"today in the bay" continues right now. good morning to you. thank you very much for joining us. i'm marcus washington. >> i'm laura garcia. that rain is coming down. welcome to wednesday and welcome to spring. >> first day of spring, of course it gets colder. we're going to see a 10 degree drop in temperatures and some rain. we are seeing it pretty much covering the whole radar around the bay area except the north bay where it's much lighter. we're also seeing it tapering off for the ukiah area. heading down to santa rosa, it's raining and also pouring in san francisco over towards oakland. extending over towards the tri valley. as we get a closer look, the rain has been coming down at a rate of a tenth of an inch per hour around walnut creek and conco concord. for the south bay, it's lighter in san jose but heavier for morgan hill and gilroy.

this rain tapers off today. more on that in a few minutes. it's a tough start across the bay bridge. >> everywhere is getting hit with the rain. no one is getting that lucky break. we are having an unlucky break on the bay bridge. traffic is backed up here. not all the cash lanes are open. you can see the rain coming down. wet conditions. that backup is about 20 minutes earlier than you would expect. a murky view from emeryville. westbound has a slow drive over towards treasure island. they're removing a crash and maybe two vehicles from the roadway. that is causing a slow drive from oakland in towards san francisco. that blue puddling, ponding in san francisco, throughout the east bay, contra costa county, brentwood some puddling. all this radar activity that we are watching for that morning commute.

conway. the president calls mr. conway a total loser for repeatedly questioning mr. trump's fitness. >> i don't share those concerns. >> reporter: president trump is doubling down on his weekend twitter tirade against the late senator, john mccain. >> i was never a fan of john mccain. i never will be. >> reporter: as the president campaigns in ohio today, there's increased scrutiny on his business. the new york sometimes reports he borrowed $2 billion from deutsche bank and promised bankers weekends at his ma mar-a-lago resort. >> deutsche bank has become synonymous for money laundering for russians. >> reporter: and there are concerns about dignitaries staying in his hotels. the justice department argues that part of the constitution does not apply. back to the twitter feud with

george conway, the president tweeting minutes ago that he is angry of his wife's success and a jealous anger that he didn't get a job at the justice department. president trump now describing him as a stone-cold loser and husband from hell. back to you. >> interesting words, thank you. happening today, thousands of ucsf workers walking off the job. this is part of a one-day strike across the uc system. today's walkout involves a wide range of workers in tech, research and healthcare. the union says some of the dispute is centered around pension issues. ucsf says patient safety will remain a primary concern. a follow-up for you now in the north bay. the dixie school district is rejecting two potential new names. it's a story we've been covering on "today in the bay" for weeks. the vote comes after many raised

concerns saying the current name is racist and offensive. the board of trustees seeks to change the names but wants to revise the timeline to do so. the district is now aiming to form a citizen committee to help in that process. keeping you safe, it's so important. but there are so many people calling 911 in san jose these days that police and fire are actually having a hard time keeping up. "today in the bay's" bob redell joins us this morning with how the city plans to address the problem. >> at the meeting last night the san jose city council made it a priority in the next budget to address the chronic work load shortages by hiring more police and fire dispatchers, and also upgrading the 911 technology. i'll throw out a couple numbers for you here. the city has been struggling with 911 call volume since 2017.

the state requires police and fire to answer 95% of those calls within 15 seconds. an audit accepted last night by the city council found that in 2017 san jose was only at 80%. the city has since improved to 90%, but still short of what the state requires. in order to achieve that 90% response, the city had to pay triple the overtime for dispatchers. in addition to more hires, the city is looking to streamline its 911 dispatch, making sure that the non-emergency 311 calls are handled by staff other than those involved in emergency dispatch. the city is also working on a services that allows you to text 911 sound, pictures and location data. reporting live, bob redell, "today in the bay." today we're learning more on the deadly mosque attack in new

zealand. the suspect was on his way to a third planned attack when he was stopped by police. investigators went to that third location to check for explosive devices but they didn't find any. the first of two victims of the attack were buried this morning. developing in the midwest, they're dealing with historic flooding. these are aerial views from along the missouri river which is rising, 4r50e6inleaving a lo homes and farmland under water. at least three people are dead. the damage to agriculture in nebraska is estimated to be nearly $1 billion. this is the latest blow to many farmers. bankruptcies in that region rose by 19% last year from the trade war. now the extreme weather, farmers say they're struggling to survive. >> think you can afford to rebuild?

