park owns golden gate fields in albany and says the rules will apply here, too. a live look at sfo this morning, and the airport is now subject of a lawsuit with taxi drivers and the sf mta. according to "the examiner" the agency put rules into effect that give priority to taxi drivers picking people up from the airport who have special permits. the permits cost a quarter of a million dollars. the lawsuit alleges age discrimination and constitutional violations as a result of the new policy. at 6:00, overnight developments of a mass shooting at two mosques. >> our hearts are just breaking for them. it's just so sad. and it shouldn't happen in our country. they should be safe to pray. >> 49 people died overnight in new zealand. this morning, brand new details on what happens, and who is responsible. and later this morning, how local police and religious communities are reacting. and a republican revolt against president trump's

going out tonight, get an early start on the weekend, expect mostly clear skies and overnight lows in the 40s. light winds mainly along the coast but nothing too gusty out there. enjoy your friday. i'll have an update on how long the dry weather will last and look at your st. patrick's forecast coming up. mike, how are the roads? >> most of the roads are great but one major problem. pick your route, you probably see green but not if you're on highway 4, coming out of antioch and pittsburg in toward bay point. we have about five miles of backup starting back before just before you get to summersville it's jos jammed up to bailey. a crash blocks three of the five lanes. it's flooding city streets as well. kirker pass road is a good option to get past that. the bay bridge toll plaza is very light backup. i would say no backup, except for slowing for folks coming off of 880. this is the friday drive at the bay bridge. back to you. >> thank you, mike. we begin with developing news out of new zealand this morning, that unspeakable horror

in christchurch, where a gunman opened fire on two separate mosques, slaughtering worshippers right during friday prayers service. >> it's horrible. the attack as authorities around the world including right here in the bay area on high alert. here are the latest developments. the number of dead now at 49. dozens of others are injured. right now it's believed one man armed to the hilt attacked both mosques, but authorities are not yet confirming it's actually the same man. but he is now in custody. in a side note, the attacker livestreamed his rampage. when authorities realized it, the video was quickly pulled from many social media sites. just released a few minutes ago, the white house is condemning the attack. president trump is dealing with dissension in the ranks. his signature issue, that border wall with mexico, got a definitive no from a dozen republicans. tracie potts is live in washington with what happened and what this means for the border wall and really for the republican party as they're working with president trump.

tracie? >> right, so when it comes to the border wall t looks like the president will get the money that he went after, but not without some political cost. a big chunk, well, about 12 of the republicans in the senate pushed back very hard at the president on this, and now he will decide whether or not to veto that rejection. >> are there any senators wishing to change their vote? >> reporter: a republican revolt. >> yeas are 59. >> reporter: 12 members of the president's own party joined democrats to beannounc what they consider a power grab. president trump declaring a national emergency to pay for a border wall after congress said no. >> this is not about the president or about border security. this is a constitutional issue. >> reporter: the constitution says congress, not the president, decides how to spend tax dollars. >> so now he's violating the constitution to steal money that has been appropriated by this branch. >> reporter: some republicans

are concerned it sets a bad precedent and could back-fire on them. >> already democrat presidential candidates are saying they would declare emergencies to tear down the existing border wall, to take away guns. >> reporter: the block from congress will force mr. trump's first presidential veto. >> i'll do a veto. it's not going to be overturned. >> president trump will prevail. his veto will be sustained. >> reporter: still democrats are hopeful. >> my hope is republicans now see how this president is trampling on the constitution and understand that it is possible, in fact courageous, to stand up to him. >> reporter: unlikely allies across party lines, but for how long? >> that was tracie potts in washington. u.s. immigration and border authorities so far are not commenting on this video here on your screen, which was posted last night to twitter. it shows a group of people breaching a section of the border wall on the coast in playa del tijuana, where it meets the southwest

corner of san diego. in the video, 330 people break through, including children, seemingly overwhelming a border patrol agent. it is not clear whether this happened this week or maybe even years ago, but the video has a lot of people talking this morning. >> it is 6:06. back here in the bay area, where will the raiders play next season? in a few hours we'll learn whether or not they'll stay in oakland for one more year. "today in the bay's" bob redell joins us live outside the coliseum where a decision is expected later this morning. good morning, bob. >> reporter: good morning to you, laura. yes, in a few hours at 8:30 this morning, the commissioners with the oakland alameda coliseum authority are going to vote on whether or not to extend the lease agreement for the raiders to play at the coliseum here this upcoming football season, with the option of extending to 2020, if their new stadium in las vegas isn't complete by then. the problem is, their lease with the coliseum ended last season.

