"today in the bay" starts now. a very good thursday morning to you. thanks so much for joining us. it is 6:00, i'm laura garcia. >> i'm marcus washington. mike will have a look at the commute. first start the weather, vianey in for kari. tell us another nice day. >> fun headlines, warm temperatures. by fun headlines i mean sunny temperatures. if you're heading out the door, a little chilly. look how clear. in san jose what can you expect. current temperatures 47 degrees. expect a high of 65. again, chilly 30s and 40s will eventually climb into 50s for the coast, low 60s for the bay, inland temperatures mid-50s. still a little breezy at times, 10 to 15-mile-an-hour winds but for the most part very calm. some areas may not see wind at all. increasing cloud cover by the evening. we'll start to notice clouds especially along the coast. overnight lows will be in the 40s. we are tracking warm temperatures right now but we've

got even warmer temperatures on the way. i'll break down a time line for that. coming up, let's turn things over to mike. >> vianey, looking at a pleasant drive. bay bridge toll plaza, metering lights on as you would expect with the green sensors. 880 south, dlr, reports of a new disabled vehicle, waiting for more detail from chp. i'm going to move so you see the slowing out of morgan hill. out of the south county, north 17 toward the summit. that's also very typical. b.a.r.t. running 41 trains on time. that's time for transit. you guys have much bigger news on something else running. >> that's right. breaking news this morning. it's really a potential game changer this morning in that 2020 race for president. texas democrat beto o'rourke throwing his hat into the ring. he's running for president. announced about 90 minutes ago

on social media. >> i'm running to serve you as the next united states of america. this is a defining moment of truth for this country and for every single one of us. the challenges we face right now, interconnected crisis in economy, democracy and climate have never been greater. >> o'rourke is a former congressman who last year narrowly lost to ted cruz in the race for texas u.s. senate seat. his run was considered a big success in a state heavily red. more recently o'rourke held a counter-rally on the same night president trump came to el paso to tout his border wall. he's trending single digits percentagewise in democratic polls. happening in washington, the senate is said to vote on whether to block president trump's national emergency declaration at the u.s.-mexico border. nbc's tracie po nbc's tracie potts is live in washington with what would be a

strong member. >> the fact four republicans republicans who plan to team up with democrats today to barely pass this bill rejecting the president's national emergency, the emergency that will pay for part of the wall with pentagon funds. the president already saying he'll veto that and send it right back where they don't have enough votes to override. so the bottom line here is, the president is getting pushback from his party. while that's significant, it may not change the outcome of being able to go around congress, issue the emergency and use funds from the pentagon to deal with the wall. that was the real issue here for lawmakers who are opposing it. not so much the need for the wall or not but the fact when congress says no, president trump felt they felt was using the emergency to get the money and go around them. that's why the vote is happening

today. in as much as it's not expected to be a game changer for this, lawmakers are looking ahead and looking at other options like changing the national emergency's law entirely so that next time congress will have to approve an emergency within 30 days or the whole thing expires. back to you. >> tracie, certainly a topic a lot of people in california are paying attention to. thanks. 6:04 right now. now to exclusive information regarding the facebook and instagram worldwide outage. a senior facebook employee who doesn't want to be identified tells us the database was overloaded. it went on to say the social media site bracing to spin up or set up new machines as others go down. the problem is now mostly resolved. try to get on facebook yesterday most likely you got an error message. instagram and whatsapp affected. this the longest outage facebook experienced. speaking of facebook, federal prosecutors investigating that company.

bob redell live outside facebook at menlo park this morning. talk about the focus of this investigation, bob. >> reporter: laura, according to "new york times" and u.s. attorneys office for eastern district of new york is conducting a criminal investigation into facebook over data deals it made with other tech companies. the reason prosecutors are concern concerned, these deals allowed facebook to share its user data with 150 partners without the facebook user's knowledge. we're talking about companies like amazon, apple, microsoft. the kind of data being shared, a contact info, names, genders, birth dates, even private messages. the times reports most of these data sharing deals have since been discontinued. as part of the investigation the grand jury subpoenaed records from the at least two makers of smartphones. you'll recall cambridge analytical scandal in which

