upper 60s by this afternoon. we'll talk about the incoming rain and i'll put a time line on it for you. mike, you're tracking slowing in hayward. >> i am. there is a crash on the altamont. but 880 here is the only thing that's not green for most of our commuters here. southbound 808 and the full closure overnight we've been talking about the construction or rehab work they're doing on the roadway, that has reopened. as far as the flow for traffic still recovering for speeds and northbound you'll be down to a couple of lanes through that section between 238 and 92 as well. there is a truck fire reported on the shoulder, westbound 580, we're watching out of the altamont pass. we'll send it back to you. >> thanks, mike. another bay area community considering high-tech to combat crime. >> "today in the bay's" bob redell is live for news discovery bay. bob, what's going on there? >> reporter: we're talking about automatic witness plate readers, marcus and laura. there's a number of other cities

in contra costa county who have installed these video surveillance systems, now discovery bay could be receiving some of this technology. later this morning the contra costa county board of supervisors will decide whether or not to install 24 automatic license plate readers in discovery bay,een a number of serious crimes involving vehicles, criminals cut through the area because it is remote, it's located along highway 4, which is where a lot of these readers would be installed and criminals can escape easily to i-5 in minutes. other cities in the bay area already have cameras in place at intersections and other strategic locations. the contra costa county sheriff's office believes if discovery bay had already been using this technology, deputies could have identified suspects and/or made swifter arrests. >> i would put one on my house if i could. >> reporter: it's that bad? >> just we got a lot of people come from other cities, we got a lot of crime in the

neighborhood. >> a lot of robberies and stuff, and going through the intersection and stuff like that, and they get the license plate and apprehend them. it's a lot easier. >> reporter: crime is a problem out here? >> yes. >> reporter: cut-through? >> yes, pretty much. >> reporter: no privacy concerns? >> no, as long as it's used in the right way. >> i think it's more of a privacy thing for me. because you know, i mean, i wouldn't want them to know where i'm going. >> reporter: what if it helps cut back on crime? >> if it does, then hey, that's great, you know, but other than that, my privacy, i feel like my privacy will be, you know, in jeopardy. >> reporter: the cost of the proposed cameras runs around $331,000. the board will consider giving that money to the sheriff's office during its 9:00 a.m. meeting this morning in martinez. look at this map we put together to give you a sense of where other cities are using this technology. brentwood, pinole, martinez,

danville, alamo, pits pittsburg and antioch. tonight in fremont police will be talking to city council members there about a proposal, again, to put license plate readers in that city. reporting live in discovery bay, bob redell, "today in the bay." >> thanks, bob. elsewhere in the east bay, three separate freeway shootings in three days, and so far, no arrests. the shootings happened near concord, in the tri-valley area, and the latest in richmond. on saturday, a 25-year-old woman died on highway 4. investigators believe that shooting is gang related. also over the weekend a woman was shot in the leg 580 in livermore, road rage may have been a factor. yesterday in richmond a car was struck by gunfire. none of the shootings are believed to be linked. an oakland fire captain says he lost a job promotion because of his son's arson conviction. >> the 27-year veteran of the department is filing a lawsuit in federal court. has the latest. >> i think it's personal. i think it's discriminatory, you know, people overstepping their bounds or not knowing what the rules are. >> reporter: after 27 years with the oakland fire department, captain howard holt is suing the department, the chief, and the city of oakland, in federal court, a long list of claims include retaliation, failure to prevent discrimination and breach of contract. holt says in december of 2017, the department offered him a promotion to acting assistant fire marshal. >> to make that achievement, i was happy. >> reporter: but the joy turned to anger a few weeks later, holt says the department called and rescinded the offer. >> they said sound like you say i'm not going to be able to have the position and he said yes, you're not going to be. and i said why? what are you talking what's going on with your son. >> reporter: holt's son was convicted of arson in napa county. >> i think it's hor a it's wrong and you're judging me on something that you don't even know about.

>> reporter: the lawsuit says months later, after filing a grievance with the union, oakland fire once again offered him the job if he agreed not to take legal action. he didn't accept. the oakland city attorney's office says it has no comment on the lawsuit, because it hasn't seen it. currently out with an injury, holt is hoping legal action will focus the fire department on following promotional rules. >> i have the education. i have the knowledge. i have the experience. >> reporter: jean elle, "today in the bay." >> 4:36. teachers in dublin are threatening to strike if the district doesn't sort out a contract. they plan to meet with district leaders again at 8:00 this morning to try to come up with a deal. just weeks ago the teachers in oakland went to strike for seven days and then negotiated a deal in san ramon teachers prepared to strike but reached an agreement with the city. teachers at dublin are hoping for the same forucsf interns an plan to stage a one-day walkout

tomorrow. they are holding a unity break ahead of the walkout, workers are asking for better benefits, living wages, travel allowances and more money for child care. local law enforcement is working towards transparency. later today, several south bay police departments and the santa clara county sheriff's office will participate in a dialogue with members of the community. on your screen right now we want to show you a list of the law enforcement agencies taking part in today's discussion, the group people acting in community together is hosting the second annual dialogue to encourage transparency. people who have lost loved ones to officer-involved shootings are planning to be at that meeting tonight, and shalom eslonga church. coming up, you're paying more and more to watch tv through streaming services. the reason people are deciding not to pay for cable service. >o apple, the new fight and flight over streaming.

