thanks for starting your morning with us. i'm marcus washington. >> and i'm lalawyer -- i'm kris sanchez. and enjoying my time inside. i'll be back outside thursday. >> so i'll make sure you have some rain for that. we'll have dry weather today and then that is pretty much it. as you get ready to head out the door in dublin, we're seeing people are already making their way out door and no heavy rain, although we've had a couple sprinkles here and there. as you get the kids up and out for school in pleasanton, only about 46 degrees. the next storm system is approaching and clouds are already starting to reach in and we'll see the rain and also some of the heavier downpours moving in by tomorrow. so i'll have a look at the time line in a few minutes.

and mike, you are tracking three crashes at the bridges? >> that's right. and we are looking first of all at the flow across the spans. they are moving nicely. the first crash is right here west 92 at the san mateo bridge. sounds like minimal impact. we've been tracking it for about a half hour. earlier report rts had a lot of cars involved but now one may be blocking part of one lane. the antioch brink highway 160 on the north side of that bridge, we had a head-on crash and it sounds like major injuries because they had to land a medical helicopter. also crews trying to get to the scene to clear the vehicles. and they are stuck in the backup. and antioch side, everything is moving smoothly though as tipple cal there. reopening of highway 137. i'll check on that crash. back to you. 6:02. there are some sad new developments overnight in alabama. the deadliest of this yut break

yut bre outbreak of tornadoes. this is brand new video of the destruction in yoefrp nigoverni. this is near the georgia border there. and overnight, the death toll rose to 23. sheriff saying that number does include some children and officials expect the death toll to rise. this is a gas station owner talking about how one of his employees escaped death. >> when he saw me, he came running and he hugged me and he was crying like, you know, like he was going it die. >> scary situation. preliminary assessment put it at an f-3. and this morning the guerneville school district is still going to be closed. the district like a lot of families still cleaning up.

dropoff sites for flood debris are remaining open until 3:00 today. there are spots in guerneville, forestville and month rio. you can only bring nontoxic debris. they don't want battery, medication, paint, pool chemicals and such. and there could be a major problem for commuters using a busy section in the east bay. pete suratos has new reaction this morning from drivers. >> reporter: yeah, good morning. we're talking about a major rebuild of the mcarthur maze, a popular freeway that lot of folks use when traveling through the east bay. that construction won't take place for a few years from now, but it will definitely -- or we'll have to see if it will have an impact on your morning commute. let's show you a map of the affected areas where this construction would take place. as i mentioned, it wouldn't begin until 2022. and the areas impacted as you

see are two spots along westbound 80 and 580, and one spot along eastbound 80 and 580. caltrans wants to increase the vertical clearances at those spots that you see on the map to make the route more efficient for freight vehicles that travel along the maze. the agency says that it didn't meet the current standards as we speak making it more difficult for the freight vehicles to drive along the maze. they also say without these changes, other drivers are being put at rusk. n risk. we spoke to some of those drivers to see how the potential changes could affect them. >> it will cause some issues and problem, people getting to work. coming and going. it will be kind of hard for everybody. it will be bad. but if you have to do it, you have to do it. >> our community will be jeopardized. it will be pretty bad. >> reporter: drivers will get a chance to have online public comment through the caltrans website through the end of march. but the construction on the maze wouldn't begin until april of

his address to cpac in maryland. in the week ahead, several congressional investigations will heat up in washington and some experts say these cases could be more damaging to president trump than the russia probe. tracie potts is live in washington with a look at what we can expect. >> reporter: good morning. expect acoming out of capitol hill, six committees investigating, half of them planning to take some action this week on everything from the president's finances to that y skyscraper that his company was trying to build, at least get approval for, while he was campaigning. all of it under investigation here on capitol hill this week. six house committees are investigating president trump, three are taking action this week. >> we've seen abuses of power, obstruction of justice, threats to the mueller investigation,