both sides had a deal to extend, but that fell apart when the city sued the raiders and nfl in federal court for breach of contract over their planned move to sin city. you might recall the raiders did look temporarily at playing at levi's stadium in santa clara and oracle park in sf, but neither location materialized, so here they are back to square one. oakland city councilman ignacio de la fuente, also commissioner with the coliseum authority, says the lease amount would be more than $3.5 million that was paid annually under the previous arrangement. if the authority approves the lease today, the oakland city council and alameda county board of supervisors would also have to give their own thumbs up. reporting live in oakland, bob redell, "today in the bay." >> a lot of people coming this one. thanks so much, bob. out with the old and in with the new. a live look at the raider's future taj mahal, the stadium built near the las vegas strip. if you're wondering, vegas

leaders insist there's no need to worry about the 2020 option. their $1.8 billion stadium they say is on track to be with time to spare. busted play say for selling to minors, and in this case it wasn't alcohol, it was cannabis and hash products. napa police sent out photos at a bust at napa's smoke and vape shop on emola avenue. police got tips about the store selling to young people and officers closed the store and say the owner and other workers will be charged. the man accused of the brutal killing of a woman at an oakland b.a.r.t. station may enter a plea today. john lee cowell faces murder and attempted murder charges for last year's deadly stabbing at the macarthur b.a.r.t. station. this is 18-year-old nia wilson, who died in that attack. her sister was also stabbed but survived. new this morning, a santa rosa junior college student under arrest accused of raping another student. petaluma police say the suspect sexually assaulted the woman in

the school library monday. officers located him yesterday and arrested him without incident. he is facing multiple felony charges. happening tomorrow, san francisco celebrates holi, the annual hindu festival celebrating spring. people douse each other with color, pretty fun time. >> that was fun. >> the festival gets under way at noon at the california college of the arts. stanford's holi festival is actually next weekend, and all the money raised goes to educate children in india. vianey joins us now, in for kari. it should be a really beautiful day in the city tomorrow. >> it certainly will, and i've got you covered. a look at your temperature trend, if you're headed into the city, whether it be for the holi event or any other event, it will be sunny. we're talking clear conditions throughout, temperature also climb comfortable into those mid-60s, and then we're really going to just keep the sunshine, we might get a couple of high clouds rolling in through here and there but nothing to worry about. the event is from 12:00 to 4:00,

your kids off facebook and youtube. facebook says, "police alerted us to a video on facebook shortly after the livestream commenced and we quickly removed both the shooter's facebook and instagram accounts and the video. we're also removing any praise or support for the crime and the shooter or shooters as soon as we're aware." moving on to other news, tesla unveiled its model y suv last night. tesla is hoping people will put down a deposit on the car, giving tesla more cash to work with, analysts say. tesla hasn't built this car en masse yet and hasn't said where it will build it, much less the assembly line. elizabeth holmes would build a machine that would analyze a drop of blood. feds say it was a fraud. the story is told several times including a book called "bad blood," a podcast and tv show called "the dropout," and now hbo documentary called "the inventor" that prenears monday directed by documentitarian alex gibney. they'll be talking about it on

little chilly so keep that in mind. 38 degrees in santa rosa, one of our chillier spots. livermore 36 and we have low 40s through the south bay, 44 degrees in oakland. so let's talk about what's happening today. we've got that high pressure that's been building since thursday, what does high pressure mean for us? happy weather, good old sunshine and dry conditions. now, we do have a couple high clouds but look at how quiet doppler radar is. let's look at your microclimate highs for today. thanks to the high pressure our temperatures have already started to warm up and that set us up for a nice dry and warming trend. your daytime highs 70s for santa rosa. oakland 65 degrees. 68 for palo alto, 69 in san jose and long range outlook, we'll keep these warm temperatures in, not just for today, also into society and also in all the way through sunday, even monday, so what's happening next week? i always want to plan ahead to make sure that you're not caught off guard and looks like we have a bit of a system developing as early as tuesday night into wednesday. so far right now, it doesn't look like a big system.

