still raining mostly in the north bay, and approaching san francisco, and then continuing to move its way into the east bay and the peninsula. so i'll have more of a time line on that for you, and mike, you're tracking a crash in palo alto. >> i am, live camera 101 toward university. traffic flowed slowly toward the camera. chp was talking about a traffic break approaching the area. i saw the sensors go to red for aackon up into orange. that traffic break may have been more toward embarcadero. the slower drive is on the map but the live camera showed traffic coming through. the rest of the bay shows an easy drive as 880 reopened from overnight construction through hayward. we'll track both sides of the bay. so far nothing dramatic. o green. >> thank you so much. it's 4:31. we begin with a developing story in contra costa county. >> a shooting overnight outside of century walnut creek theater. crime scene tape blocking off the area earlier this morning in

downtown walnut creek. we've had a crew overnight as the story unfolded. >> "today in the bay's" pete suratos joins us live now. anything new, pete? >> reporter: yes, guys, we're confirming some information from walnut creek police as far as what took place here. we' standing in front of union bank, across the sm the century theater, as you guys mentioned, where the shooting took place. we want to show you some scene video as the scene wrapped up in walnut creek. according to walnut creek, police are saying the shooting happened just before 10:00 p.m. on locust street in this area near the century theaters. it's a lot of foot traffic, a lot of people are in this area so the shootin downtown walnut creek. now police aretly what led to the shooting but we know the victim apparently took himself gunshot wounds to the back so the injuries are non-life-threatening, with the victim taking himself to kaiser

and walnut creek with the injuries. no suspects are in custody but we expect to get more details from walnut creek police later this morning. we're live here in walnut creek, pete suratos for "today in the bay." >> all right, pete, thanks for that update. now to the bombshell report released over the weekend in washington. president trump saying this morning he's vindicated, after the justice department revealed a summary of robert mueller's russia report, but democrats and some republicans want to see the original findings, evidence, interviews and much more. ready to start contacting federal authorities when violent undocumented felons are released. supervisors tomorrow will debate a measure to end the current ban preventing deputies from contacting i.c.e. it involves inmates being released, despite detainer requests. undocumented inmates would be instead held until federal authorities assume control. that move is being sparked in large part by the deadly stabbing last month of a woman in her south san jose home. investigators say 24-year-old carlos eduardo arguelo carranza killed 59-year-old bambi larson. authorities say he was a repeat fe released twice from jail without i.c.e. ever being notified. critics are blaming sanctuary city policies. having bump stos esdere a felony this week under federal law. the new rules tomorrow. people must turn them over to law enforcement or destroy them.

good morning. i'm frank holland at cnbc global headquarters. here are today's top business headlines. wall street could start this week out in the red this morning as investors continue to worry about a slowdown in the economy and whether that could lead to a recession. overnight in asia, japan's market posting its worst day of the year. on friday the dow falling more than 450 points, its worst performance since early january. on the watch list reports on the housing sector, consumer confidence and fourth quarter gdp. american airlines is canceling about 90 flights per day through april 24th due to the grounding of boeing 737 max jets following two deadly

crashes in ethiopia and indonesia. american has two dozen american 727 max planes in its fleet. every flight on the 737 max is canceled as americans make arrangements to use other aircraft. and prices at the pump they're jumping. the average price of regular unleaded rising 16 cents in the past two weeks. it's now $2.66 a gallon nationwide. there in the bay area, gas is averaging $3.64 a gallon. analysts say the increase comes as supplies get tight while refiners undergo maintenance in higher demand demand of the summer driving season which officially kicks off recommend reel day weekend. gas prices are exactly the same level they were at this time last year. marcus and laura, i guess we can't complain too much. >> we can but we won't. >> thanks, frank. >> thanks, frank. coming up next on "today in the bay," kari hall tracking the next storm to move in, just in time for our work week.

storm ranger. a parade of storms is starting to move in. a live look at nbc bay area storm ranger, tracking that storm. a parade of storms starting to move in the area. we're already seeing the rain move into the extreme north bay right now. just take a look at it, as it creeps its way in. wow. 4:44 for you right now. and of course, we need to get ready for it. pull the umbrellas out again. >> we need the umbrellas but for the rest of the bay area south of the golden gate bridge, you won't need that until this afternoon. this will mainly affect the north bay, so you can see the dry conditions we're seeing in san francisco right now, and also our temperatures that have been starting out quite mild in the upper 40s and lower 50s. the seven-day forecast is coming up at the bottom of the screen, as we take a look at concord and what to expect throughout the day. temperatures in the low 50s, and we will see some more clouds moving in. also those rain chances starting to go up in the afternoon for

areas south and east of the golden gate bridge. we are also going to see this rain coming down quite heavily from santa rosa on northward, a closer look shows where the pockets of that heavy rain now approaching cloverdale and also moving into ukiah, and it's just to the north of guerneville. so this is what we've seen over the past several hours, as this slow-moving system starts to sag its way into the bay area. but we've seen the rain across far northwestern california for the past several hours, as the storm continues to move through. so as it moves in, it looks like a lot of that rain will continue to weaken. so by noon, we're not seeing as much in the way of some of the heavier rain, and gets lighter as it moves into the east bay and the south bay as well as the peninsula, and by 7:00 to 8:00 tonight, we're seeing some of that rain starting to edge its way into san jose, and then quickly moving out by late tonight into early tomorrow morning. there may be a little bit of a break in the activity going into tomorrow, but another storm is right behind that, and will be

bringing us some rain between late tuesday into wednesday, and this is, may also be when we get gusty winds. so this first storm moving in brings us about a half inch of rain for napa, three-quarters of an inch of rain in san and then elsewhere, about a quarter inch of rain or less, but the next storm that comes in will bring in much higher amounts in terms of rainfall, and also some gusty winds. so that's what we'll be watching as we are going to see a couple of storms moving through this week, and our temperatures for the inland areas staying in the mid-60s, warming uhm a ining up weekend forecast looks amazing, highs in the low 70s with some sunshine and we'll need it after a rainy week. headed over to mike, you've been tracking the peninsula drive. >> that's right, kari. we were a little quick on our reports, i got there before the activity happened. we heard about a traffic break and i was going to show you the effects of the traffic break and we got the headlights restored once again north 101 at university. we see traffic flowing again.

there will still be activity there north toward embarcadero. wow, this is not the right map. getting toward, let's see, there is the bridge and we'll try to get to the peninsula, there we go, right here, slowing that showed up for a short period of time with the lights that were not traveling northbound for just about three minutes, we may have had some slowing that will occur on the map. fire crews onckin your left two lanes for one period of time but after that traffic break, this he may have moved him to the shoulder. it does have a report to chp saying that, right over here, maybe take another half hour, 45 minutes for the tow truck to arrive. again, this stretch should show slowing along the next few but 280 along the peninsula is sign, so is el camino. mass transit no delays. b.a.r.t. will officially start at 5:00 a.m. but a couple of trains are hitting the tracks. caltrain is restored, after the electrification work that continues for weekends. the bay bridge cash lanes we're waiting for one toll taker on