facebook misused user data with that consultancy firm prior to the 2016 presidential election. there's also a number of parties suing facebook over its privacy practices while the social media giant faces a number of regulatory probes. in a statement to "new york times" a facebook spokesperson wrote, and i'm quote here, "we are cooperating with investigators and take those probes seriously. we've provided public testimony, answered questioned and pledge we'll continue to do so." reporting live outside facebook headquarters in menlo park, bob redell, "today in the bay." thanks, bob. 6:06, emotion are heating up. this is over a homeless camp, hope village near sjc on rough drive. faa says it's too close to the airport. the camp has to move by the end of the month. the planned location is willow glen. near highway 87. neighbors are upset and they packed a meeting last night to voice their concerns. >> i think it will attract people who don't have good

intentions, homeless people that are on drugs, people that are thieves, people that mean to do harm. >> i understand some people don't want in the neighborhood but we're not all noisy, not all bad. we have quiet time after 10:00. no one is allowed to be noisy here. we are much more structured than maybe what you might think of people on the streets. >> city and county leaders have to approve that move. if it does pass, hope village could only use that site for a maximum of two years. it is 6:07. new this morning a south bay doctor and his wife facing criminal charges accused in a case of massive insurance fraud. the couple operate los gatos urgent care, they leave nearby. the pair this week arraigned on charges tied to filing false insurance claims. alone estimated fraudulent charges of $200,000. in one case a client charged for $700 for foam slippers that normally run under $10 a pair. if convicted, the couple may

face jail time and, of course, paying back tens of thousands of dollars. new this morning a morgan hill man facing felony charges for impersonating an officer. 34-year-old man was arrested at his home this week. investigators did not give details on how exactly he impersonated an officer but did say that he had several illegal weapons and accessories. he's booked into santa clara county jail. a blizzard is bringing hurricane force winds to areas of colorado. people hunkering down inside as those winds up to 80 miles an hour are whipping around outside. that storm is a bomb cyclone stretching to the midwest. vianey tracking that wild system for us. vianey, we've seen how strong those winds are out there. >> we definitely have. thankfully we've seen the lowest of the air pressure which made that explosive. rapid drop in air temperature brought blizzard-like conditions and strong gusty winds as well.

thankfully because we've seen the lowest of the air pressure, now we see it weaken. it will weaken over the next um can have days. tracking eastern towards great lakes bringing gusty conditions, thunderstorms, blizzard-like conditions. not out of the woods just yet especially for people currently without power. so we actually still see some of that rotation from this storm system. it's a pretty powerful one. we're going to continue to monitor that. bring it back home in the bay area here, you can see not a lot going on on our radar. it's quiet. a quick check of the temperature trend this afternoon as you head out the door, 40s. don't worry, climb into the 60s with mostly clear skies. mike, the roads. >> in the 60s for the roadways, speed limit, 65 on the freeway looking good here. 85 southbound truck scales and tesla, not far from here we have reports of a flat tire on the shoulder. that is the incident. there will be a distraction but no slowing on our sensors. south bay peninsula at speed.

us. they are splitting off just fine at the walnut street interchange. no delays reported by that system either. i'll show you where we have a problem for i-80. and a very happy thursday to you. tesla unveils its model y today. now, we have talked extensively in the past about the risks and rewards. not just the worldwide outage yesterday but "new york times" reporting a criminal probe into the company and the way it shared data with phone providers and others. our bob redell is covering this live from facebook headquarters. the gist is facebook gave more of your personal information to phone makers and partners in exchange for putting facebook apps on their phone. breaking news out of washington, three sources tell nbc there will be no meeting in the near future between president trump and chinese president xi. no deal to be signed at all this month.

we are continuing to watch this. meanwhile gary cohen, the president's former top economic adviser says the white house is, in his words, in chaos and he talks about the trade deal. gary cohen is no crank. gary cohen not only the head of the president's economic council at one point, he was also the head of goldman sachs, so he probably knows what he's talking about. let's talk about space. the trump administration in a rush to get to space. they are talking about getting rid of, canceling the boeing sls system. this would be the rocket that would take a capsule to the moon. but it looks like it's over budget and behind schedule. there's talk of the spacex rocket actually taking over. this would be the falcon heavy. you saw it launch that tesla car