threats to witnesses. >> i think congressman nadler decided to impeach the president the day that the president won the election. >> reporter: today nadler's judiciary committee will subpoena documents from 60 people including the trump organization's chief financial officer and donald trump jr. and a deadline today, the oversight committee wants documents explaining why the white house bypassed concerns about jared kushner's background check and authorized security clearance for the president's son-in-law. plus on wednesday, the intelligence committee will hear more private testimony from former trump lawyer michael cohen. >> he had credibility problems and we are right to demand corroboration. >> reporter: they are looking into the trump tower deal cohen was pursuing in russia during the 2016 dam pacampaign. >> he was pursuing help from the kremlin, from putin himself, at a time when putin wanted relief from sanctions. >> there is not one bit of

evidence to show coordination, collusion, conspiracy whatsoever between the trump campaign and russia. >> reporter: the president tweets these investigations are harassment by crazed democrats, abuse of power and that he is an innocent man being persecuted. now, some of these committees are very specifically targeting the president trump's finances, at least one has the authority to request his tax returns, but hasn't so far because they are trying to build a case. back to you. >> we know you'll keep watching. thank you. and new details, it looks like president trump may issue his first veto. enough republicans now say that they will saupt a senate bill to reject the president's national emergency declaration. this is his controversial move to reallocate money for border security. last night republican rand paul says he will join democrats and three other republicans making 51 no votes. the house already passed the

plan, so it would go to the president. maybe you remember the slide in 2017, it wiped out a stretch of highway 1 in monterey county. caltrans is advising people that same area may be closed at some point over the coming week. that is if this week's storm in that area is as strong as advertised. caltrans is supposed to said out an update advisory later today. right now at 6:10 as you get ready to head out, here is a look at oakland. still misting in a few spots, but things will dry out throughout the day. and this is as our next storm system will be approaching, we can see it here very well defined on saturday light imagery as it starts to reach closer to the bay area. only going to see a couple sprinkles today and then we'll see some of the rain really getting going late morning into early afternoon. we will see off and on showers throughout the day tomorrow into

wednesday as well as thursday. and we'll be talking about the potential of getting about an inch of rain. i'll have more on the time line and the rainfall totals coming up in a few minutes. mike, what is happening at the berkeley curve? >> a few things. there is not rain, but a little mist you talked about. so keep that in mind. and we'rele looking at flashing lights that traveled past the maze itself. it continues south. i'm scanning the reports for anything going on in oakland. so far no freeway closures or lanes blocked reported there. but the jam getting toward the toll plaza westbound. eastbound lower deck out of san francisco reports of an earlier motorcycle crash. i think everything is moving smoothly. got my eyes on that. the crash every here looks like all lanes have cleared now for 160 north of answtioch bridge. but there is still activity near there. back to you.

it is a cloudy start. we'll see the rain starting to move out as we go into this afternoon. but it is only for a short time. campbell, we're hegd up to tadi the upper 50s and we'll talk when the rain returns and what else is ahead. and a live look at fremont, flag moving a bit. i'm watching the change in volume. we're building pretty typical patterns. we'll track that and a major crash just north of the antioch bridge.

markets will open after a strong showing friday. san francisco's the gap will buy gymboree. gap stock has been doing pretty well after the company announced that it would split off old navy. netflix pushing back after the director steven spielberg said the oscars should change the rules to award best pictures to movies that play primarily in movie theaters. like green book i go "green bob" netflix was in the running with "roma" that played in a couple theaters but mostly on tv. president trump says he is close to making a deal with china that would end the trade war. in the meantime we have the latest trade data on friday showing how important this is. america's trade deficit is the biggest it's ever been. spacex successfully docked at the international space station. there was nobody inside except for a crash test dummy, but it proves that spacex can

successfully deliver astronauts to orbit. and elon musk says he will introduce yet another car this month, the model y. the company tweeted out this vague picture a while back. suv crossover, based on the model 3 sedan. the model 3 just fell in bryce to around $35,000. the price tesla had been promising for years. this should spark a lot of interest in the model 3, people have been waiting for the affordable car, but of course now the model y, so do you buy the 3 or do you wait for the y. and where does tesla get the money to build a separate production line, we'll be asking that as muf that. and i assume you know there a model s, model x and should not be a model y. >> z? >> sexy. exactly. >> how long do you have to wait though? >> that is the question. we're talking about a car that

didn't even have a production facility built yet. so that would be quite a while. >> all right. thank you very much. 5:17. we have good news for you. if you have not filed your taxes just yet, refunds are now slightly larger than they were last year. ment irs says that the average refound is up about $40, that is a reversal from last three weeks when the refunds were about $186 less than last year. so your bank account might be getting a boost but the tooth fairy's is stuck in limbo. according to delta he de dental3 on average down 43 cents from the year before. this is the second consecutive year that the tooth fairy has tightened her wallet. i think we're almost through with our teeth losing days at 10 and 12. >> so saving some money. >> my son has that tooth right in the front that is dangling. it is really loose.

