in dublin, the commute rolling well, we'll be in the lower 40s but warming up with filtered sunshine. mike, you have trouble at the bay bridge? i do. one of the vehicles way over here on the right side cash lanes, it looks like the last cash lane, the car had debris stuck under it so the driver called chp i don't know what to do, they're telling her to get out of the lanes. we have good movement for the fast track lanes it's the cash lanes showing a slow down. north 238 has reopened and 880 has cleared from the connector. we have breaking news for you this morning. this is on the peninsula right now arson investigators are at the scene of a series of fires in downtown san mateo. this is second avenue near el camino, investigators are telling us that at least three fires have been set. this is outside a blood donation

center, the joseph a. bank store, and inside a parking garage. all of these fires happened within the same block. we're told that a dumpster fire outside the blood donation center set off the sprinkler system and caused some damage there. it's 5:02, happening today, uc berkeley is in the spotlight as president trump is set to sign an executive order upholding free speech on college campuses. it's been a huge debate for years. especially in 2017 when large clashes broke out when pro-trump rallies were met by protesters. president trump's action is being overshadowed by his comments about late senator john mccain. tracie potts joins us live on capitol hill this morning to bring us up to date. quite controversial here.

>> reporter: it's not only the free speech that the president will sign off on today but the speech that he's being making, particularly with mccain, that's drawn a lot of attention, not only mccain but the husband of one of his top advisers. today, president trump is expected to sign an executive order that could deny federal funds to colleges that deny free speech but it's his speech getting attention, again attacking the late senator john mccain. >> i gave him the kind of funeral he wanted, which as president i had to approve. i don't care about this, i didn't get thank you, that's okay. but i wasn't a fan. >> reporter: at a jobs event in ohio, president trump spent five minutes railing against mccain giving an unverified russian dossier to the fbi and the

surfacing in connection with the first crash of a boeing 737 max 8 in indonesia. the report says a day before the jet liner crashed killing 189 people, a different crew of pilots poured over a handbook as they fought to keep the very same plane in the air as it repeatedly tried to nose dive. an offduty pilot riding in the cockpit jumped into action and saved the flight. investigators are looking into what caused it to nose dive in boast crashes. just days after two deadly mosque shootings in new zealand, the government is banning the sale of semiautomatic rifles and high capacity magazines. the country is also offering to buy back weapons. the gunman killed 50 people in christchurch on friday. the word of new zealand's move to change gun laws was a welcome

deadly police shooting last year. he said that the recent backsliding dates to the changing in leadership two years ago when the police chief and kirk patrick took over. governor newsom wants to tap into a fund to cover the cost for healthy drinking water. right now some 1 million californians have contaminated or unhealthy tap water in their homes. the governor is introducing a plan to have water users pay up to $10 to clean it up. he calls it a medical emergency. a similar proposal died in legislature last year. some believe it'll face an uphill battle getting passed this time around. city council bans a plan to annex north richmond. they found annexation would be a

money loser. city staff assume the process might get boggled down with protests. and a survey of north richmond residents show most don't want to be annexed in the city. today rain is expected to fall on and off before clearing up for the weekend. during the first spring rain yesterday, hail piled up. look at that. it accumulated on roads, sidewalks, roofs as well, and the heavy rain that came with it flooded some streets and highway there, trapping drivers during their evening commute. not your typical so cal weather. we'll see more of that weather in the next couple weeks. so it's good to enjoy the breaks between the rain. as we head out the door going to the pleasant hill b.a.r.t. station, we have temperatures in the 40s and going into the 60s by noon.

interest rate hikes the rest of the year. that knocked bank stocks lower and pulled down the broader market. today we're watching for a report on the number of people filing for unemployment and earnings from nickie. passengers in pickup trucks may be at more risk than the driver. the insurance institute for highway safety said state of the art protection is not offered on the passenger side. only three got a good rating. the ford f 150, the ram 1500 and the nissan titan. the toyota tundra has the worst rating with a poor rating. alamo draft house is planning to launch a movie subscription service by the end of the year. the plan will cost 20 bucks a month and let you see unlimited movies. and lets you reserve your seats

