"today in the bay" continues right now. good morning to you. thanks so much for starting your morning here with us. i'm marcus washington. >> and i'm laura garcia. made it to friday. now let's just make it on through. let's check the forecast with kari. >> the rain is not getting out of here just yet. we still have some spotty showers moving through, and we are going to keep those rain chances in today, as well as tomorrow. so let's get a live look outside in palo alto, as the sun starts to come up. you can tell the streets are wet, but we are also seeing some rain very close by. going throughout the day, it's going to be quite chilly out there but we'll get more sunshine. the sun will be in between the rain moving through, and as we look at san francisco, we've seen a little bit of rain moving through the city, right there on the bay bridge, as you make your commute and your way out the door, and we're also seeing some rain moving out of san gregorio

and over the santa cruz mountains. i'll track the spotty showers for you and talk about what's ahead for the weekend coming up in a few minutes. mike, you have a crash at the castro valley y. >> right there at the y and for folks unfamiliar, that's where 580 comes west and splits, 580 up toward the oakland zoo and continues west and 238 goes north or west toward 880. a crash approaching castro valley boulevard, the backup sensors slowing toward the hayward exchange and 880 south toward "a" street there may be a second crash as well, we see slowing and typically see slowing in that area anyway. contra costa county is fine. the bay bridge toll plaza metering lights are on. we're tracking the crash 87 at 101 but lanes are clear. back to you. >> thanks, mike. president trump's former campaign chair is headed to prison but not for long. the sentence stunned legal observers but the worst could be yet to come.

tracie potts is live for us in washington. what's next here? >> another sentencing for paul manafort, there were two separate case. the virginia judge made a ruling. the d.c. sentence could tack on ten more years to his sentence. the legal community is reeling. >> it is an outrage. >> after a virginia judge gave former trump campaign chair paul manafort an unusually light sentence, 47 months in prison, just under four years. he faced up to 24 years for financial crimes unrelated to the trump campaign. judge t.s. ellis said manafort lived an otherwise blameless life. >> as i former prosecutor, i'm embarrassed. as an american, i'm upset. >> this is a thug, and he needs to be put under the jail and

this judge did exactly the opposite. >> the case stemmed from robert mueller's russia investigation. >> there is absolutely no evidence that paul manafort was involved with any collusion. >> manafort n a wheelchair in green jump suit, spoke for the first time in months saying he felt punished, humiliated and shamed during the trial. separately, michael cohen is suing the trump organization for $1.9 million. he says they stopped paying his legal fees after he cooperated with investigators, and implicated president trump in testimony before congress. >> michael cohen lied like a dog is what he did. i mean, he sat there and said he never asked for a pardon, and he had. >> cohen's attorney admits he did at one point inquire about a pardon, but is no longer cooperating with the president's legal team. now, we don't expect cohen to get a pardon, given the fact that he's implicated the president in crimes, but what about paul manafort? the president's attorney

reconfirming just this morning that the president is not considering a pardon for manafort right now but he also hasn't taken it off the table. >> we know you will be watching and so will we, tracie, thank you. scott mcgrew picks up the coverage in his "checks and balances" segment at 6:45. it is 6:05 right now. oakland is working to make one of the most dangerous streets safer for bicyclists and pedestrians. city planners want to know how would you do it? "today in the bay's" pete suratos joins us live with how the city's safety improvements could change what we know as te telegraph avenue. pete? >> the plan is called a complete streets plan and overall goal is to make streets safer for everyone. they're using the streets in oakland and you'll get a chance to weigh in later today. we'll get to the details in a moment, but first, let's show you the map of the changes that you're going to see with this plan being put together by the city. oakland is reworking telegraph

avenue in two phases. that will be from 20th street all the way to 42nd street. the plan is to have permanent improvements complete in two years, so by 2021, they want to wrap up those improvements. here's why they're doing it. between 2007 and 2011, four people died in crashes. 16 people were severely injured and there were 68 pedestrian crashes on top of 66 bicycle crashes. to make the avenue safer, the city wants to put in a continuous bike lane, and that's going to be two options when it comes to that. bikers are either separated from traffic by a lane or parking spots or loading zones, or the bike lane is right next to the lane of traffic. the city is asking folks in oakland which option they'd like. we did, too. here is what they're saying. >> it's not a good idea, it's dangerous because everybody is not used to it. it's making everything smaller and it's a lot of traffic so it's very dangerous. >> i had gotten a bike recently so it's nice there's bike lanes. i could feel safe. >> it must be configured

