bay. new this morning, several people recovering after a mysterious smell at the post office in downtown san jose. this was the scene just after 4:00 this morning, north first street near james park, st. james park. we're told by the fire department several employees became nauseous because of that odor, but it is not a gas leak. they're looking into it. happening today, hope village will host a community meet being the relocation of san jose's sanctioned tent community for 17 homeless people. on the city side, hope homeowners will support it, on the other side neighbors who hope the city will consider a different location. "today in the bay's" kris sanchez joins us from the proposed site with a preview of the discussion and a look at the time line as well. good morning, kris. >> reporter: hi there, laura. this is such a hot topic that all of the seats for tonight's community meeting are already spoken for. that meeting is now at capacity, and as you know, hope village has to relocate by march 30th,

and this empty lot could be the new site. right now, the village is on a county property on rough drive but can't remain there because it's not zoned for residential and the faa says it's too close to the airport. right now, the encampment serves 17 homeless people in a secure area with tents, access to bathment radios, showers and meals, and it's also meant to be a transition to more permanent housing. this is the proposed location in willow glen. it is right now an empty lot owned by the san jose water company, and some homeowners say it is just not the right location, too close to homes. the councilmember for this district who also lives here says hope village is really about safety, security and sanitation. >> to have a place to go to the bathroom, a place to take a shower, and they have garbage service. they have a place to store their stuff so they can go work or look for work during the day. >> if you build that, there will be other homeless coming around,

they'll be trying to get in to use the facilities that they drop right there. there's already a bad, bad homeless problem right there at the creek. >> reporter: so here is a look at some key dates in this issue. tonight's meeting at gardner community center is at capacity so if you show up, will you likely be turned away but there is another one coming up on wednesday, march 20th at the elk's lodge on alma avenue in san jose, about a couple blocks from where we are right now. i am tweeting a link to that so you can register for a seat if you'd like. a week from tomorrow, march 26th, the san jose city council is going to take up this relocation conversation and hope village has to move by march 30th. i will say there are people in this neighborhood who are happy that the city is trying to do something to solve the homeless issue, but at the same time, there's a petition drive going around, and there's also a go fund me to try to come one money for potential legal counter to

for what happened in new zealand than mark zuckerberg is because he invented face book. >> reporter: the president denied a growing worldwide threat from white nationalists. >> i think it's a small group of people that have very, very serious problems. >> reporter: experts disagree, all report more attacks by white nationalists in recent years. >> it is on the rise, and the president should call it out, but sadly, he's not doing that. >> it's a long way to attributing any kind of real link between what the president might say or tweet and the extraordinary type of madness that leads someone to massacre people in large numbers. >> reporter: but the president's latest tweets are angering people in washington, calling the late senator and war hero john mccain "last in his class" accusing him of sending the "fake dossier about ties between the trump campaign and russia to the fbi and to the media."

driver of the civic died. the man driving the mini van fled on foot. police later found him and arrested him. a heads up for your morning commute if you take the richmond-san rafael bridge, expect delays, beginning at 7:00 this morning, cal trans will be working on the shoulder along westbound 580, that work ends at 3:30 this afternoon, every day this week. you can expect overnight lane closures as well. crews are replacing joints on the bridge after concrete chunks fell onto the lower span last month. san leandro leaders tonight debate the city's red light camera program. for several years cameras have operated at busy intersections. critics wonder if the costs make the device worthwhile. the city recently conducted a study looking into collision rates at red light camera intersections versus those without. the results of the study will be released today. it is 5:06 and developing right now, many in the midwest waking up to a difficult week ahead in the wake of all this dangerous and deadly flooding. recent rain mixed with the

