but for how long will we get a chance to dry out? we'll find out in a moment. good monday morning to you and thanks for joining us. i'm laura garcia. >> and i'm marcus washington. mike will have a look at that commute in just a minute. bringing in the sunshine. >> and we're matching. >> coordinated. >> we're excited about the sunshine we'll have in the forecast and we get a look at the fog in dublin, that we are seeing, right now through the tri-valley, that's our one trouble spot, and it's also very cold as we dip to close to freezing in parts of the north bay, as you get ready to head out the door, going into the afternoon. if you're on your way out the door in san jose, it's going to be in the low 40s to start, but reaching into the upper 50s and the low 60s today. mike, you have three spots to highlight. >> three issues that we're tracking, continuing to track this morning. the closure for the off-ramp south 101 at woodside road.

i'll show you video in the next report of what's going on there. i want to make sure we track the other two issues. there's no slowing there, again woodside off-ramp is closed, use whipple instead for the time being. over here the crash south 680 at sunol boulevard crash that's the good news that crash cleared but we have what's rapid as a pallet jack one of the push carts that you see that lifts the pallets at the box stores, that may be in the roadway so we're tracking that at vargas for south 680, all this traffic released through the area that's a concern of mine for the next few minutes and over here, also the third spot we're looking at is west 237 at zanker, involving a big rig first and possibly four other vehicles. we're sending a crew to check that out. you see all that slowing for that portion of the south bay. one other area of concern though is the b.a.r.t. system since we had problems over the weekend, we'll hand that off to you, marcus. >> mike, this is the first work day that the commute happens for those b.a.r.t. riders after the shutdown over the weekend that agency still calling that shutdown a mystery there. kris sanchez is live for us at

the warm springs b.a.r.t. station in fremont with what the commuters can expect this morning. kris? >> reporter: hi there, marcus. b.a.r.t. says it commuters should expect a perfectly normal day today as service was normal yesterday, all day sunday and for most of the day on saturday after that big glitch that shut the system down. because b.a.r.t. doesn't know exactly why the system shut down saturday, there is no guarantee that it won't happen again. in case you missed it on saturday, b.a.r.t. suffered a computer network failure, and the entire system was down for hours. thousands of riders were affected, and the agency now launched a forensic evaluation to try to get to the root of the problem. we asked riders this morning how they're feeling about the shutdown and then about their commute. >> i've been riding b.a.r.t. for five years and there's been ups and downs but most of the time it's up and running, so i really don't pay attention to these little minor glitches that happen every now and again. >> i'm just glad it's up and running. i got to be to work at 7:00.

>> if they don't have it together, why am i even traveling on b.a.r.t.? >> reporter: as you might imagine, during the shutdown, riders were pretty vocal about their frustrations on social media as well, some calling for the governor to get involved in the investigation into what happened. mike inouye and i will be tracking how the commute goes for you this morning. so far so good, if anything changes, we'll let you know. in fremont, kris sanchez, "today in the bay." >> kris, thank you. at 6:03, new this morning, two people recovering after a house fire and explosion in contra costa county. it happened a little before 6:00 last night on sara court and bay point. five dogs and a cat died in that fire. the fire department believes flames were triggered by an explosion caused by honey oil, the type of marijuana product made by burning butane through marijuana leaves. san ramon valley teachers this week vote on a contract agreement reached friday. voting does not begin until

tomorrow, and teachers have until thursday to cast their ballot. that deal includes a 4% pay hike and creates new caps on class sizes. happening this morning in san francisco, a new public defender will be appointed to replace jeff adachi. last month, he died suddenly from a heart attack. adachi was serving his fifth consecutive term. mayor london breed will make the announcement at 9:00 a.m. at city hall. this morning, a special election gets under way in alameda. voters will decide on two different ballot measures regarding a property on mckay avenue next to crab cove. the first measure is carrying alameda act. if passed, it would allow the property to be turned into a wellness center, a 90-unit facility for housing homeless people. the second measure opposes the wellness center, many of its supporters say the land should be used by the park district to expand crab cove. search teams have now