southern california will also see some rain from that, and that could carry over into your thursday as well. so here's a look at the next seven days. saturday 66 degrees for san francisco, st. patrick's day 71 degrees. again, our next chance of rain moves in on tuesday into wednesday, but hey, look at that. several days of 70s ahead on the forecast. mike, what's going on the roads? >> it's friday, for almost all of our drivers we have a big problem, we'll pick out your route. you probably don't see any red. it's up here at the top. folks traveling out of antioch and in toward bay point, we have a problem through pittsburg. a jam but we just got word from chp, just a short time ago, they cleared all lanes of westbound highway 4. the backup continues, you see spotty recovery, going back before summersville. let's take to you waze. our partners have timed things out and showing that we have a scattered number. the green on my maps show green sensors that's one of the routes they picked out and that takes over an hour. if you use hov, they've calculated a time of 49 minutes

lanes. a smooth drive for the rest of the bay. good recovery for highway 4. more traffic headed over toward concord after the crash cleared in bay point and bailey. the quick recovery slowing right here at summersville and easing up toward bailey. that's a nice drive. the rest of the bay the same thing, just a little build over here through hayward, coming off the castro valley y. back to you. >> 6:31. developing this morning in new zealand, a tale of horror, as worshippers are slaughtered in a terrorist attack. >> this morning the number of dead is now 49, after that mass shooting targeting two different mosques and the gunman livestreamed the whole thing on facebook. the terror unfolded right around 1:30 friday afternoon local time in the city of christchurch, which is the largest city on new zealand's southern island. it is believed one man armed to the hilt attacked both of those mosques but authorities are not confirming it is the same person. in both cases, the gunman walked through the front door during

friday prayers and started firing at will. dozens of other people are also jrd, and youred, and authorities say four people are in custody, three men and one woman. one of them is believed to be the gunman. a witness describes the horror. new zealand's prime minister describes her nation in shock. >> i saw that some people were running out through my room, where i was in, and also i saw some people had blood on their body and some people who were limping. >> i don't expect this kind of thing in new zealand. it's unfortunate this happened here. >> what i can say is that it is clear, this is one of new zealand's darkest days. clearly, what has happened here is an extraordinary and unprecedented act of violence. >> schools in the city were on lockdown for several hours. to keep the children safe. when authorities realized the

gunman posted a live stream of the attack, the video was quickly pulled from many social media sites. scott mcgrew says they're working to scrub all copies. >> it's tragic. >> the shooting all the way in new zealand, having an impact on cities in the u.s., including here in the bay area. >> "today in the bay's" pete suratos is live outside the islamic center of san francisco this morning with some extra precautions going on there. pete? >> reporter: good morning, guys. very tragic incident, when it comes to the mosque shootings in new zealand. talking to folks headed into the mosque, they didn't want to comment on the issue, maybe they'll comment a little bit later. we know san francisco police plan on making extra passing calls at mosques around san francisco. those will probably be patrols at different mosques. i can't seen any so far this morning but that could change throughout the day. some of the local reaction we're getting here in california specifically from governor gavin

newsom, his tweet "pittsburgh, charlton, quebec, new zealand, no one should have to fear going to their place of worship. the hate that has fueled these horrific and cowardly acts must be called out. california stands with new zealand and muslims everywhere. "i want to go to a portion of the statement from the council on american islamic relations condemning the attacks in new zealand. a portion of it where, they say "we mourn the heartbreaking killings of men, women and children gathered for prayer in their houses of worship and urge leaders in our nation and worldwide to speak out forcefully against the growing anti-muslim and anti-immigrant hate that appears to have motivated these white supremacist terrorists." now the cair chapter in sacramento tweeted this as well from their executive director who says they have family in new zealand and there's a lot of refugees there who left war-torn countries to find a safe haven and call the incident absolutely heartbreaking. we'll keep an eye out for local reaction this morning. cair, the national organization l hold their news conference on

the issue in washington, d.c., at 8:00 a.m. we're live here in san francisco, pete suratos for "today in the bay." >> just unthinkable and tragic what happened there. thanks so much, pete. the "today" show will continue coverage of this shooting this morning at 7:00. the latest from new zealand including what we're learning about the victims in the attack. also new this morning, hundreds of employees with oakland unified school district are expected to get layoff notices today or tomorrow. morning them, sectarians, librarians, job coaches and reading tutors. part of a $22 million cut approved by the school board last week. this doesn't mean everyone will be fired but by law, the district has to notify people with a certain amount of time. district officials are working to secure grant funding to fund many of those positions, and some of those folks will be reassigned. school board members have said that the cuts would help pay for teachers salaries and raises after last month's strike. >> 6:35. if you think your commute is bad, believe it or not, it could