let's take a look at those numbers. i 'n' you're wondering how to plan out your afternoon. 65 for san jose, 68 for gilroy, 67 for san jose. spot east bay comfortable temperatures, low 60s to upper 60s through concord. talk about microclimates there. oakland 63 degrees. along peninsula 61 for san mateo, redwood city at 62. you're going to be heading to san francisco, enjoy clear conditions. might be breezy at times again, light, calm winds. nothing as gusty as what we saw earlier this week. 61 at the embarcadero. santa rosa 65, novato 63. again, we're monitoring high pressure that's going to keep us dry and warm. let's look at long range outlook. sun and clouds, any chance of rain will stay off to the north, which is great news for us. high pressure will continue to sit over the bay area. then right as we head in towards the weekend, warm temperatures ahead. we're going to be trending much

dryer and warmer thanks to that ridge of high pressure. that's going to bring our warmest temperatures into sunday and monday. take a look at the next seven days so you can plan out. birthday party plans, any outdoor plans, it's going to be ideal for that. temperatures in the 70s not just for san francisco but also inland areas. overnight lows dropping down into 40s. mike, how are the roads? >> roads are looking good, vianey. overall we'll show you san mateo bridge, westbound commute with slowing, just because of the volume. chp gave overnight wind advisory. no major concerns since then. still pass it along, chp. slowing here and dumbarton bridge as well. south bay no major problems, disabled vehicles 880 in the area, both look like they are out of the roadway. should be an easy drive. contra costa slowing for highway 4. now walnut creek interchange looks great. 580 has no problems for folks out of the altamont except that

frantically through the night searching through all that rubble. it happened yesterday in the capital of lagos. it's believed up to 100 children were on the top floors of the cool when it collapsed. well, a man thought to be one of the leaders of the infamous gambino crime family is found shot to death outside of his home in the new york city area. police responded to a call on staten island. this was for an assault in progress. when they arrived at that scene, they found 53-year-old francisco cali with several gunshot wounds. nypd saying that suspect fled the scene. cali later dying at the hospital. investigators say he was once the ranking member of the gambino crime family. he was reportedly having dinner with his family, stepped outside to speak to someone when the shooting happened. 6:24, a follow-up to the raiders future in oakland. they will vote tomorrow on a lease agreement. the agreement would allow the football team to play at the coliseum for at least one more year. the raiders plan to move to las

these speed sensors are looking great. a little bit of slowing for 680 toward walnut creek interchange. showing a similar for the south bay, a little slowing northbound for the routes. new disabled vehicle 880, i'm tracking that right now. back to you. >> thank you very much. your driver, well, probably dmv. preparing for summer surge as drivers realize they need that real dmv. pete suratos joins us live from san francisco with the details on why there's this big concern. good morning, pete. >> good morning, laura. the big concern for dmv is meeting the demand. the idea is people wait until the last minute to get the real id before 2020. let's go ahead and talk about the numbers according to dmv as far as who has their real id. according to dmv, they are saying just over 10 of all

california drivers have their real id. of course you'll need that id to board airplanes or enter federal facilities also you have a passport. there's fear by dmv they may not meet the demand in california as they currently issue 300 to 400,000 a month and expect that number to jump in the near future to 500 to 600,000 cars. per month. that's why they are expecting a summer surge, that's what they are calling it, of long linings at the dmv as people wait to the last minute to get the id before the 2020 deadline. long lines could become the norm at local dmvs in the area. >> well, i guess i'm kind of lucky personally because, well, i need to renew my license today. so yeah, i mean, i guess i feel fortunate that i don't have to wait until september to get that done. >> i think it's going to be a lot of pressure on the dmv. look at the line today. i was here yesterday and left because it was so long and back today. >> if you're prepared it's fine. just knowing what to do. there's a certain system when you come to the dmv. if you understand how it works,