differently for the safety of the driver, the scooter riders, the bicycle riders and you know, ac transit riders as well. >> the city of oakland is taking feedback through today. you can find the survey on the city of oakland website. reporting live, pete suratos for "today in the bay." >> have a voice. thanks a lot, pete. happening today, the man charged with killing a young woman at a b.a.r.t. station returns to court. john lee cowell is accused of stabbing 18-year-old nia wilson to death last july. wilson's sister was also stabbed but she survived. doctors are expected to give a judge a report on cowell's recent medical health evaluation. the judge is wondering if cowell is competent to stand trial. cowell is also expected to enter a plea. sonoma county will reportedly expand its flood cleanup efforts over the weekend. "the press democrat" reports crews will be picking up flood debris up and down the russian

river. less than 1% of the state is classified as being in a moderate drought. the last time that little of california was in a drought was back in 2011. it's a huge change. last year 48% of the state was in the drought. you see the big difference here. look way over here to when we were in 2016, 97% of california's land was in the drought.

boy, have we been inundated with so much rain. kari, we're getting a break for now. >> we know that. the sierra snowpack is so important to our reservoirs, water levels and summertime rainfall and water. so we are looking at north star, where we have 167 inches of snow on the ground right now. so it's amazing to see that our snowpack has been well above normal. right now the statewide average is at 161%, but we know that as we go into spring, we'll have to watch out for the possibility of some of our reservoirs and some of our tributaries may be flooding. looking at spotty showers moving through this morning, as you get ready to head out the door. storm ranger will track the rain, in and out for areas mostly south of the golden gate bridge, and we will keep that rain chance in the forecast throughout the day. headed over toward the east bay, mike, how are things looking on the roads? >> we're tracking two crashes in the east bay. one in the south bay as well, but that's off of the roadway and no slowing 87 at 101.

the mid-50s, and some of us will be in and out of the rain today. we're seeing some of the showers on storm ranger. i'll be tracking this and getting you to the sierra and our weekend forecast, that's coming up in less than five minutes. some folks using eastbound 580 in this shot, the lighter side, headed toward the sierra, but westbound is your commute, i have a crash. some headlights are headed toward castro valley, where there's a problem. happy friday to you. stocks set to enmuch lower this morning. "san francisco business times" says one of yelp's biggest investors wants the company to move out of the bay area to save money. elisabeth warren has a government plan to break up facebook the way they did ma bell. we got the latest numbers a short time ago and they were terrible, 20,000 jobs added in the month of february. experts expected slightly less than ten times that. as a comparison, last month's

number was 311,000. this is a weird report. it needs more analysis. it's like a kid who gets straight a's in math, coming home with an f. we'll look into it. great news for spacex and the private exploration of space. the crew dragon capsule just splashed down after a trip to the international space station. this is the model that will car a an unmanned crew. had there been someone in it, they would have come back safely. we're one step closer to a private company giving rides to astronauts. our cowo wor-workers at cnb report bay area's juul is pit pitching to companying suggesting they offer juul to employees as a perk. there's a debate whether i spelled "perq" right, and i did. juul was started by two stanford students as a meth ofd of

here is a look at what you're going to see, headed out across the golden gate bridge. isn't this gorgeous and a great way to start out our friday morning. it is cool as you step out the door. you may be running back inside to get a heavier coat, and we were also seeing the need for an umbrella in a few spots as we get some light rain moving through, passing by quickly, and our weather stays unsettled today. at any point, you could see some rain dropping, we'll have a new storm system moving in tomorrow. let's go hour by hour. it does still show that by 9:00, there will be a few hit or miss showers and going into this evening, but most of us will catch a break and a mix of sun and clouds. then we start out early tomorrow morning, we start to see more rain moving in especially for the north bay at 7:00 in the morning. we go into the afternoon, and that rain works its way into parts of the east bay, the peninsula, as well as the south bay and still looks like we'll keep some wot weather in the forecast throughout tomorrow afternoon into early sunday

morning, as we've seen these weather systems just kind of hang out over the bay area, so we're looking at another quarter inch of rain for most of our microclimates, especially in the north bay, and then lighter for the peninsula as well as the tri-valley into the east bay. if you plan to go to the sierra this weekend, this is a live look at squaw creek, this is so gorgeous and nice to see all of the snow. squaw valley has a season total of 611 inches of snow, and it's still snowing off and on throughout the weekend. so if you're going, take the tire chains, we have a lot more runs open today. and then looking at our seven-day forecast, by sunday, we're going to see a mix of sun and clouds, once the rain moves out after early in the morning. on monday, upper 50s in the forecast, another round of showers on tuesday and some highs in the low 60s, while san francisco keeps it cool, and a chance of rain staying in the forecast. mike, you got the ipad out. what's happening in castro valley? >> i'm checking out timing.