>> we don't know. >> just sad there.ingi is expece coming days. today hope village takes center stage in san jose. a second community meeting is being held as the homeless reencree encampment faces a deadline. the faa says the current site is too close to the airport, it's not zoned for people to live there, and they need to be out by march 30th. it comes down to one last step for one last season for the raiders football at oakland coliseum. oakland council members must give their blessing on the new deal when they meet tomorrow. supervisors yesterday approved the deal which allows the raiders to return to the coliseum for the coming season. that deal also includes an

option for 2020, but the raiders future home in vegas is set to be ready by then. some a's fans may be a little sleepy this morning. >> they woke up extra early for the official start of baseball season. it's going on right now in tokyo. that's where the a's are taking on seattle in a two-game series. this is a watch party that started a couple hours ago. one fan says she made sure to cover her own bases before showing up bright-eyed and bushy tailed. >> i love the teams hosting the watch party. i already got approval to go in late to work tomorrow morning. i'm ready to go. >> she said she brought her score card but must of it is getting filled on the other side. the a's are losing 9-7 in the seventh inning. they still have 161 games left in the season. tonight you can catch the last supermoon of the year. that moon will be full and it is

at its closest point to the earth. so it will appear to be gigantic. this will coincide with the spring equinox which signals the start of the new season. the rain should be out of our way by the supermoon, right? >> yeah. this rain should be moving out and most of it will be here for the morning commute. you can see it on stormranger as you're heading out the door with some heavier rain focused in areas south of the golden gate bridge but working towards the north bay. as we look outside in fremont, roads are wet, winds are blowing. it's a sloppy start to the day. we will keep those rain chances in the forecast, even into late morning and early afternoon. rain chances go down for the rest of the day as we start to see the rain become more scattered. once again clearing later on tonight. so we'll be tracking this rain moving through. mike, you have the early metering lights already on at the bay bridge? >> they were turned on as we

talked about in the last report. the backup was forming, there were a couple issues westbound. so they turned the metering lights on. slow still across the span as they clear the second of two crashes. we're looking at the wet roadways. water on the lens, now the build for the commute. this is a tough time approaching the bay bridge. the berkeley curve still all right, but use caution in the transitions. north 880 up towards broadway, another crash may have one lane blocked. that's causing slowing for the nimitz. 580 has a crash, but mostly wet roadways are the concern. blue all over the bay. we still have this active radar right now in the peninsula. still ahead, dramatic new video. this is a fire rescue. a desperate mother throwing her child from a third floor window of a burning apartment building to the officers below. coming up, how that mother

bit lighter. where you see the yellows and reds it's coming down at this point. as we go throughout the rest of the day, this rain starts to move out. we'll talk about what's ahead in the forecast coming up. over here, the richmond-san rafael bridge. we can see the work crews are ending their day. the headlights coming towards us, the commute starting to build, rain on the lens. wet roadways, we'll talk about the crashes and delays coming up. good morning. i'm contessa brewer. here's today's top business headlines. wall street futures have turned positive since the last time we talked. dow jones futures now up 23 points. yesterday stocks slipped with the dow snapping a four-day winning streak. nasdaq eked out a small gain to close at the highest level sense october. today investors are on fed watch. the federal reserve wraps up a two day meeting this afternoon.

while the fed is not expected to hike interest rates, the market will look for clues on the economy. directv customers may have a few less viewing options. viacom's contract with at&t which owns directv expires midnight friday. that means channels like nickelodeon and comedy central could go dark. viacom is warning subscribers they could lose access to 23 channels if the companies can't settle a dispute over programming fees. at&t is the largest pay tv provider with 24 million customers. you can celebrate the first kay day of spring with some tasty treats. today is dairy queen's fifth annual free done day. it's giving away a free small vanilla soft serve cone. mall locations are not participating. it serves as a fund-raiser for the children's miracle network. rita's italian ice is running a promotion to mark the equinox. the chain will hand out more than a million free cups of the dessert. rita's has about 600 locations

in 30 states. that's a sweet start to spring. >> perfect. it is 5:16. movie pass is offering a new deal. users can watch one movie a day, but there's a catch. if you pay the whole thing up front, it's about $10 a month. if you pay on a monthly basis the price shoots up to $15 a month. last year movie pass made headlines when it was limiting customers to four movies a month as part of its $10 a month plan. if you're feeling lucky this morning you might want to help yourself to a powerball picket. tonight's jackpot is 5$550 million. no one matched all six of those numbers on saturday. if there is just one winner, they can take home 3$335 millio, or you can get 26 annual payments. >> get you a bay area fixer upper. a little history lesson

here, maybe even a flashback. before coachella there was woodstock. the three-day concert festival in new york that started it all. this summer marks 50 years since woodstock. jimmy hendrix there. where will it be? anniversary concert. they just announced the lineup for woodstock 50 august 16th through the 18th. jay-z. the festival taking place in watkins glen. the lineup also includes miley cyrus, imagine dragons and carlos santana. i heard the killers are on the lineup, too. santana played in the original woodstock 50 years ago. >> really? >> isn't that cool? >> that is. >> east a bay area icon. i would say so. all right. we've been looking at that weather. another cool start? >> big change for you this

morning as you get ready to head out. it will be cool and rainy. look at stormranger right now. it is just covered with all kinds of colors from green to yellows to reds. that shows we are getting some wet weather here. where it's green, the rain is lighter, especially in the north bay. in santa rosa, it's stel raining but not as health heavily as in the east bay. just pouring at this point. we will see it coming in waves for the morning commute. then starting to ease off. we'll have a break as we see dry air out there in the pacific and then another round of some rain set to move in heading into friday. so as you get ready to head out the door in the oakland area, maybe going to the fruitvale b.a.r.t. station, it will be about 55 degrees. warmer now than yesterday at this time, our temperatures hold steady.

