>> up until just as i was leaving to get right here in the studio, we're looking at someone along the shoulder, which just cleared. so camera shy, but shows you 101 northbound now clear just to the 280/680 interchange. another vehicle near the south hellier off-ramp. we'll report it if chp reports a problem. bay bridge, contra costa county moving smoothly. the early commute through brentwood and discovery bay, no problem. back to you. >> thanks, mike. 4:31, a former youtuber is arrested near google headquarters. police say he wanted to confront the company about why they took down and made a physical threat if he didn't like what he heard. >> "today in the bay's" ian cole has more from that developing story. >> reporter: police say 33-year-old kyle long was so angry his youtube page was shut down, he left his home in maine

to drive across the country and view. on friday, long was stopped by police in iowa,er minor crash. he told officers he was driving to google, but didn't mention the threat. officers let mountain view police know, but then on sunday, they got another call. >> police department in maine had actually received information that not only was kyle in california, but that he had said that if things didn't go his way at google he was potentially going to harm some people, so that put us on heightened alert. >> reporter: police stationed officers on highways and spotted long's truck on 101 about a mile from the google plex. they arrested him and found three baseball bats in his truck. >> there's a lot of what ifs here, what could have happened. that's scariest part for a lot of people. if this happened, what would have happened? >> less than a year after a woman fired multiple shots, injuring three people before

melvin and bennett rifle. senator dianne feinstein is calling for planes to be grounded here in the u.s. >> i'm not about to ask what the plane is that i'm about to board, and i definitely have second thoughts if it was that plane. >> i don't believe it should be grounded. at some point we need to trust the institutions and the laws that are there to verify something is safe or not. >> southwest and american airlines say they're confident in the safety of the aircraft. aviation experts say data transmitted by the plane show very erratic speed signaling the crew struggled to control the plane in its final moments. >> if the computer system senses something like this, either the air speed too slow and the climb gradient becoming too steep, it will initiate forward momentum on the control column, which would lower the nose of the

airplane. >> the max 8s are equipped with an automatic system that prevents the nose from pitching too high when the pilots fly manually at lower speeds. experts say if the system has a airplane that is headed for the ground. it is 4:35 right now. a follow-up on cleanup efforts in the north bay after historic flooding swept through. the board of supervisors will vote on approving nearly $3 million to go towards repairs. recent winter storms caused the russian river to spill over. nearly 2,000 homes damaged. governor gavin newsom declared a state of emergency in sonoma county shortly after it happened. today, supervisors will also discuss recovery efforts following the 2017 wildfires. 4:35 right leaders are dea set on avoiding future scenes like this. it's the storm related flooding there that closed highway 37 east ofovat to highway 101.

happening today, supervisors look for potential solutions that may involve tweaking development codes, but the ij is reporting change may come through more funding provided by a new toll that needs further study. it's not clear if that toll would extend the entire length of highway 37 or segments. we'll have a live report for you coming up in the 5:00 hour. >> it's 4:36. today, alameda county leaders are considering changes against its first responder training plan. urban shield will report to the county board of supervisors about its work. the board voted to end the exercise in its previous format. they say the training is materialistic and xenophobic. the changes ended some military type s.w.a.t. teams and competition. supporters say the exercises are critical in preparing for natural disasters. 4:36 right now. coming up here on "today in the

here are today's top business headlines. wall street looks to open flat this morning, after a big rally yesterday. the dow jumping 200 points as big gains in tech stocks such as apple and facebook helped to offset a big decline in shares of boeing. the dow, nasdaq and s&p 500 break a five-day losing streak. on today's watch we'll be looking for a report on consumer prices. at&t is raising prices for its directv now streaming service, you see customers pay an extra ten bucks a month but get an hbo subscription in return. at&t is overhauling its current packages, replacing them with two new options. directv plus will offer 40 channels for $50 a month and directv max will have more than 50 channels for $70 a month. the change will take effect april 12th. apple has sent out invitations to an event on march 25th at its headquarters where it's expected to launch a tv