>> you have to facebook live him taking it out. >> it is so gross, i don't even want to touch it. i'm just hoping that he doesn't swallow it. >> we hope not. we'll watch for your facebook updates. and as we start out this morning, we're talking about the tooth fairy and all that and we will have one day of some dry weather before we start to see more showers coming in. we're still seeing those lingering showers in san francisco, but it has cleared up everywhere else. we have seen the sprinkles moving through, some light rain across parts of the peninsula and for the coast. and it is right every on the city right now. golden gates bridge also parts of the bay bridge getting in on some of that light rain. once you 4ed out, you are seeing drier conditions. that is still part of the remnants of that last storm system that moved through over the weekend and the next storm system is approaching. so the time in between with some dry weather will be very brief.

notice what is happening here, we have the area of low pressure, the swirl of the clouds here and then you see a long stream of moisture that is kind of aimed at san diego. this is atmospheric river and it looks like at this point these two systems will not merge. when that happens, we get enhanced rainfall and a storm like we got last week, but it didn't look like it will happen at this point. and it is even as the system approaches, we will see some rain off and on, some scattered showers. and still we'll get rain for the middle of the week. but we are not expecting widespread flooding and several inches of rain. we're looking at about three quarters of an inch of brain ra an inch. and this will be over the course of a couple days. we'll see snow getting going in the sierra late tomorrow morning. especially for the higher elevations for the rest of the week. we're looking at about 1 to 2 feet of additional snowfall. here is a look at that "7-day

forecast." and yes, there is a lot of rain icons on there. so we will see the rain off and on and a little bit more steady for mid week. so i'll keep you up-to-date on that. mike, what is happening at the san mateo bridge? >> from the hay ward side looking west, you can see the clouds and mist. it is still slick in some spots north of the is an made take i o -- san mateo bridge. so keep that in mind. westbound with the taillights away from us that is your commute. slower drive of course building off of 880 south down toward fremont. on the north side of the antioch bridge, we still have slowing. the commute direction, that is jammed up. the crash though out of the lanes.

missing -- monterey county police think a man staged his a week after a man was reported missing, police believe that the same man staged his own disappearance in on order to escape justice. kim gordon is a scottish man wanted in his homeland on 24 counts of rape. his son reported his father missing a week ago saying that he had gone for a hike while his dan went for a swim. investigators say nobody ever saw gordon go into the water and as the investigation progressed, the son's story started to just fall apart. the son who returned home to scotland thursday may also be in trouble and facing charges. the colorado department of transportation plans to survey

sunshine today. but i am tracking that next storm system set to move in as we head into the day tomorrow. but today the light rain that we're seeing right now will be clearing out. so more on that in a few minutes. mike, you're tracking the impact of the slippery morning commute. >> toll plaza side of the richmond san rafael bridge, potential for slick roads anywhere north. but no major problems right there because of the weather. we're tracking things at the bay bridge toll plaza, it has the metering lights on. rio vista side of the antioch bridge, we have recovery. there was a major crash there and we continue to follow that. but the rest of the commute not really affected. i'll bring south bay to you in a few minutes. students will be returning to class in oakland after teachers came to an agreement to end their week long strike. pete suratos is live outside

oakland technical high school. not all teachers are on board with this, some still wanted to hold out. >> reporter: yeah, about a third of teachers wanted against this new deal between the teachers and oakland unified school district, but a majority of teachers are in favor of the daily. deal. so that is why school resumes this morning. the new deal includes an 11% pay wraz spread o raise sbred out over four years and a one time 3% bonus. the union had been asking for 12 percent raise, so they came close to their number. and there is also an offer to reduce class sizes at all schools by two years. and there is reduced caseloads for support staff. that was a big issue. that is for such as counselors an therapists. and there is also a five month pause on school closures and

