from the national safety council for driving 1 million miles without getting into an accidents. well, that's equivalent to driving 334 times across the country or 40 times around the earth, but their travel -- coming up at 6:00, the rain doesn't seem to spot. at climate weather alert issued overnight. plus as the north bay braces for more rain, guerneville is showing new signs of life after the massive flooding, after the last soaker. coming up, how the small close-knit town is moving forward. and is providing brother watching you? an east bay city set to consider putting up cameras in the name of safety. a good tuesday morning to you. thank you so much for starting your morning with us. >> we are watching that radar this morning, because it will affect your pilut, the beginning of the school day, the end of it, off and on. >> and we'll see it tomorrow as well, as we track this new storm. it starts out light this morning, as we see the widespread green we are seeing covering the radar and around the bay area. much of the heavier rain has been moving into sausalito and san francisco where we're seeing more yellow here, and the raism range right near where storm ranger is parked, coming down at about a tercht of an inch an hour. we do have a lot more rain, i'll be tracking this with a look at the timeline.

you have ahn update on the crash? >> that's right, but we also have where the radar activity, and then pushing across the bay. you see the road weather index follow. the green meets wet roadways the blue means puddling or ponding. we'll track for any changes if there's any flooding. none reported, though. over here we're looking at westbound 80 slowing off of highway 4. the vehicles are on the shoulder, a number of them. no reports of a reason why, about you we often see potholes reported through the area. no repair crews with the rain coming in. west 580, and look at this, guys water on the lens. >> thank you, mike. we want to continue with that coverage. just look at the damage left behind there. we can tell you that guerneville area, they're set to see more rain, and schools are also set

to reopen. the community is still recovering from last week's storms. one sign of progress is mail delivery begins again today. most deliveries continue tomorrow in the guerneville area, and most post offices will reopen as well. but the office in guerneville is still being repaired. all of this new for you thorge. we're getting a sentence of how much damage that did. initial estimates to "the press democrat" we're talking about a lot of money, suffering about $35 million in damages. we still are under a microclimate weather alert for you tomorrow morning as well. that meaning we will be going on early, in full force as the storm rolls through the area. we'll have a special edition tomorrow starting at 4:00. to washington now, it's president trump against congress. democrats are turnings up the heat to try to prove corruption.

doctors say a british patient may be the second ever to be cured of the virus. the man received bone marrow stem cells three years ago from a an hiv-resistant donor. the man has been tested repeatedly, and all traces of the vice is gone. scientists say this could be a major turning point in finding a cure. controversy in the east bay, one of the communities there, and that decide is coming to a vote. one of the cities wants to add surveillance cameras to intersections. bob redell is live for us in piedmont. you would think more cameras means increased safety, but not everyone is aboard. >> reporter: there are concerns about the invasion of private sid. you can see what we're talking about. there are three of these so-called public safety cameras, the white object there at the

beginning there, in the city of piedmont. they were installed on a trial base. they only record video, no audio, but local law enforcement has used video to investigate and prosecutor crimes. police say it's been effective enough that they now want to add cameras to five other locations. these are the proposed locations or other major intersections, and two more -- >> i think it's going to be a hard argument to make on a public intersection that it's an invasion of privacy. if it's only set up to take pictures at a time when someone is running a red light or something like that, that's fine. >> if it makes people more accountable, i'm all for it. however, you know, it depends on how far it looks. i think it's invasive also. so there's two sides of the

story. >> reporter: you might recall several years ago the city installed 39 automatic license plate reading cameras throughout town. those only record license plates, nothing else. you can't even see hog driving the car, but that's information has been user to track stolen vehicles. they cameras record a wider angle. the city says they won't -- the police chief must be the one who authorized all video reviewing, and it won't be used in immigration enforcement. take a look at your steph screen. there's information about this public meeting that's taking place. if you want to speak up, you live here in town, that meeting is tonight at 7:00 at the vet

advance memorial building. thank you very much, bob. a sacramento man is now facing more than 100 years in prison because jurors reportedly convicted him in a drunk driving crash that killed two bay area fathers and a son. it's a crash that happened in interstate 80 the fourth people who died were darrell and joe horn and troy and baden biddle. the driver was convicted who was a five-time repeat dui offender. prosecutors says he had at least a dozens drinks in his system when he crashed. the council coincides with the start of a federal trial surrounding a construction