not much of a warmup. showers still coming through. as we go hour-by-hour, we see at 9:00, there will be some rain. it kind of shifts into the north bay more with some heavier rain, then becoming more scattered for the rest of the bay area for those areas to the south. we see some rain dotting the radar here and there. but that starts to move out by 4:00 today. a wet morning commute, but the evening commuted is looking much better. we go into tomorrow morning with dry conditions, and seeing another round of rain moving in. mostly friday afternoon, and then continuing off and on throughout the day and moving out on saturday morning. so this initial round of rain looks to bring us about a half inch of rain or less. might be some spots getting about a tenth of an inch of rain. if you're planning to go to the sierra, there will be some scattered snow showers. we're looking at anywhere between 3 to 8 inches of snow. for those areas above 6,000 feet, looking more towards the higher totals.

for us we'll see some rain off and on, look at how chilly those temperatures will be on friday morning as well on saturday. we'll see still some unsettled weather going into the beginning of next week. mike, how is it looking in the south bay? >> we'll show you the live camera. san jose getting hit with rain. all of the commuters will see slippery conditions. visibility is tough for us. these folks are slowing because we are seeing that first burst. that blue highlighting, that's puddling and ponding. more rain than just some sprinkles. wet roadways all over the bay. north 17, we're tracking this. mild slowing north of 85 close to camden. that overturned pickup truck blocking three left lanes. one available on the right. the flatbed truck driver says they can flip that car over and clear it themselves, pu watch f but watch for that activity.

scattered showers earlier. we'll get to that video. right now we're on 101 south. you still have the wet freeway because you had rain earlier, you want to always keep your distance when you're driving in these conditions. not enough rain to see standing water conditions. but that's always a concern. you can see this commute picks up on the wet freeway on 101 south. we'll show you when we saw a good amount of rain earlier, this was off frontage road as that rain was coming down along 101 south. while there's not as much rain, we spoke to some drivers to see what they think about this next round of rain. here's what they had to say. >> i'm ready for it to be dry. i work outside, i work on the bridge. it makes life difficult. >> it makes it hard on my work. i'm out there in the rain. otherwise it's been nice. >> ready for it to end.

we'll take you back out to 101 south. as this commute picks up, it was raining a bit more earlier. you still have the water coming up, slick freeways as people are driving. keep your distance. we'll hang out here in mill valley and provide you with another update in the next hour. pete suratos, "today in the bay." >> i should have said earlier it looks drier than earlier. you can track that rain right now along with us. download our free nbcbay area app, you can take that radar everywhere you go. you can also be prepared as that rain heads into your neighborhood. the fda just approved a drug that could be life changing and potentially life saving for many families. it's a drug for treating postpartum depression. kris sanchez joins us live this morning with how this is different from what's already on the market. >> this is called zulresso, it's a completely new kind of drug.

it's pricey and it may not be covered by insurance, but doctors are calling it a game changer. it's the first drug approved for postpartum depression. it's only to be administered in a hospital because of the potential side effects. it's an infusion or iv drug administered over 60 hours or 2 1/2 days. it's pricey. 20,000 to $35,000 for a treatment. but 70% of women reported immediately relief. one of those women was stephanie hathaway who suffered from postpartum depression after having both of her children. she said after her second child even antidepressants did not help. she said with shzulresso she fe better immediately. >> hadley said mommy, you're back. i said, yeah, i'm here. >> being able to treat people within days is unlike anything we've been able to do before. >> women are responding on

twitter. this woman says hopefully it stops the suffering women go through, but some folks are also commenting on the price tag asking what mom has two and a half days and $30,000. this is a high price tag. >> concerning. >> at least there is an option for women. this is not just like i feel tired, i feel sad after having a baby. this is like i might hurt myself, i might hurt my baby. for that, this is a good option. perhaps the price will come down eventually. >> i didn't have it, but i had a friend who did and never told anyone about it. >> you feel like a failure, right? >> she was really suffering. very serious. >> it's difficult for the whole family. specifically for the mom who thinks this is supposed to be the happiest moment of my life. >> and she's caring for this baby. it could be very concerning. leaders in the city of

alameda have taken action to make city hall compliant with lactation rooms. city leaders say the building lacks adequate rooms for mothers, and they are also calling the diaper changing table and gender neutral bathrooms. it is 5:37, there will be new protected bike lanes in san francisco. they'll go up along howard street between 3rd and 6th. the decision comes after a rally yesterday demanding more those lanes. a woman was hit and killed by a track along howard street earlier this month. less than 100 feet away there was a protected bike lane that might have saved her life.