consolidati consolidations. and that is why a number of teachers still oppose the plan. >> my school is on the chopping block, it will be closed. you want me to look my students in the eye and say i took a pay raise but your school is going to be closed? no. >> reporter: here is video of teachers casting those ballots yesterday. 58% voting for the deal. 42% against it. you now, the school board will ratify the deal later today, but the deal itself will run through 2021. pete suratos for today in the bay. continuing coverage there, we'll know this week if the east bay is getting closer to a second teachers strike. friday you may remember teachers in san ramon overwhelmingly voted to authorize a strike if the union could in the reach a deal with the district. this wednesday teachers will update parents.

death and destruction in the deep south ofafter two tornadoe ripped through the deep south. >> they said she's gone to help. it was very heartbreaking. it feels not real. >> the tornadoes touched down in alabama over the last couple days, the hardest hit area is e bow geauregard and gabe guttiers there. >> reporter: the death toll is up to 23 and among the victims an 8-year-old girl. authorities fear that the death toll could rise. as you see, the are powerful winds just tore apart this gas station. and a few yards away a roof was torn off another building.

it was an ef-3. more tornado related deaths yesterday here in this area than throughout the entire u.s. all of last year. now the search is intensifying for any survivors. search teams now going back out to some of the hardest hit neighbors now at first light. the governor here in alabama has extended the state of emergency, but this was a massive storm system. this happened to be the most powerful toward that tore through here, but there were multiple tornadoes yesterday all part of the powerful line of storms that barreled across the east coast. president trump tweeting his condolences overnight. and this morning we're hearing more about what some are calling a miracle discovery here in humboldt county. >> two girls who wandered away from their help spent nearly two days in the cold and rain before they were found safe and sound. they were just 8 and 5. they were able to survive without food and water, they were huddling together in a

bush. a trail of granola bar wrappers led authorities to find them and they say that the girls' smart thinking really made a difference. >> they had enough information that where they ended up friday night is where they stayed throughout this whole incident. and that is what we try to teach everybody. if you get lost, stay put and wait if people to find you. and that's what they did. >> smart little girls. and you can hear authorities talk about the relief of finding those girls alive, that is coming up for you on "today." tomorrow the peninsula could see a strike get under way specifically san mateo workers. the human services unit plans to strike both tomorrow and wednesday. and it is a group that includes more than 900 employees and in a lot of different departments. but we don't know how many of the 900 will actually take part. the countriesi icounty still ho

the stwrrike, but if it happens they will maintain essential services. advocates will be rallying to bring attention to wage theft. it rein-sidcoincides with a fed trial over holding workers against their will and forcing them to work for little or no pay. the develop says that it is a publicity stunt. this is the same site where a construction worker fell to his death last august. this morning state lawmakers will outline a probably aimed at making college more accessible. the group's bill would make the second year of community college free. it ale app la blis to first tim full-time students. so earning an associates degree would effectively become free because they already get tyear t no cost. lawmakers will unveil tplan thi

morning. and also today san jose students rally to support fellow students with no place to live. they protested by holding tent city rallies on campus in the past. organizers say more than 10& of san jose students are homeless. this is san jose state students. and they have a set of demands that they believe would ease the crisis. today's rally is scheduled for noon on campus. and in the south bay we have a number of updates. north 101 at twrim bell is the worries. 280, word of a car fire may be at the same scene of a crash. and again, this is at the 880/17 interchange. we'll track it. and we'll zoom in, there was a crash that took out a power pole here at camden just off highway