project. the contractor may face years in prison if convicted. council members plans to vote on a plan to extend protections specifically for construction workers. the mountain view city council is reconsideration its cannabis ordinance just months after it was crafted voters across the state said yet to it in 2016, the council moved to allow two retail stores and two delivery dispensaries just last year in october, but now the council which got a new makeup, in members in november will considering amending the ordinance, though it's not clear how. the council meetings tonight at 6:30 at mountain view city hall. we're under a microclimate weather alert there. kari hall is tracking that storm. and as caltrans is being

extra-cautious on all of this, starting today at 5:00 p.m., crews in monterey county will close highway 1, south of big sur between mud creek and paul slide. we have seen what the past rain has done to the area, so this is something we need to be on the lookout for. >> absolutely. we're getting a round of some light rain this morning as this new storm arrives. as we tike it out, going hour by hour, by 8:30, we still see a pretty good coverage of rain. you can track it as well if you have the nbc bay area app, you can click on the radar truck, and you get a live view of where the rain is falling. still some showers coming through. there may be heavy pockets, but overall the good news is there's breaks in between. and you'll have some dry conditions out there for a little while, but the rain will

a new round of rain is moving the into the area. we have a bit longer before it moves into the south bay. heading over toward campbell, you see the rain chances, and it sticks with us for a little while longer. we'll track it on storm ranger coming up in less than five minutes. why wait? here's the bay bridge. the toll plaza doesn't show new problems. i don't see the effects of a crash, but if you, i'm going to keep stanning to less you know if there's any problems between the maze and the toll plaza.

good morning. happy mardi gras. tesla stock has fallen more than 10%. amazon says it will openite amazon go stores in san francisco. these are the cashier-less stores. google says it looked at a close look at a particular group of employees, software engineer level 4, and discovered the pay between male and female engineers did not match. the men were paid less. google won't comment beyond a blog posted made about the matter, but we do know google and other tech companies are under tres pressure to make sure there's equal pay for equal work. the nsa apparently ending

the controversy atphone tracking system put into place by. george w. bush and first revealed by edward snowden. it doesn't report americans ease calls, but did record the numbers called. it caused a huge uproar, but the "wall street journal" says the nsa is no longer using it and the trump administration will likely let it wind down. this robot is called a jibo. it's a kitchen rho bod, undeniably could you tell us, but the business that makes it has gone out of bits and it's reported that the robots have announced they're going away as the server shuts down. they tell their owners i really enjoyed our time together, thank you very much for having me around. it's just so sad. >> what a stand-up robot.

you but also a we had morning commute. this is a live look outside of you have to turn up though windshield wipers. we're starting to see the raindrops as people head out on highway 101, but throughout the day, some showers that will start out light, and then we'll see more intense rounds of rain tomorrow. let's go hour by hour. the rain is moving across the north bay, most think through the 8:00 to 9:00 hour, the rest of us may get a break, and then late morning into afternoon, we will see some more of those scattered showers, but look at what happens early tomorrow morning, a wave of some heavy rain that may also come along with gusty winds, but it does start to calm down and become more scattered into tomorrow afternoon. so here's a look at how much rain we will see. most of us in the south bay,

about a half inch, but it will get heavier, over an inch of rain, but even with this amount of rain, we are not expecting a major flooding event on the russian river in guerneville like last week. we're expecting the river level to get up to about 23 feet, well below the flood stage of 32 feet. the rest of the forecast shows another chance of rain on your saturday then on sunday, as we spring forward, we could get a little more sunshine. mike, you're tracking the main concern in the south bay. >> we have the build all over, mostly green sensors, slowing where you expect in hayward, but north 87, we continue to see the build before you get to capitol. you're jammed up up bush but there are three vehicles involved, minor injuries.

the deep south this morning... as some hard-hit communities in georgia, south carolina, and alabama work to recover. alabama took the brunt of the storm. the death still stands at 23. dozens are hurt, and people are still georgia, south carolina and alabama working hard to recover. the death toll still stands at 23 this morning, dozens hurt, and many people are still missing. we know that one twister was an ef-4. that means the winds were very, very strong, and this morning survivors are still trying to clean um. it's not a time to hold back. it's time to let everybody in and help you out. >> it's the scariest thing i've ever been through.