new cameras around discov ray bay my help reduce speeding. the board of supervisor's president also wants to install safety lighting. the sharks have clinched a spot in the playoffs. minnesota is where the warriors wrapped up their road trip last night. the dubs got back to their winning ways. steph curry scored 36 points. the warriors won 117-107. >> good stuff. down here back in the south bay. we're looking at not sharks ice but water. northbound 101, we see the soupy conditions and water kicking up off the cars. that's the issue. conditions here and around the

bay. the blue on the maps is where there's puddling and ponding. a significant amount of water on the roadway. the entire bay is wet right now. slick conditions. we have not seen major crashes. we are looking at slowing both 880 towards broadway and downtown oakland and the san mateo bridge, you can see that water being a factor. visibility as well. watch out. all right. get ready, because it will stick around for the weekend. >> yeah. part of the weekend will be wet it looks like as we go into sunday, that may be your day to get outside. looking right now at a soggy morning commute. stormranger showing a lot of rain moving through. it's back after a nice break and a dry last weekend. we will see the rain coming in it looks like by saturday morning we'll see the rain moving out. saturday afternoon and sunday is looking good. highs in the low to mid 60s.

developing now, law enforcement officers in washington state right now mourning the death of one of their own. this person was killed in the line of duty. happened last night 50 miles east of seattle. a gunman got out of his car after a high-speed chase and started firing. one deputy died. a police officer was also hurt. he was airlifted to a seattle hospital. other responding officers returned fire killing that gunman. that deputy has not yet been identified. gun opponents applauding a new buyback program in washington state. it allows gun owners to turn in their bump stocks for $150 vouchers. the governor approved the new buyback law ahead of new federal law making bump stocks illegal. the justice department late last year redefined bump stocks as machine guns. california will soon get a boost in fire protection. this is thanks to some of the forces eventually serving at the

u.s./mexico border. governor gavin newsom pulled the guard from the border deployment. starting next month about 100 troops will be trained in wildfire protection. the group will be separated into five teams to work on forest management projects. on to decision 2020. support for california senator kamala harris seems to be growing. a new cnn poll shows an 8 point jump for harris, however she's followed closely behind by beto o'rourke. vice president joe biden is leading the crowded democratic field with bernie sanders trailing just behind him. many of those presidential hopefuls are making legal marijuana a top issue in the race. new for you this morning a poll shows that a majority of americans support legal cannabis on a federal level. the data from general council's survey shows 61% favor

legalization, up 57% from two years ago. in southern california a garbage truck turns into a rolling fireball as it heads down the hill. look at that. the driver had managed to escape the truck just before it happened. it all unfolded yesterday afternoon in monterey park outside of los angeles. it looks like a scene out of a movie. the firefighters were already battling another blaze when the truck caught fire. chaos erupts among nearby neighbors. >> oh, no. oh, my god. >> isn't that frightening? it looks like a scene out of a movie. the truck eventually crashed into a parked car, then it rolled into the front of a home. firefighters extinguished the flames then and amazingly no one was hurt. the truck appeared to be carrying tree trimmings or vegetation in it when it caught fire. new for you this morning, this is from the los angeles

area showing unusual end to a highway chase. police spun out a vehicle last night. this is after a pursuit with officers guns drawn on him. that suspect stepped out of the car, but before he could be handcuffed he decided to bust a move. >> appears to be some type of break dancing. >> that's just -- any way. the dancing driver followed officers instructions and was taken into custody. i guess he knew the cameras were on. wanted to show everybody he could dance. >> i like the traffic reporter. it appears to be some sort of break dancing. >> so official. >> i'm not sure if that's break dancing, but some type of hip-hop moves. >> eashe's apparently busting a move before being apprehended. >> not smart. >> this morning you might want to have to dance your way to the car quickly because we have some rain coming down.

here's stormranger. the rain is moving through. it's pretty much every where across the bay area. the heavier rain has not worked into the north bay just yet, but it's moving in. the rain over san francisco, east bay as well. getting a closer look, where we see yellows and reds, that indicates the heavier rain. it is pouring in oakland and hayward, union city and fremont, extending over towards the try valley. looking at concord, as you head out the door, you see a lot of bright colors there on the radar. also moving over towards brentwood and discovery bay. rain lighter in sunnyvale but pouring now in san jose. this is a live look outside in fremont. the roads are slippery and very sloppy. a big change from what we've had recently. our temperatures don't change