>> or they'll walk you. >> it's early. >> it is. >> here's a live look outside in walnut creek. we start out with dry weather and a look at our temperature trend it will be a chilly start 45 degrees. and then reaching into the low 60s at noon. check out the seven day forecast at the bottom of the screen. we're heading to 63 in oakland today. 65 in antioch. morgan hill seeing a high of 62 degrees. and 60 in san francisco. this is our break in between all of the wet weather. we had our first round in a series of many that will be on the way, that was yesterday. and that has moved off towards the south we're seeing that rain over southern california and now dry air before our next system here tomorrow. let's time it out. hour by hour. we see a slight chance of rain today but otherwise mostly dry and by 9:00 tomorrow rain moving into the north bay becomes more

widespread going into the afternoon and evening hours. this may impact your friday evening plans, especially areas south of the golden gate bridge and we'll see some lingering showers in the forecast on saturday that will be moving out by sunday. sunday is the day to get outside. looking at an additional quarter to half inch of rain across many of our micro climates, will be higher for the north bay as well as the santa cruz mountains. going to the sierras this weekend, heads up, there'll be snow coming down. at the base we have 211 inches left. and a lot of runs and lifts going still. we'll look at 2 to possibly 6 inches over the next couple days. the seven day forecast looks good with more showers in the forecast on friday. still cool and drying out on sunday, by monday we'll be tracking a new storm system that

will be moving in. could bring us quite a bit of heavy rain. for san francisco expect those temperatures to stay mostly in the 50s going into the middle of next week. mike, you've been tracking a lot going on on the roads this morning. you have a big scene in palo aalto. i do. this is north 101 at willow. for a short time we had all lanes blocked. now you see traffic getting by, looks like one lane. this is north 101 at willow. folks are getting off at willow and getting past in the hov lane. no major injuries reported just yet. we're waiting for details and i'll let you know if they give the all clear quickly, which i hope, or if they have to stay there for a longer period of time. that's right here. you see the little bit of slowing there heading up past

>> yeah, this is a short break in between the showers that will be moving in had. make plans to get outside today. we have a nice commute for you this morning looking live in fremont. we go from the mid 40s to mid 50s and then about 58 at noon today. we'll track more storms headed our way, so we'll enjoy the break again. i'll talk about the weekend forecast in six minutes. you're following a crash on 101. >> we have a spinout reported. the good news is only one lane is blocked three lanes are open passing willow avenue and the off ramp is open as well. i'm thinking a moment of indecision led to the crash, but that's for the investigators to figure out. we'll find more people getting off at university instead of willow, and that will mean more congestion through the area. overall things look standard.

we have slowing north 238 coming off of 880. there's overnight construction and it's still there, that's about an hour and a half late for the pickup. the bay bridge is right on time for the metering lights. arson investigators are on the scene of a series of fires in downtown san mateo. this happened at second avenue near el camino royal. at least three fires may have been set outside a blood donation center as well as a joseph a. bank store and inside here of the parking garage. all the fires happened within the same block. we're told a dumpster fire outside the blood donation system set off the sprinkler system causing damage. uc berkeley is responding to allegations that members of cal's football team including the coaching staff sexually

harassed a former student. so bob, what is she alleging? >> reporter: marcus, this former student has made these allegations public in a lengthy statement that she posted yesterday on her facebook page. it's a post which has received thousands of responses and hundreds of comments and shares. the young woman accuses some of the cal football players and coaches of sexually harassing her last season during her time with the team's sports medicine unit. she said one member of the coaching staff said to her, quote, i will get you fired if you don't have sex with me. espn is reporting that person was a volunteer assistant who is no longer with the program for reasons unknown. she said another person suggested they go to the pool together because she would look amazing in a bikini. she said she's now medically withdrawn from the school. she tells espn one reason she's

going public is because she said the athletic director and football coach did not respond to her complaints last fall. cal did release a statement yesterday it reads in part, as is our policy when such assertions are made we have immediately referred the matter to the campus office for prevention of harassment and discrimination, which is responsible for investigating such assertions. these allegations go against the core of our values. and they remain confidential unless disciplinary action is taken. >> bob, thanks for that update there. 5:34 for you. and police have released a skre sketch to track down a man in an early morning incident. the woman said the intruder was wearing gloves and had a flashlight and after opening her