>> if the second one came through, the whole house would be gone. >> gabe gutierrez has details on some of the youngest victims. >> reporter: we are tracking the latest developments in that deadly tornado outbreak. dozens of people are still unaccounted for here in eastern alabama. the national weather service now says that the tornado that ripped through this neighborhood was ef-4, packing winds of around 170 miles an hour. among the dead, a 6-year-old boy and a 10-year-old girl. their families are devastated. the governor here now signing an expedited disaster declaration. our team will have the latest on this developing story, coming up on daismt "today." >> two little sisters were found alive after surviving.

rescuesers are calling the miracle in the mountains. they disappeared on friday when they asked her mom to go on a walk, she said is right now, they went alone, and they got lost. >> my sister cried the whole night, so i told her to think happy thoughts of our family. >> i was so happy that i had hugged daddy and mommy so tight. >> hundreds of rescue workers searched around the family's property over the weekend. the girls were finally found on sunday morning. a strong big sister there. coming up here on "today in the bay," the rain returns and we are under a microclimate weather alert as another system is moving into the area. kari hall is tracking when we will see the rain. plus -- [ chanting ] another night of protests

hugging the coast and storm ranger is fired up this morning, as we have issued another microclimate weather alert. all that moisture hugging the coast, now heading inland. one of our stations in the north sent us video. this is novato within the past few minutes. >> folks, this is just the beginning of the next storm. in fact, we want to let you know it will be an even bigger issue overnight, so we will be on the air for you tomorrow morning at 4:00 instead of 4:30. i'm kris sanchez in for laura garcia. >> i'm marcus washington, and we'll send it over to kari hall, who is tracking what's here and what's to come. you do need to break the rain gear out, for most of what we are seeing is fairly light, but it's gotten heavier right there over marin doubt, and then we're going to see this coming in waves today.

right. back to you. you is see here protesters took trot streets to not charge an officer in the fatal shooting of ahn unarmed black man. we're stalking about stephon clark here, and pete suratos has the fallout and what is next. >> reporter: we may see another protest when it comes to the fatal shooting. there was a big crowd that took part last night. you can see a fairly large crowd of folks there in east sacramento. according to sacramento police, they say about 85 people were arrested last night with 84 taken in. police do say that one person was arrested, but later released after officers determined he was a journalist. here's a portion of the tweet from the mayor of sacramento

regarding last night's protess.s i will do now, of course, a protests come, as the decision by the district attorney to not file criminal charges of the two officers who shot and killed clark last year. he was reportedly running from police when he was shot. the d.a. says the officers didn't break any laws, and he was at suspect with a gun. we know there's another protest plan for tonight at the sacramento police department. pete suratos for "today in the bay." >> thank for the update. developing for you right now, police in the east bay are

looking for a group of men after a shooting inside the hilltop mall that happened just before 6:00 last night. police say it started with an argument in front of a store called the shoe palace. the mall was put on lockdown for about an hour. police are looking for that information. victims of the -- compensation for commitments. executives appeared yet and then answered some tough question from wildfire victims and also jeddor. pg & e is still promising to compensate victims if it is determined to be at fault, but fire liabilities could eventually surpass $30 billion. well, today oakland is set to talk about a problem with the city's parks. people will tell you that there are a lot of homeless camps and trash around.

2018 a study found by the city, it says it's becoming more the new normal in that area. the city council will talk about that report today. they want to spend more money on park maintenance and homeless. the problem with that, is people who live in the oakland area or visit those parks can also share their thoughts at that meeting tonight. you have a chance to tell b.a.r.t. what you think improved increases in, leaders want to extend that program until 2028. cinequest runs for 13 days. this year says the festival votes 600 genres.

cinequest is expected to draw more than 100,000 people throughout venues in san jose. there's also a few events at redwood sisters downtown 20. the traffic festival, we do have traffic. this is north 101 from 680 up past mckee. one of your middle lanes at the focus of the morning commute for highway 101 will caught traffic to ripple back. but north 87 at kurtner, we still have that crash. so it could cause more traffic to shift over towards north 17. i'm say for this portion of san jose tuck disrupt this flow. we'll track that closely.

we want to take a live look at interstate 80. this is where we are seeing -- this is near kingvale. temples you do have to time it out. we've seen the waves of snow coming through, and you try to figure out when is the best time to go. if you're not already hitting the road in the next couple hours, you may be too late because the travel conditions and road conditionses will go downhill. we're already seeing the rain covering the bay area. going into the weekend, there will be some breaks in the rain. friday is dry, saturday some scattered showers moving in and drying out again on sunday. for san francisco looking at highs that will only reach the mid 50s. breedy winds on the weekend with some rainfall.

