26th. ad lib live picture of the golden gate bridge. and good tuesday morning to you, march 26th, right now, taking a live look out at the golden gate bridge. a few cars on the road. you can still see the reflection there. yep, that's rain. not raining right now. good morning to you. i'm marcus washington. >> and i'm laura garcia. let's talk about the rain. a little break now? >> we are going to see the rain that we were seeing overnight starting to move out of the bay area and so it's still fairly light and scattered. as we look at storm ranger for the most part you have a pretty good drive. as the system moves away, we'll be getting ready for another round of rain. we'll see spotty showers in and around the bay area throughout the day, partly cloudy to mostly cloudy skies and temperatures toaying on the mild side and ght, rain chances going right back up, as we are

going to see some more widespread showers moving through. so i'll be tracking that for you. we'll talk more in detail coming up in a few minutes. mike, you're tracking something but not a huge issue. >> wet roads in oakland and roadwork going on. i think last night the crews were waved off because of the rain. the nimitz moving smoothly past the coliseum and farther north a crash at oak, should be out of lanes quickly. we see a cluster of crashes south of the benicia bridge, off of highway 4 and one at 680 at marina, the off-ramp disabled vehicle. behind me a little bit of a wind reported there but no big deals as far as the rain goes. damp roadways. watch then hr last night at 11:00, we reported about an incident on the apart. peninsula. >> overnight, we found out about a new problem in the east bay. "today in the bay's" pete suratos live for us in orinda and pete, it's just another reason for riders to pay close attention to their surroundings.

>> reporter: s,efinely a cause fors and the orinda b.a.r.t. incident took place at 11:00 p.m. and as you mentioned just an hour after another incident took place in san francisco. let's show you guys a map of the distance between those two stations that we're talking about. according to b.a.r.t., police say the orinda station incident was a robbery and took place just after 11:00 p.m. the male suspect tried to get away on a san francisco bound train but arrested at the macarthur station after the female victim and another witness i.d.'d him. in san francisco a woman atta attacked on a train headed to sfo just before 10:00 p.m. between daly city and colma. police say the man hit the woman in the head with an object and walked away. he was arrested at the station and that woman appears to be okay. i did get a chance to look at b.a.r.t.'s latest quarterly report form the fiscal year of 2019, it looks like they average

about ten crimes or ten crime incidents per week. that didn't meet their goals. the increase was caused by cell phone robberies in san francisco. we'll have more on the latest incidents in the next hour. we're live in orinda, pete suratos for "today in the bay." >> very concerning. >> very much so. thank you, pete. a hectic evening inside a busy office building in san francisco. a man walked into the lobby and shot a worker there in the back of the head. >> one witness tells us, it's the victim's 18th birthday. nbc bay area's jean elle has more. >> i heard people screaming and a lot of chaos and came out and heard people saying somebody, one of our crew members had got shot and he was laying there on the ground. >> reporter: chaos witnesses say a manke the lobby and shot a san o conservation corps worker in the back of the head. the building is home trps, the t of corrections parole office, a homeless drop-in center and a

million. >> that's not all avenatti is also accused of falsifying tax returns to obtain a loan and directing himself a settlement intended for one of his clients. southern california prosecutors filed those charges. avenatti plans to hold a news conference later this morning. he says he will expose nike's offenses. senator scott weiner wants you to be able to vote on if the state should raise estate taxes. the lawmaker is planning to introduce a new tax proposal to get placed on the november 2020 ballot. if approved california would collect 40% of assets worth more than $3.5 million or $7 million for married couple after the owner dies. happening today, there's hope to stop a teacher strike before it happens. the board of education will consider an agreement that would avoid a teacher strike in san ramon, dublin and surrounding counties. earlier this month, the san ramon valley education