melting of record snowfall is leaving some places inundated across the plains. at least three people have died in nebraska and iowa. some communities have literally been washed away. in other cases, communities are now cut off. they're surrounded by water. >> can't get in and out, and i want to go be with my kids and my husband. >> it's something you anticipate and if you're going to live here, you got to accept what the river does and adjust to it. >> the flooding is at historic levels along parts of the missouri and mississippi river basins and the threat is not over for millions of residents. this week, a plan to annex unincorporated north richmond could be abandoned. tomorrow night the richmond city council will vote on ending a study on the issue. a recent city report found at nextation would the annexation be a money loser. the super bloom under way in southern california. one place finding it to be a super, big problem. >> the city of lake elsignore

and last week's crash in ethiopia. a grand jury has also issued a subpoena for documents related to the development of that plane. the accident sparking the biggest crisis boeing has faced in two decades, threatening sales of its fastest selling plane. first-time home buyers are experiencing tougher conditions, as they search for their perfect home. a new survey by bankrate.com says the toughest market in the country is san francisco, it's ranked 50th out of the top 50 metro areas. california has six of the top ten markets. pittsburgh is the best for first-time buyers. bank rate takes into account affordability, jobs, market tightness, culture and safety. again, a very difficult situation for people out there in the bay area. scott and laura, back over to you. >> must be pretty unrelatable for people that don't live here. >> unimaginable. people in the bay area love their teslas. you might not want to wait if you're think being buying one.

palo alto 73, and san jose today up to 75. check out the seven-day forecast. it's already up at the bottom of the screen. we see that overall, we have very dry air in place. still clear now, but there is a storm developing out in the pacific, and as the high pressure that's ken the rain away moves off toward the east, it will allow for the storm door to open once again and there are several more storms lined up right behind that. as we go hour by hour, mostly clear today. cloudy by tomorrow, and then a slight chance of rain late tomorrow night, but our rain chances continue to go up, as we go into wednesday, as you walk out the door on wednesday morning, it may be raining especially for the south bay and as we go into the rest of the day, the rain spreads northward, going all over the bay area with some scattered showers throughout the day on wednesday, and then tapering off for a little bit on thursday, before the next round moves in. so we are going to see the possibility of getting about a half of an inch of rain in the north bay, but heavier rainfall totals possible up to about an

inch of rain for the south bay, and then the next couple of rounds of rain for next weekend will bring in some additional rainfall totals that could be up to another half inch. so we are looking at sierra snow once again and so while we get rain, we'll see the potential of some higher elevations and it will be mostly light but another three to nine inches of rain or snow, i should say, for parts of the sierra. actually this wednesday is the first day of spring, it starts at 2:58 in the afternoon, and then you see temperatures go down, it's going to be cool the rest of the week. of course as we officially welcome in spring, it's going to get cooler. headed over to mike, you were tracking two crashes. >> two crashes that we had on the grid, the south bay, peninsula, all clear. tri-valley looking great as well. more traffic coming out of the altamont, but this right here, westbound highway 4, you see a lot more slowing over the last ten minutes, as you are approaching port chicago highway. i'm told chp says that the two

right lanes are blocked. we still have three left lanes open getting past the scene. tough spot at a tough time as the build comes out of antioch, pittsburg and bay point, focus is there. you may want to use the cut through kirker pass. the crash has no major injuries but six vehicles have to be cleared. that's the initial report. getting toward the bay bridge we have a slower drive, the backup is forming at the bay bridge toll plaza on schedule and from 580 talking about that construction starting at 7:00 a.m., they'll close one lane so you have a slower drive, and just after the bulk of the early commute, but 7:00 a.m. we still have a lot of cars going from richmond to san rafael, cleared by the afternoon but that won't help you. you might want to get a little bit earlier start if you get over to the area and allow yourself a little extra time for the next couple days. back to you. coming up, we're learning some things from the black box recovered from last week's ethiopian train crash. >> dramatic video by a person riding an atv, still ahead how

it hams every seven days, it's monday. 5:22 in the morning. time to get up, go to work and school. a live picture of fremont this morning. meanwhile in the news, ethiopian leaders believe last week's 737 max 8 crash has a clear similarity to the crash of a max 8 last fall in indonesia. the transport minister says the black box data recorder is in good shape. french investigators downloaded the data. it apparently shows similar patterns to last november's lion air crash, also involving a max 8. max 8 and max 9 planes now grounded. ethiopian airlines crash killed 157 people, including eight americans. thousands mourned ethiopia's 17 victims over the weekend, mourners walking with empty caskets draped in the national flag. 5:23 and happening today, the teenager caught on camera pushing her friend from a bridge in washington returns to court. a group of girls were daring another to jump from outside of the ledge of a bridge when