recovered both black boxes from the ethiopian airlines jet that crashed yesterday in africa. this killed 157 people on board that plane. the plane had just taken off and was headed to kenya. eight americans died there as well. preliminary data seems to show that that plane with an unsustainable vertical speed almost immediately. the plane's ceo or the airline's ceo i should say wants some answers. >> it is one of the safest airlines in the world. at this stage, we cannot rule out anything. >> now that plane is a brand new boeing 737 max 8. this is the same type of plane that was recently involved in another deadly crash, an indonesian lion air jet that went down in october, killing 189 people. on capitol hill a battle over the border wall funding is reigniting. this morning, president trump

submits his budget request. he's asking congress for billions of dollars to build a border wall and slashing almost everything else. "today in the bay's" tracie potts joins us live in washington with a preview for us this monday morning. tracie? >> hi there, laura, good morning, everyone. that budget is in. we saw it hit capitol hill just over an hour ago. president trump yes, asking for more money for the border wall and democrats are already saying absolutely not. this morning, president trump will ask congress for $8.6 billion to build a border wall with mexico. >> we have a crisis down there. i think the president has made that case very effectively. >> reporter: it doubles what he's already set aside, six times what congress was willing to approve to end the fight that shut down the government. >> building a 30 foot high structure from sea to shining sea is the most expensive and

least effective way for border security. >> reporter: in a joint statement, house speaker nancy pelosi and senate minority leader chuck schumer say the same thing will repeat itself if he tries this again. we hope he learned this lesson. defense is expected to get a $750 billion boost in the trump budget, but we're told the president will pitch a 5% cut to everything else, education, health care, the environment, and more. he'll likely push to make his tax cuts permanent. experts say that's what's driving the deficit. >> the federal government has enough money. what i would do is reverse the trump tax cuts, reverse the bush tax cuts. >> reporter: also this week, congress is expected to reject president trump's national emergency that allows him to use military funds to build the wall. now the president will veto that rejection, send it right back to capitol hill, where we are told they do not have enough votes to override that. back to you. >> one we'll be watching.

thank you, tracie. >> 6:07 right now. not the swiss alps, not somewhere in the sierra. this is just a few miles from downtown san jose, atop mt. hamilton. an image taken a little before noon yesterday from a camera at lick observatory. there was the hail everyone was talking about in the south bay. >> oh my god, all this ice. >> yes, look at that hail right there, from our digital video journalist jenny gonzalez who shot this video in san jose. kari, this was the talk of the town for a lot of people out there. crazy video there. >> yes, and we are looking now at that system moving away, but you can even see it spinning just off the coast, and all the lightning strikes, and the hail that we had as a result of that system, that did not want to give us a break over the weekend from all of the wet weather. now it has moved away, so we're left with some chilly temperatures and some dry conditions.

it's in the upper 30s in parts of the north bay and inland valleys. only 40 degrees in antioch, oakland and in palo alto. as you get up and get the kids out the door for school in concord expect it to be a chilly start but look at the sunshine in the forecast, and it warms up quickly, so we'll talk about the warmer temperatures ahead in the forecast as we go throughout the week, and mike, you've been tracking numerous crashes. >> yes, we still technically have a traffic alert, this big rig lost the bumper, you don't see it there. it went under the rig and punctured the fuel tank, that's a sizeable bumper which resulted in a couple other crashes behind that. that is over on the shoulder, blocking the woodside off-ramp. we have this fuel fluid on the shoulder there. cal trans crew, ethan is out there, our photographer, cal trans arrived, spreading out the kitty litter, cleaning it up using a broom and a shovel. i think they might leave the big

moving to 237, you may have an issue, big backup, two lanes blocked, we're tracking that as well as another crash farther south in san jose. a very happy monday to you. could be a rough day for the dow. boeing aircraft shares are under pressure after another crash of its 737 max 8. three countries have grounded the plane. they are still flying here in america. nvidia in santa clara is buying mulanex for $7 billion in cash. the jobs number on friday were terrible, 20,000 jobs added to the economy. we're used to that number being 200,000, or 300,000. economists still debating what went wrong. it's also been ten years since the start of the bull market. economists argue over this, too. economic booms usually last around seven years but there's no rule they have to, so does hitting the ten-year mark portend anything? hard to say.