of showers. our high temperatures today head up to about 60 degrees in san francisco, and 62 in oakland, and in palo alto. tn as we look at storm ranger, our mobile doppler radar, that's the red scan, the beam that we are seeing going around the bay area, still some light showers, some mist and drizzle and keeping everything really damp, also some patchy fog but overall, the larger view shows the storm system is pushing off towards the east, and producing some rain for the sierra. as we go into the rest of the day, still shows that we will have some rain moving through especially for the south bay, over toward the tri-valley, as the leading edge of this cold front kind of pushes through our area, and then our next storm system arrives as we go into tonight. we start to see some of that rain approaching the south bay by 7:00 tonight, and then also some light rain farther to the north, and as this moves in, we moving in off and on between tonight and throughout the day tomorrow, and it's going to be

also much more windy, and as we go into thursday night. we are going to see the potentiasf especiallyhe north bay, up to close to an inch and a half in santa rosa, and then areas south could see about a half to three-quarters of an inch of rain. that will be another good soaker moving through, with temperatures reaching into the low 60s, as we go into the weekend, it's still looking really nice, with highs near 70 degrees, and mostly sunny skies. san francisco going to keep the temperatures in the upper 50s for the next few days, but warming up quite a bit. by saturday, we're in the upper 60s. and mike, you've been tracking the roads, a lot of stuff going on. >> a lot of little stuff. i don't mean to demean anybody's incide on chp but nothing major as far as crashes and that's a good thing. soba tri-valley a little slowing out of the altamont.

speeds in the 50s range, great coming out of the altamont pass. the cluster of crashes, a few more than the last time we took a look, a couple of them reports of roadways but nothing major blocking any of your freeways except for 980 at 880, the latest to come in. this may have a spinout and your fast lane might be affected for a few minutes. north 880 everything is moving out of the roadway. the speed sensors are all green, toward walnut creek, 680 southbound and folks split off here toward 24, a nice, easy drive past the walnut creek b.a.r.t. station, there are no delays reported for b.a.r.t. because b.a.r.t. is not officially open but tells me there are three trains that are starting to run again no delays reported there. no weather related delays for the ferry systems and we don't expect anything, things are a l in the last five minutes. we couple of cash lanes that aren't yet open. we'll watch and it will thin out a little bit. back to you. >> thank you. this movsight and no

enforcement when it comes to wrongful evictions in oakland. >>s tougher laws to eliminate violateors. here is investigative reporter bigad shaban. >> reporter: here in oakland, the average two-bedroom apartment will now cost you more than $3,300 a month. that's a 40% spike from just five years ago. so breaking housing laws to avoid rent control can mean big bucks for landlords. oakland lawmakers passed new laws to protect renters against fraud and wrongful evictions. but after spending months reviewing hundreds of pages of eviction records, we learned those laws, which have been on the books for two years, are largely being ignored, and those to blame are getting away with it. to find out why, we sat down with the laws have been in place, so why hasn't your office implemented some kind of enforcement system? >> we are not, i think one of the things is we don't want to

the bridge in the south island could slowly be seen breaking apart. it spilled concrete and asphalt into the swelling river there. rains are closing roads with the main river swelling to record levels and a state of emergency being declared. there could be as much as 27 inches of rain with this latest storm. more news right after this break. stick around. 4:53. mateo bridge.

the fire department posted this video of a dog being saved. that firefighter carried that dog through the smoke, brought it outside, giving the pup cpr. this is one of two dogs rescued. both of those dogs are expected to be okay. >> what a hero there. fremont police department's new tesla hitting the road, the electric car officially started service yesterday. police department tweeted out this video. fremont home, of course, to the tesla factory and police chief says it's time to explore whether electric cars pice work. theseason right around the corner. >> oh, yeah. only one more spring game to play before opening dayn thur. the a's, they're already in the middle of their annual bay bridge spring series. of course that wet weather as you see there last night led to a 90-minute delay at oracle park. once things got started the a's took an early lead in the first inning, only the die-hards and the seagulls of course were still there when the a's broke it open in the sixth inning. they won 5-4, and both teams close out the preseason tonight
