22nd. a look at our live dopple radar -- powered by storm ranger. and a the good friday morning to you. march 22nd. a live look at our doppler radar powered by storm ranger. we are tracking the return of that rain. thanks so much for joining us this morning. i'm marcus washington. >> and i'm laura garcia. let's get to that forecast right now. dry in some parts. >> we start out dry but the rest of the day we'll be wet, as we see a new storm moving into the bay area. a look at storm ranger, we can see it already starting to move into the north bay and that will be the major concern today, some heavier rain in the north bay, so we will have a microclimate weather alert for the north bay, while other areas south of there will see some much lighter rainfall totals. we're looking at the approach of

the system bringing us some cool temperatures, more clouds and off and on rain for the day. we'll track that going into the afternoon. vianey has a look at your early morning commute. >> even though it's early, we have a crash that could potentially be something that will lead into the 5:00 hour, because there are several labors blocked but an overall start of the bay area everything else is reported. southbound 880, crash here exit 29 at "a" street. it may turn into a sig alert. we notice the back yum and heavy delays. you can see the yellows and the oranges there. your best bet to avoid this would be to hop off before grant avenue, so hop off, take his hesperian boulevard.

look at the going glden gate br please slow down and if your windshield wipers are on, your headlights should be as well. back to you. expect the green light on a plan to eventually raise golden gate bridge toll to nearly $9 for fast track users. those will come in a series of hikes rolling out over several years. the bridge district votes today, originally looking at five options that are now down to two. one option includes a 30 cent per year hike, up from the current $7, reaching $850, per trip by 2013. pay as you go would be $9 and $9.75. a committee yesterday unanimously approved the option, a yearly increase of 35 cents for fast track users up to $7.75 per trip by 2023. the same pay as you go and mailed invoice rates would ally. the money is needed to close an estimated $78 million deficit

and help fund bus and ferry service. the two men accused in the deadly grosse ship fire return to court. harris' attorney is asking for a delay in the trial. defense attorneys are also asking that the charges be dismissed against the pair. they say potential evidence that would have exonerated them was either destroyed or lost. and family and friends will begin to say good-bye to the son of an oakland city councilwoman. police say that victor mcelhaney was shot and killed near the camp us of the university of southern california during a failed robbery. he is the son of oakland councilwoman lynnette gibson mcelhaney. a viewing is scheduled at harris legacy home center and funeral tomorrow at oakland temple hill. the gunman is still on the

loose. two men who set three fires in downtown san mateo caught on camera starting fires in garbage cans next to businesses. this story we brought you as breaking news yesterday morning on "today in the bay." one fire took off in the alley behind second avenue. people who work next door are grateful that fire didn't spread. >> i think it could have been a lot worse. it could have spread through the alley so we're very fortunate that while it was a fire, and there was some damage, it wasn't worse. >> a blood donation center had the most damage. investigators say they don't believe the suspects had an intended target, but they set about three fires in about half an hour. police say they've stepped up patrols in the area. on february 27th, police were called about a man with a gun near a liqueur store on fourth street and mcdonald. 26-year-old nauhum perez is

accused of running from officers and shooting at the cars chasing him. he is recovering in being shot. a starbucks in the north bay, a car smashed through the front of the coffee shop at a mini mall on the travis air force base yesterday. the driver and five people inside that store were hurt. no word this morning on their conditions. if you're impacted by flooding in sonoma county, you have more time to clean up. free curbside debris pickup lasts until sunday. it was supposed to end today. earlier this month, county officials declared a local health emergency due to large amounts of hazardous waste, after the russian river overflowed. crews collected more than 2,700 tons of debris so far, 30 times the size of the space shuttle. the company tearing down and redeveloping vallco mall hit a snag. a revereferendum is aimed at

blocking it. the cupertino council greenlighted a new plan calling for 2,400 housing units a long with new retail space and a park. yesterday's ruling puts pressure on the council to let voters weigh in on the project. the property is being developed by sand hill properties, the same developer that in january snapped up the former imagnet building from macy's in union square. emergency roadwork still under way in pleasanton. cal trans shutting down the on-ramp to north 680 at stone ridge drive. it will stay closed for about another half hour. the city says the work is being done ahead of the rainy weather. it's coming. commuters call it the ma tin da monster. today improvements to north matilda avenue in sunnyvale are expected to get under way. the $42 million project is set to focus on state route 237 and highway 101. crews are set to widen the street to three lanes in each

good morning. i'm kate rogers at cnbc global headquarters. here are today's top business led lines. wall street set to open lower this morning. the markets rallied yesterday. the dow was up more than 200 points with apple and other tech stocks leading the gains. investors also cheering the fed's decision to hit the pause button on further interest rate hikes for now as it believes the u.s. economy is starting to show signs of slowing. pinterest could go public sooner rather than later. reports say the popular social media site has sped up the timing of its ipo and could make its market debut on the new york stock exchange in april. levi strauss soared in its first day of trading yesterday while lyft is expected to go public at the end of next week and uber is

not that far behind. americans are expected to get a tax refund but vary on what they plan to do with the cash. 18% say they'll save their entire refund. more than 30% plan to pay down debt. a quarter will use a portion on travel and entertainment, 20% will make retail purchases, 14% for home improvements and 4% will donate to charity. back over to you. >> nice to see some donations there, too. thanks, kate. coming up for, you kari is tracking our weekend forecast. >> it looks good today, starting out the door, and as we take a live look in fremont, we are going to see our dump titemp ten the upper 40s and rain moving in. and southbound 880 is starting to get busy. i'm continuing to track a crash along southbound 880 before "a" street. several lanes are blocked.