the good times keep coming so far. pure coincidence, it's exactly 19 years since the absolute tippy top of the dotcom bubble. 19 years ago to the day on sunday. pets.com is a great symbol of the dotcom bubble. we are so fond of the puppet that i'll run this any time i get the excuse. so really two anniversaries this week, march 10th of the year 2000 was the top of the bubble. uber, facebook, google, iphone, none of those existed back then. today is also the deadline for elon musk to explain to a judge why he tweeted incorrect financial information about his company tesla again, even though the courts had forced him to put safeties in to stop him from doing exactly that. safety measures like he has to get clearance from tesla's board and lawyers before tweeting information about the company, which he did not do. it is possible the court will find him in contempt. because not doing what the court told you to do is the dictionary definition contempt of court.

it's cold this morning. take a look at these temperatures. we are just two degrees above freezing in santa rosa, and we've seen some fog drifting around the north bay and the tri-valley. it's only 40 degrees in antioch, palo alto and oakland, and in san francisco, 41 degrees. here is a look at clouds overhead and sunnyvale, it's going to be a nice day. now normally we're reaching 65 degrees. we're going to be very close to that. the closest we've been in quite a while, because it has been very cool. mostly sunny skies today, reaching the low 60s, in san francisco today expect a high of 58 degrees and 61 today in napa. the reason why i say kind of yes is because there will be another system moving in, and as we track it, moving into the pacific northwest, we can see the clouds extending off the coast, and this is a cold front that will be moving in. the good news is that we're not seeing a lot of rain with this. we are only going to keep a slight chance of some spotty showers, especially for the

north bay, as it starts to move in late tomorrow morning, and the cloud cover rolls in, there may be a couple of spotty showers near the coast, but most of us will just see clouds moving in, the winds picking up, and then it clears out once again late tomorrow night. so as we take a look at our seven-day forecast in san francisco, our rain chances going up, and then seeing some more sunshine through the rest of the forecast with the city reaching into the mid-60s for saturday and sunday. inland areas will be even warmer, so we go from 62 today to 72 by sunday. so it looks like a nice week ahead. going over to mike, you've been tracking a lot of crashes this morning. >> that's right, kari. we did get a few updates here. the first one the closure over here at woodside off-ramp, the cal trans crew is working to clear that fuel spill. that's the good news. down in the south bay, the problem continues to be westbound 237 at zanker. we have still the report says your left two lanes are blocked by a big rig crash which may have resulted in four other

vehicles involved. you see it going from red to orange. the little bit of change that might result in a better flow. they may have cleared one lane. we'll check that. slowing south 880, coming toward the interchange, that fly-over that may be a factor if things back up more over the next couple of minutes. crash north 101 approaching oakland road, may be some debris left in the roadway. overall the south bay's commute looks good right now. we're also talking about east bay, where we're now almost at half hour from highway 4 down to the bay bridge and the backup formed a little bit looser this morning, but we're going to track that, and we're also tracking b.a.r.t. there is a delay, recovering from a 10 to 20-minute delay, not a computer problem. this is related to some obstruction that was on the track, probably some debris and sounds like they cleared it, we're in recovery mode. kris is following up on the issue we had on saturday with the whole computer shutdown. guys, back to you. >> that was a mess over the weekend. thanks, mike. 6:19 right now. still ahead at 6:30 on

women )s national soccer team ae welcome back, everyone. it is 6:23. several players on the u.s. women's national soccer team are fighting for equal pay. they are filing a lawsuit seeking equal pay, and treatment. the suit against the united states soccer federation is also alleging gender based discrimination. it includes 28 team members. the suit comes just three months before the team tries to defend its world cup crown. new this morning, stars in the team, alex morgan and meghan rabineux are saying they are able to push the sport forward. >> you have to look at the investment u.s. soccer has on this sport. we are heartened by the gains we've made throughout our collective bargaining agreement

two years ago and throughout u.s. soccer investing in women's soccer. >> in a statement overnight the u.s. soccer federation said in part they have "faithfully and consistently worked with the team helping them perform at the highest levels possible." you can watch a full interview on the "today" show at 7:00 a.m., right after "today in the bay." r. kelly's attorney is among those downplaying reports of a videotape handed to authorities yesterday by high-powered lawyer glor why allred. her client is a pennsylvania man who says he found the tape while cleaning out old recordings at his home. he says that he believed it was an old show concert footage of r. kelly, but instead, it shows what he thinks is kelly abusing underaged girls. kelly's attorney says it's impossible to make kelly out on that tape, claiming it is now open season on his client. attorney michael avenatti says the tape is a copy of footage dating back years that prosecutors have seen before and is not new evidence.