probably be even worse. more than 120,000 of us spend at least three hours a day every day getting to work and back. that's according to a new study by apartment list. if you live in the immediate bay area, say san jose, oakland or san francisco, there's about a 5% chance that you spend at least 90 minutes getting to then another 90 minutes coming home. we're not just talking about drivers here. the study includes some commuters who use b.a.r.t. a lot of time spent in transportation. >> yes. what about in the car on the road to tahoe? it's always nice when 80 is cleared. it's better when it's clear of the snow, and you're not taking a seven, eight-hour trip up there, but the storms now in our rear view mirror for the most part, it's a great week to understand go skiing or snowboarding. >> "today in the bay's" kira klapper joins us now, and kira, despite all of the gorgeous weather this week, the sunshine and ski resorts are not losing any of their snow. >> and talking about traffic, i'm worried it will be a seven,

eight-hour commute there because everyone is going to want to go to tahoe. it's going to be sunny and snowy all weekend. many people are telling us this season is one for the record books. just take a look at these totals, keep in mind these numbers are only for the snow season alone. squaw valley, alpine meadows, highest elevations are seeing 621 inches, that's more than 51 feet of snow. even heavenly, which is at the bottom of the list, is seeing 436 inches, that's 36 feet. at sports basement in campbell, winter gear was flying off the shelves. many people said they were preparing to cut out early today to hit the slopes this weekend. >> everyone wants to go to tahoe because it's so beautiful, and it's a really fun sport and that's why we like to help people get the right equipment. >> i've been working a lot so i have a chance this weekend, my kids are not going to be with me so i'm escaping. >> "escaping." this is video from squaw alpine.

bridge toll plaza, so we'll compare your drives, coming up. one of our top stories today, where will the raiders play next season? today we learn whether or not they'll stay in oakland for one more year. bob redell is live outside the coliseum where a decision is expected this morning and a lot of folks are wondering. bob? >> reporter: kris, about 8:30 this morning commissioners with the oakland alameda county coliseum authority will decide whether or not to extend the lease agreement to allow the oakland raiders to play in the coliseum this upcoming football season, talking about the 2019 football season, with the option of extending that lease agreement to the fall of 2020, if their new stadium in las vegas isn't complete by then. the problem is, their lease with the coliseum ended last season. both sides had a deal to extend, but that fell apart when the city sued the raiders and nfl in federal court for breach of contract over their planned move to sin city.

than we expected. we figured about four and ended up with 12. now it's not that those republicans don't agree with the need for a wall or don't support the president broadly. it's that they feel the president was taking too much power. they were defending their branch of government legislative against the executive. remember, beto o'rourke, a democrat was against president obama's executive order requiring deferred action against daca, the dreamers. not because he doesn't support dreamers but he thought president obama was using power he didn't have and he was taking that power away from congress. in the meantime, the house voted unanimously, democrats, democrats together voted to demand the mueller report released to the public. that move has been blocked in the senate by the president's closest ally, senator lindsey graham. he doesn't want the public to see it. to be clear, there are two mueller reports. the report mueller makes to the attorney general, bill barr, and then barr gives a report about the report to congress.

we see a decrease in temperatures for the rain chances by next wednesday. mike, how are the roads right now? >> vianey, they are great, but we do have the metering lights just got turned on at the bay bridge, about ten minutes ago. here the fast track lanes have the biggest backup so as i often tell you on a friday, if you bring cash, mom says you should always carry cash, you can get out of that backup and get through faster. we had the metering lights turned on because there was an issue on the bay bridge, i saw flashing lights just clear, should be fine. over here we see the build through walnut creek. folks let loose after the earlier crashes in antioch and bay point. highway 4 slow around summersville but also building in toward concord where we have the live camera right with the orange and yellow blip. the rest of the bay looks great, a slower drive developed, we talked about that across the san mateo bridge, comparing that with the dumbarton bridge, west 84, obviously much clearer, but you know what? there were no incidents reported on the san mat. that was the timing. everybody meets on the flat section, that slows you down, getting over to the peninsula, there may be tire debris just before 101.