17. one lane is still blocked as crews continue to be there. so that is a note for folks as congestion starts there. it is not affecting the on or off-ramps. the rest of the bay is moving well but slowing through hayward for nimitz. so the weekend is not so close, but we always think about the weekend weather. >> absolutely. and this last weekend, it was raining off and on. and again this week end. we have upper 50s, scattered showers moving through for both saturday and sunday. so we won't be completely in the clear as of yet. if you are planning to go to the sigh a sierra, it will be a little tough on friday, but if you wait until saturday, things will clear out for a while and temperatures reach into the upper 30s in heavenly. we'll have 50s in santa cruz with showers on friday. and we could still see the clouds in the forecast for

shooting. concerns about that protest prompted an all day closure of the small where the protesters were gathered. it ended up being mostly peaceful. the district attorney announced saturday that she would not charges against the officers. the officers claim they mistook his phone for a gun. the family has filed a wrongful death suit against the city. san francisco attorneys are reportedly responding to the new police union's effort to block a transparency law, a law that took effect january 1 and requires agencies to unseal certain personnel files tied to police misconduct and police shooting. law enforcement agencies across the state do oppose this as well. and several lawsuits are already filed including one filed last week by the police officers association. the examiner obtained a comment from the city attorney's office that says our communities have a clear interest in reviewing records related to sustained

finding of misconduct when they involve things like filing false reports or sexual assault on a member of the public. the public also deserves transparency in situations where an officer shoots at a person. a disabled man is suing the city of san diego and a scooter company for damages tied to an accident last summer. he claims two children lost control and smashed their scooter into him as he sat in his wheelchair. he says he suffered bruises and a damaged wheelchair and he demands rule changes. a recent study looked at scooter accidents and victims treated at two emergency rooms over a year. about 7 in 10 had fractures or head injuries. the number of injuries has gone higher with the rest boost in popularity. and lead up to oscar season, we talked about the movie "roma" on netflix. and there is confusion about why it was even eligible to be in that category.

drive for people heading across the golden gates bridge. and the sign says wet roads slow down. yeah, that's what a lot of people have to do. you will need to grab a jacket, light long sleeves and pants will keep you comfortable later today. and then you take a look at storm ranger, you can see the light showers that have been moving through san francisco, but elsewhere, we are getting some drying conditions. and this is our time to dry out ahead of the next storm. it was soggy all weekend long. and today you wake up and it is still drizzling in parts of the bay area. and then we have more rain on the way. but the good news is that we have this storm and then here is atmospheric river. at this time it doesn't look like they will merge together because that is what happened last week when we got all the flooding. and that enhances the rainfall. so this time around, we will get some rain. but we won't get the crazy amounts of downpours like we did last week. and the rain starts out by late

tomorrow morning into the early afternoon. it will be just scattered wednesday and thursday. and then it starts to clear out. and during that time, the time span we're looking at about three quarters of an inch of rain to about an inch. and as we look at the russian river in guerneville, we know we had the historic flooding event. this week it looks like even with the rain that we'll stay below flood stage and that will be the indicate for all of our creeks and rivers. but there may still be some gusty winds. and we'll be watching out for this on wednesday. by thursday, the rain starts to taper off. and another are under ever some sp round of spotty showers friday and throughout the weekend. we have a fire in san jose, but it is not a car fire. it is a motorcycle fire northbound 280 as you approach the lee avenue overcrossing there. you will start to jam up. there was the fire on the shoulder, it is out now. no one is really injured as a

bay." >> a live look at oakland tech high school. this morning there will not be protesters out front, instead teachers will be back in the classroom. yesterday a majority of those teachers approved a new deal with the school district. the school board is set to ratify the deal today. among other things, it includes an 11% pay raise over four years, plus a withone time 3% b and also an offer to reduce class sizes. the full details are at nbc on i go nbcbayarea.com. today a memorial will be 4e8d for jeff a adachi. he died of a heart attack. he served five terms. mayor breed will host a public memorial service at city hall today at 11:00. happening today the man accused of recently sucker punching a conservative activist on cal campus is due in court. zachary greenberg is expected to be formally charged with

assault. cellphone video captured the confrontation on february 19th. hayden williams was representing a conservative group called turning point. that video shows him being sucker punched. neither of the victim nor the suspect are cal students. over the weekend, williams appeared with president trump in maryland. a live like at interstate 80, and you see the raindrops on the screen there. but we're also looking at the mcarthur maze which is creating quite a buzz for a massive project that has a lot of folks fearing a possible bay area version of carmageddon that happened in l.a. the work doesn't get under way for three years, april 2022. but here is a caltrans map showing where that work is going to happen. both directions of 80 and westbound 580. caltrans has to add vertical clearance for overpasses to meet some long established lines.