16-year-old jordan holgerson showed apprehension, prosecutors say when 18-year-old taylor smith stepped up and shoved her off the ledge. holgorson suffered six broken ribs and a punctured lung after falling into the water. smith pleaded not guilty to charges against her. authorities in tennessee looking for the atv rider in a dragging incident that injured a police officer. video is a little disturbing but the officer is now out of the hospital. saturday in nashville, about 100 at avs motorcycles took over the street. on the right an officer getting dragged by an atv rider aenhits a barricade. the rider has not yet been caught. 5:24, in the bay area, cash for cannabis permit. a marijuana developer is accused of trying to bribe oakland city officials in order to get a dispensary permit. court records show the developer dorrian gray is accused of offering bribe to then council

president larry reed, and assistant city administrator greg minor. the records show gray offered reed $10,000 in an envelope and reed reported the bribe to the city administrator's office. we reached out to councilmember reed for comment but have not heard back. new hope for a possible cure to blindness after a break-through by uc berkeley scientists. according to a report released by the school it involves gene therapy, inserting receptor genes into the eyes of blind mice. within one month those mice were showing no signs of vision problems. it's hope that same therapy may one day be used for people with degenerating retinas. the therapy may soon be ready as three years from now. this might be the strangest story i'll read to you all day. new this morning, many are posting memorial messages in honor of an albino raccoon in oakland. residents are posting it on the next door app. one user added a photo of the growing memorial for the animal near lake merritt.

police say the shooter is still on the loose. we believe they have him cornered. the city's terror threat at its highest possible level as you see live pictures. we will continue to watch that and let you know exactly what's happening in the netherlands. back here in the bay area, specifically in the east bay, the drive to work might be tense for commuters after two separate freeway shootings in two days and a woman was killed. >> a search for shooter is under way. "today in the bay's" bob redell is near one of the crime scenes outside concord. do they have any leads? >> reporter: so far not yet, nothing that has been indicated by chp. there's no raess, no indication they've identified suspects and they don't know if these two shootings are related. both happened this weekend. you had one this past night, last night, eastbound 580 and livermore, the other one saturday afternoon along highway 4 in contra costa county. sadly in that saturday shooting,

that's when a young woman was killed, 25-year-old destiny hillary. she lived in antioch, graduated from deer valley high school, worked as an office manager for a doctor, that all according to her linkedin profile. on saturday, someone shot several bullets into the driver's side of her honda sedan. as she was heading on highway 4. she crashed at the willow road off-ramp, not clear if she died from the gunshots, the crash, or a combination of both. no indication if she was targeted or if it was a random attack. here is a long time family friend who we spoke with. >> i've never seen anything out of the ordinary, you know. it's not like that family that you're going oh, of course it would happen to them. i'm kind of a supporter of the second amendment but this is getting out of hand. you hear about it all the time, and whoever did this, do the right thing and turn yourself in, and for the rest of our youth, stop this --

>> reporter: last night around 5:45 in livermore, a woman, 24 years old, she was sitting in the passenger seat of a car headed eastbound on 580, she was shot in her leg. near the isabel avenue off-ramp. her and her driver pulled off at vasco road a few miles away, waited for an ambulance, taken to the hospital. fortunately her wounds are not life-threatening. reporting live in concord, bob redell, "today in the bay." >> thank you very much, bob. yet in another incident, a person was shot on the freeway in roseville, just outside of sacramento. it happened about 1:00 a.m. saturday on westbound interstate 80 near douglas boulevard. chp looking for a white suv that they believe was involved in that shooting. a motive is still not clear. >> 5:34. company officials for lyft will hit the road across the country in preparation for the company's initial public

