kelly. and captain marvel. buckle up, "early today" starts right now. i'm frances rivera. >> and i'm marlie hall. families across 35 countries are looking for answers after the crash of an ethiopia airlines plain. a crash in ethiopia after a brand-new boeing max 8 plane went down. this is the second time in six months. it led app order for boeing to ground these planes. janua janis, good morning. >>reporter: good morning. this is the second crash in six months of this new boeing 737 max 8 aircraft, one of its best-selling planes. but aviation officials in various parts of the world, including here, are ordering the 737 max to be grounded and

inspected until further notice. now, the u.s. transportation safety board, as well as a team from boeing, is part of the investigation in ethiopia. their priority is to find the flight data recorders. and their focus is going to be on an automated system that was to -- designed to prevent the aircraft from stalling. this was a new feature of the 737 max. but it was one that was apparently posing some problems for pilots. china's aviation authorities are not waiting for any answers. they ordered that all planes in chinese fleets be grounded. that has now taken effect. it is not inis significant. 350 or so of the 737 max planes in operation around the world, 96 of them, a third, are in

china. ethiopian airlines ordered the others to be grounded. flight 302 having trouble right after takeoff, of course crashing six minutes after takeoff s. 157 on board from 35 different countries. marlie? >> janis, thank you. president trump is launching another salvo making a request for wall funding. he will submit a 2020 budget proposal to congress this morning, setting the stage for another shutdown showdown. according to white house officials, the president's proposal will seek nearly $9 billion for the wall. tracy potts joins us this morning. >> reporter: the president set to ask for more money for this border wall in a budget that is

already upside down spending more than we're taking in. that's more -- 77% more than it was last year, according to the treasury department. the proposal is not expected to fix that any time soon. a senior administration official confirms this morning president trump will ask congress for $8.6 billion to build a border wall with mexico. >> we have a crisis down there. i think the president has made that case very effectively. >>reporter: it doubles what he has already set aside. it is six times with what congress was willing to approve to end the fight that shut down the government. >> building a 30-foot-high concrete structure from sea to shining sea is the worst way headline 6 >> reporter: the president expected to act to make tax cuts permanent.

in a joint statement, democrats already say no. they've rejected it. they've give the same response if he asks again. this week, the senate is expected to reject the national emergency that allows him to use military funds for the wall but the president will veto that and send it back to congress where we don't see they have enough votes to override it. he will likely push to make cuts permanent. that is what is driving the deficit. >> translator: federal government has enough money. i would reverse the trump tax cuts, the bush tax cuts. >> reporter: the national emergency allows him to use military funds to build the wall. trays where pots, nbc news, washington. communities across the south are cleaning up after another round of tornados. 14 reported twisters hit five states causing widespread damage and injuries. a tornado ripped through arkansas on saturday over six miles. according to the national weather service, it expanded to around 150 yards wide and

nearby liquor store. he suffered wounds to his chest. police say there are four suspects who fled the scene in a vehicle. mcelhaney was studying at usc school of music. his mother, who also lost a grandson to gun violence in 2015, is heartbroken. jussie smollett is facing charges for allegedly staging a hate crime in chicago. he was indict odd 16 felony counts for lying to police. he told police saying two men attacked him shouting, this is maga cup, poured a chemical on him, and placed a noose around his neck. his arraignment if scheduled for thursday. if convicted, he could face up to four years for each count. "game of thrones" teams up with the red cross for the biggest blood drive. the hbo hit series went all out with a lavish set at the south by southwest festival in austin.