about to head to the fruitvale b.a.r.t. station, it's on the cool side, with some low 50s, and then we'll see more clouds moving in today, as that storm approaches, and our temperatures headed into the low 60s by noon, and as we take a live look in san francisco, getting dressed this morning, we are some lightg sleeves, and pants will keep you comfortable today. don't overdo it because it will still be cool in parts of the bay area. while we make it up to 71 degrees in the south bay, it will be 70 in gilroy, and then up to the upper 60s and low 70s for much of the east bay. oakland today 67 degrees, and some upper 50s for the post to. daly city at 63 degrees. san francisco reaching 57 in the marina district and 61 in the mission district and up to the mid-60s for many of our north bay cities and napa today, 67 degrees. so we will have some cooler air compared to what we've had

recently, as more clouds and we'll also feel some more breezy winds picking up, before this storm starts to bring us some rain, so going throughout the day, mostly cloudy, but here we go into tonight, we start to see some spotty showers moving in during the overnight hours. off and on rain throughout the day tomorrow and gusty winds. it won't be raining all day but we'll see it coming in waves and gradually tapering off on thursday morning. during that time for most of the bay area, getting about less than half of an inch, maybe higher in some spots where we see some oftting up, and then aw storm system moves in between friday and early saturday, that moves out. sunday is looking dry, and another one right behind that early next week, so we're going to stay busy, mike. you're tracking a big rig on fire. >> west 580 is jammed up coming around the bend to north flint road, we see a similar pattern. we have only one lane open. a traffic alert has been issued

by the chp coming out of the altamont pass, it doesn't affect most folks as far as slowing. it gives them a break toward the dublin interchange, if this lasts for much longer. it is holding up folks off of the 205 merge. that's a pleasant drive through the rest of the bay, south bay and peninsula. southbound 101 at millbrae, i'm hearing about another fire, a car fire andha lane blocked as crews are arriving, south 101 around millbrae. doesn't show up on the sensors. that will be an issue out of san franci i580 the richmond side o the richmond-san rafael bridge, a whole bunch of vehicles with flashing lights cleared the area. we see a smooth drive across the span for 580 in towardhe southb just before 4:00, headed down through san leandro, and in toward hayward, south 880 between "a" street and 92 but there was slowing overnight, recovery still there's crews in the area. back to you >> thank you, mike. hundreds taking to the

streets to remember stephon clark. he was shot and killed by police one year ago yesterday in his grandmother's backyard. police say officers mistook his cell phone for a gun and opened fire. the d.a. decided not to file charges against the police officers and that led to protests and arrests in sacramento. reverend al sharpton joined the clark family in a rally ahead of last night's march in sacramento. >> a year ago, but you can't kill a movement. >> it's going to require all of us to lean in, to tap in, and show heart and humanity, when someone else is hurting. >> organizers say last night's march was not only to remember clark, but also to push for change going forward. a courtroom battle for kaiser, the feds say the health care company refused to negotiate a contract for thousands of its employees. that move impacts 85,000 employees in several states, 24,000 of which are in the bay area. kaiser also accused of trying to ban unions from engaging in political action that could

impact the company. last year, the company recently settled a contract with a different group of labor unions that included a similar condition. now on to decision 2020. democratic presidential hopeful senator amy klobuchar plans to visit san francisco and host a roundtable discussion and the effects of climate change in the city. senator bernie sanders is said to visit san francisco on sunday. like senator klobuchar, it's his first visit to california since announcing he's running in 2020. senator sanders plans to stop in san diego and los angeles on friday and saturday, he plans to hold rallies in all three cities. santa clara university set to announce the school's next president this morning. we know the next president will be in attendance. he or she will replace the current president who is set to retire at the end of this academic year. coming up for you, we got a way back for you. remember myspace? it's back in the news. yes, the site still exists and

crews are working to repair the richmond-san rafael bridge. you may remember the concrete chunks falling from the top deck last month? cal trans says the faulty expansion joint is the problem. one of the trucks with a heavy load likely started this issue. that joint is fixed. now cal trans plans tof them. 30 on the top deck, and 30 on the bottom. it will take two to three months to fix the first half but the lower section is still to be determined. cal trans has one m for drivers. >> i will say the bridge is safe. it's open to traffic. it's open to the public, and the only reason we're replacing no phyca ut of a precautionary that can be seen at this time, but we're replacing them just to be cautious. >> a reminder for you, every day this week, beginning at 7:00 this morning, cal trans will be working on the shoulder along westbound 580. the work ends at 3:30 in the afternoon.

about the storm system that will be moving in so i'll have more updates on that. mike, you're tracking a traffic alert. >> the status has been declared by chp. car fire on the peninsula, i just want to shout that out. we're monitoring south 101 at millbrae. that's not the traffic alert. that's for another fire. this is for a truck fire into and out of the altamont, things are jamming up but the truck fire itself blocks lane of westbou coming in out of the alt month pass, eastbound is distracted and we'll track that but no major injuries reported. that's a lot of slowing out of tracey. back to you.