"today in the bay's" pete suratos is live near the golden gate bridge with all the details. good morning, pete. >> reporter: good morning to you, scott. look, the purpose of this cross-country trip by officials of lyft is to get investors on board before that ipo that's expected to take place next week. more importantly, they want to do it before the competitor uber does the same. let's talk about the numbers when it comes to the valuation of lift when it makes its debut on the nasdaq. the valuation could be at $23 billion and shares were reportedly priced at between 62 to $68 apiece. uber may top $120 billion when it comes to its valuation but some experts believe it may be closer to the $90 billion number. the two ride sharing companies could be the first of several san francisco startups going public, it includes postmates, slack, pinterest and airbnb. this could mean a rather large

group of billionaires entering the san francisco market, could impact housing prices in the city. pricey housing market could potentially get more expensive, if you can believe that. lyft is expected to price its ipo and list on nasdaq as early as next week. uber is expected to do the same in april. reporting live, pete suratosor "today in the bay." >> thank you, pete. grief counselors are expected to be on hand at the pittsburg adult education center. its print was shot in a grave domestic dispute. police say his wife, maria vides shot him during a fight early saturday morning. is he on life support. police arrested her. shocked friends call them the ideal couple. >> i love both of those people, just still don't know what happened. i don't know what happened. >> they have eight children. grief counselors will be on hand at the schools where their children attend.

five apparently from a previous marriage but a total of eight. 5:36, if you live in sonoma county, time is running out to ask for help as crews work to clean up debris following massive flooding. a final sweep begins today and ends on friday. earlier this month, county officials declared a local health emergency due to the large amount of hazardous waste after the russian river overflowed. also happening today, crew also return to the area devastated by the camp fire to do the same. more than 200 worker also return to paradise and the surrounding areas. they've cleaned more than 200 properties before work was suspended during a series of winter storms, which increased the danger of mudslides in the fire-scarred hills. some 11,000 properties still scheduled for cleanup and debris removal. today is transit driver appreciation day. in the bay area, b.a.r.t. is celebrating its crew of 457 train operators. the agency has several surprises planned for the drivers. b.a.r.t. is also encouraging rileders to thank their train

operators today. you can also give a shout out on social media hughesing #tdad. through go, mike. thank your driver. >> shane and arial drive for trans transit, thank you as well. shout out about this sink hole in santa clara, we got word from santa clara pd that northbound lafayette will be closed until they can repair this section of roadway. let me show you where that is on the maps for the surface streets. that's basically between tazman north toward 237, this stretch. alternates are great america parkway and north first, if you pass by the station if you drive far enough south. that will be the issue for the time being. santa clara pd you can follow them on twitter and follow us as well. westbound highway 4 still has a big crash blocking two lanes, westbound the commute direction, that's about seven miles of slowing. i'll give you an alternate and we'll see if the speeds improve

another nice day, los gatos starts out at 51 degrees at 7:00, and quickly warming up, we'll be at 72 at 1:00 today, even warmer than yesterday, enjoy it, because we have some big changes ahead. i'll talk about that coming up in less than five minutes. and we are looking at highway 4, that's the big problem for the morning, look at that, at about seven miles of backup pittsburg bay point in through concord. i'll time out some alternates for pu you. it's 5:44, this morning, chp is searching for a suspect accused of throwing objects at cars and trucks on highway 152 near gilroy. last time it happened was last thursday. a truck driver says something hit and blew out one of his truck's win dose. in the past few years cars damaged and drivers rattled.

