are now starting to move off to

the east near stockton. moving in through sacramento and more of a light to moderate mix through san francisco, san jose, still seeing good downpours in through the mountains and santa cruz. highway 17, typically not the best spot to be traveling in. try to stay at home for the next couple hours before the heaviest of the rain moves out. petaluma and napa seeing a break from that heavy rain last night. as far as what you can expect in terms of rain totals, the highest rain totals in the santa cruz mountain area. a little of an inch and a half in st. lucia. an inch in santa cruz. through about 11:00, look how little rain we're expecting through palo alto, just under a tenth of an inch. it's been raining. that means the possibility of seeing debris and mudslides is still a risk.

... as they battle winds ... rain and rising flood waters. . more white knuckle driving this morning for bay area drivers as they battle winds, rain and rising floodwaters. thom jensen is out there in martinez after an eventful morning on the roads. thom, how is it looking now? i can tell you my knuckles were white earlier. i actually hit some of that standing water on some of the highways this morning. some of the roads flooded again today. this on waterfront drive here in martinez. not flooded right now. it was when we had that flooding earlier this week, perhaps more as these new rain storms come through this weekend. i did find in one of those trouble spots where we see this all the time, a massive tree blown down across highway 12. again, we see this all the time. that's why i went up there this morning vatdi investigating wha

going on up there. heading up highway 12 towards napa, this is north and southeast of napa between napa and american canyon. what appears to be a giant eucalyptus tree that blew down across the eastbound lanes, two eastbound lanes blocking both lanes for a short time. this was about 3:30 this morning. it had apparently been down for less than a half hour. the first drivers to arrive on the scene were telling me they felt lucky to stop in time before crashing into that giant tree. >> that's a gnarly one. this door guy here, he came up on it. real lucky that, you know, he didn't get hurt or anything like that. we're grateful. >> and about a half hour, 45 minutes later, chp officers were able to get all of the drivers turned back around, now heading back westbound. myself included. westbound in those eastbound lanes until we were able to get

"clear the shelters" segment. with our friends from pets in need. executive director al mollica is welcome back. it's time for our clear the shelters segment from our friends from pets in need. this is peggy, she's almost 4 years old and almost ready for her new home. she had surgery a few days ago. she is missing her front left leg. >> right. >> i asked you, because she had surgery a few days ago, is she still see datesedated or is she always this chill? >> she is always like this.

>> you describe her as bubbly, friendly and whoever adopts her will count themselves lucky. >> that's right. she has a lot of energy, despite she has this injury. she loves running around. i had her running around in the rain this morning. . she's already learning to exist without that fourth leg. >> yeah. even though it's been just a couple days since she had the surgery. >> the reason she had it removed, she had a growth on that, right? >> her left leg was deformed, she had lived with it for a long time. the doctor looked at it and decided you don't want to run the risk of an injury and it could get infected so they removed the left leg. before she's perfect to be adopted in about a week and a half from now, she still needs to be spayed, which you always do. and she is going to have this little thing taken care of on her eye. >> a little cherry eye.