we have that crash in castro valley. most of the bay is looking great. there may be slick roadways, we had a couple spinouts reported including the one i'm tracking north 87 at 101, just shy of the merge, but no slowing there and no problems for much of the bay. castro valley is where we have the problem for westbound at 580, really slowing headed up toward redwood road and off the dublin grade. we'll time out a drive on our waze system, westbound 580 out of dublin and getting toward the san mateo bridge, we're mapping it out at about a half an hour. waze can save you about five to seven minutes as you make your way cutting that corner, but you are still stuck in some of the backup. if you use waze, join nbc bay area wazers, it will track the slowing for your commute. getting back to our normal traffic system, the rest of the survey, we have a smooth flow of traffic through the east bay, contra costa county, just the backup at the bay bridge toll plaza, of course. a live look shows you no

while. talking about the express lanes on highway 101. "today in the bay's" kris sanchez joins us live from senate with what this will mean then and of course now. kris? >> reporter: hi there. the old saying, it's going to feel worse before it feels better. that will be the case as cal trans adds express lanes to 32 miles of highway 101. let's show you the map of the area we're talking about, these are express lanes planned or 101 both in the northbound direction and the southbound direction between highway 380 and san bruno and 237 in sunnyvale. this is the main artery for commuters in this area, and if you have driven it, even occasionally, you know it is jam packed during rush hour. today is the groundbreaking for those express lanes, and the express lanes will be different from the typical hov lanes in that the express lanes will allow buses and carpools to use those lanes free of charge, while also allowing other drivers to pay a toll to use them. the express lanes will be built within the existing highway,

which will save time and money, but will also force a lot of freeway reconfigurations over the three-year construction that will affect you day to day. fortunately, you do have mike inouye on your side, in our traffic department. this is a $514 million project made possible in part through sb1 monies. by the way, i put up a poll on my twitter page. i want to know, do you think this is going to help? will the express lanes ease congestion through the peninsula? what do you have to say? in san mateo, kris sanchez, "today in the bay." >> thanks so much, kris. prosecutors are adding new charges to the ones already filed against the so-called nor cal rapist. authorities arrested roy charles waller last as he arrived to work at the uc berkeley campus. investigators say he is a serial rapist responsible for attacks dating back nearly 30 years. sacramento prosecutors yesterday added five more charges to the 12 he already faced. it also brings the number of

victims to nine in six counties. a man accused of prowling in a neighborhood. investigators say he's the man seen in this porch camera video, he was looking around a home in the medlam community in san jose, if that's in the evergreen area, in another view you can see him casually getting out of i mini van and walking up to the home. he's a former stanford lecturer and a current member of the california symphony. new development this morning, in the investigation into bay area jussie smollett. he's the former "empire" actor accused of filing a false police report about a hate crime against him. "today in the bay's" kira klapper is here with word police are trying to track down the people who leaked key evidence to the media. >> good morning to you, that's right. the chicago police department is opening an internal investigation because they say a lot of information reported by

the media involving the jussie smollett scandal is inaccurate. the department says it's a standard procedure to open an investigation and look at internal vulnerabilities whenever there are allegations about leaked information. smollett, as you likely know by now, claimed he was atacked by two white men yelling racist and homophobic slurs while pouring bleach on him and tying a noose around his neck. at least 50 employees were fired from a chicago hospital for accessing his medical records without authorization. one of those fired, who spoke to our nbc sister station in chicago on the condition of anonymity, opened up about how easily she was able to look at his personal information, but she maintains she never actually clicked on his personal health chart. >> simply put, i clicked once on it and brings up basic demographics, public knowledge,

male/female, phone number. i never clicked into his chart. >> smollett again faces a felony disorderly charge for allegedly making a false police report. two brothers told police smollett actually paid them to carry out at tack. sources say smollett's defense is expected to argue the check police said was payment for the hoax attack was actually for training to help smollett get in shape for a music video shoot, so we will keep following this. back to you, marcus. >> thanks, kira. a bill may reopen to employment for those with criminal records is making its way through the legislature. the bill would apply to people who completed probation or sentence in the county jail. those who were arrested but not convicted of a crime would also