today marks one year since sacramento police killed stephon clark. a memorial will be held in his on why are in the state capitol. reverend al sharpton is expected to attend. police say officers mistook clark's cell phone for a gun and opened fire. this morning, the search for a missing 5-year-old girl resumes, she slipped off the rocks, fell into the stanislas river near knight's ferry covered bridge yesterday afternoon. her family and several people tried to rescue her. crews later rescued her father after he dove into the water. the is enfor a marine who went missing during a back country skiing trip in the sierra is being scaled back. first lieutenant matthew craft left for his trip on the sierra high route february 23rd, he was supposed to complete it two weeks ago near bridgeport east

some of the hiking trails in the east bay, it's still going to be cool, with some upper 40s in some spots this morning, and as the skies stay clear, our temperatures heat up fast, so we go from the upper 40s to the low 70s by early afternoon, with a light wind, another great hiking day, and as you get dressed you need a jacket for the early hours but short sleeves for the rest of the day as we head up into the mid-70s for the afternoon, for many of our inland areas and mostly sunny skies. san francisco up to 69. we're still dry, we do still have the high pressure that's kept any of those storms away from the bay area, but as that high pressure moves off towards the east, we are going to start to see some changes, the storms are opening and allowing for the areas of low pressure and the cold fronts to start to move in. so we are as we go through the next couple of days going to start to see more clouds by tomorrow, and possibly some rain by late tomorrow night into early wednesday morning. then by wednesday, we start to see our rain chances going up as some rain spreads across the bay

area, mostly some scattered showers at this point, but it does look like it will give us a pretty good soaking especially for areas south of the golden gate bridge. in the north bay, about a quarter to half inch of rain, and then as you head over toward the east bay, the peninsula, the south bay, closer to an inch of rain, and then there will be some more showers on the way, going into at least the first part of the weekend so we're going to add up more on the rainfall totals overall this week, looking at about an 1.25 inches of rain. we'll be in and out of the showers. it won't be raining the whole time but look at temperatures cooling off going from 75 today to 60 on wednesday, and of course wednesday is our first day of spring, starting at 2:58 in the afternoon. we'll talk more about that rain and mike, you're tracking that traffic alert. >> bob redell is reporting over there near highway 4 off the freeway and so he moved his camera right-hand a, able to catch police activity and chp activity over there, blocking half of your freeway, coming over here, that's a reflection over there.

this is westbound highway 4 coming into the area. it is jammed up for miles. we'll show you an option for you, let me see if i can pull up our waze system here. we're going to give it a second as we look at this jam coming in to concord out of pittsburg and bay point. our waze system maps out this stretch out of antioch and pittsburg and down toward the walnut creek interchange at over an hour. kirker pass road is the alternate, half the time. it's a great option for you. join nbc bay area wazers and the team will follow you and you can follow the team trading better information and alternate routes. back out to your maps, that is the big jam. the rest of contra costa county and the approach toward the bay bridge no problem. the metering lights are on at the bay bridge and a fender bender reported near the maze, we're tracking that. the rest of the bay is clear. scott? >> mike, thank you. happening now, more children and young adults are going to the emergency room for psychiatric care. researchers from johns hop kins university looked at er visits

a fuel tanker exploded in a neighborhood. cell phone video shows that smoke rising high into the sky and the flames there as well. about 7:30 yesterday morning, people called police about a smell of gasoline. 30 people now don't have a place to live. lapd is still trying to figure out who parked that tanker there, and exactly why it exploded. a follow-up now to an oil refinery fire near houston, texas, that is still burning. people nearby were being told to shelter in place, but local officials gave the all clear about an hour ago, despite the continuing fire and thick black smoke. they're calling this a controlled burn. the fire started yesterday. a spokesperson for the refinery says the fire may continue throughout the morning. on saturday, there was a fire at an exxon refinery about 12 miles away. on a happier note the internet's favorite giraffe back in the spotlight. a new video of april with her new baby. april gave birth over the weekend as hundreds of thousands tuned in to the livestream, it's