also allred handed the tape to authorities in new york, not the chicago prosecutors handling the current criminal case. an nbc bay area responds to a san jose woman whose designer backpack purchase hit a snag. >> consumer investigator chris chmura and his team helped iron things out. >> good morning. jessica williams tried to use her $100 gift card to buy a drawstring backpack on the true religion website. she says she redeemed her card at checkout but the purchase didn't go through. so she tried again, and the card was empty. so if you're keeping score, no money, and no bag, also, no response from customer service. in the meantime, that backpack sold out. so she asked us for help. we reached out to true religion and we heard back from the ceo, telling us that jessica was going to personally get an apology, and more than just a refund. she did, she got her full $100, a personalized note right there, as well as more than $400 in

your regular beams and your fog beams this morning. and our temperatures are very chilly, right now in the mid to upper 30s in the north bay, or even down to 37 in livermore right now. as we go throughout the day in the tri-valley, our temperatures go from the mid-30s to the low 60s. it's going to warm up fast. we have warmer temperatures in the forecast, so i'll talk about that in a few minutes. mike, you're checking out what's happening now in the south bay. >> that's right, kari, headed from north to south on 880, looking at fremont, where traffic will start to slow past the truck scales, really after you get past mission watch for the brake lights tapping toward 237 and the transition coming off of there. now, we may have better news, it sounds like the vehicles have been moved to the shoulder west 237, over at zanker was a crash, the big rig, four other vehicles. our photographer henry is stuck in the traffic and trying to get us a shot. it sounds like the lanes have cleared. that will be better news for the south bay as the commute builds west and north are the commute

directions. we still have the closure of the woodside off-ramp off of the southbound 101, the freeway doesn't show any slowing but the off-ramp is closed, i'll show you why, coming up. back to you. >> thanks, mike. we are following a developing story that touches southern california and the bay area. >> it involves a death of a college student who is the son of an oakland city councilmember. pete suratos joins us live with reaction this morning. really tragic story here, pete. >> reporter: tragic story indeed. we're talking about victor mcel haney, the son of lynette gibson mcelhaney. the video from where this took place this tragic incident in los angeles not so far from the usc campus. victor, who was a student at usc, was killed at that corner store that you're looking at there, just about midnight on sunday. he walked in during an armed robbery and was shot. he was taken to a hospital in critical condition, and pronounced dead sunday morning. here is a picture that the

councilmember shared with us of victor. you can see him there with both parents by his side on his 21st birthday. he was known as a talented musician, and was close to finishing his music degree at surks, usc. "he was a musician who drew his inspiration from the beat, soul and sound of the town and he belonged in every nook and cranny of oakland." victor actually transferred to usc from cal state east bay just a couple years ago. a former professor of his at csu east bay tells us he left a lasting impression at the university. >> the world was, you know, some people say it was good for this guy because he was really smart and really personable and really talented. >> reporter: now this is the second recent tragedy to hit the family. in 2015 her 17-year-old grandson was killed near the west oakland b.a.r.t. station during an armed robbery as well. want to read a statement from mayor libby schaaf "our hearts

grieve with the family and friends of councilmember lynette gibson mcelhaney. the tranlg ing death of her son victor at the hands of violence is an unspeakable loss." the family plans to put together a memorial service at some point but lapd have yet to arrest any suspects in this case. reporting live, pete suratos for "today in the bay." >> all right, let's hope they can find those suspects. thanks, pete. >> 6:34 for you right now. still no word of arrests in a deadly weekend shooting in the east bay. this happened saturday night in antioch. the gunman shot two men near the intersection of west 19th and "d" streets. one of those men died. the other is now recovering. police so far are not indicating if they have any suspect information or if they know what led to that shooting. this morning, the father of a young girl found in a duffel bag on a southern california hiking trail is demanding answers. sheriff's deputies identified the body as 9-year-old trinity