>> lawmakers want the dmv to accommodate the surge with more workers and better technology. you'll need to have the real id by october of 2020. live at dmv, pete suratos, "today in the bay." thanks, pete. the first of its kind study by stanford is shedding light on drivers who get stopped by police. nearly 100 million traffic stop in 21 states. what they found was black and latino drivers are stopped more often that white drivers. they were stopped on less evidence of wrongdoing. while white drivers were stopped and searched less often but they were more likely to be found with illegal items. the study adjusted for nighttime and concluded the number of black drivers stopped dropped 5% to 10% after sunset. that suggests they are racially

profiled during the day. a glitch in the system has santa clara county putting a hold on online payments. this is for now. the county says the website is not getting it right. it's either over or under charging people trying to pay traffic or misdemeanor tickets. the county says that anyone who paid a different amount will get it reimbursed. until it's fixed, the court is urging people to pay in person. 6:34. happening today, the undocumented transient accused in a murder that shocked a south bay neighborhood will be officially charged. police on monday arrested carlson eduardo carranza accused of stabbing bambi larson to death last month in her san jose home. investigators say he's been accused of numerous crimes before and stopped larson for some time before killing her. the case is also sparking new debate about sanctuary cities because i.c.e. tried several times to deport him. in each case local authorities

did not cooperate. happening today "empire" actor and santa rosa native jussie smollett will be in court and so will the cameras. the judge agreed to allow reporters inside. investigators say smollett staged a hate crime against himself in chicago. his attorneys deny the allegations. 6:35 right now. the world's best big wave surfers are on stand by for the mavericks contest at half moon bay. ten of them have been waiting a lifetime to take those epic big waves, just like these we see right here. the first women team is on the roster. but those women, mother nature hasn't really churned up those conditions for us just yet. nbc's bay area kris sanchez joins us live from half moon bay this morning. kris, that contest window is closing really fast? >> yeah, so that window for the maverick big wave surf contest at half moon bay is closing.

unless a big wave develops, we may not get a chance to see the women hit the waves this year. this is the contestp 2016 was the last time it was held. since then a women's team was added. we have yet to see the elite surfers because the last two years it has been scrubbed. we're talking to folks in half moon bay who are hoping ps they will get to see the women. >> i'm really excited about this. >>ifies don't want to get shown up. >> now, there could be hope on the horizon. the world surf league commissioner told us in a statement, the north pacific is showing potential from march 19 through march 26th. it's too early to make a decision on if we will run or not but we'll continue to monitor conditions. march is not the best monday for

the big wave surf contest. if the forecasters do see big waves but mild conditions, serveserve e surfers will have 24 hours to make it to half moon bay to compete. there are 24 men on the roster and 10 women on the roster. after two years scrubbed, it would be nice to see it this year. kris sanchez, "today in the bay" on half moon bay. >> i thought you were going to say, let's make it 11. >> i'm not that strong of a swimmer. >> nor am i. 6:37. san francisco's $2 million transbay transit center, expected delays. the center was closed after two cracks were discovered in steel beams. repairs are expected to last until june. except for that one part they are having to repair right now, it looks pretty cool. over here we're looking at what

just opened up. a traffic break, almost all the traffic stopped for just about two minutes. now all the flashing lights are slowly making their way hopefully off to the next off-ramp. westbound 880 jams up heading to powell and clears it by the time it gets to the berkeley curve. more slowing off university avenue heading towards powell. again, we should see recovery. overall the traffic volume is looking pretty good off the carquinez bridge. there may be there for the folks off highway 4. the rest of the bay looks great right now. >> there you go. we're inching closer to the weekend. >> yeah. nice weekend indeed. >> thursday. friday, do you count friday as the weekend? >> half. >> halvesies. good weather sticking around all week long, we're expecting into the weekend.

saturday's forecast, a combination of mostly clear skies, a couple of clouds. 65 degrees, 66 for the bay, 70 for inland areas. saturday absolutely fantastic day to be out and about. on sunday equally gorgeous day. just a little bit warmer on sunday for the coast we're talking about 67 degrees. for the bay and inland temperatures notice an increase in the temperatures, about 3 to 4 degrees compared to saturday. on monday temperatures only going to get warmer. if you're going to get away, heading out to, i don't know, yosemite, lake tahoe area friday, saturday, expecting clear conditions. of course the temperatures will be just a little bit cooler. but you don't have to worry about dangerous road travel. if you're heading to lake tahoe, expect to see those cold overnight lows dropping into the 20s. look at the daytime highs, 52 degrees. a nice sunny day saturday, by sunday cloud cover. a beautiful day to go out and enjoy the slopes. also fantastic weather if you're going to be heading out to the beach. monterey area, friday, saturday,

"new york times" saying grand jury subpoenaed records from at least two big smartphone makers