door sat down on her bed, and then he without harming her left. a $19 million proposal is on the table for the city of san francisco to make it more of a smart city. but some challenges lie ahead before it can become a reality. pete joins us live from san francisco with a look at the details. good morning, pete. >> reporter: good morning, laura. this technology involves street lights and cameras. you can understand why it's raising a little bit of concern when it comes to the privacy front for some folks. so that will be a big -- the gold river base holding cooperation is proposing the installation of thousands of devices on street lights they can record video and audio as well as provide wireless service around the city. 60 devices have been deployed around the city in testing mode

around parts of san francisco since may of last year. devices reportedly can't hear conversations but they can be used to detect flooding, gun shots or hear glass breaking around san francisco. there's obviously some level of concern when it comes to the data shared by the devices. san jose piloted these devices as well but no long r uses them. so before any purchases by san francisco it has to pass the test in a piece of legislation that proposes a number of requirements with technology like this, specifically how it will be used and who's going to have access to the data. the examiner said the board of supervisors said the purpose of the legislation is all about being transparent with the public. the committee on information technology will discuss this technology later today. but the board of supervisors could hold a hearing on that as early as april 12th. new this morning, reports of

officer misconduct down in san francisco. according to the examiner, the police department's report shows officers were flagged 831 times last year. that is down from nearly 1,000 in 2017. the decline comes as police report a 4% drop in the total number of incidents where an officer used force. sfpd has been undergoing reforms since the police shooting of mario woods in 2014 and other incidents. a pittsburgh woman accused of shooting her husband is expected to face the judge today. at last check her husband remains on life support following last weekend's shooting. he works as a principal at the adult education center. she's expected in court for an arraignment this afternoon. after 34 years you can own a piece of san francisco's levi's again. the company returning to the

stock market today. and in an hour leaders will be at the stock market to ring the opening bell. will it make instant millionaires out of bay area workers. one economists cautions about drawing too many conclusions out of any bay area i.p.o. >> most of them look at a localized area around facebook's headquarters or google's headquarters, not really in the region. and even then the difference in price is 1 to 3%. so it's hard to pinpoint what the effect of i.p.o.s have been. twitter and facebook created about 2,500 new millionaires. the warriors in oakland tonight hosting the pacers. >> we're seeing a new side of kevin durant, one we've never seen. a pizza delivery man. take a look. >> whoa. >> pizza's here.

east bay over here for north 238, still slow, late construction crews i think they just cleared. we'll track that. it's finally thursday. friday eve. >> we're almost there. almost to the weekend. >> this week has gone by pretty fast i think. we're almost to the weekend and we have a little bit more rain on the way. and it's mostly going to be tomorrow. but there still will be a slight chance on saturday but overall it does look like a nice day and the spotty showers shouldn't ruin your outdoor plans. i think sunday is the pick of the weekend with highs inland reaching the upper 60s. bay up to 64. and 59 for some of the coastal areas. if you'll be celebrating this weekend in fremont, it's going to be nice, upper 50s to start and see low 60s throughout much of the afternoon. the try valley we'll have the rain chances tomorrow, but by saturday we'll see more sun. may be a few more of the clouds

to six. new this morning working to find out what led to a deadly crash in san jose. you can see the aftermath there of a black suv after it hit a tree. fire crews arrived on the scene to find the driver not breathing and without a pulse. firefighters had to cut the driver out of that suv. speed is believed to be a factor. new this morning, this may qualify as a bit of a backfire for devin nunez who this week filed suits against twitter. he was suing twitter for negligence and the owners of several twitter accounts including one called devin nunes cow. he claims the users crossed the line if their post but it turned out the publicity turned the account into an overnight sensation. it had under 2,000 followers before this week now it has more than a million followers more

than nunes on his own account. a lot of people are wondering if former fbi director james comey will talk about president trump and his firing when he appears in the bay area area tonight as part of the celebrity forum speaker series. but don't expect to see any news coverage of this had, media not invited. a concerning revelation out of lax. another case of measles involving a passenger. they say that person arrived on board a united airlines flight that touched down march 5th. health officials previously reported a measles case involving a china eastern passenger who arrived at lax last month. the two cases are not believed to be related. this morning the mystery in the sky solved. many people buzzing about a bright light over the downtown area. do you see it there?