love jones. two people are under arrest as persons of interest in the case. a memorial is growing with family members adding trinity's picture to the abundance of flowers, balloons and candles. trinity's father says he is looking for justice. >> i just want answers and justice. she was just the best. full of character, full of love, full of joy. >> the death is ruled as a homicide, but the cause of death is being withheld according to the l.a. sheriff's department. cleanup crews ramping up efforts this week in flood-damaged sonoma county. all week, teams are collecting debris in neighborhoods along the russian river. residents are asked to separate debris into three groups, recyclables, hazardous waste and other debris. there's no charge for the pickup. warriors fans this morning debating what is worse, the team's painful loss to phoenix or the painful looking injury for star kevin durant. he twisted his ankle late in the fourth quarter.

the team is calling it a bruise. durant left the game without help but this hurt, too, the warriors lost to the suns for the first time since november of 2014, 115-111, that adds up to 18 straight wins which had been the league's longest active win streak against one team. as many of you hit the road this morning you're likely to notice all of that rain taking a toll on our streets. public works crews have their work cut out for them, filling up hundreds of potholes. in san francisco, crews worked overtime this weekend trying to catch up. >> there's plenty around the city, everywhere you go, like most of the streets in the city. >> february we had almost 2,000 potholes, a little more than 1800 potholes we filled. on a typical dry month, there are about 350 potholes. >> you see them and fill them around the bay area. in the ooeeast bay, a tire shop owner told us his two locations have seen a 50% jump in business as they fix cars with blown out tires, bent rims. just not a nice drive for a lot of people, mike.

>> i can imagine. we don't have to imagine. >> you can feel it. >> a quarter mile from here, we have potholes. this is not a pothole. good news, this is not a great shot. the flashing lights involved in getting those cars and the big rig off to the shoulder, henry, our photographer arrived, just past the scene of the crash and traffic flowing westbound 237 at zan zanker. speed sensors going from red to orange. we' we'll have recovery. it is getting better over here but starting to build southbound 880 because that east bay commute coming down into the south bay making that bend with the fly over that's the issue. prepare for a little more slowing if that's your route right now. it should be back to normal in about the next half hour unless there's a problem removing that big rig. we'll track that of course. i wanted to show you the video of why the woodside jump ramp is closed from southbound 101. i want to give it enough time. we'll show that to you in the next report. >> sounds good. we look forward to that. coming up, a great weekend,

on schedule. the first work day commute after the hour's long b.a.r.t. shutdown this weekend. "today in the bay's" kris sanchez is joining us live from the warm springs b.a.r.t. station. kris, all systems clear this morning? >> reporter: all systems are clear, although there is some sort of delay that started here at the warm springs b.a.r.t. station, mike inouye and i have been tracking that. there was an obstruction on the track so not the computer problem that was reported over the weekend. still you might see delays up to 10 to 20 minutes from this point warm springs. now, b.a.r.t. riders were supposed to get a completely normal ride since the trains were running normally all day on sunday and most of the day saturday but because b.a.r.t. doesn't know why the whole system shut down saturday, there is no guarantee it might not happen again. so in case you missed it over the weekend, on saturday, b.a.r.t. suffered a computer network failure, and the entire system was down for hours. thousands of riders were affected. the agency now has a forensic evaluation under way to try to

big deep and find the root of the problem. we asked riders this morning how they're feeling about the shutdown and about b.a.r.t. >> i've been riding b.a.r.t. for five years and there's been ups and downs. most of the time it's up and running so i really don't pay attention to the little minor glitches that happen every now and again. >> i'm just glad it's up and running. i got to be to work at 7:00. >> if they don't have it together, why am i traveling on b.a.r.t.? >> reporter: as you might imagine, riders were pretty vocal about the frustrations on social media over the weekend. some calling for the governor to get involved in this investigation. as i mentioned, there is a delay starting here at the warm springs b.a.r.t. station, 10 to 20 minutes behind is what the scheduled train is how this train schedules are running this morning. not because of that computer problem, but because some sort of obstruction on the tracks. that is now clear, but it takes a while to catch back up. if anything else changes, we'll let you know. in fremont, kris sanchez, "today

