"early today" starts right now. good morning. i'm marlie hall. >> great to be with you. i'm frances ry sraeu ry sraeuir. photographers spotted special counsel on his way into the office on thursday. he is expected to turn his work over to the justice department at attorney general william barr any day now. let's go to tracie potts in washington. good morning. >> reporter: hi, frances. good morning. expectations are high in washington. around the country, it's been 22 months, nearly two years, since this investigation of russian election interference began. and of course part of that is whether or not the trump campaign and the president himself were either involved or aware. that is what robert mueller and his team have been looking into. but this report is confidential. it's internal. it will only go to attorney

general william barr, who will then decide how to release or what to he release to congress and to the public. he's only required to give a summary to congress. lots of people asking questions now about whether this report will meet those high expectations. >> people are going to be really disappointed on both sides. i think the people who were expected exoneration are going to be disappointed. and people who are expected to see indictments and fireworks are going to be disappointed. >>reporter: now, even though the law said they don't have to release all of it, democrats want to see every bit. the evidence and everything they're already talking about subpoenas to get more than william barr may release to them. and you heard president trump's response that it is a witch-hunt. you may not also know that the white house is preparing its own report and deciding whether to release that. >> the public will be hungry to

see what's in it. several investigations have been launched into the approval process for boeing 737 max 8 planes. some features were offered at only an additional cost. the role sensors might have played in recent deadly crashes. tom costello has this report. >> reporter: the extra safety features were not standard on the 737 max and neither lion air nor ethiopian air paid for the upgrade. they include an angle of attack indicator that reads two exterior sensors to pilots the angle of the play. and disagreement alert. if the sensors provide conflicting information so the pilot can take action. but the 737 max relies on one sensor, not both. investigators in indonesia believe one faulty sensor fed bad data into the computer, sending it into a nose dive.

now it will be included in the new software update and be standard. >> had they had the disagreement sensor and the training as to how to respond is to a light on that sensor, they would have been able to manipulate their way out of the situation. >> reporter: meanwhile, most airlines do not have a similarity for max pilot training. but ethiopian airlines does. though the captain of a plane that crashed last month had not used used it. the airline says he did complete boeing and faa max training and was avoiding a repeat of the indonesian crash. in the u.s., southwest airlines has the most maxes in its fleet and is waiting on a similarity. they want more training before they fly the max again. >> we are an impartial advocate. we won't fly an aircraft unless we feel sit safe. >>reporter: ntsb and french

investigators are on the ground to extract data from the black boxes. boeing plan toss push through the urgent safety upgrade within weeks. it will have safety enhancements for the software. with so many investigations worldwide, it is unlikely this plane will fly for weeks, if not months. marlie. tom, thank you. a shelter in place have been lifted after high levels of benzene were detected in the air as a result of a massive fire that scorched a chemical plant burning four days. it can cause headaches and nausea but no long-term effects. kerry? >> reporter: frances, fire officials are monitoring the scene, even though the fire is out and has reignited once. and the fear is that could happen again. for days, local authorities at intercontinental term notes

insisted there were no health risk as the chemicals burned creating an enormous plume of smoke. after the fire was extinguished, the air was safe and an emergency order. the city of deer park telling residents to shelter in place for hours. >> this ain't normal. >> reporter: with the tops burned away, the coat of foam failed releasing the chemical's dangerous vapors. sandy had soot rain down on her property. it can cause headaches, irregular heart beats. you and the kids, any of that? >> no. we haven't yet. >> reporter: is that a fear? >> well, yeah. >> they are usually a specialized app and above from airplanes. >> we have not detected any hazardous conditions that are continuous. >>reporter: the owners of the plant apologizing once again.

>> we will fix it and we will make it right. i can't tell you an exact time frame. >>reporter: but he that's not enough for many residents. more than 100 schools in the impact school were closed yesterday. later this morning local officials will decide whether the schools will remain closed again. meantime, lawyers have begun signing up local residents for lawsuits. frances? all right. kerry sanders, thank you. . the flooding happening across the midwest might be a preview of what's to come. forecasters have released a report warning that conditions could get much worse this spring. the national weather service's spring outlook comes with dire warnings of major flooding in the midwest and moderate and minor flooding in many areas. more than 200 million americans are at risk. 25 states could see moderate flooding. and two-thirds of the country face an elevated chance of being impacted. this information comes as the midwest is already experiencing

historic devastation. farmers are facing the difficult choice to rebuild or rethink their future. in nebraska, where the cost of damage has reportedly passed $1 billion, the national guard dropped bales of hay to give relief to stranded livestock. cesar sayoc was arrested in october after the explosive packages sparked panic just before the midterm elections. his sentencing is scheduled for september. an economic earthquake has been spared with the european union agreeing to delay brexit beyond march 29th. after hours of negotiations in brussels, the eu rejected theresa may's proposal for a brexit delay and imposed their own timetable. britain's exit date has been pushed back to may 22nd if mps pass the brexit deal by the end

the recall affects the 25 ounce bags of crispy chicken strips and buffalo chicken strips, and the 20 pound bags. they all have a best buy date by november 30th and an establishment number of p7221. facebook is facing fresh scrutiny as a new report from a tech security blog reveals hundreds of millions of user passwords were left accessible to some 2,000 employees for years. facebook acknowledged the breach, saying in its own blog post that it conducted an internal review. according to facebook, the passwords were stored in a plain text readable format on company surfer, viewable by engineering and developers. however, the company said there is no evidence that passwords were leaked and no sensitive data was accessed. we're getting a first look at a frightening plunge caught on camera. a high-wire stunt that turned terribly wrong. nbc's miguel almaguer has the dramatic scene that can be tough