the time is 6:43. we're under a microclimate alert. we can see the rain coming down as we look at our walnut creek camera. storm ranger shows a pretty good coverage here, and we're going to see more of this. we'll talk about the rain when it moves throughout the bay area and when it's moving out, coming up in less than five minutes. even though it looks the same, this toll plaza shot, i think i saw things disappear in the area right off of that, and the berkeley curve, things

appear to be moving smoothly. i don't see it there anymore. we'll show you the approach, coming up. happening now, evacuations some in southern california neighborhoods hearty of th neighborhoods ahead of that storm. areas in the red on this map are all places where the thomas wide fire burned in 2017, including montecito where at least 18 people died in a mudslide. a ruling could change for people who are arrested in san francisco. an oakland federal judge said people cannot post cash bail if they haven't been arraigned. the decision eliminates a bail schedule for a poem who are arrested. two women claim their civil rights were violated after they were arrested on grand theft and assault charges, and could not pay bail. the district attorney decided

not to pursue charges, but in that time being arrested and released, one woman last her job. "the examiner" reporting a judge struck down conditions the justice department wanted to put on federal law enforcement saying it was too broad. it wanted to hold funding if a city protected any fugitive from justice. the administration argued also that oakland mayor's warning about the i.c.e. race, she compromised the safety of officers. oakland, we mentioned, is affected, but others including local sanctuary cities in san francisco, berkeley and fremont. every county except for marin and solano are sanctuary counties, and in these communities, local law enforcement limits cooperation with immigration officials. new way california is

hosting the second annual summit to discuss republican-based policy ideas going forward. former governor arnold schwarzenegger is expected to be there. it's an event that starts at 8:30 this morning. president trump knows he will not be facing hillary clinton in the next election. scott mcgrew said for sure she's not running. >> we certainly thought she would not be running, but she said last night that she is not returneding for sure. she said he will rep the democrats who are running. the new yorker magazine reports that fox news gave us then candidate trump a heads-up on some of the questions asked during this presidential debate, speak bevel about his treatment of women. that's where megan kelly and trump exchanged words. nbc has not independently confirmed that gase. the same reporter, jane myers set a reporter at fox news up

for about the payments trumped made to two women, a year before, but was told by fox news management to quash the story. the senate will soon votes on whether to stop the president's emergency order, the one to take away from military projects to pay for the wall. there are now enough republicans voting to stop it, that the senate leader acknowledging it will pass. >> i think what is clear in the senate there's enough to pass the resolution of disapproval, which will then be vetoed by the president, and in all likelihood the sleeto will be upheld in the the house. >> republicans aren't necessarily against the wall, but the president spending money that the congress didn't authorize. there's the danger that president trump sets the precedent that a democratic

a clip is going viral with a lot of folks calling that officer a hero. that dog was clearly in pain and scared. >> yeah, so happy after he was released. all right. so the weather that we are going to experience coming up, not so much of a happy feeling. >> i don't think so, because it's going to be raining off and on. i get we have gotten used to it. >> there's the silver lining. >> we're going to have a break down the line. as we get a look at storm ranger, that's our mobile doppler radar. it gives us a high level of details on where that rain is falling. and then as we get a closer look, a bit of a break in santa rosa, but there's another wave behind that that will bring in more steady showers. going into san francisco, you have seen the rain for a while,

and now it's moving into the east bay, concard startings to some of the showers, and also san ramon, but livermore, it's dry. so you'll see that rain moving in soon. it seems like for the south bay it's going everywhere, but you can see the rain going in, so we are going to see the rain off and on today, mostly starting out light, but we do still have a lot more of this storm that will be working through the bay area going into today. we have some really great news. still well to the south of us, and the systems are not connected. what happens when they do merge, we get enhanced rainfall, the potential of flooding, and at this point we'll get some showers. as we get a look lick at the golden gate bridge, it is raining, and then as we go hour

by hour, we'll see at times some showers going into the afternoon, but there will be breaks. took is when the rain starts to ramp up a bit, and some spots could get brief heavy downpours, and then it starts to taper over finally coming to an end on thursday, during this period of time most of us could see anywhere from a half to third of an inch of rain. you head up towards san francisco, the north bay, and the sierra will also get another decent round of snow, especially for the higher elevations, getting another two to three feet of show. it looks like we'll catch a break on friday. the weekend will be wet at times. we spring forward on sunday, and we are we are going to see that storm system moving out. mike? >> the berkeley curve for the conditions and the effect of what was a backup here. there's a lot of cars, i know,