in the bay." >> thanks, kris. 6:44 right now. and as of today, new cal train rule takes effect allowing bicyclists to board first on designated bike cars. it is meant to cut loading time and smooth out the boarding process and they say there is research backing it uhm. the policy can shave more than a minute off of your boarding time. parents often allow the use of ecigarettes around children. that's according to a new harvard study. based on survey results from 1,000 parents who smoke, vape or did both. 64% had a smoke-free policy for their home, only 26% banned vaping. researchers say many parents don't realize that vaping exposes kids to nicotine and other harmful chemicals. a new voluntary recall for you this morning by a cooler maker igloo, after a frightening incident caught on home security video. >> new video posted by a florida family shows their 5-year-old

successful. >> he wasn't successful getting congress to give him the money he wanted for the wall back when republicans ran both houses, so it's hard to imagine he'll be successful getting a democratic house to do what he wants, considering the last time he asked, the government shut down for more than a month. but he will ask nonetheless in a new budget request, it is also notable that president trump promised to balance the budget, a budget he submitted is not balanced. also this week, the senate votes on whether or not to shut down the president's emergency declaration that would allow him to take money from military projects to pay for a portion of the wall. the talk is the mueller report is close. democrat adam schiff was on "meet the press" on sunday, saying mueller needs to interview the president in person. >> yes, i think it is a mistake, and i've said all along that i don't think bob mueller should rely on written answers. when you get written answers from a witness, it's really the lawyer's answers as much as the client's answer, and here you

we are just going to be left with some cloudy skies and breezy winds as it moves in, and then we go through the rest of our forecast, with some sunshine. looking forward to this week with temperatures making it into the upper 60s and low 70s. mostly sunny skies for the weekend as well, and in san francisco, expect highs in the upper 50s for today, but then some mid-60s for saturday as well as sunday. as we head over to mike, you've been tracking a lot of issues, and now you're taking us to redwood city. >> that's right, kari, where we have our traffic alert. here's why. look at this, this big rig is missing the bumper, at the bottom. the bumper fell off the truck as it exited. i laugh because there's no injuries, and it's just sort of odd how it fell out. the truck ran over it, it punctured the fuel tank and caused a couple of other cars to crash into it behind them there. that sheen is a fuel spill. that's being cleaned up right now. a couple other cars got damage and have to be addressed as well. a tow truck is on scene. the peninsula on the map, we'll

show you how things shaped up on our maps, looking at southbound 101 jamming up. there is the woodside off-ramp, it's closed. they are struggling for what to do. here is your note, get off at whipple, before you get to the backup, as you are approaching the backup and veterans boulevard you can enter just past that crash. there is your note for the peninsula for the slowing and continued traffic alert, ethan, our photographer is, out there monitoring the scene and let us know as soon as it opens. the south bay a few crashes northbound around 280 and 17, sounds like lanes are clearing. the build is on for the south bay, we also have this other crash, one here and the one at 237 on the shoulder, which is cleared from lanes, westbound 237 slow off of 880. here is the good news. a little bit better at the bay bridge toll plaza. we had the earlier start and the metering lights on but we've seen the lighter build over here, it may be the time change this weekend, folks getting to work later today because they're just tired but we'll see how that shapes out, so far your approach is looking pretty good.

thursday to cast their ballot. the deal includes a 4% pay hike, and creates new caps on class sizes. two people are recovering after a house fire and explosion in contra costa county. it happened shortly before 6:00 last night on sara court and bay point. five dogs and a cat died in that fire. the fire department believes the flames are triggered by an explosion caused by honey oil, that's a type of marijuana product made by burning brouton through marijuana leaves. happening this morning in san francisco, a new public defender will be appointed to replace jeff adachi. last month, he died suddenly from a heart attack. adachi was serving his fifth consecutive term. mayor london breed will make the announcement at 9:00 a.m. at city hall. new this morning, captain marvel showing off its box office superpower. >> the latest marvel film had a three-day take in of $153