we'll check in with kari in just moments. 4:44. >> we want to take you live here, this is animal adventure park in new york, april, the giraffe soon to give birth. tens of thousands of people tuning in live on youtube, streaming, seeing this famous animal there, waiting to give birth. the park says she's due at any moment, that her birth is quite imminent. you'll remember april became a viral sensation when more than 1 million people tuned in to watch her give birth in 2007. i remember that. >> it was only a couple years ago. >> she is a woman. >> isn't that amazing? >> it's like we were on watch for a while. >> they're just fascinating animals. >> how they, they just stand up as they're giving birth. >> yeah. welcome to the world, drop. >> yeah, no kidding. >> it's a hard knock life out there. >> as promised, kari has a look at the forecast.

>> we have a cold front this morning, here is a look at temperatures as you get ready to head out the door. they're all over the place. we have upper 30s in napa, it's 47 in antioch and it's 50 in san francisco, so quite a difference driving from napa into the city this morning, and you do still need a jacket, no matter where you are, especially if you're waiting at the platform at the fruitvale b.a.r.t. station, 45 degrees. we will slowly warm things up throughout the day, some upper 50s by noon, and as we take a live look outside in san jose, it does start out with some clear skies. as you're getting dressed it's another day for a jacket and maybe even some pants but also light short sleeves because it will be warming up as we go into this afternoon. our high temperature also reach into the low 60s, and it will feel nice, with all of that sunshine, but we will see more clouds mix in as this cold front approaches, and we can see the rain that's entering the far northwestern corner of the state and it's also bringing in some

light rain, and then there's also some rain across southern california, we'reiche in between, but we are going to see the clouds starting to increase, going into about 11:00 to 12:00, slight chance of rain for lake and mendocino counties and also mostly cloudy skies for the rest of the bay area, but there will be at times the sun peeking through and it's just not going to be as clear and sunny as it was yesterday, but we're not expecting a lot of rain out of this as well. but it will be windy going into today, as this cold front kind of drops through, and it also brings in a little bit of a change. our winds picking up, going into late morning into the afternoon. we can see nheth and northwest about 15 to 20 miles per hour, and it continues to increase, going into the afternoon as well as this evening. goi to be strongean francisco some of our hills will have some gusty winds. so we're just watching out for that. that's really the only concern we have here. over the next seven days, with

clear that in time for the bulk of the morning commute to start in richmond. no big deal right now. we have another hour or so for that. the south bay we had the issue at hellier with the disabled vehicle on the shoulder. may be a breakdown at saratoga i-85, so i'll check on that as well. back to you. >> thanks, mike. today, the city of san francisco is taking steps to assist federal workers if a partial government shutdown happens this year. mayor london breed is among those sponsoring an ordinance that would allow up to $20 million in loans made available for federal workers. it's possible they could partner with banks or other financial institutions to get that money. now to a major break in a vacaville cold case from the early '90s, all thanks to new technology, but it's leading to even more questions. a woman walking on nut tree road on the entryway to the premium outlets had never been identified until now. she's 38-year-old cynthia merckley. she had ties to santa cruz and santa rosa and abandoned her family years before her death.

new imaging software used by the fbi linked her fingerprints from a 1983 theft case to her booking photo. police are trying to determine how she died. developing now, google pays an executive who was accused of groping an employee millions of dollars to leave the company. the court documents just released show the executive was paid $35 million as part of an exit package. he was reportedly forced to resign after sexual assault investigation. he has denied any wrongdoing. details about the payout of part of a lawsuit brought by google shareholders against the board of its parent company, alphabet. lafayette is working to ban flavored tobacco. the city council voted unanimously to come up with an ordinance. discussion was mixed from the community especially from the man who owns the only smoke shop in town that sells the products. >> the high school has among the highest reported vaping in all