plus an immigration showdown takes center stage today in san francisco. the ruling a judge is set to make that will impact thousands of asylum seekers.

take a look here on the right of your screen, you can see that radar, as that rain is moving towards the bay area right now, off to the left, you have a look at walnut creek. good morning there, walnut creek, getting started with the

day. >> kari has a look at the forecast. boy, you can't tell right now, but there is a lot of green, a lot of rain coming our way. >> it's just off the coast. as you are walking out the door, you may forget the umbrella. you don't want to do that. we'll see scattered showers throughout the day. a live look outside in san francisco, looking nice as we get started and once again, all dry conditions. as we get a look at our temperatures, you step out the door to some mid-40s in the north bay and low 50s in areas like san francisco and oakland. 50 degrees in half moon bay and in san jose, 47 degrees. so your morning commute starts out dry in antioch. the early bird gets the worm today. we will have a nice, easy commute. later on we start to see the rain moving in, and it's going to start to get a little tricky out there. we're already starting to see that rain moving in to the north bay for marin to sonoma counties. it's still dry in napa and solano counties but we will

start to see rain moving in over the next 230-to 40 minutes. we'll be under a microclimate weather alert for the north bay, where we see the rain falling. the longest amount of time we will add up on more of the rainfall totals so we're looking at over a half inch of rain in some areas. overall it looks like a fairly light amount of rain, even though we see it coming off and on throughout the day, as we go in to the 2:00 hour, still some heavy rain at times in the north bay, while it's lighter in san francisco and areas to the south. so off and on rain expected throughout today and a few spotty light showers tomorrow morning. overall, the trend will be for to us dry out and we will see in some spots some higher rainfall totals, and some more sierra snow. this is the snow we're expecting for the weekend, about four to six inches, mostly above 6,000 feet. look at what happens next week, as a new storm comes in. we could be looking at some more very significant snow, and some significant bay area rain.

so we are going to see more active weather in the forecast, looking at a chance to dry out between saturday afternoon and sunday and that's it. now, vianey, you've been tracking the commute this morning. how is it looking so far? >> 880 still looking a little bit rough. i have a little bit of an update which is always great to here. overall look at the bay area, speed sensors are green, which for us means no major accidents to report. i want to give you a little bit of an update because we had a crash along southbound 880 right before "a" street. chp reporting as all lanes blocked. sensors are showing that cleared up and cleared out. i haven't seen chp update anything as of yet, but again, our speed sensors are certainly showing that it's gotten much better, and if i look at our 880 camera, you could see we're noticing slowing, so maybe traffic is recovering, and they've managed to move out. it was a single car crash. there might have been some debris out in the lanes. right now, looks like southbound 880 is moving and so is northbound 880, so we don't have

anything to worry about there. as far as the bay bridge toll plaza, it's getting busy. it is 4:47. the metering lights are not officially on. they tend to typically slow down during this hour and i'll have another update along what's going on the south bay, the north bay, peninsula, keeping an eye on it all, coming up in a bit. >> it's a busy friday for you. family and friends will bid a final farewell to a once missing vallejo snowboarder. a graveside service is scheduled for dennison crowder, who disappeared snowboarding at north star ski resort a lone. search and rescue teams found his body more than a week ago. a lot of questions surrounding a former cal student accusing a football team and coach of sexually harassing her. page cornelius closed off the facebook account following backlash. she was verbally and physically

harassed while working in the sports medicine unit and the coach threatened her, said she'd fire her if she didn't have sex with him. fellow students want some answers. >> i believe these women, if these acts are happening to them, they need to be voiced. >> i'd like to rather believe and have an investigation go forward than to immediately dismiss. >> a letter was sent out to cal supporters signed by the university's athletic director which says in part the alleged actions run completely counter to the core values of cal athletics and our university. >> 4:49. we have new details this morning on a push to fire one uc davis professor reportedly for controversial comments he made years ago. "sacramento bee" reports the state is demanding removal of joshua clover. he was "thankful every living cop will one day be dead." he later said the same thing in "sf weekly."

the comments are under scrutiny over the recent death of a police officer. lawmakers don't have say over removal of faculty. immigration showdown is set to take place in san francisco this morning. federal judges are expected to hear arguments that challenges a trump administration policy that forces asylum seekers to return to mexico. under the rule, those people must remain there while their cases are being considered. the aclu's lawsuit says that the policy violates several laws and the united states has a duty not to return people to dangerous conditions. reverend jesse jackson heads to oakland today. the former presidential candidate is expected to speak to students at skyline high school this morning. the subject? civic engagement. jackson ran for president back in 1984. he was diagnosed with parkinson's disease in 2017. 4:50 for you right now. there's new hope for teachers in mountain view. this morning, they may soon be

able to afford to live in the city where they work. >> the school district voted to become the first in the state to provide housing for teachers and staff. "today in the bay's" sergio quintana has more on where the new apartments will be built. >> reporter: the board only took a few seconds to pass it unanimo unanimously. >> we will now have teacher housing in mountain view. >> reporter: with rents in the area going for upwards of $2800 a month for a one-bedroom apartment, the school board and superintendent put together this plan over the last couple of years because they felt they needed to help staff live closer to where they work. >> it's exciting. we had so much from interest our teachers. i hope they can see we're doing everything in our power and financial capability to ensure they know they're valued. >> it brings peace of mind, having a few more hours in your day you don't have v to commute. >> reporter: manny says some of his fellow staff members commute for hours back and forth to get to class. this project would give the school district 144 apartments