be eligible to have their arrests erased. elon musk might be in trouble for smoking pot on a recent podcast. the u.s. department of defense are looking at musk's clearance. six months ago the billionaire went on a podcast and smoked marijuana with host joe roggin. secret level security status requires federal employees and contractors seeking clearance to acknowledge any illegal drug use over the past seven years. richmond high school will reopen today. this is after being shut down for two days straight. the power outage on tuesday forced the campus to close. last night, school officials say they purchased a generator, brought it in, while the repairs are being made. a growing concern for drivers in the south bay, at least ten times during the past few months someone has thrown rocks at the cars on highway 152. in each case, it's happened east of gilroy and before pacheco pass. it happened to two drivers last week. one victim says after stopping on the shoulder, they found

seven other cars with smashed windows. >> found a spot to pull over and pulled over and saw that our son, who is 4, he was in a car seat, had glass all over him and his car seat, and we realized we got out, he threw something at us. >> so far, there have been no major injuries reported. the chp now believes the rock thrower is a middle aged white man with shoulder length hair. >> some folks say what's the big deal? just a person throwing a rock but don't forget the car traveling at 70 miles per hour, that rock is hitting that car's windshield at least at 70 miles per hour, so that's a big impact. we have a lot slower than 70, a jam up for the upper east shore freeway, a crash and the update from chp is in the middle, blocking your lanes two and three. that's why there's the slowing that quickly formed coming down in toward the area but it's clear by the time you get to golden gate field and not bad fort folks getting off of the

richmond -- san rafael to richmond bridge eastbound 580. a smooth drive for the rest of the bay. near the bottom of the screen the crash at the castro valley y. westbound 580 a smooth drive as the tow truck is in the area, perhaps hooking that up and moving it. that is the jam coming off of 580 headed down toward the san mateo bridge. everything else looking pretty good right now. a little damp maybe. >> all right, well it's been a little snowy. okay, a lot of snowy up in the tahoe area. this is a live look at right now at i-80 in truckee, if you're headed up to ski this weekend, there is plenty of fresh snow. squaw valley got another 20 inches of snow with the most recent storm bringing the total to 611 inches for the season, as a result of all the snow, the resort plans to stay open until july 7th. in the meantime, north star just got 27 additional inches, bringing its total to 547. so we know the chain requirements, you got to pack them there, i was kind of

looking at the monitor over the shoulder, but still snowy out there and a lot of patrols going on. >> good for skiers up there. >> absolutely. if you are able to make it there, at least now, we know we have until summer to make it to the sierra, and still see some snow. and so we are still seeing the snow coming down this morning, and some bay area spotty rain. it's not yet time to put down the umbrellas. we still have a disturbance nearby, and even though we haven't seen the rain clear, we have another system that will be moving our way. in between, you may be able to get out there to san jose neighbor night with no rain but look at how chilly it will be at the al maden community center between 6:30 and 9:30, our temperatures stay in the upper 40s, bundle the kids up as you head out there and the rain is back tomorrow, off and on throughout the day, anywhere from the coast to the inland areas, and our high temperature only reaches the mid-50s. we should get some clearing by sunday, and our highs reach into the upper 50s, going into the

the time is 6:44 and it is so nice to see the sunshine today. this is a look at the sunrise happening over walnut creek, and our temperatures will be cool today, going from the upper 40s, only into the mid-50s today. that's about ten degrees below normal, and we have another cold front moving in there that will bring us scattered showers. i'll talk about that coming in less than five minutes. we're looking at the bay bridge. it looks pleasant, if you watch the movement of the fast track lanes, but it's because traffic is held up farther back so that's bad for at least one section of the east shore freeway on traffic. and you saw it, a shocker in

virginia, paul manafort -- four years in prison, less than even his own lawyers expected. good morning. in fact, it was less than prosecutors were asking for and less than federal sentencing guidelines called for. he was sentenced to less than four years of crimes that normal call for between 19 and 24 years in jail. keep in mind, this is not the only court in which manafort faces charges so he's not out of the woods yet. while handing down the sentence, the judge in the case said manafort had lived an otherwise blameless life, other than the things he is blamed for, tax fraud, bank fraud, lying to a federal investigators, and conspiracy against the united states. lawyers all over the u.s. objected, pointing out their clients got far more jail time for far less, like this case. >> after she was sentenced to five years in prison for voting illegally. 43-year-old crystal mason was on probation for fraud conviction, which she voted in the 2016 presidential election.

>> crystal mason cast a provisional ballot after her mother encouraged her to vote. in texas you're not supposed to vote when you're on probation. the house voted on an anti-hate resolution that is stronger or weaker than expected, depending on your politics. originally it was supposed to be a resolution against anti-semitism but later became a resolution against all kinds of hate, african-americans hate against them, muslims, hate there, among others. the final vote to denounce hate and bigotry passed with 470 yes, 23 no. the people who voted no said the resolution should have been specifically about an tic anti-semitism as a way of indirectly rebuking congresswoman ilhan omar. steve king who has a confederate flag on his desk despite iowa fought on the union side voted present. it's friday. i'll leave with you a slightly more fun story n a congressional hearing about whales, a debate

developed between a trump official and a congressman over whether it was okay for oil companies to blast parts of the ocean with sound, looking for oil. the congressman asked and got permission to do this. frustrated about that, and the district confirmed with me that those class sizes that big they do exist. after marathon negotiations wednesday, talks ended around midnight between teachers and the san ramon valley unified school district. teachers held a town hall meeting that night to let parents and students know what they are fighting for. they are asking for a raise, but they also want more librarians, counselors and smaller class sizes for the district's 32,000 students. the district and union ended up with 11 tentative agreements, with the union saying the sticking point is still class size reductions. the district couldn't comment on specifics, but is hopeful about today's negotiations. >> we are definitely in agreement that class sizes are something that are important, and we're continuing our conversations. >> as we've seen with recent strikes in oakland and los angeles, the strikes are costly to the community and the district, so negotiators on both sides here say they want to avoid a strike, and both sides

comfortable. it feels like winter so we can wear the winter boots and also a hat, in case you get caught in one of the quick-moving showers. as we go throughout the rest of the day, our temperatures will be very cool, and what makes it feel even cooler, some rain, and we're still seeing that especially for the coast and storm ranger is going to be tracking that for us. looking at the system that is still bringing in some light sierra snow and some bay area rain, and we'll keep the rain chances into the afternoon, although we will see a little bit more sun, there will still be a few quick passing showers into the afternoon, and then a new storm arrives tomorrow morning, so in the north bay, at 7:30 in the morning, you'll hear some rain hitting the roof and we'll see it pushing into the south bay, as well as the east bay and the peninsula. we are going to see some of the showers into saturday afternoon. so if you do have some plans to get outside tomorrow, just make sure that you will need the umbrella, and then it moves out on sunday morning. we're looking at an additional quarter inch of rain for most of us but it may be as high as a

half inch of rain in parts of the north bay, so with this soggy weather in the bay area, we are also going to have some chilly temperatures. by sunday as we set our clocks forward one hour on sunday morning, we will get some sunshine into the afternoon, highs in the mid-50s, and then another system moving in on tuesday, brings us a little bit more rain. mike, you've got the ipad and you're tracking the roads through alpalo alto. >> i'll give you the live shot southbound from university headed down toward embarcadero. you see light traffic. at the off-ramp reports someone tried to take the off-ramp, didn't quite make the curve and they're in the bushes now. a note about the possibility of slippery roads because they're still damp. most of the bay sensors show light traffic as you would expect typical patterns for a friday. west 580 crash in the one lane blocking one-third of the freeway at the split with 238, jammed up coming off of the

"today in the bay." >> later this morning, the start of of a major project meant to improve the bay area commute. until it's done t may cause headaches for your commute. today they break ground. the lanes will run north and south between highway 380 in san bruno and 237 in sunnyvale. the job is expected to take about three years. the total tab is more than $500 million. stocks are opening the day lower on the heels of february employment numbers that were much lower than forecasted. the labor department saying the u.s. economy added 20,000 jobs last month. analysts predicted nearly 200,000 jobs. the overall unemployment rate actually fell to 3.8% from 4% in january. a man charged with killing a woman at a b.a.r.t. station returns to court today. john lee cowell is accused of stabbing 18-year-old nia wilson to death at the macarthur b.a.r.t. station last july. wilson's sister was also stabbed but survived.

doctors are expected to give the judge a report on his recent mental health evaluation, revealing if cowell is competent to stand trial. he is also expected to enter a plea. sonoma county will reportedly expand its flood cleanup efforts over the weekend. "the press democrat" reports crews will be out picking up flood debris up and down the russian river. also, through at least tomorrow, you can still drop off hazardous debris. the damage surpassed $150 million. supervisors already declared a local emergency. fema is still assessing that damage to determine if a federal declaration will be made. oakland working to make one of its most dangerous streets safer for bicyclists and pedestrians. city planners want to know how you would do it. all of the changes under the complete streets plan is to make the roadways safer for bicyclists, pedestrians and drivers. here is a map of where you could see the permanent changes. oakland is reworking telegraph avenue from 20th street all the way to 42nd street.
